This analysis shows the importance of a problem of maritime law in an on-going debate between two interpretations of Wilsonian neutrality that have competed in various guises since the end of the First World War: can British blockade actions in that war be justified by American Civil War precedents? It proves that reliance on the “Civil War precedents” to justify Britain’s blockade measures was disingenuous from the beginning. British diplomats first used it in October 1914, and Woodrow Wilson embraced it to defend his mild response to British violations of neutral rights to incensed American citizens despite continuous protests from the State Department. Whilst all politicians involved knew the comparison was wrong, historians have embraced it as a justification of Britain’s illegal blockade ever since Arthur S. Link claimed it as the key to understanding Wilson’s neutrality policy.  相似文献

This article reappraises the complex relationship between Lord Curzon and Lloyd George in the years between the former's appointment as Foreign Secretary and the latter's fall from office as Prime Minister in 1922. It argues that the widely held view that Lloyd George held Curzon in contempt and marginalized him in the conduct of foreign affairs is not accurate. Their relationship is presented as being one of mutual respect and significant levels of cooperation. The article thus questions the extent to which the Foreign Office suffered an ‘eclipse’ in this period.  相似文献

This article argues in favour of an intra‐disciplinary rapprochement between ‘EU studies’ and those working in the ‘new regionalism’ (NR). I take the issue of democratisation as an example of how scholars of both the EU and NR could usefully learn from each other. European Union studies has recently undergone a ‘normative turn’, through which inter/intra‐disciplinarity has received a fillip; I argue that at both conceptual and empirical levels, new regionalist studies would benefit from a similar mainstreaming of democracy issues and a similarly open approach to inter/intra‐disciplinarity. Moreover, EU studies scholars would benefit both conceptually (an escape from the ‘N=1’ problem that has plagued integration theory, the adoption of a clear critical theory perspective) and empirically (further cases in which to test hypotheses and generate data) from such a rapprochement.1 I would like to thank the three anonymous referees who made such supportive and helpful comments on the first draft of this article. During the 1930s and 1940s Keynes developed the vision of a world in which every country would be able to pursue its own New Deal. He believed in the Second World War that Anglo‐American partnership would provide the foundations of this benevolent new order. But his enterprise was frustrated by Washington's insistence on economic orthodoxy. It was an outcome which left Keynes pessimistic about the prospects for international economic cooperation. However the prejudices of Keynes's first biographer, Roy Harrod, in combination with the political exigencies of the early cold war period, obscured the extent of his disillusionment.  相似文献

This is a comparative analysis of neo‐Nazis and anti‐immigration activists in Norway, Denmark and Sweden with regard to their rhetoric and justifications for violence against ‘foreigners’ and political opponents, and actual patterns of violence and harassment. Different traditions of nationalism in the three Scandinavian countries, and highly dissimilar historical experiences ‐ especially during World War II ‐influence the rhetorical strategies of the two types of extreme nationalists, and their respective abilities to appropriate national symbols. However, based on divergent historical analogies, most extreme nationalist groups present themselves as a ‘resistance movement’ fighting ‘foreign invaders’ and ‘traitors’.  相似文献

Can general mechanisms governing social life (necessity) and the possibility of multiple outcomes in socio-historical processes (contingency) be incorporated into a single theoretical framework? In recent years, the critical realist philosophy of science has emerged as an intellectual strand within international relations (IR) that makes theoretical claims about necessary social processes while recognizing the irreducible role of contingency. However, critical realist scholars treat contingency as an ‘externality’, thereby declining to theorize social processes that result in contingent outcomes. Here, it is argued that contingency emerges out of the combination of events and processes as theorized by the law of uneven and combined development. This provides a general conceptualization that treats differentiated historical outcomes, and their contingencies, as inherent to human development. Out of these assumptions a workable approach to historical sociology in IR can be developed—one predicated upon uncovering the form of historical ‘combination’, the contingent fusion of elements, in international systems.  相似文献

The present contribution explores the changing relationship between the European Union (EU) and the two largest countries in its eastern neighbourhood, namely Ukraine and Russia, between 1991 and 2014. Taking the differential between the existence of the EU Strategic Partnership (SP) with Russia and the absence of such an arrangement in the relationship with Ukraine as a point of departure, it investigates how the EU has dealt with different aspirations and challenges stemming from its two largest eastern neighbours. Adopting the Social Identity Theory perspective, the contribution analyses the interrelationship between the evolution of the EU’s SP approach towards the eastern neighbours and the development of (particular dimensions of) the EU’s identity. It demonstrates how the process of categorization relating to the ideational ‘self’, ‘we’ and ‘other’ took place; and how only the EU’s relationship with Russia and not that with Ukraine has accumulated the discursive markers of a strategic partnership. The contribution, furthermore, analyses the challenges to the EU changing approach stemming from the 2013–2014 Ukraine crisis.  相似文献

This paper is concerned with two interrelated problems in the Copenhagen School’s (CS’s) securitization theory. The first is the challenge that non-exceptional security polices pose to the theory, which starts from the assumption that securitization is ‘successful’ only when extraordinary emergency measures are adopted. The second arises not from what factors define securitization’s ‘success’, but rather from who does so. Securitization theory suffers from a constructivist deficit because the criterion for the ‘success’ of securitization is set by scholars, whereas a more ‘radically constructivist [theory] regarding security’ would require practitioners to be in charge of defining the ‘success’ of securitization. The paper offers a solution to both of these problems by suggesting that securitization is ‘successful’ only when (1) the identification of a threat that justifies a response (securitizing move) is followed by (2) a change of behaviour (action) by a relevant agent (that is, the securitizing actor or someone instructed by the same), and also (3) the action taken is justified by the securitizing actor with reference to the threat they identified and declared in the securitizing move. It goes on to reject the ideas of a sanctioning audience and of the insistence on existential threats as also set by the CS.  相似文献

The understanding that disarmament, demobilisation and reintegration (DDR) programmes are essential in helping to prevent war recurrence in post-conflict situations is at the heart of current international aid practice and the academic literature on peacekeeping and stabilisation. However DDR programmes are often launched on the basis of untested assumptions. This article considers the DDR programme in Liberia and analyses the complex relationship between the programmatic efforts to disarm and reintegrate combatants and the programme's actual effects. If we are to understand how DDR works as a tool of post-conflict governance, it is essential to explore the mechanisms of authority and power at stake. The focus is therefore not on whether combatants were successfully disarmed and reintegrated, but rather on exploring unfolding processes and the field of forces within which DDR programmes are implemented. It critically assesses the ideas of disarmament and reintegration and the basic assumptions behind current DDR policy through an analysis of the Liberian case, emphasising the agency and interests of local and international actors in the ‘making’ and ‘unmaking’ of combatants.  相似文献

In Italy and in the German Federal Republic rebel movements occurred in political cultures where the burden of Fascism shapes patterns of perceptions and orientations. The movements are seen as particularly threatening and this elicits a very aggressive response. On the other hand, the movement in its turn interprets this response as a residue of the Fascist past or as a correspondingly aggressive manner. This configuration creates a special escalation dynamic. German and Italian Fascism differed fundamentally and that difference is also displayed in the struggles which began two decades after Fascism was destroyed.  相似文献

Abstract

This essay explores Russia's Organization for Security and Co-operation in Europe (OSCE) policy, by focusing on two questions. First of all, analysts have noted Russia's disinterest and obstructive policies towards the Organization. Thus, the question is what – if anything – does the Russian Federation still want from the OSCE? Secondly, does the OSCE still serve as a forum for dialog? These two issues are studied on the basis of rational institutionalism and realism. The essay demonstrates that Russia is still interested in the OSCE, but its policy has become more pragmatic, selective and instrumentalist. It includes obstructive and constructive strategies. At the same time, today the Russian Federation ascribes less significance to the Organization in European security. This is predetermined not only by its inability to push its interests through the OSCE, but also by the declining interest of other participating States in the Organization. The differences between OSCE participants have turned it into a battlefield of interests in many areas.  相似文献

In this article, I critically analyse the case of the We Divest campaign as an example of a divestment initiative of the Boycott, Divestment and Sanctions movement to highlight aspects of how the movement works, particularly through its organisational structure and processes. The campaign targets TIAA-CREF, one of the largest retirement fund providers in the US, to divest funds currently held in a number of companies the campaign has identified as profiting from Israel’s violations of international law. In examining the case I determine certain organisational characteristics of the movement, i.e. networked, decentralised, grassroots, horizontal and border-crossing. By identifying certain aspects of the movement’s infrastructure through an investigation into the We Divest campaign, I argue that the organisational structure and processes identified in the case study suggest that the movement represents a new and different way of challenging Israel.  相似文献

Abstract

Kwaito can be described as the new music of the new South Africa. Since its emergence over a decade ago, kwaito still blasts from minibus taxis, on the new urban commercial stations formed after media liberalisation, and on street corners from Cape Town to Johannesburg. Kwaito is young, vibrant and decidedly black. This is hardly surprising in a context where music, like everything else, is a highly racialised terrain. This article describes the emergence of kwaito, and explores community radio station, Bush Radio's, broadcasts of kwaito music, looking at how these broadcasts create a sense of community. First, kwaito's emergence within the context of South Africa's mainstream cultural industries is articulated. Then kwaito music is explored as a signifier of black identity. This article is located within a cultural studies framework, which approaches musical genres as cultural texts capable of generating multiple meanings (Grossberg, 1993).  相似文献

Abstract

At the dawn of the twentieth century, ignorance towards the growing military power of Japan led Imperial Russia to her unexpected and decisive loss of the war of 1904–1905. Just ten years earlier in 1895, Japan was almost half-robbed of the spoils of her victory over China by the Western Powers (including Russia), which insisted on revising the Treaty of Shimonoseki. The Boxer Rebellion of 1899–1901 stopped this confrontation and turned Japan and Russia into allies for a short time: Russian and Japanese soldiers fought together against the Chinese, constituting the two largest units among the five allied troops with Russians playing the leading role on the battlefield and the Japanese being their loyal deputy (as it was viewed by Russian media of the time). All these circumstances led Russia to underestimate the Japanese army in the following years. However, the Russo-Japanese War itself changed that attitude, turning it into a sort of ‘a-next-war-to-be-hysteria’ among the Russian officials who served in Japan after the war. The reports by Russian military agents and diplomats from special collections in the Hoover Institution of War, Columbia University, and other archives used in this paper show us that despite being their government's only ‘eyes’ watching the Orient, sometimes those eyes were ‘blinded’ by the loss in the recent war and by their own experiences. One major reason for this was that many Russian diplomats, military agents and spies had long been serving in the Far East, and for some of them the transformation of Japan from ‘weak ally’ to ‘strong enemy’ status happened so swiftly, they came to overestimate this new ‘peril.’ Another problem was Japanese language skill. In the same way that Russia could not properly predict the growing power of Japan before 1904, she wanted after the war to obtain all possible information about her neighbor and, thus, paid special attention to educating a new generation of oriental specialists.  相似文献

Why do front-line workers not always display humanitarian compassion towards people living in camps? In seeking an answer, this article conceptualises the ‘humanicrat’: a front-line worker who is part humanitarian and part bureaucrat, each with typological emotions. Case studies from NGO teams in long-term camps in northern Ugandan illustrate the social production of emotions. The two teams work in differing contexts of organisational arrangements and discourses: conditions which result in predominant emotions of compassion and indifference in one team, and hostility in another. The article ends by asking what, if anything, can be done to curb the ill-treatment of displaced people.  相似文献

This article examines Harold Wilson's attempts to promote a peaceful solution to the Vietnam war during his first term in office as Britain's Prime Minister, with particular reference to his discussions with the Soviet Premier, Alexei Kosygin, in London in February 1967. Wilson's diplomatic efforts were influenced by his intention to improve Anglo-Soviet relations, and by his belief that the United Kingdom could help develop East-West contacts and facilitate the process of detente. In conclusion, this article argues that the failure of the Sunflower initiative in February 1967 was due not to the intervention of American ‘hawks’, as Wilson supposed, but to the convoluted clash of interests of the powers involved either directly or indirectly in the Vietnam war – the USA, USSR, China, and North Vietnam – which handicapped third-parry peace initiatives.  相似文献
