This article aims to find out whether there are behavioral differences between public and private sector managers. Two groups of public managers (managers of social insurance agencies and public school principals) and a group of private managers (two samples) are investigated. Behavioral dimensions are investigated including leadership style (task, relationship, and change orientation), decision‐making style (the functions of sensing, intuition, thinking, and feeling), and motivation profile (achievement, affiliation, and power motivation). An analysis of data from 459 managers in four organizations in Sweden reveal significant differences in behavior between public and private managers. However, no significant differences in leadership behavior are discovered among public managers. Possible explanations for such differences and similarities are explored.  相似文献

Abstract

The paper offers a theoretical framework to study the conditions that lead to the emergence of multi-purpose hybrid voluntary organizations and the factors that influence their ability to mobilize resources and enlist commitment. These organizations are characterized by four interrelated attributes: (a) they set out as their mission to uphold and promote cultural values that are typically at variant with dominant and institutionalized values; (b) they offer services to members and the public that express their distinct values, using the services as a model and catalyst for social change; (c) in addition to their instrumental goals, they aim to meet the expressive and social identity needs of their members by promoting a collective identity; and (d) they evolve into hybrid organizations by having multiple purposes—combining to various degrees goals of value change, service provision and mutual-aid. Because they deliberately combine features of volunteer-run associations, social movements and non-profit service organizations, we articulate a theoretical framework that melds concepts and propositions from the various theoretical perspectives used to study each of these organizational forms. We argue that the expanded theoretical framework offers a more comprehensive and dynamic view of civil society and a better perspective to the study of third sector organizations.  相似文献

This article seeks to explain why the Northern League's main basis of support now comes primarily from Northern workers and artisans. To explain the nature of the League's support, we hypothesise that a fear of globalisation has led workers in the north to vote for the party that has put the greatest emphasis on the protection of local identities. We analyse survey data to document the affect globalisation has on the voting patterns of Northern workers. From our data, we construct a regression model to identify the issues and socioeconomic factors that predict support for the Northern League. In addition to the regression model, we also present cross‐tabulated data revealing that Northern League supporters tend to be extremely provincial, yet they are convinced that global forces are threatening their quality of life.  相似文献

I defend a neo-republican account of the right to have political rights. Neo-republican freedom from domination is a sufficient condition for the extension of political rights not only for permanent residents, but also for temporary residents, unauthorized migrants, and some expatriates. I argue for the advantages of the neo-republican account over the social membership account, the affected-interest account, the stakeholder account, and accounts based on the justification of state coercion.  相似文献

Over the past two decades, many studies have investigated the scope and significance of performance measurement in public organizations. Nonetheless, there is more to learn about the challenges facing public managers who want to measure organizational outputs and use the feedback to improve performance. Specifically, managers are often faced with redundant measures of the same output, each of which may be preferred by a different political principal or stakeholder. Furthermore, a manager's choice of measures can have serious consequences for both the estimation of agency problems and the success of programmatic solutions. We test these assertions in an analysis of educational organizations in Texas. We find that managers' assessments of organizational performance and decisions regarding solutions depend on the choice of performance measures.  相似文献

Ethnic enclave residence,employment, and commuting of Latino workers   总被引:1,自引:0,他引:1  
This paper examines the impact of living in ethnic enclaves in different parts of a metropolitan area on low‐skilled Latino immigrants' employment accessibility. It does so by comparing the employment status and commuting times of Latinos living in and out of ethnic neighborhoods in central city, inner‐ring suburbs, and outer‐ring suburbs in Chicago, Los Angeles, and Washington, D.C. Using the 2000 Public Use Microdata Sample (PUMS), this paper finds that central‐city residents tend to have both lower employment probability and longer commutes. The enclave effect is much muted and a spatial mismatch effect evident in these areas. But in the suburban areas, while as likely to work as non‐enclave counterparts, enclave residents tend to commute longer to jobs, suggesting the importance of ethnic networks in these enclave neighborhoods. Further distinguishing Latino immigrants by gender shows that women are more enclave‐disadvantaged than men. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

Abstract

This article reports on qualitative data gathered through interviews conducted in 1996 with key leadership and staff from 13 community lending organizations. Loan servicing and collection procedures within the organizations were examined. Findings suggest that several organizational factors of nonprofit lenders are related to their loan delinquency rates: social networks, business culture, funding sources, composition of the board and loan committees, staff structure, loan intake, and collection tools.

The study also finds that the nonprofit sector's institutional environment and its partnership with the private sector in a mutually beneficial process influence the loan delinquency rate. More specifically, active participation of local bankers in NeighborWorks1 loan committees, diverse funding sources (from both the public and private sectors), and a diffusion of business practices through dense social networks are related to NeighborWorks’ loan servicing and collection policy and procedures. These factors in turn influence NeighborWorks’ rehabilitation loan delinquency rates.  相似文献

Theories of market and government failure provide resources for diagnosing intra-organizational inefficiency in public organizations and for identifying possible solutions. Public goods, externalities, information asymmetries, monopolies, uncertainty, inappropriate reward systems, and interest group behavior create inefficiencies within organizations just as they do in the larger economy. Associated with many of these problems are generic solutions that can usefully inform leaders in their efforts to improve efficiency within their public organizations.  相似文献
