The paper reports the results of a study examining the diffusion of innovations across four different units of local government. Using partial correlation coefficients to test a hypothesized model, the variables were successful in explaining the adoption of process innovations but showed limited success in explaining product adoptions. Socioeconomic variables were not found to be significant direct determinants of innovation. Demands for innovations, organizational characteristics, and the organizational environment were much more important predictors of the use of innovations by local governments.  相似文献

Innovative ideas will not be transferred between organizations unless they pass the screening tests managers use to choose innovations for transfer. This paper suggests that most screening methods have been developed for analyzing incremental improvements in existing businesses. As such, these methods militate against the transfer of new technologies. The paper describes screening methods in use at invention-management organizations as an alternative. These methods stress the development of business concepts for innovations, i.e., the integration of product specifications with the targeted market's characteristics, the user's capability, and convergent technologies that use and/or are used by the innovation. His recent work includes an OECD study of the innovation policies of the western provinces of Canada and a study of the commercialization of agricultural biotechnology for the US Department of Agriculture.  相似文献

Technology developed in the National Aero-Space Plane (NASP) program is finding its way into a variety of applications ranging from aerospace to automotive to medical. The NASP Technology Applications Integrated Product Team (IPT) is pursuing technology transfer opportunities to promote the wide use of NASP-developed or-inspired materials in these and other industries. While product innovations and enhancements serve the commercial sector well, they also spin back to the government in the form of cheaper, higher-performing systems and components.  相似文献

Explaining the diffusion of judicial reform policies among the American states is an elusive task. Are such policies simply part of the larger policy process revealed in the comparative state policy literature? Or b court reform a policy arena unto itself, responding to factors uniquely legal or professional in nature? Our inquiry begins with Max Weber's sociology of law from which we adopt his concept of rationalization as a schema of policy development. According to Weber, the “rationalization” of legal institutions would accompany the advancement of capitalism in modernizing nations. Thus, we might expect specific judicial reform policies expressly aimed at rationalizing the structure and process of state court systems to be closely associated with each other and with commonly accepted indicators of economic development among the states. As part of our investigation, we relate court reforms to broader policy innovations among the states, drawing on earlier “diffusion of innovations” research. Our data indicate a strong connection between judicial reform and more general patterns of innovation diffusion among the states, but provide only modest support for Weber's assertions about the rationalization of legal systems under advancing capitalism. Three of the selected reforms cluster together and are largely explainable by indicators of economic development. Two other reforms do not fit this pattern, and their “behavior” requires additional discussion and research. Thus, the diffusion of judicial reform policy is partly accounted for by factors found in explanations of general policy innovations across states, but other, as yet unidentified, factors apparently influence certain aspects of judicial reform. The connection between Max Weber's legal sociology and policy development among the American states might at first blush seem remote or tenuous. However, this article attempts to use Weber's insights into modern legal systems to (1) examine a specific area of state policy making–judicial reform–and (2) establish a connection between policy development in the court reform area and the larger literature on general policy innovation in the American states. This inquiry is inspired by the lack of theoretical integration apparent in the literature on court reform, on the one hand, and the absence of empirical analyses connecting court reform data with “diffusion of innovation” policy studies, on the other.  相似文献

Incubators are heterogeneous but there is a lack of understanding of the variety of innovation involved. We use four archetypes of incubator discussed in the literature (basic research, university, economic development and private incubator) and analyze their generation of different types of innovation (product, technological process and organizational innovation) during a 4 years period (2005–2008). In a sample of 80 incubators, we find that incubatees in some types of incubators are more prone to generate product and technological process innovations than those hosted in other types.  相似文献

In order to explore the effects of industry characteristics on the sources of technological product and process (TPP) innovation, this paper considers various sources in a united framework, and identifies their cross-industry similarities and differences. It sheds light on three Chinese high technology industries, and empirically confirms that in-house R&D, technology transfer, technology spillover and back-propagation of user innovations are all effective sources of TPP innovation. However, each source creates different productivity in different industries, which may be explained by the following industry characteristics: the dependence on foreign technology, the importance attached to inventive in-house R&D, the level of domestic technology, the relative proportions of foreign and domestic users.  相似文献

The role of an individual known as a ‘linker’ is examined and the similarities between his role and those of ‘gatekeeper’, ‘opinion leader’, and ‘innovator’ are discussed in detail. Not only are the similarities among these roles pointed out but also the unique characteristics of the ‘linker’ are clarified. A Linker Model for Technology Transfer is presented showing the value of a ‘linker’ to the parent and users organizations. Managerial endeavors to understand and promote technology transfer can be facilitated by the in-depth research presented.  相似文献

Interest in legal innovations, particularly in the criminal law realm, often centers on an innovation's emergence, but not its subsequent diffusion. Typifying this trend, existing accounts of the prison's historical roots persuasively explain the prison's “birth” in Jacksonian‐Era northern coastal cities, but not its subsequent rapid, widespread, and homogenous diffusion across a culturally, politically, and economically diverse terrain. Instead, this study offers a neo‐institutional account of the prison's diffusion, emphasizing the importance of national, field‐level pressures rather than local, contextual factors. This study distinguishes between the prison's innovation and early adoption, which can be explained by the need to replace earlier proto‐prisons, and its subsequent adoption, particularly in the South and frontier states, which was driven by the desire to conform to increasingly widespread practices. This study further attributes the isomorphic nature of the diffusion to institutional pressures, including uncertainty surrounding the new technology, pseudoprofessional penal reformers and their claims about competing models of confinement, and contingent historical factors that reinforced these institutional pressures. This study illustrates the importance of distinguishing between the motivations that initiate criminal law innovations and those that advance their diffusion.  相似文献

Each year, the United States invests about $45 billion in research conducted by federal researchers within federal laboratories. These efforts generate extensive social benefits when results are transferred to the private sector. It is important that we effectively quantify the economic and societal impact of federal technology transfer activities to inform taxpayers and policymakers about the value of public investments in this form of research. The Argus II device, an artificial retina commercialized in the United States by Second Sight in 2013, provides a rich example of how private sector innovation can be enhanced by research collaborations with federal labs and academia. Over the 25-year journey from idea to product, Second Sight carried out research and development collaborations with six Department of Energy national laboratories and seven universities. The case of Argus II also offers valuable insight into (1) how private industry, academia, and government can work together to bring socially beneficial innovations to fruition and (2) the tradeoffs inherent in these public–private collaborations. In this paper, we use a Markov model to estimate the realized and potential future social benefits associated with Argus II. We provide an interactive tool that can be used to replicate our findings and modify assumptions using updated patient information as it becomes available. We also provide insight into the aspects of federal involvement surrounding the development of Argus II that contributed to its successful commercialization and discuss other spillover benefits from these public–private collaborations.  相似文献

The analysis of the diffusion of innovation was a central theme in Ed Mansfield's work over many years. In this essay I summarise his analysis of logistic diffusion processes and relate his work to earlier studies of industrial retardation and subsequent work on evolutionary economic processes. A distinction has to be drawn between the logistic law and the logistic curve, the latter being only one instantiation of the more general law which is itself a signature of evolutionary selection processes within a population of rival innovations.  相似文献

Within a conceptual framework of three dimensions, this paper examines parallels between the process of innovation in ship-building and in nursing care. Major conclusions are:
  1. A given innovation must include not only technological change but also embedding activities to ensure its fit into the adopting organization.
  2. To ensure continuation of the innovating process, it is necessary to build innovative capacity, with leadership vested in some person or group.
  3. System-wide innovation requires both an effective diffusion process and diffusion capacity, to disseminate knowledge about specific innovations and also about ways to build innovative capacity.
  4. Building both innovative capacity and diffusion capacity must be seen as responsibilities of the entire organization or system.

In this paper we explore the importance of marketing activities during the Fuzzy Front End of Innovation (FFEI), which in product life cycle management is described as the phase between R&D and the beginning of formal new product development. The FFEI is characterized by informal processes and many industry specific conditions. The particular context in which the study was conducted involved research emerging from a US government sponsored institution. Firms obtain licenses for technology from the government sponsored institution with the purpose of advancing them towards commercialization. But, the process of development often gets stalled, especially during the initial stages due to the lack of a number of resources (financial, key personnel, etc.). The specific interest in this study was, therefore, to understand the extent to which various marketing efforts by the licensees enabled the survival of early stage biotech innovations. Licensees would be expected to seek resources by undertaking a number of marketing activities designed to communicate a value proposition to potential resource providers. The study involved qualitative data collection among licensees to uncover marketing activities in which they engaged during the FFEI phase. The data was coded to develop the specific types of marketing activities that had been employed so as to provide insight into which activities were important in enabling early stage innovation survival. Future research can build upon this study’s findings in industries other than biotech and involving different sources of technology transfer (universities, etc.).  相似文献

A major recurrent problem of agronomic research is whether its results can be transformed into recommendations relevant to the livelihood of the intended beneficiaries, the small farmers—and if they can, then how. This problem is illuminated by research on mulching with millet crop residues, and by the translation of the results into agricultural extension in Niger, West Africa. Comparisons of different experiments with identical crop residue applications, conducted in the same year and at the same research station but implemented on different fields and managed by different researchers, showed high heterogeneity in their outcome. In addition, farmers have multiple uses for crop residues, which greatly complicates the formulation and transfer of research recommendations. This discussion is examined from agronomic, economic, and extension viewpoints. The development of adapted innovations for farming systems in Niger requires that the current agronomic research be reconsidered, with a move toward greater participation of farmers. Alternatives to the dominant transfer of technology concept are discussed.  相似文献

The Semiconductor Research Corporation (SRC) operates on the principle that pooling investment in basic, pre-competitive research permits members to target a larger percentage of their research and development dollars towards devising technologies that will yield a competitive edge. This benefit is mot effectively realized, however, when the research “product” is expeditiously transferred from the research lab into the commercial environment. The product, in this case, may be knowledge, a design or manufacturing tool, personnel who are trained in the use of the tool, or information about a research approach that should be avoided. At the SRC, technology transfer is essential to the success of its cooperative research effort, and consequently, during 15 years of managing this transfer across the university/industry interface, the not-for-profit consortiun has developed and refined structures and methodologies to overcome transfer barriers. The paper written by Lynn Burnett, Gail Massari and Richard LaScala discusses administrative and managerial barriers to technology conversion and transfer and the solutions developed and practiced by the SRC to transcend those barriers.  相似文献

The article seeks to highlight some potential barriers to the implementation of the recently promulgated Standards and Goals on Corrections. Basing the analysis on concepts pertaining to the diffusion of innovations, it is pointed out that implementation may be seriously impeded due to the dissonance of the Standards with the realities of the corrections community as a bureaucracy, lack of concrete guidelines for the implementation of the goals proposed, and the absence of any relationship of the proposed goals to considerations of cost and the availability of public revenues.  相似文献
