The aim of this article is to establish if expressed attachment to Russia, amongst surveyed Russian-speaking youths in 2004 and 2010 in Latvia, demonstrates any noteworthy correlations with factors promoting integration and feelings of belonging to Latvia. The correlation analysis shows that a sense of belonging to Russia and a sense of belonging to Latvia are not mutually exclusive. However, those Russian speakers in Latvia expressing a closer sense of belonging to Russia are also more likely to prefer an all-Russian environment, are skeptical of their rights and influence in Latvia, and are more likely to perceive discrimination in terms of citizenship status and ethnicity. These preferences suggest either a lack of integration or an “external homeland” influence.  相似文献

Latgale’s frontier region status makes it vulnerable in a time of growing international tension, all the more because of its strong Russian minority and persistent socio-economic problems causing disaffection. A two-directional analysis of linkage interactions – inner-directed and outer-directed – highlights both external threats and also regional conditions that act as a check on ‘hybrid warfare’ activity, such as centripetal center–periphery relations, stabilizing factors in society and a new policy response by Riga to Latgale’s developmental needs. Latgale is therefore no ‘Crimea’ as it shows a basic loyalty to the Latvian state, very little support for separatism while of course Latvia benefits from NATO membership.  相似文献

A drastic shift from strong social citizenship rights to a liberal, privatized, informal welfare model took place in post-Soviet Armenia. Drawing on the Armenian National Statistical Service's 2005 Integrated Living Conditions Survey and research conducted by the Armenian government and international agencies, this article evaluates the system of social welfare in post-Soviet Armenia. It identifies the direction of social policy reform during the transition, considering welfare institutions, levels of social provision, and outcomes. The roles of the labor market, the state, and the informal sector in delivering social welfare are discussed. The Armenian welfare system is classified in terms of current conceptual frameworks for welfare systems.  相似文献

The invasion of Ukraine sent shock waves through the South Caucasus and Central Asia, subjecting the eight countries of the post-Soviet area to economic, political, and social challenges. Refusing to support Russia in circumventing sanctions or taking a stand against the invasion could expose these countries to retaliatory measures. But aligning with Moscow could lead to international isolation and the imposition of secondary sanctions. This article explores the ways these countries are navigating the new geopolitics, with Azerbaijan gaining but Armenia seeking new allies. It then examines the economic benefits to these countries of Russia's desperation, though this leaves them vulnerable to US and European penalties. It concludes with an analysis of how these states are dealing with the tensions caused by migration out of Russia. In all of these areas, the post-Soviet South must weigh the risks of aligning with the weakening great power or the West.  相似文献

This article explores whether and to what extent new member states of the European Union (EU) seek to pursue their national foreign policy goals towards Central Asia through the EU rather than bilaterally. To do so, it focuses on Latvia and Romania. While the article finds evidence of Romanian attempts to project its interests in the region onto the EU level, Latvia appears to rely more extensively on the EU level to pursue its goals towards Central Asia. Using insights from the literature on Europeanization of national foreign policy, the article explains this finding with reference to four variables that determine whether a member state will seek to upload its national foreign policy preferences onto the EU level, namely the perceived salience of the policy goals, the extent to which member states can carve out a niche, their perceived capabilities and the level of Europeanization of their national foreign policies.  相似文献

Applying regulatory focus theory, this paper investigates the impact of both ‘initial confidence’ and ‘exactness of growth expectations’ on the financial performance of small and medium-sized firms in Latvia. Drawing on a data set based on repeated survey design, we explore the complexity of this relationship empirically. Our overall findings suggest that when controlling for other relevant factors, such as actual growth, entrepreneurs having higher growth expectations perform significantly better in terms of profitability. In addition, education has a strong modifying effect. The impact of high growth expectations on subsequent profit performance is stronger for entrepreneurs with a lower level of education. Moreover, these effects are amplified by ethnicity. They are much stronger for ethnic Russian entrepreneurs compared with ethnic Latvian entrepreneurs.  相似文献

ABSTRACT

Over 2015 and 2016, Sri Lanka enacted a comprehensive right to information (RTI) regime by constitutionally recognising the RTI and passing enabling legislation. Taking into account the context of the country’s political and bureaucratic culture, its history of RTI jurisprudence and repeated legislative attempts and the particularities of the enacted provisions themselves, this article argues that the RTI regime represents a significant constitutional advance in Sri Lanka. The regime’s operationalisation has unearthed a number of operational difficulties as well as promising advances, underscoring both the challenges and the potentials of effectively providing for the RTI. As one of the few governance reforms enacted by the national unity government, however, the RTI regime’s lone operation within a deficient and unreformed architecture of transparency and accountability places a particular and heavy burden on it, one which may also adversely impact its future sustainability.  相似文献

Abstract

The trajectory of the school system in inter-war independent Latvia was a microcosm of the larger experiences of the state. The devastation of World War I and the battles that followed undermined seriously the capacity of the new state. The first post-war years were spent laboriously rebuilding from near abject ruin. After initial reonstruction passed, however, the dominant concerns became what was to be taught and how in Latvia's schools. The process of this debate and the at times conflicting, at times complimentary, demands of schoolteachers, school inspectors, local government officials, teachers, and students built a modern, effective school system. This school system reflected an inreasingly sophisticated pedagogy, a professionalism of schoolteachers, and impressive construction of schools.

The content of schools, however, was also severely contested. With the Depression of the early 1930s the opinions of some quarters of society became more emphatic in identifying a great crisis in society, a crisis that demanded more authoritarian action, a return to traditionalism, and increased importance on nationalist content. This trend supported and was supported by the Ulmanis regime, which considerably restructured the school system, the state, and society at large in the last half of the 1930s.

In the post–Cold War era, Japan has developed its own version of peacebuilding in concept and practice and has taken a non-coercive approach to peacebuilding. It has been underpinned by domestic norms of pacifism. This article elaborates on the underexplored theme of Japan’s peacebuilding by focussing on its conceptual basis and three key dimensions of practice. It aims at providing a refined understanding of the Japanese version of peacebuilding, which encompasses highly comprehensive activities in and beyond troubled regions, while carefully excluding the role of military coercion. This article first presents a brief overview of the term ‘peacebuilding’ understood internationally. It then examines Japan’s understanding of the concept of peacebuilding. It consists of the ‘consolidation of peace’ as an immediate contribution to peace and human security, and ‘state-building’ as establishing and enhancing political, economic and social frameworks for durable peace in the long run. The third section of this article investigates three important dimensions of Japan’s peacebuilding practice: (1) the on-the-ground effort in troubled regions consisting of non-military peacekeeping and the provision of foreign aid; (2) taking leadership in developing principles of, and approaches to, peacebuilding in international forums; and (3) human resource development for fostering civilian peacebuilders at home. Finally, this article concludes that Japan is carving out its niche in the field of peacebuilding, suggesting that it is constructing an identity as a peacebuilder.  相似文献

Abstract

Political parties are important political actors, but they are seldom studied in relation to human rights. This article examines the human rights discourse of political parties in Turkey by focusing on women’s rights. The content analysis of party programmes issued by major political parties between 1923 and 2007 reveals significant differences and changes in parties’ approach to women, ranging from no mentioning of women to addressing women’s issues from a feminist perspective. Women’s rights and issues, once neglected practically by all political parties, have gained attention during the last few decades, largely due to women’s activism. While conservative, religious, and Turkish nationalist parties started to display a dualist approach that combines traditionalism with gender equality, social democrat, socialist, and pro-Kurdish parties increasingly employ feminist terminology and analysis.  相似文献

ABSTRACT

Research into post-independence identity shifts among Kazakhstan’s Russian-speaking minorities has outlined a number of possible pathways, such as diasporization, integrated national minority status and ethnic separatism. Drawing on semi-structured interviews with young people in Almaty and Karaganda, I examine how Russian-speaking minorities identify with the state and imagine their place in a ‘soft’ or ‘hybrid’ post-Soviet authoritarian system. What is found is that Russian-speaking minorities largely accept their status beneath the Kazakh ‘elder brother’ and do not wish to identify as a ‘national minority’. Furthermore, they affirm passive loyalty to the political status quo while remaining disinterested in political representation. Russian-speaking minorities are also ambivalent towards Kazakh language promotion and anxious about the increasing presence of Kazakh-speakers in urban spaces. This article argues that two factors are central to these stances among Kazakhstan’s Russian-speaking minorities: the persistence of Soviet legacies and the effects of state discourse and policy since 1991.  相似文献

Abstract

This paper examines the context surrounding, and debates concerning, freedom of information-type legislation in the British Overseas Territory of Bermuda. It situates the law within a wider push by the British Government for good governance in the British Overseas Territories. It explores the expectation for more ‘open and transparent’ government held by international government organisations, the British Government, and the Bermudian electorate. It analyses the resultant political debates, which are framed by traditions of governance that encouraged secrecy and legacies of distrust between political parties formed soon after universal suffrage was introduced in the 1960s.
