The present study explores how Italian regions and their presidents employed Facebook during the Covid-19 pandemic to encourage citizen engagement. To do so, it adopts quantitative methodologies. Our results show that most public actors increased their levels of social activity during the pandemic but mainly for promoting public communication and that citizens much prefer interacting with presidents. Moreover, citizen engagement was higher when posts were published during nonbusiness hours or weekends, while it decreased when posts contained photos or videos.  相似文献

We know from previous research that an exclusionary reaction in public opinion is likely following a sudden and large-scale influx of refugees of the sort experienced in many European countries in 2015. Yet, we know much less about the scope of these expected reactions. This article makes a conceptual and empirical contribution to the analysis of the scope of exclusionary reactions following a refugee crisis. Conceptually, we distinguish between three scope dimensions: substantive reach, duration and politicization. Empirically, we evaluate each of the scope dimensions using seven-wave panel-data collected before, during and after the large-scale influx of refugees to Norway. We find that the expected exclusionary reaction (a) spilled over to opinion about immigration broadly speaking; (b) endured in that it lasted long after the situation in Norway had been brought under control; (c) encompassed voters of all political stripes. Nevertheless, we also document an important limitation to the scope of the reaction: The sudden influx of refugees to Norway did not cause a permanent shift in public opinion. Approximately two years after the situation had been brought under control, opinion about both refugee rights and immigration generally had reverted back to pre-crisis baseline levels. Interestingly, the conceptual and empirical analysis suggests that public opinion dynamics following a sudden and large-scale influx of refugees is similar to that found in response to other forms of large national or international crises.  相似文献

Effective crisis communication is essential to efficiently handle the uncertainty and anxiousness of citizens during the COVID-19 crisis. Government Twitter handles are an excellent platform for faster information dissemination and engaging citizens. While most government ministries actively use Twitter, limited attention is given to its modus operandi. Using data retrieved from the official Twitter handle of 'The Ministry of Health and Family Welfare' (MOHFW) of India, the current study examines the effect of the content characteristics, including content type and media type, on citizen engagement measured as tweet likes and retweets. The findings are based on 3742 tweets from MOHFW, recording more than 4.06 million likes and 1.23 million retweets over the initial six months of the largest COVID-19 vaccination drive. Results show that content-sharing guidance for stakeholders gained the maximum engagement, while the latest news about the COVID-19 crisis resulted in the least engagement. Photos gained maximum engagement, while statuses resulted in the least engagement. The results illuminate the textual features of the government's Twitter communication and will enable policymakers to manage their social media content strategy diligently.  相似文献

This article traces the role of the EU institutions in the process leading up to the EU–Turkey Action Plan and EU–Turkey Statement. The EU–Turkey deal is the proverbial ‘orphan’ in EU crises management, with none of the key actors and institutions eager to claim ownership. Yet when judged from the perspective of process management, the deal resulted from effective inter-institutional collaboration, which stands in stark contrast to the EU’s handling of the relocation schemes or the Dublin reform. Using insights from the informal governance literature, the article maps the inter-institutional network that managed this process, traces the activities within the network, and determines the effects these had on the final outcome. On an analytical level, the mechanism contains five key elements of informal institutional governance: linking, bridging, shielding, laying out the tracks and creative fixes. The conclusion reflects on the wider applicability and scope conditions of this mechanism.  相似文献

This article analyses if, how and why Scandinavian integration policies converged as a result of the refugee crisis in 2015, studying policies of permanent residence, citizenship, family reunification and access to social benefits. The analysis of policy processes finds that a logic of regulatory competition led to goal convergence, as all three countries explicitly adapted their policies relative to other countries’ policies. Nonetheless, when comparing the configuration of policy instruments and their settings, the cross-national gap persists as all three countries took restrictive steps, thus showing traits of path dependency. The conclusion discusses a severe challenge in the current policy convergence debate in the integration literature: how an insufficient level of precision (1) concerning different dimensions of the policies and (2) concerning how to assess convergence could lead to inaccurate and even opposite conclusions when interpreting empirical analyses.  相似文献

While national service enjoys broad support across the political spectrum, the actual goals of programs such as AmeriCorps remain somewhat amorphous. Based on a set of interviews with both experienced. practitioners and key thought leaders in the field, four competing visions of national service are detailed. The article suggests that national service has alternatively been seen as a way to promote an active and engaged citizenship, accelerate the personal growth of the young people in the programs, build social capital in communities, and meet critical social needs through public work. These four competing visions can and do coexist in practice, which helps to explain the widespread and enduring popularity of the idea of national service in America.

This article contributes to the debate in this journal about the state of British democracy. I criticise the tendency to use a ‘demand–supply’ dichotomy in interpreting the strong distrust experienced by institutions and politicians, and especially the idea that all the blame for current problems is to be attributed to the inadequateness of the British political tradition (BPT). By referring to international data on democracy and to recent British trends in both public attitudes and institutional innovations, a more nuanced picture on the state of democracy emerges. I argue that the BPT is not incompatible with incremental changes that have already introduced innovations in the way politics works in Britain today, and that the task of empowering citizens is one of the most delicate aspects in this process of innovation.  相似文献

Since the 1980s, a global administrative reform movement is reshaping the relationship between citizens and state. A major concern is how government can be more responsive to the governed through citizen participation. However, the more citizens participate, the more costly it is to govern. And the application of new information and communication technology (ICT) seems to be a cure for this limitation. In this research, authors take the Taipei City Mayor's e‐mail‐box (TCME) in Taiwan as a case to illustrate the complex relationships among citizen involvement, e‐government and public management. After a series of empirical investigations, the authors show that although ICT can reduce the cost of citizen involvement in governing affairs, it cannot increase citizens' satisfaction with government activities without reforming the bureaucratic organisation, regulatory structure, and managerial capacities of the public sector. ABSTRACT

Volunteerism offers various health benefits and increases the level of cohesion among communities. Connectedness to communities may be particularly important for immigrants to promote their integration into the host society. However, research that systematically examines factors that contribute to volunteerism, particularly among immigrants, remains scarce. The purpose of this study is to investigate the associations between the ecological determinants and volunteerism among Asian and Latinx immigrants. The authors used the 2009 California Health Interview Survey Multicultural Discrimination Module, the most recent and state-representative data available, and found the similarities and differences of those associations between Asian and Latinx immigrants. The authors discuss the implications of results and recommend that strategies to promote volunteerism among immigrants should be accompanied by consideration of their race and ethnicity, family, neighbourhood, and life experience.  相似文献

To better cultivate their world citizenship awareness better in the future, the Chinese citizens today need to inherit the fine Chinese traditional world citizenship thoughts. The Chinese traditional world citizenship thoughts, with ideas such as ‘Datong shijie’ (‘a world of grand unity’), ‘Tianren heyi’ (‘unity of heaven and human’), ‘Rendao zhuyi’ (humanitarianism), and ‘Heping zhuyi’ (pacifism), contained the seeds of a concept of world citizenship. In comparison with the Western counterpart, the citizen consciousness in China's traditional society was very weak, China's traditional minzhong (people) concepts were based on its state concept of ‘Tian Xia’ (All-under-Heaven), and a sense of citizenship in the late Qing was built by using the cultural resources of both Confucianism and Western philosophy. For the transcendence of Chinese citizenship toward world citizenship, the first thing to do is to foster a civil spirit in China, the second, to promote the growth of China's civil society, the third, to encourage Chinese citizens to actively take part in global governance and bear international responsibilities, and the fourth, to pay more attention to the role of Chinese universities, which serve as the fundamental basis, support, channel, and venue for fostering world citizenship awareness.  相似文献

Conscious policy and program support for the resettlement of refugees in regional and rural areas is a relatively recent trend in Australia. Resettlement is a complex process that hinges on the establishment of viable communities. This review suggests that its outcomes, especially for refugee communities, are potentially mixed. However, an appropriately resourced, well managed and well planned refugee resettlement program can potentially provide beneficial outcomes for refugees and host communities. This article draws on existing empirical data and contributions made at a VicHealth Roundtable in late 2007 to thematically explore the challenges facing rural and regional resettlement programs. Given that settlement is a dynamic process and the approaches to rural and regional settlement are evolving, this article provides 12 propositions for a more effective and integrated approach to policy and practice.  相似文献

The arrival of thousands of European Roma seeking refugee status in Canada elicited a range of legislative and policy instruments that severely restrict their acceptance and create conditions antagonistic to further admissions. Interventions have included visa restrictions, actions by Immigration and Refugee Board, the Balanced Refugee Reform Act followed by the Protecting Canada's Immigration System Act, and ministerial rhetoric about the illegitimacy of Roma as refugees. Other factors have involved interpretations of persecution in relation to the Geneva Convention and Protocol, and the implications of the conditions required for membership to the European Union. These political circumstances in large part determine Canadian acceptance rates for the Roma. Their systematic exclusion is reminiscent of the historical treatment of other groups due to institutional racism. In the new racism, however, refugee law and policy is racist in effect while evading the language of race.  相似文献

The February 2009 bushfires have prompted a debate with regard to contemporary arrangements for dealing with large‐scale disasters. In this article, we seek to contribute to that debate by culling lessons learned from the literature on crisis and disaster management. The frequency and severity of natural disasters has placed a clear emphasis on the role of governments in responding to these crises. During the past decade, disaster events have had a significant impact on the relevant communities as well as raising questions regarding the role of government and the bureaucratic coordination of planning and response processes. These events have placed a renewed focus on the ability of governments to plan, prepare, and respond in an effective way to crises. They have also tended to indicate that there remain serious challenges to government coordination and that crises create a unique series of challenges for the public sector. At the heart of understanding how governments respond to crises are notions of bureaucratic coordination. It has been suggested that joined‐up or whole of government arrangements may provide an appropriate means in which to approach crisis management. As a result a number of key themes emerge including the nature of crisis management, role of leadership, understanding coordination, impact of organisational culture, and the interactions between individuals and institutions. This paper will consider these issues and provide a review of the relevant literature, to understand the synergies that exist in connected responses to crises.  相似文献

In the era of globalization, capital, labour and even market can come in and out freely and internationally. So is a disaster. Of course, a disaster did happen in one place, but its impact carries both in domestic and abroad. For avoiding abroad disaster, European Community decides to create a mechanism to manage this issue and preserve EU interest. According to Council Regulation No. 381/2001, the Rapid Reaction Mechanism needs triggering in order to stabilize society when crisis or disaster occurs in the beneficiary countries. Precisely speaking, this mechanism differs from other crisis management means, which merely focused on rehabilitation after disaster happened or prevented crisis before. Instead, Rapid Reaction Mechanism not only involves in crisis management, but also stops carrying on damage to human beings. In fact, EU creates this mechanism in order to prevent ongoing small or medium crisis to escalate into uncontrolled catastrophe, armed conflict or war. In addition, this mechanism observes the situation, and decides to employ what instrument to constrain crisis and what partner to cooperate in crisis management. It can be denied that EU Rapid Reaction Mechanism carries out great effort during restoration of broken society or country. Nevertheless, it is obvious to rethink EU Reaction Mechanism in next generation. Obviously, both aid includes money and labour, and EU Rapid Reaction Mechanism cost highly. This research argues that EU Rapid Reaction Mechanism is not only subject to be a giver, but also to be a receiver in the future. Moreover, this mechanism needs adapting itself to receive aid from the third countries or international organizations. In addition, this mechanism can take global aid to deal with European regions' problems. This research argues to touch up EU Rapid Reaction Mechanism in order to release financial burden from EU member states. Democracies need an active civic society, and early adulthood is a significant period in life for becoming an engaged citizen. The research reported on here categorized young Australians according to their conceptions of good citizenship using latent class analysis. Half of the sample were characterized as either ‘engaged’ or ‘duty-based,’ suggesting that there is more to consider when talking about citizenship norms and value changes, as the other half comprised ‘enthusiastic’ and ‘subject’ citizens. Prior participation was almost unrelated to those citizenship norms. The findings provide implications for an active citizenry, and the discussion addresses limitations and directions for future research.  相似文献
