The Ukraine crisis and Russia’s contribution to it have raised numerous concerns regarding the possible emergence of a new ‘Cold War’ in Europe. At the same time, Ukraine’s popular choice and enthusiasm for European integration expressed clearly on the streets of Kyiv seem to have caused Russia to adopt a (neo)revisionist attitude. In this context, relations between Russia and the EU (and the West for that matter) have been limited, frozen and directed on path towards conflict. This article analyses how the traditional dichotomy between conflict and cooperation in EU–Russia relations was replaced by conflict in the context of the Ukraine crisis. The article contends that the breakdown of the symbolic and peaceful cohabitation between the EU and Russia has been influenced by the fact that both actors have chosen to ignore key tensions that characterized their post-Cold War interactions. The article identifies three such tensions: the first emphasizes divisions between EU member states and their impact on coagulating a common EU approach towards Russia; the second (geopolitical) tension highlights the almost mutually exclusive way in which the EU and Russia’s security interests have developed in the post-Soviet space; finally, the third contends that a clash of values and worldviews between the EU and Russia makes conflict virtually unavoidable.  相似文献

This study investigates the degree of autonomy the Ukrainian volunteer battalions had from the regular forces during the war in Donbas. The findings indicate that the degree of autonomy was high and that in particular, three initial conditions were decisive for this outcome: (1) the relative level of militia military strength in the initial states of conflict; (2) the degree of agenda overlap; (3) the degree of bottom-up organization. The empirical evidence further suggests that the three factors produced the identified outcome through the mechanisms of “institutional lock-in,” “performance interdependence,” and “entitlement.” Consequently, the Ukrainian state and regular forces ended up accepting a higher degree of autonomy, in terms of command and control, on the part of the volunteer battalions than they otherwise probably would have preferred. This outcome contributed significantly to saving the sovereignty of the Ukrainian state in 2014–2015, but may also have created conditions for challenges to the same state further down the road.  相似文献

In mixed-member proportional systems with closed party lists, such as the German Bundestag election, candidates’ electoral fate is widely determined by their placement on party lists. Despite its importance for the final composition of parliaments, candidates’ list placement in such systems is still under-researched. The literature on political careers has revealed a number of prevalent recruitment factors, but how these factors actually affect candidates’ placement on party lists has rarely been tested. This paper puts forward the question of what recruitment factors affected candidates’ chances to be allocated viable list positions in the 2013 German Bundestag election. The findings suggest that in particular candidates’ incumbency status, their number of prior candidacies and district nominations play key roles in shaping candidates’ electoral viability.  相似文献

Research on government repression often focuses on the comparison between states over time and provides little insight about the targets of repression within a state. This article unpacks government repression against different ethnic groups. It argues that non‐democratic governments use pre‐emptive and targeted repression against ethnic groups that are discriminated, strong, or have a history of protest or rebellion in order to prevent future ethnic rebellions. For democratic governments, on the other hand, the cost of pre‐emptive repression is too high. The article tests this argument in a quantitative analysis of government‐group dyads. It finds at least partial support for some implications of the argument: Autocratic governments use more repression than democracies against discriminated groups, but only when they are also weak, and against groups with a history of protest. There is little evidence that regimes of either type respond to previous violent mobilization or group strength with repression.  相似文献

Abstract

Taking advantage of a panel survey in Ukraine before and after the Euromaidan, we analyze the relationship between ethnicity, language practice, and civic identities on the one hand and political attitudes on the other. We find that while ethnic identities and language practices change little on the aggregate level over the period, there has been a significant increase in the proportion of people thinking of Ukraine as their homeland. There has also been a large fall in support for a close political and economic relationship with Russia and some increase in support for joining the European Union. Nevertheless, we find that identities in general, and language practice in particular, remain powerful predictors of political attitudes and that people are more likely to shift attitudes to reflect their identities rather than modify their identities to match their politics.  相似文献

This article explores the ways in which recruitment and hiring practices can promote and sustain social inequality in a highly neoliberal country: Chile. The article analyses six steps in the selection process. It provides evidence of discriminatory practices in the job market by analysing employers' and recruiters' practices, hiring methods, and the experiences of professionals applying for a job. The research is based on 43 interviews with managers, human resources consultants, and candidates. It uses intersectional analysis to unpack dynamics of inequality in the selection processes in Chile. The findings demonstrate high levels of explicit and severe discrimination in the labour market.  相似文献

This article seeks to determine the main predictors of political participation in a newly democratic regime: Mexico. Compared to other nations, Mexico fills a moderate position in terms of the volume of political participation. Following the literature on participation, this study develops a set of participant modes—voting, communal activity, petitioning, direct action, and political organization membership—and then seeks to determine the socioeconomic, demographic, attitudinal, and social capital factors that best explain participation. Distinct resource inequalities limit the participation of the less educated, the poor, women, and workers, although peasant participation is robust. The strongest determinant of political participation of all kinds is involvement in social capital–generating activities: belonging to nonpolitical organizations and engaging in charitable work, activities typically dominated by the middle class. Building social capital is essential to promoting robust rates of political participation in Mexico.  相似文献

NATO’s relationship with the Soviet Union and then Russia has been central to defining the European regional and global security configuration for decades. This article explores the potential consequences of the Ukrainian conflict for the current and future NATO–Russia relationship. The analysis focuses on defining specific challenges and risks for NATO and Russia in managing the evolving security environment of the Black Sea region. The author offers an assessment of the potential for future NATO–Russia clashes or cooperation in the Black Sea, and for broader regional and global security. Some recommendations are suggested for managing the future NATO–Russia relationship during this period of heightened uncertainty and risk.  相似文献

In Belize, a project for building a new capital emerged in the early 1960s, just after the ravages of Hurricane Hattie, which had destroyed much of the colonial capital, Belize City. According to the common narrative, Belmopan was the answer to a natural threat. But this article will show that it was also a political strategy, intended to give the country a new, modern face, the symbol of a young nation on the road to independence (1981). One of the issues of this post-colonial state is the definition of a national ‘us’ and the place of ethnic groups inherited from the British colonial administration's policy of ‘divide and rule’. The article shows that the politicisation of ethnicity entails neither its integration in the state nor its institutionalisation by the parties, but rather the emergence of ‘citizenship from below’.  相似文献

The invasion of Ukraine sent shock waves through the South Caucasus and Central Asia, subjecting the eight countries of the post-Soviet area to economic, political, and social challenges. Refusing to support Russia in circumventing sanctions or taking a stand against the invasion could expose these countries to retaliatory measures. But aligning with Moscow could lead to international isolation and the imposition of secondary sanctions. This article explores the ways these countries are navigating the new geopolitics, with Azerbaijan gaining but Armenia seeking new allies. It then examines the economic benefits to these countries of Russia's desperation, though this leaves them vulnerable to US and European penalties. It concludes with an analysis of how these states are dealing with the tensions caused by migration out of Russia. In all of these areas, the post-Soviet South must weigh the risks of aligning with the weakening great power or the West.  相似文献

Many national governments have adopted the idea of the ‘right to access information’ (RTI) or ‘freedom of information’ (FOI) as an essential element of the rights of citizens to freedom of opinion and expression, human rights, trust in public discourse and transparent, accountable and open government. Over 100 countries worldwide have introduced access to information legislation: 50+ in Europe; a dozen in Africa; 20 in the Americas and Caribbean; more than 15 in Asia and the Pacific; and two in the Middle East (Banisar, 2014 Banisar, D. (2014) National Right to Information Laws, Regulations and Bills 2014 Map, http://dx.doi.org/10.2139/ssrn.1857498, accessed 15 May 2015. [Google Scholar]). This article will provide an overview of access to information legislation and focus on the UK Freedom of Information Act 2000 as a case example. It will discuss the impact of the UK FOI Act on public authorities, with particular attention to records management implications, drawing on research undertaken by University College London. In the final section, it will reflect on relationships between access to information and open government data. If governments are moving to more openness, what implications might this have for those charged with implementing FOI and RTI policies, including for records management professionals?  相似文献

This article draws on ethnographic research with a K'iche' community development organisation in the rural department of Totonicapán to examine how neoliberal development policies in post-conflict Guatemala both enabled and problematised grassroots ethnic development strategies. Specifically, this study analyses efforts by the Cooperation for the Rural Development of the West (CDRO) to operationalise Maya culture as a tool for development through the pop (woven mat) methodology. This particular Maya development model was successful in its ability to appeal to both the international development industry and local community development goals. The article also examines, however, how the pop also became an important site of critique of neoliberal state reforms and class inequality within the community.  相似文献

With the demise of the post‐war ‘Keynesian accommodation’, social democratic parties are having to come to terms with the increasingly key role of central banks in the political management of markets. This article examines the differing views of the SPD and the British Labour Party to government‐central bank relations in terms of their differing national contexts. The second part interprets the results of a postal survey of MPs and MEPs from both parties relating to recent developments in national and supranational central banking and identifies significant contrasts between the two and important contradictions in perceptions of policy processes, notably within the SPD group. Such contradictions relate above all to the popularisation of the Bundesbank model of autonomy and the feasibility of (social) democratic politics.  相似文献

Greece lately, as a result of the crisis, has been transformed from a migrant receiving (host) country to a simultaneously migrant sending and receiving one. At the same time, processes of migrant de-integration from the economy and society have been manifesting too. This paper attempts to draw light on Greek migrant integration policy, which through the years has been characterized by a contradiction between policy narratives and concrete actions on the ground. More specifically, this paper brings to the fore a policy change that occurred during the period 2012–2015 and possibly continues up to now. According to this policy shift, special emphasis was put on the acquisition of the European long-term resident status from the part of already settled migrants as a passport to their intra-European mobility. Politically speaking, such developments were heralded as a win–win situation for both migrants, but also, Greece as a host country. Nevertheless, this rise of a hesitant EU host, who turned its integration policy into a managing migration endeavour, might be indicative of broader tendencies and trends within an expanded EU migratory landscape that includes both migration, but lately most importantly, asylum too.  相似文献

Applying regulatory focus theory, this paper investigates the impact of both ‘initial confidence’ and ‘exactness of growth expectations’ on the financial performance of small and medium-sized firms in Latvia. Drawing on a data set based on repeated survey design, we explore the complexity of this relationship empirically. Our overall findings suggest that when controlling for other relevant factors, such as actual growth, entrepreneurs having higher growth expectations perform significantly better in terms of profitability. In addition, education has a strong modifying effect. The impact of high growth expectations on subsequent profit performance is stronger for entrepreneurs with a lower level of education. Moreover, these effects are amplified by ethnicity. They are much stronger for ethnic Russian entrepreneurs compared with ethnic Latvian entrepreneurs.  相似文献

ABSTRACT

This special issue focuses on transnational governance, essentially cross-border networked forms of co-ordination in which non-state, or private, actors play important or leading roles in providing standards, rules and practices that other actors voluntarily abide by. While not denying the pre-eminent role of the state in governance, we nonetheless believe there is an under-estimation of transnational governance in Southeast Asia and the varied governance role played by non-state actors that go beyond that of simply acting as pressure or advisory groups lobbying or advising states and regional organisations. We provide five different case studies that explore in detail the varied governance roles played by non-state actors using the common analytical framework set out in this introduction. The case studies reveal interesting variations in the architecture of transnational governance, why they emerge, the modes of social co-ordination through which they work to shape actor behaviour and achieve impact, their normative implications, and how these governance schemes intersect with the state and national regulatory frameworks. This special issue, thus, highlights the variegated architecture of governance in this region in which non-state actors play substantial governance roles regulating the conduct of other actors.  相似文献
