The process whereby queen Athaliah was deposed and replaced as monarch of Judah by the boy-king Joash in the seventh century bce warrants analysis as a typical 'coup d'etat'. The purpose of the present article is to interpret the relevant biblical narratives (II Kings II and 11 Chron. 23) in terms relevant to that political concept. Specifically, it posits that the organization and implementation of this highly successful coup can be illuminated by reference to modern political science literature on regime change. Thus read, the biblical records of the episode constitute a detailed 'how to' manual of political action.  相似文献

Coup-proofing pertains to political leaders’ strategies that will prevent groups inside or outside the state apparatus from seizing power via a coup d’état. One particular form of these strategies divides a country’s military into rivaling organizations, thereby creating an artificial balance between and structural obstacles for the armed forces. Despite the general claim that this institutional coup-proofing is indeed effective, a recent empirical study does not obtain evidence for a negative impact on the risk of coup attempts or coup outcomes. The authors take this finding as a motivation for their re-evaluation of the effect of institutional coup-proofing on coup risk and outcomes. By developing an argument that rests on the concepts of collective action and polarization, it is contended that institutional coup-proofing and coups are characterized by a U-shaped relationship: Institutional coup-proofing is likely to lower the likelihood of coup onsets and successful outcomes, yet only until a tipping point of about two equally strong military organizations. After this turning point, the risk of coup onset as well as coup success may increase again. Using time-series cross-section data for 1975–1999, the authors find strong and robust support for their claims in terms of coup onset, but not coup outcomes.  相似文献

This article focuses on student opposition to the Portuguese Estado Novo regime, examining the links between the dynamics of mobilization and radicalization and the emergence of new political actors before the fall of the Salazar dictatorship on the one hand, and the revolutionary process which characterized the Portuguese transition on the other. The 25 April 1974 military coup d'état that overthrew the Estado Novo triggered what later came to be known as the ‘third wave’ of democratization; but the Portuguese transition was characterized by elements of rupture that were much more significant than those observed in the subsequent democratization processes of Spain and Greece. This rupture was a result of the form of regime change – a military coup d'état – and was sustained with the mass social mobilization that followed. While key studies have stressed that the political crisis after the fall of regime was the fundamental cause of this exceptional mobilization, the argument advanced in this article is that the pre-revolutionary cycle of protest also explains the particular characteristics of the Portuguese transition.  相似文献

Labelling the ‘other’ is one of the most relevant aspects in an armed conflict context. Summarising what the opponent is in one single expression is a strong rhetorical tool in any belligerent discourse. The use of the ‘terrorist’ label assumes a particularly powerful role in such a construction. Employing Ole Wæver's layered discursive structure, this article aims to study the discursive practices and political consequences associated with the use of such labels. The political implications of using the ‘terrorist’ label in regards to the Kurdistan Workers' Party (PKK) in Turkish politics will be analysed as an illustrative case study. The period under analysis extends from April 2007 to January 2008, corresponding to the escalation of a security discourse that led to the (brief) Turkish military incursion in northern Iraq in the winter of 2007–2008. The political exposure and intense usage of the ‘terrorist’ label in this period makes it particularly ripe for understanding the political discursive context that shapes Turkey's policies towards this protracted conflict. The focus on this period also sheds light on the political reasons underlying the intractability of this conflict.  相似文献

This is a comparative analysis of neo‐Nazis and anti‐immigration activists in Norway, Denmark and Sweden with regard to their rhetoric and justifications for violence against ‘foreigners’ and political opponents, and actual patterns of violence and harassment. Different traditions of nationalism in the three Scandinavian countries, and highly dissimilar historical experiences ‐ especially during World War II ‐influence the rhetorical strategies of the two types of extreme nationalists, and their respective abilities to appropriate national symbols. However, based on divergent historical analogies, most extreme nationalist groups present themselves as a ‘resistance movement’ fighting ‘foreign invaders’ and ‘traitors’.  相似文献

Abstract

Controversial cases such as the aborted coup in Equatorial Guinea and the employment of private contractors in the Abu Ghraib prison have brought the proliferation of private ‘mercenaries’ to worldwide attention. However, the privatization of military security is more diverse and complex than generally suggested. Specifically, one needs to distinguish between the use of private mercenaries in developing countries and the privatization of military services in Europe. Focussing on the latter, this article proposes that the privatization of military services in industrialized countries can be understood in terms of a shift from ‘government’ to ‘governance’. As a consequence, the emergence of a private military industry in Europe is not only characterized by distinct forms of governance failure; European governments have also developed new modes of governance to control the industry. Using the United Kingdom and Germany as examples, this article examines two modes in particular: public private partnerships and governmental regulation.  相似文献

Mali and Niger, two neighbouring countries in Francophone West Africa, offer a good opportunity for identifying key factors favouring the survival of a young democracy. While democracy has so far survived, just about, in Mali, it ended in Niger with a coup d'état in January 1996. Given comparable levels of poor economic development and similar troubled modern political histories, economic and societal preconditions do not provide clues to the different experiences of the two countries. Instead, the answer must be sought in the institutional choices made and in the interaction between key players during the democratic transition. An electoral system with proportional representation resulted in political instability in Niger, while a majoritarian system ensured a stable political majority in Mali. Political crisis in Niamey provided an opportunity for the army to retake power. While the military had been alienated from the Nigerien national conference, it had participated actively in and supervised the Malian conference. Mali and Niger provide tentative lessons for other ‘late democratizers’.  相似文献

In recent decades many regional inter-governmental organizations have adopted agreements committing all member states to maintain democratic governments, and specifying punishments to be levied against member states that revert to authoritarianism. These treaties have a surprisingly high enforcement rate – nearly all states subject to them that have experienced governmental succession by coup have been suspended by the relevant IGO(s). However, relatively little is known about whether these treaties are deterring coups. This article offers an original theory of how these international agreements could deter coups d’état, focusing on the way that a predictably adverse international reaction complicates the incentives of potential coup participants. An analysis of the likelihood of coups for the period of 1991–2008 shows that states subject to democracy were on average less likely to experience coups, but that this finding was not statistically significant in most models. However, when restricting the analysis to democracies, middle-income states with democracy clauses were significantly less likely to experience coup attempts. Moreover, the African democracy regime appears to be particularly effective, significantly reducing the likelihood of coup attempts for middle-income states regardless of regime type.  相似文献

This article challenges the theorem of non-polarity in international relations theory by employing ‘mimetic theory’, a notion associated with the French anthropologist René Girard. The article argues that non-polarity is a distorted visual effect that conceals the actual polar configurations in global politics. So-called ‘new wars’ are seemingly asymmetrical and are said to mobilize fronts ‘on the basis of identity’. However, on closer inspection new wars appear to be shaped by underlying mimetic forces, whereby the contenders behave like ‘doubles’, each reflecting its own image in the wishes and actions of the other. The article picks up and develops a clue from political theorist Herfried Münkler, that the Israeli/Palestinian conflict is a miniature copy ‘of global political line-ups’. The conflict is placed here in its mimetic context, and implications for political theory and the theory of international relations are drawn.  相似文献

ABSTRACT

Zimbabwe held ‘fresh’ elections on July 31, 2013 under a new constitution. This was in line with the provisions of the Global Political Agreement (GPA), a political power-sharing compromise signed between Zimbabwe's three main political parties, following the heavily disputed 2008 harmonised presidential and parliamentary elections. The GPA established in Zimbabwe a Government of National Unity (GNU). On the road to making a new constitution, political differences and party politicking always seemed to take precedence over national interest. This political polarity in Zimbabwe resulted in the heavy polarity of the media, especially along political ideological grounds. The new constitution-making process and all its problems received heavy coverage in almost all national newspapers. This article analyses the discourse-linguistic notion of ‘objectivity’ in ‘hard’ news reports on the new constitution-making process by comparing the textuality of ‘hard’ news reports from two Zimbabwean national daily newspapers: the government-owned and controlled Herald and the privately owned Newsday. Focusing on how language and linguistic resources are used evaluatively in ways that betray authorial attitudes and bias in news reporting, the article examines how the news reports uphold or flout the ‘objectivity’ ideal as explicated through the ‘reporter voice’ configuration, and within Appraisal Theory.  相似文献

In Thailand, economic inequality has long been a fact of life. It is a “general inequality of condition” that can be seen to influence all aspects of social, economic, and political life. Yet inequality has not always been associated with political activism. Following the 2006 military coup, however, there has been a deliberate and politicized linking of inequality and politics. The article explores a complex of political events – elections, coup, constitution, and the political ascent of Thaksin Shinawatra – that has given rise to a relatively recent politicization of economic and political inequalities, now invoked in street politics – a rhetoric developed amongst pro-Thaksin red shirts that challenged the status quo and generates conflict over the nature of electoral democracy.  相似文献

Abstract

For most observers, the election of Donald Trump as the 45th president of the United States (US) came as a shock. This has been widely recast as the culmination of the American public’s long-standing dissatisfaction with the political elite and deep-seated frustrations with broader socio-economic conditions. We argue that the Trump campaign’s success also stemmed from its effective use of an emotionally charged, anti-establishment crisis narrative. With insights from political psychology, we examine the socio-linguistic mechanisms that underlie the effectiveness of ‘Trump-speak’ through both quantitative and qualitative content analysis of Trump’s communications toolkit during the 2016?US presidential election campaign. We show that his leadership legitimation claims rest significantly upon ‘crisis talk’ that puts his audience in a loss frame with nothing to lose and explain why ‘crisis talk’ impacts on political behaviour. As we demonstrate, the crisis stories that political agents tell simultaneously instil ontological insecurity among the American public and serve to transform their anxiety into confidence that the narrator’s policy agendas are the route back to ‘normality’. Through these rhetorical mechanisms, the Trump campaign manipulated individuals’ ontological (in)security as a tool in the politics of reassurance at the broader, societal level.  相似文献

This article assesses the validity of the concept of ‘religious terrorism’ and its consequences for research and policy practices. It explores the origins, assumptions and primary arguments of the term and subjects them to an analytical assessment. It argues that the distinctions typically drawn between ‘religious’ and ‘secular’ terrorism are problematic, both conceptually and empirically, and that the term is misleading in its typical assumptions about the motives, causes and behaviour of groups classified as ‘religious terrorist’. In particular, it shows that the behaviour of those thus labelled is so diverse, and often so indistinguishable from their ‘secular’ counterparts, that the term has little meaning without further qualification, while simultaneously obscuring important aspects of both ‘religious’ and ‘secular’ violence. It then goes on to illustrate how the term, rooted in a particular historically situated understanding of religion and a particular set of power structures, serves as a disciplinary device to domesticate ‘political religion’, delegitimising certain actors while legitimising a number of highly contentious counterterrorist practices designed to deal with those described as ‘religious terrorists’. The article ends with some suggestions for alternative ways to study the role of beliefs and institutional structures, religious or otherwise, in producing political violence.  相似文献

With the problems of stabilising Iraq continuing under the ‘fully sovereign’ Iraqi interim government, which formally replaced the United‐States‐led transitional administrative authority on 28 June 2004, many critics have argued that the United Nations (UN) should play a much larger role in the transition process. This article suggests that while imposing an alternative set of external administrative ‘advisers’ might be popular with European powers, it is unlikely that greater UN involvement would make much difference to the people of Iraq. Using the example of the international protectorate of Bosnia, which is also a ‘fully sovereign’ state, where the UN plays a fully engaged role, it is clear that external enforcement can provide little legitimacy for Iraqi institutions. This article challenges the idea that the ‘rule of law’ can be imposed from outside by focusing on two areas of legal activism in Bosnia: constitutional change and property return. It suggests that the ‘rule of law’ approach sees legal or administrative solutions as a short cut to addressing political problems, fetishising the legal framework at the same time as marginalising the political sphere. Rather than more coercive external involvement in the form of pressures for more legislation and better law enforcement, the experience of Bosnia highlights the need for greater levels of political legitimacy, a need that runs counter to the logic of the ‘rule of law’ approach.  相似文献

One of the chief features of the Third World is how often regimes change. These regime changes have many implications both for internal political stability in the Third World and in the relationships between the Third World and the superpowers. In the United States, it is generally the media that inform the American people about these changes and their implications for the United States. This paper analyzes the coverage of the two most recent military coups in Nigeria by the U.S. press.

Our analysis indicates that if a government that is supportive of American interests is overthrown, and the personalities and policies of the new leaders are not readily apparent to the press, the change is greeted with hostilities by the U.S. press. However, as soon as it becomes apparent that the new regime will not threaten the economic and political interests of the United States, the press rallies behind the new regime and begins to proclaim it as a savior. The press lamented the overthrow of Shagari's government and proclaimed the coup a setback for democracy in Africa. However, within a few weeks of this judgement, the coup that overthrew President Shagari was hailed as necessary for the political stability and economic prosperity of Nigeria. When the military government that seized power from Shagari was itself thrown out of office in a military coup, the new regime was welcomed by the press. We also found the U.S. press utilizes a biased and distorted framework in its coverage of political events in the Third World. The framework used in the Nigerian case asserts that all economic and political crises emanate from tribalism, corruption, and the criminal tendencies of Nigerians. We argue in this paper that this perspective, which informs the coverage of political events in Nigeria by the U.S. press, does not allow it to present valid and truthful explanations of political changes in Nigeria. We also argue that this shallow coverage is done deliberately so as to obscure the reality of political struggles in Nigeria. We assert that it is in the interests of both the Nigerian ruling class and international capitalism to attribute economic and political crises in Nigeria to tribalism, corruption, and nepotism.  相似文献

This is the first section of a two‐part article investigating the relationship between civil society and the recent wave of democratization in developing countries. It highlights the ambiguity of the term ‘civil society’ and proposes a definition which may prove serviceable in discovering the political role played by civil society in facilitating or impeding democratization. In addition to the conventional distinction between civil society and the state, the article makes further distinctions between ‘civil society’, ‘political society’ and ‘society’. It specifies several commonly held expectations about the potential political influence exerted by civil society on the character of political regimes and the behaviour of the state, and generates certain historically rooted hypotheses about these relationships. These concepts and hypotheses are intended as an analytical framework to be applied to specific country case‐studies in the second part of the article to follow in a later issue of this Journal.  相似文献

This paper presents women's militant activities outside the binary framework of ‘victimhood’ and ‘agency’ and invokes postmodern feminist international relations analyses to engage with women's material and ideological contribution to militant activities and political violence. Women who support and indulge in both discriminate and indiscriminate violence against institutions of the state and unarmed civilians not only redefine notions of nationalism, gender and religious identity, but also highlight their complex and problematic relationship with feminism. To what extent does participating in militant activities and armed combat provide women with opportunities to transcend conventional gender roles? In other words, do they remain the ‘other’ within ‘the other’? How are militant women influenced by these political movements and how do they influence these movements? What happens when the ‘protected’ and ‘upheld’ become the ‘protectors’ and ‘upholders’? How does/should feminist international relations approach these militant women? I attempt to address these questions through a study of women militants and their constructions as gendered political subjects in Kashmir and Sri Lanka.  相似文献
