This article analyses the effect of the Congo war on state power in Rwanda and Uganda. Drawing on theories of European state formation, it asks whether the Congo war has led to a strengthening of the state in the two countries. It is argued that this has not been the case. Neither the Rwandan nor the Ugandan state has been strengthened as a result of the war. While the war has weakened the state in Uganda, the remarkable strength of the Rwandan state just a few years after the 1994 genocide must be understood as a result of the security threat faced by the regime from Hutu militias, and not as a result of the Congo war. This means that security threats against the regime can, in certain circumstances, have the same effect on state formation as war had in early modern Europe. I also argue that changes in the state system have altered the links between war and state formation. The ‘war makes states’ connection presupposes a positive relationship between war, regime survival and state formation. In contemporary Africa there is no such link. On the one hand, state survival is guaranteed anyway, no matter how weak the state is. On the other hand, regime survival does not depend on mobilisation of resources through taxation, since resources are available from elsewhere.  相似文献

A paradox in current international development cooperation is comprised by the simultaneous insistence on national ownership and far-reaching donor involvement through policy dialogue. In order to better understand this combination of a strong ownership ideal and extensive donor presence, this article explores how national and external actors portray the process of formulating and revising development policies and programmes in an aid recipient country. The study is based on original empirical material from national as well as external actors involved in the aid relation in Rwanda which, despite heavy aid dependence, is known to have achieved relative policy independence. Analysed in relation to three strands of critical thought in previous research, findings show that, in Rwanda, the very top political leadership is actively involved in initiating and formulating policies; that there are instances of negotiation as well as strong disagreements between national and external actors; and that, rather than donors seeking to retain control, Rwanda is depicted as setting its own agenda and effectively managing its donors. The paradox of an ownership ideal combined with donor involvement is thus met by an apparent tendency among national as well as external actors to emphasise national ownership while toning down donor influence.  相似文献

This paper is concerned with the semantics of indicators and the concepts of development. Procedures for the selection and validation of indicators are discussed. It is argued that the nature and scope of the indicators, as well as the nature of the quantitative analysis of relations between them, will depend on the conception and definition of development. This article deals with one aspect of the relationship between the environmental sciences and economic development, namely, the relationship between studies of natural resources and the appraisal of agricultural development projects. It reviews some such projects in which no real attention was paid to surveys of natural resources and passes on to consider the land systems approach to the appraisal of land capability and, briefly, the applicability of” benefit/cost analysis to agricultural development projects. Its principal concern, however, is with the lamentable tendency for land resource surveys to be conducted independently of economic enquiry. It enumerates some of the reasons for this state of affairs, and suggests certain possible remedies.  相似文献

The paper discusses the extent to which narratives enrich human development policy assessment beyond statistical data. Our arguments are divided in three parts. First, after introducing the capability approach, we examine the theoretical rationale for assessing policy beyond statistics and the relevance of narratives in policy assessment. Second, we review one major exception in policy assessment, the European Union (EU) Community Infrastructure measure. The paper theorizes interpretive approaches and the use of narratives in policy assessment. It suggests that in order for the capability approach to make a significant contribution to policy research we should explore the absolute presuppositions underpinning policy-making, and recognize that there is no intelligible distinction between quantitative and qualitative research: both acquire meaning in terms of the social plot in which they are mobilized. Consequently, we argue that future understanding of human wellbeing must be conceptualized within a meta-theoretic framework.  相似文献

The article challenges simplistic one‐way models of the relation between education (human resources) and economic development. Diachronic analysis clearly indicates different patterns or trajectories linking the two variables through time in individual nations, with significant thresholds or transition points. The relation between educational levels and economic development is seen as part of the international division of labour, depending on the degree of national autonomy, and on the relations between countries rather than the differences between them. Education may influence development through changes in the system of social stratification as well as through the expansion of knowledge. The diachronic approach is used to test these relations in a number of developing countries.  相似文献

This study examines Taiwan's economic development experience and identifies major achievements and challenges. The study first provides an overview of the past development record by analyzing several key economic indicators. It then explores major factors contributing to economic development, including general social background and supporting economic conditions as well as government development policy and activities. The paper especially focuses on changes and challenges resulting from the implementation of internationalization and liberalization of economic policy and the introduction of political democratization since the 1980s. Economic development has always been a moving target. Not surprisingly, there is growing evidence that the shape of economic policy and practice is significantly changing in many American states on the eve of the 21st Century. This article reviews the evolution and transformation of state economic development as well as its multidimentional character. The evolution includes roughly three broad, overlapping phases: a period when states focused on attracting businesses, a period when they focused on developing existing businesses, and a period when states refined and sharpened the strategies they already had in place. This article also offers evidence that a new, fourth phase is emerging in economic development. It is called cluster-based economic analysis and strategy development. This new approach has states addressing new issues, using new analytical tools, and experiencing new kinds of results.  相似文献

Market-oriented agricultural intensification is a major development strategy, yet its alignment with sustainable development goals (SDGs) is unclear. We apply indicators for SDG 2 (eradicate hunger) regarding income, food production, food security and land tenure to recent intensifications in Rwanda and Laos to reveal their disaggregated impacts. We find while market-oriented intensification may generate poverty reduction, it also exacerbated marginalisation and poverty through various forms of land tenure insecurity. Ethnicity and gender were influential factors in Rwanda, and post-conflict resettlement policies in Laos. We discuss implications for development practice and selection of suitable indicators to reflect the ambition of the SDGs.  相似文献

Abstract

This article uses the example of the Rwandan genocide to deconstruct notions of African diaspora based on margin to centre and pull and push factors. Representing patterns of African migrations and diasporas through the autobiographical mode reveals multiple genocides that took place not only in Rwanda but in the Democratic Republic of Congo. Umutesi's novel, Surviving the Slaughter: The Ordeal of a Rwandan Refugee in Zaire (2004) complicates our standard understanding of what is known of genocide in Africa, forcing us to revise our notions of diaspora because the autobiographical narrative highlights differences within a single refugee diaspora. Umutesi's personal account of the links between genocide and diaspora in the Great Lakes Region interrogates the very authority that is accorded individual subjectivities in autobiographical works of Africa. The contingent nature of African politics, particularly, within the unnatural context of genocide renders African identities transient and perpetually diasporic.  相似文献

Economists have moved away from thinking of development in terms of growth of per capita GNP. The most influential alternative conception of development ‐ due to Amartya Sen ‐ involves judging the quality of life in terms of capabilities and viewing development as a ‘capability expansion’. This article argues that Sen's approach is an inadequate account of development. It is further argued that other versions of the approach ‐ involving the work of Nussbaum and Frankfurt ‐ also fail. The most promising foundation for an account of human development derives from James Griffin's recent writings on well‐being.  相似文献

Since the early 1970s, western countries have increasingly recycled their second‐hand clothes by exporting to the Third World. In response, some LDC governments have banned used clothing imports to protect their domestic textile industries. This article, after reviewing the structure and evolution of world used clothing trade, examines the consequences for Africa's largest importer, Rwanda. In this low‐income country, with its small domestic textile industry, displacement is minimal and imported used clothing offers a modest but rare policy lever for directly increasing national income as well as incomes of the rural poor.  相似文献

This paper argues that the Rwandan government's reconciliation strategy will need to be accompanied by a process of democratisation if it is to achieve its objective of fostering long-term peace. If the discourse of national unity is not reflected in an effective sharing of political power and economic resources, it is likely to be perceived with suspicion or even rejection by the country's largely Hutu population, and could contribute to aggravating ethnic tensions. Last time Rwanda—under pressure from the international community—undertook a democratisation process, however, this contributed to exacerbating the ethnic tensions that led to the genocide. Today Rwanda and its international donors thus face a stark trade-off between short-term stability and long-term peace: the longer the country puts off necessary democratic reform for fear of upsetting stability, the greater the risk of a rejection of government policies by the population and of a renewed manipulation of ethnicity in the future.  相似文献

Rwanda is not a traditional provider of troops for peacekeeping missions, yet since 2004 it has been the second largest contributor to both the African Union Mission in Sudan (AMIS) and its successor the hybrid African Union–UN Assistance Mission in Darfur (UNAMID). This paper analyses some of the key motives for Rwanda's contribution to these missions, situating its actions within a wider framework in which African states benefit in specific ways from being seen to contribute to ‘African solutions to African problems’. Highlighting changing narratives on Africa's role in international security, I argue that Rwanda's ruling party has been able use its involvement in peacekeeping to secure its position domestically and to attract or retain the support of key bilateral donors. I briefly explore the implications of these dynamics for Rwanda's political development, suggesting in conclusion that the focus on building military capacity for peacekeeping purposes may contribute to future African, and Rwandan, security problems as much as to potential solutions.  相似文献

This article explores the relationship between the UK and Rwanda, using the lens of the UK Department for International Development's integrated approach to state building and peace building in fragile and conflict-affected states. It identifies a number of priorities for UK aid under such a framework, but shows that in the case of Rwanda these have not been foregrounded in the bilateral aid relationship. The article suggests a number of reasons for this, arguing that, by refusing to acknowledge or address Rwanda's deviations from what was considered a positive development trajectory, the UK is becoming internationally isolated in its support for the rpf regime. It concludes that, while this bilateral relationship may support achievement of stability and relative security in Rwanda, promoting such a narrow form of state building is detrimental to more holistic peace building, both nationally and regionally.  相似文献

Budget support—aid delivered directly to developing country government budgets—accounts for a growing proportion of overseas development assistance. In theory it has multiple benefits over other forms of aid in terms of attaining poverty reduction and development objectives. However, recent years have seen several incidents of budget support being frozen, halted or redirected because of slippage in the democratic credentials of certain countries, including Ethiopia, Uganda, Nicaragua, Honduras, Madagascar and Rwanda. This article analyses these incidents in relation to debates over aid conditionality. It finds that donors are willing to apply political conditionality when otherwise good performing governments go politically astray, but it questions whether budget support is a viable instrument for pushing for democratic change. Co-ordinated donor action appears to be increasing, but aid flows to the countries discussed remain high and the governments in question tend to be dismissive in the face of such pressure.  相似文献

Earlier studies by Tsui and Bogue (1978) and Mauldin and Berelson (1978) suggested that family planning efforts account for 3-4 times the variance in fertility than is explained by indicators of socioeconomic development. This paper replicates, extends, and revises these analyses. Selection of a different set of countries for sampling was found to have little effect on the earlier results. In addition, neither factor scaling nor the addition of distributional variables had a substantial effect. However, weighting countries by population size was found to produce a decline in explained variance. It was found that although family planning has a stronger direct effect on fertility than any other variable when countries are considered, the effect of education is stronger when people are considered. When more developed countries were included in the analysis, the combination of prior fertility and mortality explained almost all the variation in current fertility. This finding suggests that fertility is more responsive to longterm, stabilized changes in mortality than to short-term changes. 4 methodological conclusions are derived from these analyses: 1) unless a sample of countries is overtly biased, the selection of a sample on the basis of available data has little impact on the results; 2) stepwise methods can be utilized to avoid the inclusion of a large number of variables in a regression equation; 3) weighting of cases has a substantial impact on results; and 4) since most variables have little direct influence on fertility change, analysis should be extended to examine indirect influences. These results suggest a policy which invests economic resources in education and mortality reduction as well as family planning efforts. Investments in primary and secondary education may reduce mortality as well as fertility.  相似文献

The role of formal education in the reproduction of inequalities is well documented. Less clear is how this lens can be applied to a study of post-conflict state-building. The present study pairs policy analysis with student-centred ethnographic fieldwork to examine education policy in Rwanda. Since the end of the genocide, the government has staked its claim to legitimacy in delivering inclusive development. Its basic education policy is an entitlement programme with broad public support and designed to allow all children to attend primary and secondary school. Students found themselves caught up in a web of contradictions with important symbolic and material dimensions. They went to schools designed to improve access for the poor. But they were also poor schools, lacking in quality and associated with failure. The country’s switch from French to English was bound up in alliances of domestic power that further undermined effective teaching and learning. The basic education policy intended to highlight the government’s commitment to deliver development to all. But in absence of a sustained and effective strategy to improve quality, young people felt excluded from meaningful engagement in the education system. Whether the basic education policy constitutes inclusive development is therefore debatable.  相似文献

The Bologna Process is an international policy project for the convergence of higher education structures in the European Higher Education Area. Most of the literature on Bologna represents studies that focus on the implementation implications of the reforms. The focus on the reform process, particularly in relation to the development process of Bologna policy actors, has been under-represented in the literature. This article investigates the process of the development of the main policy actors involved in the Bologna reform in the case of Ukraine. The timeframe includes the pre-history of Bologna since Ukrainian independence in 1991 until after the introduction of the relevant policy changes in 2003, and through to the issue of 2014 Law on Higher Education. Empirical data were collected through interviews with higher education actors in Ukraine and policy document search. Both types of data were thematically analyzed. The analysis in this article is informed by the policy learning theory and demonstrates the interconnection between path-dependency and change in the development of policy actors in the Bologna reform in Ukraine. This article shows that the old clusters of higher education actors, and the pre-Bologna relationships amongst some of them have been reproduced during the Bologna reform. At the same time, such a reproduction of the old during the reform was only partial as the Bologna Process has also been altering the relationships among some actors to an extent.  相似文献

This article addresses the “basic needs’ approach to development policy from the perspectives of the political and economic development literature. The central questions concern the compatibility of a basic needs approach with political and economic development and the impact of development on population welfare. Will a basic needs approach weaken or strengthn the processes of legitimation and state consolidation in developing systems? What impact will it have on participation and democracy? What will be the impact of such an approach upon attempts to industrialize and diversify production? While there are no definitive responses to these concerns the literature suggests that the approach has real potential value both for improving “human capital” and strengthening economic development, and for developing locally based political institutions.  相似文献
