This contribution explores to what extent there is such a thing as a distinct Muslim vote in flexible proportional list systems. We test in a new and reliable way whether the religious belonging and behavioural dimension of Muslim voters play a role in their decision-making process when casting preferential votes in a secular democracy. To achieve this, voter and candidate characteristics are modelled simultaneously in cross-classified multilevel analyses where the decision-making process of voters (the demand side) is studied while taking into account the list composition in terms of individual candidates (the supply side). We use data of an exit poll related to the local elections of 2018 in Belgium, especially at oversampled locations. The analyses show that voters who belong to Muslim faith are more likely to vote for Muslim candidates. Contrary, the behaviour dimension of Muslim voters – measured in mosque attendance - has no effect on voting primarily for Muslim candidates.  相似文献

We provide evidence on two prominent but heretofore untested expectations about the relevance of religion for the democratic process: (1) that greater engagement in churches or comparable religious institutions and their organizational life enhances representational processes; and (2) that religious values in a community have greater influence on the latter processes, with more liberal religious values expected to enhance the responsiveness of community leaders to general public preferences. Using data on local communities in the United States in the late 1960s, we find strong support for the expected relevance of religious liberalism for representation, but none for the expected effect of church engagement. We provide evidence, too, that our findings about religious values are generalizable to present-day politics.  相似文献

Abstract.  Democratic political institutions are generally designed to channel public opinion; yet citizens often take to the streets in protest. Why would citizens, provided with formal mechanisms to affect the policy process, resort to extraordinary means? This article argues that the strength of representative institutions influences the likelihood of protest. The democratic institution literature does not address the issue of protest and in the protest literature effects of the democratic governmental structure have been largely underestimated. However, the diversity in government formats across democratic states and the corresponding variation in amount of protests leads one to question the relationship between them. This article identifies the variation in the scale of protests among democratic regimes in Western European countries using the European Protest and Coercion Data and explains protest using variation in the forms of government. Protesters in democratic countries with a weak legislature find it difficult to deliver their demands to government due to the institutional environment. Therefore, they are more inclined to protest than citizens in countries with a strong legislature. This argument is tested along with other structural variables and supported by results from testing models using ordinary least squares with panel-corrected standard errors.  相似文献

While many opponents construe the growing presence of Muslim headscarves in Germany as evidence of creeping Islamicization, religious activism can also be interpreted as an attempt on the part of migrant offspring to forge positive ‘hyphenated identities’, rooted in urban culture, material consumption, and specific mosque communities. Islam has become ‘young, chic and cool’ among ethnic minorities, often denied citizenship and opportunity in their country of birth owing to jus sanguinis and/or other complex naturalization requirements. Religiosity, in turn, is slowly giving rise to new types of civic engagement, leading more ethnic youth to pursue German citizenship. Drawing on representative surveys, inter alia, this essay argues that while not problem free, an emerging Pop-Islam movement has provided Muslimas especially with an important platform for breaking with traditional gender roles, building social capital and acquiring the participatory skills necessary to bring ‘civil society’ into their own communities. It moreover infers that national policies banning headscarves in public service professions are increasingly at odds with European Union directives addressing gender equality and religious discrimination.  相似文献

Different components of the religious experience have differing effects on attitudes towards democracy. Using heteroskedastic maximum likelihood models and data from the fourth wave of the World Values Survey for 45 democratic countries, we show that as a personal belief system, religiosity contrasts with democratic principles, generating opposition to democracy while increasing ambivalence towards democratic principles among religious people. Nevertheless, at the group level, religion also serves as a social institution which increases the homogeneity of one??s social network, leading to lower ambivalence, and makes for an active minority group which benefits from the democratic framework, consequently increasing support overall for a democratic regime. This double-edged sword effect explains the mixed results currently found in the literature on religiosity and democracy, and clearly illustrates the multidimensionality of religiosity.  相似文献

Following the Great Recession, many countries witnessed large protests against the austerity policies their governments implemented. What was their effect on public opinion? I argue that these protests can make citizens more critical of elite performance, but not more disaffected or undemocratic. Anti-austerity protests voice civil society actors instead of elites in the public debate, making that debate more relatable. Such increased relatability can make individuals more comfortable expressing their own dissatisfaction, and it can make them perceive that their voice is more valued. Taking advantage of a demonstration happening during the fieldwork of the fifth wave of the European Social Survey in Portugal, I find exposure to the protest decreased satisfaction and trust in elites. I find no evidence that the protest made individuals more disaffected from politics or more undemocratic. Supporting the argument regarding the mechanism, the protest increased the number of claims by civil society actors reported in the press and its effect was stronger for individuals worse represented by institutionalized elites. These findings highlight the democratic importance of unconventional forms of participation, and deepen our understanding of their interplay with conventional politics.  相似文献

In 2013, Gezi Park housed perhaps the most significant democratic protest of the Turkish Republic’s history. The Gezi protests have drawn the attention of many democratic theorists since then. What is surprising about these theorists’ commentaries on Gezi is that in none of them is it possible to find an account of political practices that enabled actors with such different interests and worldviews to act in concert during this moment of popular action. This article argues that to attend fully to the unique features of events such as Gezi, we need to develop an alternative conceptualization of democratic action that brings to light such mediatory political practices. To develop that alternative, I turn to Aristotle and creatively appropriate his notion of “political friendship.” Interpreted as an ethico-political notion, which refers to a set of mediating practices, political friendship becomes a rich conceptual resource that lays bare the dynamics of democratic popular action.  相似文献

The article presents a comparative analysis of the religious underpinnings of 19 liberal democracies in the West and their relevance for contemporary minority politics. The democratic relevance of religion is conceptualised as stemming from actors (churches, religious parties) and from historical and structural factors such as confessional patterns, relationships between state and church and degrees of secularisation in 19 democracies with a Christian background. The article’s historical mapping demonstrates that democratic development has occurred in distinct patterns rooted in the Catholic?Protestant divide. It then demonstrates that there are distinct effects of this divide on minority politics. It is hypothesised that in line with the confessional patterning of democratisation, Catholic countries and actors seem to be more resistant to the pressures arising from religious pluralisation than Protestant ones and that, even after 9/11, there is no cross-national or cross-confessional convergence in these responses.  相似文献

Abstract

This paper examines waiting, caste and politics through reference to the cultural and political practices of educated unemployed young men in India. We show through ethnographic fieldwork in Uttar Pradesh how a shared sense of young male limbo sometimes erodes caste divides. While waiting in poorly provisioned north Indian universities, young men develop novel cultures that bridge caste, class and religion. They also collaborate across class, caste and religious boundaries in protests against the state and university bureaucracies. At the same time, some students have responded to a sense of ‘waiting’ by developing collusive relationships with local government and university bureaucrats. Waiting emerges not as a passive condition but as a seed-bed for new cultural and political forms.  相似文献

This article uses South Africa as a case of study to reflect on socio-economic transformation challenges confronting the country within the context of democratic consolidation. It argues that although the 1994 democratic project has made considerable strides to enhance the well-being of the society, socio-economic challenges of unemployment, poverty, and inequalities still persists in the contemporary South Africa—hence South Africa's governing party mantra of radical socio-economic transformation. Citizens often demonstrate their discontent through acts of civil disobedience: protests. The last decade has increasingly pockmarked South Africa as a theater of social unrests. The article argues that this is the manifestation of democratic distemper rather than consolidation. In other words, democratic consolidation in South Africa should not, as many do, be understood merely as conceptual fiat but rather as a precondition towards alleviating the socio-economic challenges confronting the nation. If this does not happen, democratic distemper is spawned. The manifestation of this is civil unrest. A democratic project ought to be about, also more importantly, enhancing the economic opportunities of the citizens. This should result in creating jobs and reducing inequalities. For this to happen, socio-economic policies should be restructured in a way interrelated with the economic policy. This is important to advance the well-being of the society.  相似文献

Thinkers committed to an ideal of public reason are suspicious of religiously informed political activity as it undermines democratic political legitimacy. This paper considers Jürgen Habermas’s recent shifts on this question in light of the history of Europe’s religious parties in the late 19th and early 20th centuries. These parties made a real and lasting contribution to Europe’s democratization and their history suggests ways in which Habermas and other defenders of public reason misunderstand the nature of democratic political legitimacy.  相似文献

Proposals to legalise same‐sex marriage have provoked one of the most high‐profile and controversial political debates in recent years. The plans, being introduced by the governments at Westminster and Holyrood, have divided political and public opinion and have attracted widespread opposition from religious groups. However, while religious attitudes to homosexuality are shaped by theological concerns, religious justifications have been largely absent from the case against same‐sex marriage. Instead, religious groups have presented their arguments in secular terms centred on tradition, social utility, democratic values and the threat to religious rights and freedoms. This particular framing of the issue reflects processes of secularisation, a growing use of identity politics and the composition of religious groups themselves.  相似文献

This article challenges the depiction of bureaucracy as a hurdle to democratic responsiveness. It proposes that senior civil servants' (SCSs) dual position as professionals and citizens may enhance government permeability to salient public agendas. Building on social identity theory, we argue that salient public agendas may arouse SCSs' social identification with in‐groups and thereby elicit their motivation for policy change within their task domain. Employing a mixed‐methods design, we analyze SCSs' social identification with the participants of the large‐scale social protests that took place in Israel during the summer of 2011, and their motivation for policy change in response to the protest agenda. We find that SCSs' social identification with the protesters enhanced their motivation for policy change. In addition, SCSs' perception of a conflict between responsiveness to the protest agenda and their organizational or professional identities shaped their preferences for policy solutions more than their motivation for policy change.  相似文献

Do protests sway public opinion? If so, why and how? To address these questions, we examine the impact of the 2006 immigration protests on immigration policy preferences. We use the 2006 Latino National Survey coupled with protest data to examine whether temporal and spatial exposure to the protests are associated with policy preferences. Our findings lend evidence that protest activity influences Latinos’ immigration policy preferences. However, the findings suggest the effect of protest on immigration policy preferences is not uniform across the population, but rather contingent on generational status and the intensity of protest activity at the local level.  相似文献

This article aimed at assessing the underlying factors behind municipal service delivery protests at Greater Tzaneen Local Municipality. South African municipalities also form part of concerned public entities in terms of service delivery backlogs and protests behind service delivery. Over the past few years, South Africa has experienced a large number of protests against poor and insufficient service delivery across most municipalities in various provinces. An increase in service delivery protests in South African municipalities, as regularly seen in various media platforms such as newspapers, television, and social media, makes it necessary for policymakers, government practitioners, and scholars to understand the underlying factors behind service delivery protests. This paper is also intended to assess if whether community members protest due to poor or sufficient service delivery. It is quite evident that some people take advantage of the protests to their best interests rather than protesting for better service delivery. To accomplish the aim of this paper, a desktop research approach was applied to validate the argument and to uncover the underlying factors of service delivery protests. From the literature perspective, it is learnt that poverty, political instability, corruption, nepotism, and lack of public participatory are underlying factors behind service delivery protests. Despite some of the success of the post‐apartheid South African government, the country still faces serious challenges of high unemployment, poverty, inequality, and political instability. These are some of the key factors that culminate in citizens on streets protesting or expressing their dissatisfaction over the problem of poor service delivery.  相似文献

Abstract

In this article, we see the month-long graduate student and contract faculty strike at York University (Toronto, 2015) through a lens informed by Herbert Marcuse’s thought. In the context of widespread student protests across North America against neoliberal austerity, we draw on our picket line experiences to argue that Marcuse’s work provides insights into how students and faculty can engage in critical praxis within the neoliberal university. We argue that CUPE 3903, the union of TAs and contract faculty at York, is a kind of counter-institution that Marcuse argued was necessary for liberation. Marcuse strategically urged students to take advantage of gaps or cracks in a disintegrating system. Our analysis revolves around the complex experience of the graduate student picket lines – a “gap” – as a site of rupture for the liberation of aesthetic experience, “organized spontaneity,” open, democratic organization, as well as conflict.  相似文献

O’Donnell analyses the confluence of Islamophobia and anti-government conspiracy theory in the works of the far-right think tank, the Center for Security Policy (CSP). He argues that, rather than only being a contemporary form of the religious and racialized demonologies that code ‘Islam’ as being the constitutive outside of ‘the ‘West—irrational, religious and authoritarian versus rational, secular and democratic—Islamophobic conspiracism should also be examined in the context of anxieties over the erosion of personal and state sovereignty under neoliberalization. Mobilizing an Islamophobic demonology that constructs ‘Muslims’ as inassimilable to ‘American’ subjectivity, the CSP's Islamophobic conspiracism projects this construction of absolute alterity on to American social and state systems. In doing so, O’Donnell contends, Islamophobic conspiracism takes neoliberalization's estrangement of the state and its citizens to its logical conclusion, transfiguring the societal processes that impact on the freedom of the individual—notably the state and civil society—into something inassimilable to that individual's claims to self-ownership and self-mastery.  相似文献

Land protests account for a large proportion of all protests in China, but existing scholarship on the topic does not explain the conditions under which large-scale land protests succeed or fail. Focusing on the role of domestic media in four of the largest land protests in China from 2012 to 2017, we argue that protests are more likely to succeed –i.e., to accomplish some or all publicly stated goals—when the domestic media side with villagers; conversely, if the domestic media adopt the government’s framing of the events or if they do not report on them, protests are less likely to accomplish their goals. This article makes two theoretical contributions to the literature on media and protests: first, we show that domestic media may function as catalysts or watchdogs in protest outcomes in authoritarian states; and second, we differentiate between short-term and long-term protest outcomes, highlighting how initial short-term concessions are often reversed or followed by repression some months or years later, after unrest dies down.

The legitimacy of European democracies is challenged by a fading away of their citizens’ support (see Putnam et al. 2000). This phenomenon of declining support might even become more severe when formerly national political competencies are moved away to supranational institutions like the European Union. In this situation the local level gains importance. Can local government be a “training-ground” for positive democratic attitudes that strengthens political support also at higher levels of government? And is local autonomy a tool to foster this support function of local politics? Using comparative survey data on local and national political attitudes in Europe as well as macro data on local autonomy these questions will be investigated. The results show a remarkable socialization function of local politics, which is especially strong concerning feelings of local political competence. However, positive effects from local autonomy that support this democratic support function of local politics are hardly to be found.  相似文献
