Abstract

The acknowledgement of politics and institutions in developing countries is well in line with debates not only in the area of development effectiveness but also regarding new public management. Results-Based Approaches (RBApps), conceptually framed within these two debates, are designed to support outcome- and impact-oriented development goals. They link the achievement of results to monetary and/or non-monetary reward mechanisms. However, so far, development cooperation partners have mainly applied RBApps in the form of Results-Based Finance and Results-Based Aid. Through the provision of a conceptual framework, this paper embeds RBApps between different tiers of government within the discussion and applies Rwanda as a case study to it. Along the lines of Rwanda’s Domestic Performance Approach Imihigo, the article argues that development co-operation should be more proactive in considering these approaches, as they might be crucial in terms of sustainability and serve as a promising entry point for programmes supported by development partners.  相似文献

This study is concerned with the comparative study of leadership in the “One Village, One Product” (OVOP) and similar movements in Japan and the “One Tambon, One Product” (OTOP) project in Thailand. The aim of the study is to explore leadership constructed in the OVOP movement and OTOP project. This study uses in-depth semi-structured interviews of leaders in Thailand and Oita prefecture. The model developed from this research presents some similarities and differences in terms of objectives, structure, qualities and processes between the OVOP movement and OTOP project. The study also highlights the recommendations for the OTOP project in Thailand and other OVOP-equivalent movements in other countries.  相似文献

Abstract

This article uses the example of the Rwandan genocide to deconstruct notions of African diaspora based on margin to centre and pull and push factors. Representing patterns of African migrations and diasporas through the autobiographical mode reveals multiple genocides that took place not only in Rwanda but in the Democratic Republic of Congo. Umutesi's novel, Surviving the Slaughter: The Ordeal of a Rwandan Refugee in Zaire (2004) complicates our standard understanding of what is known of genocide in Africa, forcing us to revise our notions of diaspora because the autobiographical narrative highlights differences within a single refugee diaspora. Umutesi's personal account of the links between genocide and diaspora in the Great Lakes Region interrogates the very authority that is accorded individual subjectivities in autobiographical works of Africa. The contingent nature of African politics, particularly, within the unnatural context of genocide renders African identities transient and perpetually diasporic.  相似文献

This article investigates Rwanda’s agricultural policies and institutions as a historically contextualised response to exceptionally adverse developmental circumstances. Using the agrarian question as an analytical point of reference, the article argues that it is extremely difficult to identify how increases in productivity and income in smallholder agriculture can be achieved without forceful state action and a sustained injection of resources. In light of this, entirely right-congruent governance is caught in a dilemma about the extent to which the government overrides peasants’ own agency and the extent to which the agrarian strategy produces a sustained and stable transformation in agriculture. Rather than making a defence or condemnation of the government’s strategy, the article argues against pre-emptive judgements of an agrarian strategy that can only discernibly attain success over a long period. What the article does do is insist that there is development potential in the current strategy, not simply a disaster in the making.  相似文献

In this article, we develop and expand the rebel-to-ruler literature to go beyond ‘rebel transformations’, in order to examine the transformation and militarisation of the entire post-genocide society in Rwanda. Through a historical and socio-political analysis of the military’s influence in post-genocide Rwanda, we argue that the adoption of military norms and ethos, drawn from an idealised and reconstructed pre-colonial history rather than simply an insurgent past, motivates the military’s centrality and penetration of all society’s sectors, economically, politically and socially, with the ultimate aim of retaining power in the hands of the rebels turned rulers. As such, the case demonstrates the need for an expansion of the rebel-to-ruler literature (1) beyond its concern with parties and regime type to a broader palette of governance effects and (2) beyond its singular focus on insurgent past and towards a longue-durée understanding of complementary causes.  相似文献

A paradox in current international development cooperation is comprised by the simultaneous insistence on national ownership and far-reaching donor involvement through policy dialogue. In order to better understand this combination of a strong ownership ideal and extensive donor presence, this article explores how national and external actors portray the process of formulating and revising development policies and programmes in an aid recipient country. The study is based on original empirical material from national as well as external actors involved in the aid relation in Rwanda which, despite heavy aid dependence, is known to have achieved relative policy independence. Analysed in relation to three strands of critical thought in previous research, findings show that, in Rwanda, the very top political leadership is actively involved in initiating and formulating policies; that there are instances of negotiation as well as strong disagreements between national and external actors; and that, rather than donors seeking to retain control, Rwanda is depicted as setting its own agenda and effectively managing its donors. The paradox of an ownership ideal combined with donor involvement is thus met by an apparent tendency among national as well as external actors to emphasise national ownership while toning down donor influence.  相似文献

The participatory or decentralised approach to development is now favoured by most bilateral and multilateral aid organisations. At the root of this approach lies the belief that rural communities can be an effective channel of development if they receive a genuine delegation of powers and responsibilities. This article argues that there unfortunately exists a widespread tendency to downplay the community imperfections that plague many rural societies while simultaneously stressing market and state failures. In fact, such imperfections, as illustrated in the case of lineage-based societies of Africa, increase as development proceeds by way of expanding economic opportunities, growing resource scarcity, as well as rising aspiration and education levels. Under these circumstances, any early implementation of the approach runs a high risk of causing considerable disillusionment, as well as undue appropriation, by local elites operating within a logic of patronage, of the resources channelled through rural communities in this way.  相似文献

This paper explores recent efforts to ensure the participation of indigenous peoples in the making of the post-2015 development agenda. It is based on an examination of the UN’s global consultation process, conducted between July 2012 and July 2013. Using discursive analysis of consultation findings and reports, we argue that the UN’s approach to participatory development represents a pretence rather than an actual shift in power from development experts to the intended beneficiaries of development. Therefore the post-2015 consultation process aptly illustrates the recurring tyranny of participation, this time at a global level, as the UN maintains control over global development goals. Recognising that it would be unjust to ignore the ability of marginalised groups to challenge the UN’s dominant narratives of development, we suggest that there is still time for indigenous voices to be heard in the build-up to the post-mdg era through ‘invited’ and ‘uninvited’ forms of participation.  相似文献

Are smaller ethnic groups less advantaged than large groups? This question has not been systematically studied. Using two new datasets, we find that when group size and status are analyzed at national levels smaller groups are generally worse off than larger groups. By contrast, when group size and status are analyzed at subnational (regional or district) levels, smaller groups are better off than larger groups. “National” minorities are disadvantaged while “local” minorities are advantaged.We theorize that two factors are at work in generating this surprisingly consistent relationship. First, a synergy exists at national levels among three features of ethnic groups: size, power, and status. The second factor is based on social dynamics. Specifically, insofar as internal migration is characterized by positive selection, then migrants and their descendants should form the basis of small, privileged groups within the region that they migrate to. Insofar as distance enhances positive selection, this explains why smaller migrations are associated with more privileged groups and larger migrations with somewhat less privileged groups.  相似文献

ABSTRACT

This paper discusses local development and various governance strategies that local governments can use to engage actors in rural communities and resources from a broader environment to achieve desired socio-economic outcomes. We ask: How can local governance vary in rural communities? How can governance arrangements lead to contrasting socio-economic outcomes? Our conceptual framework combines a typology of local governance roles with socio-economic outcomes associated with neo-endogenous development theory. We explore culture-based development projects from three rural communities. We find that local governance strategies vary between relatively similar rural communities and that they represent compromises in terms of socio-economic outcomes. Local government in rural communities can act strategically through use of local networks. Local governance here is best understood as an emergent quality of the local context, history, institutions, culture, and, power relations. Therefore, governance strategies in rural contexts should be based on careful reflection on potential roles, trade-offs and desirable outcomes.  相似文献

This article focuses on the identification of three types of citizens' participation in local governance: 1) Primary participation (by paying taxes and other contributions), 2) secondary participation (at the level of being informed about the actions of local government) and 3) tertiary participation (at the level of local interest decision-making). Various inquiries carried out within a number of rural communities in Romania are presented in order to highlight certain psycho-sociological barriers that prevent participation. These barriers can range from citizens' simple indifference all the way to the fear inculcated during the communist regime. However, one might assume that such barriers would disappear in the context of Romania's genuine integration into European development projects.  相似文献

Decision-makers and affected parties engaged in solving contemporary governmental problems are recognizing that traditional decision-making strategies are insufficient. A participatory democracy approach to public participation has been offered as a potential solution to these problems; however, a more sophisticated understanding of this approach is needed. This study defines a more substantive brand of public participation, identifies barriers to its implementation, and provides recommendations for implementation. Models of substantive participation should empower and educate all stakeholders, reeducate public administrators, and establish new administrative structures and processes. These objectives as well as a discussion of particular barriers to substantive participation are outlined.  相似文献

In governance structure legitimacy is required not only of the governing system, local authorities or public organisations but also of other participants, including citizens. The legitimacy cannot be judged either by traditions of representative democracy or by innovative theories of deliberative or participatory democracy. The article analyses scientific publications on citizen participation in local governance. It asks how empirical studies on local sustainable development planning (SDP) and New Public Management (NPM) practices construct legitimate citizen participation. In general, studies on citizen participation have not conceptualised the relations between citizens and power holders as questions of legitimacy. However, the studies approaching citizen participation in the local processes of SDP and NPM include various empirical, theoretical and normative arguments for citizen participation. These arguments recognise, accept and support particular activities, arguments and outcomes of citizen participation, and include and exclude agents and issues. They construct and reflect the definition of legitimacy in the local governance. As constructed by scientific texts, justifications for citizen participation reproduce a discursive structure in which citizen participation becomes marginalised and citizens’ views excluded. The results illustrate that discursive structures of legitimate citizen participation support conventional governing practices and hinder innovative practices in local governance.  相似文献

International Relations theory has had difficulty explaining the global spread of human rights norms, and in particular the spread of human rights norms in the non-Western world. An exploration of Yemen's integration of human rights-based approaches to economic development into its policymaking gives the empirical foundation to examine the interplay of both norms and self-interest and external and internal pressures in framing such policies. In the case of Yemen, at least, each of these contrasting pairs is to a large degree mutually constituted. Conceptualizing norms and self-interest and external and internal pressures as mutually constitutive differs from the usual contrasts painted between these pairs in international relations theory, but is an important step in moving beyond an impasse among realist, liberal, and constructivist theories and toward a usefully integrative approach.  相似文献

Pakistan’s persistent ailing condition in the realm of human development raises major concerns about its governance mechanism. The problem seems to exist in the formulation of decentralization policies combined with delays and failures in implementation caused by political interests and inefficiency of the administrative machinery. This article attempts to highlight the current situation of human development in Pakistan using three basic indicators—education, health, and poverty levels—using evidence from data. It further develops a theoretical framework of bureaucratic involvement in public service provisions and problems faced by implementing agencies by identifying lacunas in the legislation of devolution plan.  相似文献

The concept of human security (HS) and its accompanying agenda, 20 years after the publication of the Human Development Report (1994), are still in a state of flux. This article summarises the extent to which, based on an in-depth analysis of the original HS dimensions in the articles in this Special Issue, the HS agenda has evolved, to the extent that it has become a clearly articulated concept both in academic terms and as a guide to concrete political action for policy-makers. It is argued in this article, perhaps not surprisingly given the nature of the concept and its dimensions, that there is a great degree of variation over space, place and time in the way that it is constructed, received and appropriated. Importantly, it is suggested that personal, political and community security have all struggled to develop a shared understanding that has become a firm guide to action, whereas food security, health security, environmental security and economic security have not only become firm parts of debate and discussion, but also significant policy areas that have had considerable time, effort and money devoted to resolving. Overall, the debate on HS is still also very much in flux 20 years on, but there can be no doubt that it has had a major impact academically and in terms of political action.  相似文献

Data indicate that good governance and human development continue to be major issues throughout sub-Saharan Africa. The findings show a significant relationship between the measures of good governance and human development. The findings suggest that policies and efforts aimed at improving government effectiveness and political stability would have the most significant impact on human development and poverty reduction efforts. The findings lend support to the adoption of integrated policy approaches that take into consideration political development along with economic development to reduce poverty in sub-Saharan Africa.  相似文献

The literature on peacebuilding dedicates very little space, empirically and theoretically, to countries that are emerging from a war waged to a decisive outcome. This review essay looks at Sri Lanka and Rwanda, two countries where a victorious leadership has led the process of post-conflict reconstruction, largely by employing illiberal means. It looks at the effect of decisive war on statebuilding and at the role of local agency and illiberal practices in a post-victory context. It concludes by assessing the global significance and long-term sustainability of post-victory illiberal statebuilding.  相似文献

The UN′s Sustainable Development Goals agenda points far into 2030, which shows that its post-war development endeavour is not functioning effectively. This article implements a discourse analysis of the UN Development Programme′s (UNDP) Human Development Reports (HDR) and exposes their internal contradictions. This analysis enables a critical reflection on the UNDP′s political position: its reports conceal the political causes of underdevelopment. By concealing the antagonistic/conflictual dimension of social issues – poverty, inequality, and exclusion – the UNDP naturalises the actual neoliberal order. The HDR turns political problems into technical issues; according to this approach, no power relations have to be changed in order to overcome underdevelopment.  相似文献

A human rights approach to food security seeks to empower vulnerable groups to claim their rights. It also reinforces a government’s obligations to respect, protect and fulfil the right to food. Furthermore, it encourages the integration of the right to food into the design and implementation of food security policies. This article examines the human rights approach to food security, with specific reference to Ethiopia. It assesses the historical causes of Ethiopia’s food insecurity, and examines the legislative and policy measures that the country has adopted over the last three decades in order to achieve food security. Food insecurity in the country is largely explained by the absence of government accountability. In 1973 and 1984, the hunger caused by drought was transitioned to famine not because of overall unavailability of food in the country, but because the government failed to provide food aid to the starved people and concealed the occurrence of famines from the international donors. Despite designing some food security policies over the last three decades, the country has not yet adopted sufficient legislative and judicial measures to enforce the right to food. This article argues that Ethiopia should introduce a framework law on the right to food to end hunger in the context of achieving national food security.  相似文献
