In the sixty years since the establishment of the United Nations on 24th October 1945, societies across the world have endeavoured to reshape themselves in accordance with the model of the modern state. Whereas the institutions of the modern state have proved appropriate for societies with historical experience of the production and administration of large surpluses, the adoption of state institutions presents an ongoing challenge for many other societies. Only a minority of states operate free from foreign aid, and weak states composed of stateless societies with minimal surplus generation capacity continue to face particular difficulties as they seek to adapt to the modern state system. Like other New Subsistence States, East Timor possesses grass-roots administrative capacities grounded in its village social structures. Short of the skills and resources necessary to support its formal justice system, East Timor has the option to formally integrate elements of its traditional mediation and conflict resolution capacities into the structure of the state.  相似文献

As relations between Japan and China change due to a paradigm shift that has occurred over the past few years, the need for a new security outlook and world view has emerged. In East Asia, the foundation for the relationship between Japan and China must be fairness and justice, and the rule of law. Bill Clinton in his 1992 presidential campaign promised that, if elected, he would bring about the “end of welfare as we know it.” This catchy election pledge aimed to address middle class concerns about so–called welfare dependency while also arguing that the government had an important role to play in fighting poverty and unemployment. Clinton’s Third Way position, at best, offered a way out of the liberal/conservative impasse on how to effectively reform America’s welfare system. At worst, Clinton’s position undermined the concept of welfare entitlements that the Democratic Party had established in America. As it turned out, in 1996 during the lead up to that year’s presidential election, President Clinton signed into law the most significant federal welfare Act since the 1960s. However, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) that Clinton signed had largely been drafted by congressional Republicans. This article draws on interviews with three of Clinton’s senior welfare advisers to examine his welfare reform proposals and politics. It concludes that the failure of Clinton’s Third Way welfare agenda opened the way for more conservative reforms. This experience is illustrative of the pitfalls of Third Way politics with its mix of post–entitlement welfare policies and hard–nosed electoral positioning.  相似文献

This paper is an analysis of South Africa's public service improvement strategies since 1994. It first describes the historical factors that underpinned South Africa's service delivery initiatives before 1994. It is argued that the pre-1994 public service sector was racialised and highly politicised, as opposed to being people-centred and service delivery oriented. The transition to democracy in 1994 necessitated a complete revision of South Africa's public administrative system in order to meet the developmental challenges of service delivery needs. However, this transition also coincided with global reform initiatives that were taking place in the public sector, as informed by the new public management (NPM) paradigm with its emphasis on cost effectiveness, accountability and transparency. The primary argument of the paper is that commendable legislative reforms have been enacted in South Africa's public administration system in the post-1994 period, based on the NPM, but the fragility of the state bureaucracy as manifested in the silo approach characterising the South African government operations, as well as capacity limitations, encumbers the success of these reforms. The Community Development Worker (CDW) programme, operating in South Africa's Eastern and Western Cape Provinces, is used as a case study to illustrate this argument. A brief look at India's experience of the NPM also informs the discussion. The significance of the case study lies in the fact that it was conceived in the interest of increased responsiveness and accessibility to government services, a vital pillar of the NPM framework.  相似文献

This article argues the value of models of policy analysis which focus on the role of endogenous variables in explaining policy change. Studies of EMU and studies of German public policy in general have tended to be preoccupied with contextual variables as explanations of change. Whilst such variables are important in identifying necessary conditions of policy change, they underestimate the dynamics within the policy process. Policy change in EMU is explored as a negotiation process with two interacting dimensions: a ‘nested’, ‘two‐level’ bargaining game, involving creative linkage politics and sophisticated bargaining strategies, and a cognitive dimension of individual policy entrepreneurship and learning in the process. The conclusions deal with the character of economic governance in this sector and with the prospects for EMU in 1998–99.  相似文献

This paper surveys some of the outstanding issues and changes in the economic dimension of Soviet involvement in the non-communist Third World over the last 30 years. It attempts to identify and integrate salient features of current knowledge about Soviet economic policy toward the less developed countries. After a survey of the evolution of Soviet arms transfers and economic aid and trade relations, the paper concludes with some reflections on the effectiveness of Soviet policy and prospects for future change. The protracted conflict in the Democratic Republic of the Congo (DRC) has drawn sharp criticism regarding the model of liberal peacebuilding employed in the country. Critics emphasise the importance of local ownership of peacebuilding mechanisms at sub-national as well as national levels. This raises questions in relation to the popular legitimacy and efficacy of local mechanisms. Drawing on field research conducted in the relatively affluent province of Bas-Congo in Western Congo, this article highlights a lack of popular legitimacy for provincial-level political authority within the province stemming from an acute marginalisation of the population from local structures of power and wealth. The article also demonstrates the inefficacy of more local, village and neighbourhood-based political structures which, aimed at conflict mitigation rather than transformation, ignore the structural roots of local conflicts and do little to counteract the growing social distrust, conflict and disintegration within local communities.  相似文献

ABSTRACT

Despite many initial similarities, Latvia and Poland represent two opposite extremes in terms of practical and theoretical approaches to the economic crisis. The Polish government applied a ‘pragmatic’ approach to fight the recession, based on expansionary fiscal policies and currency devaluation. Conversely, the Latvian administration opted for the Austerity and internal devaluation strategy. Consequently, the objective of this paper is to analyze, from the perspective of political economy, the strategies chosen for the economic crisis management and their effects in Latvia and Poland, in light of the main EU narratives about its causes and responses. The research contends that the economic performance of both countries during the crisis was due to their respective economic structures. On the one hand, Poland is a bigger, more diversified and industrialized economy, with fewer channels of vulnerability and could apply expansionary policies effectively. On the contrary, the economic model established in Latvia generated a high exposure to external shocks, in particular, with a double vulnerability in the banking sector. In this context, due to internal and external motives, the Latvian government decided to apply the austerity and internal devaluation strategy, worsening the economic decline and the subsequent recovery.  相似文献
