Abstract

The paper examines unresolved attempts since 2005 to develop financial accounting standards for greenhouse gas emission allowances. It is a detailed empirical case study into how the large-scale experiment of carbon markets has manifested in a particular area of professional expertise – financial accounting. Theories about the role of standards usefully draw attention to the hidden work of standards in society and help explain why some things are difficult to standardise. However, there are notable gaps in conceptualising how standards are integral to wider processes of policy and technology change. Ideas from governmentality and hybrid markets (agencements) are therefore used to explore further the role of standards within markets, and provide a welcome avenue for thinking afresh about the relationship between climate change and standards.  相似文献

Abstract

The public lectures given by Foucault at the Collège de France that are only now being published demonstrate that, just before he turned his attention to the history of sexuality, Foucault's thorough historical research had laid out many of the elements needed for a genealogy of modern practices of state governance. This review essay pieces together elements provided in the lectures, and in a few already published writings, to prove that research on state powers and state knowledges can benefit a great deal from a close reading of the lectures.  相似文献

Tea gardens face a threat of closure. Due to labour problems and pricing mechanism, Indian tea companies are unable to perform well on the global scene. The case of Tata Tea plantations in South India has been taken for this research study. An employee buyout strategy is introduced in a select number of tea estates. Results prove unfruitful initially. However, employees agree with this idea with a fear of loss of job. The new strategy turns out to be a success. The relationship between organizational change and managerial trust in the context of employee buyout is studied. A questionnaire is administered upon a sample of 100 respondents. Results are shown as a table. The article concludes by citing key issues for a successful buyout programme.  相似文献

Abstract

This paper examines significant changes (and continuities) in the realm of government in contemporary China through drawing upon the insights of governmentality studies. It summarizes the organizing concerns of governmentality studies, arguing that they have functioned, albeit by default, to preclude a consideration of how governmentality is played out in non-liberal contexts. This argument is developed by outlining shifts in the nature of government in China, in particular the shift from a concept of ‘government’ to one of ‘governance’, and subsequently suggesting that the Chinese Party-state is ‘regrouping’ rather than ‘retreating’. The conclusion highlights the significance of the papers contained in this issue of Economy and Society in terms of extending the study of governmentality to both non-Western and authoritarian contexts.  相似文献

In a 2015 plebiscite, voters in Metro Vancouver, British Columbia rejected a proposed sales tax dedicated to funding a regional transportation plan. Opposition was spearheaded by a taxpayer group that focused on the perceived incompetence and wastefulness of the region’s transportation authority. Exercising a liberal imperative of ‘permanent critique of government’, the taxpayer group assembled evidence addressed to ‘taxpayers’. Developing a theoretical account of ‘taxpayer governmentality’, the paper analyses how people are addressed and fashioned as taxpayer subjects, empowered and responsibilized to govern government, and their own political conduct, as sceptical, calculating, non-political, economic actors. The paper concludes by suggesting that this taxpayer subject may be productive for understanding the practice of liberal critique and limitations of the state.  相似文献

ABSTRACT

Interventions aimed at citizenship formation and nation-building in divided and post-conflict societies place great emphasis on promoting and entrenching peace as a cornerstone of economic development and statehood. Such efforts are multi-scalar, encompassing interventions to build democratic institutions and responsible citizens with the pursuit and maintenance of peace at the heart of these ideals. Dominant international pedagogies and policies for liberal-peace-building in divided societies can be used to maintain existing power relations and hierarchies, and may prevent the realization of social (and other forms of) justice while stifling dissent and criticism through exhortations to patriotism, unity, civility, and nation-building. Thus, the ‘goodness’ of peace makes this concept particularly useful as a technique of governance. However, ‘peace’ can also be reworked to suit counter-hegemonic political purposes that open up rather than shut down the question of what peace means. Through an exploration of contestations around the notion of ‘peace’ and its deployment in efforts to promote particular foreign policy agendas we highlight the incongruities in civil society actors’ approaches to peace, and their efforts to achieve sometimes conflicting aims, within divided societies.  相似文献

The recent debate over the changes to the ‘Life in the UK’ citizenship test offers another opportunity to reflect on the testing of would-be citizens in liberal democracies. The citizenship test has often been understood as part of the ‘strengthening’ of national borders: set within a discourse of fears over high levels of migration and the risk to cultural homogeneity. Furthermore, it has been viewed as an illustration of the death of multiculturalism and presented as an illiberal strategy of cultural assimilation. I propose that whilst the notion of ‘testing’ is built out of fears regarding ‘threatening’ difference and ‘community cohesion’, what the UK testing process presents is an explicitly liberal strategy of governing. Drawing on the history of the test, I suggest that it is not purely a mechanism of restriction but that it also relies on strategies of responsibility, empowerment and ‘self-improvement’. The citizenship test, alongside other recent border strategies, may be better understood as representing a fascinating nexus between advanced liberal ideas of governing and concerns regarding (in)security. I argue that studying the test in this way offers up vital questions about how community and political membership continues to be shaped in late modernity.  相似文献

The American approach to secularism is distinctive, differing from the laicite of the French or the Turks in its greater friendliness to the public expression of religious beliefs and sentiments. Such arrangements are challenging to sustain, requiring constant renegotiation of acceptable boundaries, but may also provide a more fruitful way of drawing on the moral energies and insights of religion while keeping them contained within appropriate limits.

Under the new aid approach, nongovernmental development organizations (NGOs) are expected to move from “delivery” (service delivery projects) to “leverage” (lobbying and advocacy). In line with this international tendency, the Belgian government has signed a pact with the NGO sector in which a move away from delivery and toward leverage is being proposed. Given that Belgian NGOs are heavily dependent on government funding and strongly oriented toward the “delivery” model, this pact implies that a number of NGOs will have to undergo organizational changes. This article shows that there is a major cleavage in the NGO landscape in Belgium. Some organizations clearly favor the leverage, whereas others prefer the delivery roles. Those that are more dependent on government funding tend to incline toward the leverage orientation. The attitudinal orientation toward the leverage model however does not imply that organizations are effectively willing and able to change. A number of identity and legitimacy concerns are perceived by NGOs to be important sources of organizational inertia. Copyright © 2011 John Wiley & Sons, Ltd.  相似文献

Abstract

In 1978 and 1979, the concept of governmentality was introduced by Foucault in his lectures at the Collège de France. Foucault finds the genealogical origin of this concept in the Christian figure of the shepherd. From this starting-point, he then embarks on a eulogy of liberalism, in stark contrast to the Marxist critique of political economy. These two grand narratives of modern liberalism differ markedly in their political and philosophical presuppositions. The latter, rooted in the tradition of natural law, is directed towards revolution. The former, rooted in the tradition of English radicalism, is directed towards resistance. Beyond their different reconstructions of liberalism, however, the article concludes by showing how these two narratives, can in fact be combined in a politically fruitful way.  相似文献

The purpose of this paper is to emphasize on the growing importance of the intangible assets for a firm's sustainable competitive advantage--by considering both the features that a strategic asset must meet and the high potential of the intangible assets to fulfill those features. First, we outline the changing environment finns are operating in--at global and industry's level as well; second, we emphasize on the evolving theory of the resource-based view of the firm--as the main framework integrating all the assets of a firm and its relationships with the environment; third, we underline the need for organizational and managerial change and development by making the shift from tangibles to intangibles. We find that the theory in the field evolved within last years, but the conceptual framework is far from being exhaustive and unitary. The paper may be continued with the developing of a conceptual framework which is able to identify the specific intangible assets that may become strategic, their determinants, the interconnections between them, and their integration into successful competitive strategies. The practical implications of the paper consist in offering some guidelines for firms in the search of global competitiveness through the valorization of there intangible assets. The paper emphasizes that, in order to achieve sustainable competitive advantage, strategic management must develop a comprehensive, dynamic and innovative resource-based model--unique for each firm.  相似文献

Claims to human rights protection made by displaced persons are displaced from the universe of humanity and rendered ineffective by the geopolitical character of modern international human rights law, in favour of the protection of citizens' rights claims. In response, there is increasing interest in leveraging respect for and protection of the rights of displaced persons through extension of the rights enjoyed and supposedly borne by emplaced citizens. However, it is a mistake to assume that humans as citizens bear human rights or that the freedoms that they may be able to extend beyond state boundaries are universalisable. The extension of the right to citizenship functions to displace questions of human rights themselves. The question of the human in rights is in fact always displaced, as long as the human subject is acted upon as if it could possess rights. In paying attention to the critical perspectives with which displaced persons confront the citizen, she or he may come to appreciate the fact that the universality of human rights is served where one does not claim to have rights but, rather, actively engages, without limits, with others in the struggle for rights and their respect.  相似文献

Abstract

The governmentality literature offers a host of insights into liberal modes of government. A key theme in this literature is that the economy came to be seen as an autonomous domain requiring its own form of governmental reason. Yet the emergence of the economy has never been specified, in terms of both what would constitute an economy and how it was constituted. Instead, the appearance of an economy has been conflated with the general rise of liberal understandings of agency. In this paper I seek to provide an alternative and more precise account. This involves showing how the importance of Smith lies not so much in his formulation of a liberal version of agency, but in the disjunction he introduces between reason of state and political oeconomy. Crucially, despite his significance, Smith's arguments do not usher in an economy. For that event we have to wait for Ricardo's problematic of distribution. This alternative account is intended to weaken the association of the rise of liberal government with the emergence of the economy as an object of thought.  相似文献

Interventions since the 1990s have greatly expanded in policy scope. While neo-liberals understand expansion as an attempt to work on the enabling preconditions of liberal market democracy, Foucauldian governmentality studies see in expansion a set of increasingly intrusive disciplinary techniques of responsibilization. This paper introduces an alternative lens: neo-institutional learning. Through a case study of the Merida Initiative, a US–Mexican security cooperation agreement, the paper argues that expansion grows serendipitously out of the repetitive discovery of new, ‘deeper’ unknowns within a neo-institutional framework of analysis. Importantly, downward penetration requires deconstructing reductionist liberal-universal knowledge claims. Paradoxically, then, the more statebuilders learn (empirically), the less they know (analytically).  相似文献

Abstract

Governmental interventions that set out to improve the world are assembled from diverse elements – discourses, institutions, forms of expertise and social groups whose deficiencies need to be corrected, among others. In this article I advance an analytic that focuses on practices of assemblage – the on-going labour of bringing disparate elements together and forging connections between them. I identify six practices that are generic to any assemblage, whatever its specific contours: 1) forging alignments, 2) rendering technical, 3) authorizing knowledge, 4) managing failures, 5) anti-politics, and 6) reassembling. I demonstrate the power of this analytic through an extended study of community forest management. This is an assemblage that brings together an array of agents (villagers, labourers, entrepreneurs, officials, activists, aid donors, scientists) and objectives (profit, pay, livelihoods, control, property, efficiency, sustainability, conservation). Its very unwieldiness helps to sharpen analysis of how such an assemblage is, in fact, assembled, and how it has been sustained for more than thirty years, absorbing hundreds of millions of dollars in programmes from the west coast of Canada to the eastern islands of Indonesia. I do not attempt to adjudicate the rights and wrongs of this assemblage. Rather, I deploy an analytic of assemblage to explore the practices that fill the gap between the will to govern and the refractory processes that make government so difficult.  相似文献

The purpose of this paper is to conduct a preliminary investigation into the possibilities of utilizing some of the methods and concepts developed under the auspices of ‘govermentality’ in a Chinese context. The way in which the reproductive regularities of the population have emerged as a problem for Chinese governmental reasoning will serve as a point of departure to conduct this investigation. The goverment of reproduction is shown to involve techniques that differ in significant respects from those deployed in liberal government, in particular the reduced role of professional expertise and a reduced emphasis upon the construction of a self-governing subject. This paper also suggests that the development of a concept of the Chinese ‘race’ plays a pivotal role in the way in which the problem of the ‘quality’ of the population is formulated. The paper concludes with some reflections on the implications of this for work on govermentality.  相似文献

Abstract

This article addresses the relationship between sovereignty, biopolitics and governmentality in the work of Giorgio Agamben, Judith Butler, and Michel Foucault. By unpacking Foucault’s genealogy of modern governmentality, it responds to a criticism leveled against Foucauldian accounts of power for their alleged abandonment of the traditional model of power in juridico-institutional terms in favor of an understanding of power as purely productive. This claim has most significantly been developed by Agamben in “Homo Sacer: Sovereign Power and Bare Life”. I argue that Judith Butler’s analysis of power, in particular in her essay “Indefinite Detention”, presents a more differentiated account of power that registers the significance of practices of sovereignty and resonates with Foucault’s lectures on “Security, Territory, Population”.  相似文献

This article examines the shift in discourses of citizenship from Britain from notions of entitlement and obligation to those of self-government, and the reciprocity between the responsibilisation of individual and collective citizen-subjectivities. Against the backdrop of debates about society as the telos of government, this article will interrogate the claim that New Conservatism's ‘Big Society’ represents a unique rationality of government and an alternative formula of advanced liberal rule. By doing so, the article will extend our understanding of ‘post-welfare regimes of the social’ and illustrate precisely how they operate in contemporary Britain.  相似文献

Several thinkers have expressed the view that the central nostrums of neoliberalism, including self-reliance, personal responsibility and individual risk, have become part of the “common sense” fabric of everyday life. My paper argues that Erich Fromm’s idea of social character offers a comprehensive and persuasive answer to this question. While some have sought the answer to this conundrum in Foucault’s notion of governmentality, I argue that, by itself, this answer is not sufficient. What is significant about the notion of social character, I claim, is that it manages to unify “top-down” approaches like governmentality focused on ideas and policy, with “bottom-up” approaches focused on how the insights of day to day experience are mediated through culture. Adapting this theory to neoliberalism, I argue, means that the “common sense” nature of neoliberalism, and the lack of a reckoning for its massive economic failure (as evidenced by the 2007 Great Recession), are explicable through the formation of a neoliberal social character, by means of which experiential processes align with cultural meanings and, subsequently, fuse with social expectations.  相似文献
