Abstract

This study examines the causes of conflict between the Iranian state and the country's informal economic sectors during the years prior to the 1979 revolution. It adopts an institutionalist approach to argue that the state's introduction of new norms to guide the behaviour of key economic institutions resulted in acute conflict between the state and informal economic sectors. Institutions of credit lending, norms of reputation, and the characteristics of Iran's ‘bazaar sectors’ are examined in detail to substantiate the study's central arguments.  相似文献

This article examines how the Foreign Office’s Information Research Department (I.R.D.) worked with SAVAK, the Iranian intelligence service, between 1956 and 1968. It explores how a mutual fear of the Soviet Union compelled both departments to work together to produce and disseminate anti-communist propaganda. As well as the publication of books, prominent Iranian journalists would be given stories that praised the Shah’s regime and discredited the Soviet Union. SAVAK figures were also invited to Britain by the I.R.D. to attend training sessions on producing propaganda. The ties between both agencies, however, meant SAVAK was able to persuade the I.R.D. to assist in the conception of anti-Arab Nationalist propaganda, something that contravened wider British foreign policy. Moreover, such an agency-led approach was rendered short-lived. By 1968, many of the SAVAK figures friendly to the I.R.D. were promoted and replaced by individuals less keen on working with the British.  相似文献

The growth of the far right and election results in Brazil are often associated with national or large-scale events. The multi-level features of these developments, namely party competition at the sub-national level, are overlooked in the literature. This article argues that changes in the Brazilian national party system – those observed from Bolsonaro's election, mainly – are rooted in sub-national political dynamics. Through a comparative and longitudinal analysis of multi-level executive and legislative elections, we find that, although there are distinct patterns of competition between the national-sub-national and within-country levels, this difference is not evident in volatility.  相似文献

Whereas educational inequalities between women and men and differences in labor market participation shrinked or even diminished during the last decades, the gender pay gap remained stable over time. This is remarkable because the pay gap has attracted much more attention as the main target of anti-discrimination policies. Using data from the IAB (Institute for Employment Research), we analyze whether the average pay gap between women and men working full-time can be explained by their employment in different industries, occupations, and firms. As the smallest level of analysis we focus on occupations within firms (job cells). This strategy of analysis yields the best possible approximation to the concept of “within-job wage gap”. The results show that women with equivalent training and occupational experience earn wages that are 12 percent less than the wages of men in such job cells. Even though the educational participation of women rose to that of their male counterpart, the gender composition of labor market participation changed and the pressure of equal employment policies grew, the gender wage gap does not decrease within our observation period (1993–2006). In conclusion, we discuss theoretical and methodological reasons for this finding.  相似文献

The Justice and Development Party (or AKP) era in Turkey has witnessed the emergence of a new welfare regime resting on voluntary public and private transfers. This system has been replacing the former welfare system in which the right to social welfare benefits was constitutionally guaranteed. The new welfare system has tended to distribute transfers on a selective and unequal basis. This article analyses the size and effects of this system using a social class-based analytical framework. In explaining class structure in Turkey, we use the official Household Budget Survey database. The results indicate a massive process of proletarianisation has taken place. Our results indicate that the working classes have constituted the majority of the poor. In this environment, the shares of voluntary public and private transfers in the incomes of households have been rising. For some classes, like rural unemployed, urban unemployed and agricultural labourers, these transfers have captured a very high share of the incomes. These transfers have also been distributed very unequally. Their share in the central budget has also been rising. All these point to the emergence of a new neo-liberal welfare (poverty) regime as part of a new labour control regime.  相似文献

Turmoil in the Taiwan Strait addresses Ambassador Wellington Koo's role in Chinese foreign policy from 1953 to 1956 and his relevance in the larger Cold War context. In particular, it focuses on Koo's involvement in the 1954 Sino-American Mutual Defense Treaty and the 1955 Dachen Islands Crisis. This paper argues that, although Koo accomplished a fair amount during this time, he would have encountered fewer professional obstacles had he not represented Chiang Kai-Shek, who had become a controversial figure by the mid-1950s. At the same time, one can conclude that Koo creatively used media and meetings with statesmen abroad to shore up support for the Republic of China during this turbulent decade. This article attempts to provide another perspective on Koo, who has traditionally been understudied in the West. Furthermore, this work seeks to add a meaningful contribution to the historiography on cross-strait relations—particularly in the contemporary era.  相似文献

The focus of this paper is the shifting perceptions of the state, leadership and politics, and the shifting perceptions of Azerbaijanis themselves and the outside world. The information presented in this article is based on personal interviews conducted with leading and influential members of the Azerbaijani political elite in Baku in August 1998 and April 2009. Attitudes and norms concerning the state, leadership and politics emanate from three sources: the legacy of the pre-Soviet (Turkish) period, the Soviet period, and the circulation of western democratic values and norms. This reflects the impact of historical and cultural forces that have shaped the lives of the political elites and are manifested in their understanding of contemporary governance. A powerful state and a strong leader mutually reinforce each other where the leader is perceived as responsible for the well-being of its citizens. In this context, the article examines the conflicting narratives of the government and the opposition in Azerbaijan while reconstructing their national past and building their future, where their past becomes an important source for the mentality of governance in the country.  相似文献

Since the radical neoliberal reforms to Chilean higher education of the 1980s, the creation of a quality regulatory system has been gradual and unfinished. It was only in 2006 that a law created the National Commission for Accreditation and two instruments: programmes and institutions accreditation. This article analyses the design and implementation of the latter policy instrument using mixed methods, including in-depth interviews with key actors. Our findings show that, although regulations have introduced quality assurance as a key element in higher education policy, the link established between accreditation and financing has generated incentives that dangerously weaken these quality mechanisms.  相似文献

This article explains the employment practices at Turkish state factories during the 1930s and 1940s when the state expanded industrial activity. Complaints about the availability of industrial workers had been commonplace since the population exchange, but emerged as a key constraint on industrial activity in the 1930s and 1940s, as industrial production expanded considerably. The article argues that the Turkish state introduced social services in Turkish state factories in response to workers' resistance to the low wages and long hours of work. Rather than a deliberate attempt at populism or building political support, the expansion of social amenities through state economic enterprises reflected the weakness of the state in enforcing industrial discipline and the limitations of creating industrial labour forces through compulsion.  相似文献

Previously unexamined material from two archives of the Greek (Rum) Orthodox community in Jerusalem shed new light on our understanding of the dynamic of an important segment of the city during the transition period between the Ottoman Empire and the British Mandate eras. We use these unexplored records to question communal affiliations, transitions of identity, the impact of modernity as well as notions of sacred space. We offer unique insight regarding the Christian Orthodox denomination in the city by examining its two main sub-communities, Palestinians and Greeks, and exploring the connection between the community and the city. We argue that the proximity to the holy sites bears little impact on private Christian life. We trace the impact of modernity through the change of professions and argue that the most important divide in the community was not between the ethnic groups but between the older and younger generations. Naming patterns (prosopography) disclose other influences of modernity. We contend that a seemingly minor change in naming patterns is indicative of two important processes: the secularization of the community and rising Palestinian nationality.  相似文献

During the 1920s and 1930s, the impression that the boundaries between the sexes were increasingly blurring was pervasive in many parts of the world. In Spain, sexual ambiguity often became the focus of public discussions on the upheaval of the traditional gender order. As part of this phenomenon, stories of cross-dressers made good copy in popular illustrated magazines such as Nuevo Mundo, Mundo Gráfico, Estampa, and Crónica, which were the top-sellers of their kind during the interwar period. By analyzing a group of cross-dressing and sex change stories from these periodicals – the way they were told and interpreted – I shed light on the ways in which the perceived fluidity of gender was constructed in a medium that reached a relative large segment of the Spanish population. The journalistic pieces I consider manifested different reactions to sexual ambiguity that ranged from the condemnatory to the matter-of-fact. Regardless, they all contributed – implicitly or explicitly – to undermine essentialist arguments underpinning the ideology of separate spheres of action for men and women. On occasion, these texts put forth an intimation, avant la lettre, of Judith Butler’s notion of the performativity of gender.  相似文献
