This article seeks to analyze Sir Austen Chamberlain's critique of British foreign policy in the six years before his death in 1937. It presents Chamberlain as one of the most perceptive contemporary observers of the international scene, and in particular of Hitler's Germany. Unusually among British politicians, Chamberlain drew a direct causal connection between the domestic policy of the Nazi regime and its likely behaviour in the international arena. However, it is suggested that the basis for his understanding was an innate anti-Germanism, which can be dated back to his experiences as a young man in the 1880s.  相似文献

Based on Satow's own account of the conference in his diaries, this article examines the role played by Sir Ernest Satow as the second plenipotentiary on the British delegation at the Second Hague Peace Conference in 1907. His previous experience at the post-Boxer conference at Peking in 1900-1901 stood Satow in good stead during the preparations for the conference as well as once the actual negotiations commenced. His main contribution to the proceedings at The Hague, however, was the preparatory work for the London Naval Conference of 1909. Satow's stance towards the negotiations of 1907 marks him out as a predecessor of twentieth-century internationalists.  相似文献

This article looks at a neglected episode during the work of the Reparations Commission of 1920-25 leading up to the Dawes Plan of 1924, when the British delegate to the Commission, Sir John Bradbury, drew up a plan to reschedule German reparation payments in an attempt to take the venom out of the debate over these payments. It takes as its documentary basis the previously unpublished papers of Sir John in his role as Britain's representative on the Reparations Commission from 1920 to 1925. The article concludes that Bradbury's plan had the potential to defuse at least some of the problems encountered in the political and economic results of the reparations policy and that it made a significant contribution to the thinking that emerged in the Dawes Plan.  相似文献

The deployment and control of nuclear weapons in Europe was a major aspect of Cold War diplomacy. The Multilateral Force (MLF) is a prime example. First proposed in 1960, the MLF attempted to reconcile European demands for collective alliance control within the broader framework of US nonproliferation policy. The MLF was opposed by both Britain and France, who feared the proposal would lead to a nuclear armed West Germany. To counter the MLF, the Wilson government advanced an alternate scheme ‐ the Atlantic Nuclear Force (ANF). This article examines British objectives in advancing the ANF. It contends that the ANF was not a cynical attempt to frustrate the MLF, as suggested by previous commentators, but embodied a serious attempt by the Labour government to implement a nonproliferation regime.  相似文献

Satow's diplomatic career was more multifaceted than the older, often Japan-centred, assessments of his work suggest. His period as minister to China especially has not been given the attention it deserves. His appointment to the Peking legation coincided with one of the most momentous periods in Sino-Western relations in the aftermath of the Boxer crisis of 1900. Satow exercised significant influence on the negotiations which led to the Boxer settlement of September 1901; and he proved to be a shrewd and skilful player in the Great Power competition for influence in China. The last two years of his term at the head of the Peking legation were taken up with steering British diplomacy through the turbulences caused by the Russo-Japanese War.  相似文献

The article challenges the recent perception that Lord Halifax was the hero of the Czech crisis in 1938, when in fact the real credit for his revolt against the Godesberg terms belonged to Sir Alexander Cadogan, the Permanent Under-Secretary at the Foreign Office. It does on to argue that Halifax was ill suited by nature to be Foreign Secretary and that his subsequent record shows him to have been a natural appeaser, still loyal to Chamberlain, who argued for an accommodation with Hitler in the summer of 1940.  相似文献

Satow's term as minister plenipotentiary at Tokyo has not been studied much in detail, though it is arguably the highpoint of his career as a diplomat. Satow was the first British envoy to Japan to have a profound, scholarly understanding of Japanese culture and politics gained over many years of residence in the country. This article offers a survey of Satow's diplomatic activities, and focuses especially on the revision of the so-called unequal treaties in 1899 and the marked improvement in Anglo-Japanese relations during this period.  相似文献

Lionel Carden's years as a senior diplomat coincided with the rise of American power in, and Great Britain's strategic disengagement from, the Caribbean region. This changing order naturally gave rise to complications: Great Britain had extensive economic interests in the region, and diplomatic personnel - Carden in particular - endeavoured to protect these interests while at the same time the Foreign Office sought to maintain a good relationship with the United States. Carden's vigorous defence of British economic interests in Central America earned him the reputation in Washington of being 'anti-American'. Carden, however, was most likely acting as a 'buffer' to deflect criticism from policy makers at home.  相似文献

During the Great War, Sir George Clerk was a senior Foreign Office official, strongly sympathetic to the cause of the ‘oppressed nationalities’ of Austria‐Hungary and the liberal ideals associated with the journal, The New Europe. In 1919 he was granted a unique opportunity to shape the face of the New Europe when he embarked on his mission to Hungary. As British minister to Czechoslovakia in the early 1920s, Clerk harnessed his idealism for the Czechs to his ambition to make Prague a centre of British influence and power in central Europe. Though this policy ultimately failed, Clerk showed a greater rapport and sympathy for the Czechs than any of his successors.  相似文献
