China is now the world's second largest oil consuming nation. China's external quest for oil has thus generated much attention and is believed by many to destabilise the world order. This article attempts to provide an overview of China's external initiatives for satisfying domestic oil demands and to examine the implications of China's oil diplomacy on regional and global political stability. The article suggests that China has taken three steps to satisfy its growing domestic demand for oil—expanding overseas oil supplies from the Middle East, diversifying its importing sources by reaching out to Africa, Russia, Central Asia and the Americas, and securing oil transport routes. This article argues that China's oil diplomacy strengthens its ties with oil-producing nations and complicates those with oil-importing nations. Nevertheless, contrary to pessimistic predictions, China's oil diplomacy has neither upset the USA's fundamental policies towards Iraq and Iran, nor has it generated armed clashes in the South China Sea. China has largely accommodated the USA in these areas and has forged joint efforts in energy exploration with its Asian neighbours, except for Japan. China's benign oil diplomacy can be explained by the minor role of oil imports in its energy consumption and, more importantly, by China's peaceful-rise strategy.  相似文献

Government proposals to reform the funding of support services in Britain require local authorities to take stock of support schemes in their areas before a new single support budget will replace existing arrangements in April 2003. In the course of the transition, local authorities will also need to scrutinize supported accommodation charges in order to remove charges for services that are unlawfully paid for by Housing Benefit. This paper highlights likely problems in the identification of support schemes and in the estimation of the costs of services. The proposed tightening of the calculation of Housing Benefit will reduce entitlements to the majority of claimants in supported accommodation, many of whom are amongst the poorest people in the country. Efforts must be made to ensure that claimants facing a reduction in their payments are not faced by steady, or even rising, housing costs. In particular, tenants in schemes, which receive no funding under the new single budget, must be protected. The paper discusses the proposals' contribution to bringing housing and community care policies closer together.  相似文献

ABSTRACT

State-diaspora relations is an emerging area of inquiry as we seek to deepen our understandings of state-diaspora policies. Few studies have yet to examine how the diaspora reacts to state-led policies for engagement. This paper examines Ethiopian migrants in the Netherlands awareness of and participation in five different diaspora policies implemented by the Government of Ethiopia. We explore the factors that contribute to having knowledge of these diaspora policies from a sample of 350 Ethiopians in the Netherlands. Five categories of factors are investigated including: socio-demographic characteristics, transnational ties, integration, migration experience, and trust. We find that trust and migration experience are the most significant variables in determining knowledge of the Ethiopian diaspora policies.  相似文献

Women make up the majority of local government employees in Great Britain but are not, however, evenly represented throughout the employment structure. Rather, women are overwhelmingly concentrated in low paid, low status and often part-time jobs, and are under-represented as decision makers, either as managers or elected council members. The situation of black and ethnic minority women is one of even greater marginalization. From 1982–7 over 200 local authorities adopted equal opportunity (EO) policies, both for employment practice and service delivery, the aims of which included redressing this inequitable situation for women. The achievements of these EO policies have proved to be very limited. Most have been introduced with few resources and little managerial or political support and without mechanisms for implementation or management accountability. EO reforms have been contained within the existing relationships and structures of local authorities when by definition, successful EO policies will upset the status quo. Nevertheless important lessons have been learned from this first pioneering phase of EO policy development.  相似文献

Abstract

So long as the declared objective of the Provisional IRA's violent campaign was the abolition of the Protestant‐dominated Northern Ireland Government, many Northern Catholics gave political or moral support. Propaganda mobilized this audience and was also directed outwards, mainly towards America and Britain, utilizing ancient myths, current allegations or revolutionary fervor according to the taste of each audience. But once Stormont had fallen, the Provi‐sionals were unable to convince their supporters that the IRA had been wise to reject negotiations offered by the UK Government and instead to adhere to a strategy of uniting Ireland by force. Violence became an end in itself, appealing only to minority audiences held under propaganda's spell, and diminishing rather than enhancing the prospects of a united Ireland.  相似文献

Abstract

The last decade has witnessed a raft of new policies designed to transform the politics and performance of local authorities in the UK. Over the next three years, a specially commissioned themed section of Local Government Studies will explore the impact of these policies drawing on recent empirical studies by leading researchers in the field. This paper, the first in the series, sets the scene by tracing the evolution of key policies, analysing their objectives and assessing the extent to which they can, as central government has claimed, be seen as a coherent package of complementary policies. It concludes that whilst at first sight the links between policies within the Local Government Modernisation Agenda are not obvious, policies have become increasingly holistic. Local authority officers perceive them to be interacting in ways that contribute to the achievement of service improvement, more effective community leadership, increased stakeholder engagement, greater accountability and increased public confidence. However, the lack of ‘joined up’ working across Whitehall presents significant problems for councils and other agencies that are responsible for local service delivery and a continuing challenge for central government.  相似文献
