The Politics of Finance: How Capital Sways African Central Banks

While there is a large literature on the politics of central banking its insights are difficult to translate to sub-Saharan Africa. This article addresses gaps in this literature by considering how the interests of those who control financial resources sway African central banks. Case studies of Kenya, Nigeria and Uganda demonstrate that variation in the sources of capital on which countries rely to finance investment helps to account for the pattern of variation in central bank policy stances. The analysis further develops and probes arguments about power derived from the control of capital in the context of developing countries.     

Culture on the Rise: How and Why Cultural Membership Promotes Democratic Politics

Selectively using Tocqueville, many social scientists suggest that civic participation increases democracy. We go beyond this neo-Tocquevillian model in three ways. First, to capture broader political and economic transformations, we consider different types of participation; results change if we analyze separate participation arenas. Some are declining, but a dramatic finding is the rise of arts and culture. Second, to assess impacts of participation, we study more dimensions of democratic politics, including distinct norms of citizenship and their associated political repertoires. Third, by analyzing global International Social Survey Programme and World Values Survey data, we identify dramatic subcultural differences: the Tocquevillian model is positive, negative, or zero in different subcultures and contexts that we explicate.     

International and African Regional Instruments to Protect Rights of Child Victims of Transnational Trafficking

Abuse against children and the exploitation of children worldwide has become a growing concern. Child trafficking threatens children’s protection; and their right to survival, development and participation are violated. This article reviewed international and regional conventions and action plans that protect child victims of trafficking in Africa. It concludes that to fight trafficking, cross-border cooperation should be enhanced through bilateral, multilateral and sub-regional agreements. Furthermore, counter trafficking policies and measures targeting children should reflect a child-rights approach and children should be placed at the center of all initiatives and their best interest given primary consideration.     

论政治学的“科学性”问题——对亚里士多德政治学的一个研究

亚里士多德虽然把政治学列为"科学"之一,但其"实践科学"的特性,使之对个别性、偶然性保留了更为开放的态度,并且把超越理性的慎思明断作为政治教育的终极目标。在亚里士多德的意义上说,近代以来政治学的"科学化"实际上是一种使其"形而上学"化的历程,它在追求普遍性和确定性的同时,极大地限制了政治学的视野;在使政治学技术化的同时,忽略了政治智慧的意义。要克服当下政治学研究中的缺欠,就有必要在某种意义上回归到亚里士多德。     

Transcultural body spaces: re-inventing and performing headwrap practice among young Congolese women in London

ABSTRACT

This article examines embodied representation of race, ethnicity, and gender, questioning ideas of cultural appropriation. Using the London-based Congolese transnational fashion brand Kiyana Wraps as a case study, the article addresses how young Congolese designers re-invent their cultural heritage to conceive the label stylisation and construct meanings of Blackness/Africanness. The article also explores the brand’s social spaces, where the headwrap ritual is used by different actors to perform hybrid identities. In addition, wearing the headwrap reveals symbolic metaphors of empowerment, through which intertwined ‘feminist’ and ‘feminine’ identities are evoked. The paper examines how Congolese women are creatively taking inspiration from the environment of London to produce innovative fashion trajectories as lived socio-cultural experiences. It argues how the headwrap ritual signifies an aesthetic and material process through which specific racial and ethnic boundaries are transcended, fabricating transcultural body spaces which encompass individuals with diverse cultural backgrounds.     

Criminology and the Transnational Condition: A Contribution to International Political Sociology

This article contributes to international political sociology and the further enhancement of the interdisciplinary study of the global system by introducing some of the lexicon of critical criminology into the discourse. It suggests that the contemporary global system is ripe with existential anxieties that are symptoms of momentous historical change and it argues that, for good or for ill, issues of crime definition and control have become central to the transnational condition. As a consequence, criminological theories should be introduced into theoretical discussions about the nature of the contemporary global scene. Such interdisciplinary cross-fertilization is vital, given the centrality of the language of criminal threats in the language of global governance and the language of governance globally.     

Transnational conflicts and the politics of scalar networks: evidence from Northern Africa

This article offers a conceptualisation of transnational conflicts between state and non-state actors. Theorists of globalisation and transnationalism have developed a number of approaches in order to rethink the roles of these actors in conditions of globality. Their reluctance, however, to develop middle-range concepts has left us with arguments that are unable to deal with the complexity of transnational conflicts. In the theoretical section we develop a conceptual vocabulary that tries to do justice to these complexities and to questions of hierarchy and internal differentiation of the conflicting formations. We focus in particular on the ways conflict is mediated through various scalar networks. In the empirical section we draw on two cases from Northern Africa—the Ethiopian state versus Oromo ethno-nationalists and the Moroccan state versus Western Sahara activists—in order to illustrate how these concepts can contribute to a theoretically guided understanding of the emergence and perpetuation of transnational conflicts.     

The Transnational Debt Architecture and Emerging Markets: the politics of paradoxes and punishment

The Argentine default at the end of 2001 highlighted the ongoing problems plaguing the existing transnational debt architecture, namely the tensions between creditor rights and human rights. While these debates have thrown important light on what needs to be done in terms of improving the transnational debt architecture, few studies have actually attempted to evaluate critically the manner in which transnational debt has been managed since the outset of the Bretton Woods system in 1944. I argue that the postwar informal arrangement governing transnational debt architecture not only helps augment the power of credit to serve as an effective form of social discipline, but that it is also profoundly contradictory. Through an historical survey, spanning the beginning of the Bretton Woods system to the recent Argentine default, I demonstrate that the informal nature of the transnational debt architecture, coupled with the mounting power of global financial capitals over debtor states, has played a major role in bringing about increased levels of volatility and vulnerability in the international credit system.     

Ethnic Group Identity and the Roma Social Movement: Transnational Organizing Structures of Representation

This paper examines the relationship between European integration and ethnonational demands with the example of selected regions in the European Union (EU). It follows the theoretical premises of new regionalism and explores the ways in which ethnonational groups use the opportunities and resources of European governance to express their identities, material interests, and political demands. Methodologically, it conducts a plausibility probe of the potential effects of European integration on ethnonationalism by testing for regional differences in identities, interests, and political attitudes. The case studies are drawn from the UK (Wales and Scotland), Belgium (Flanders), Austria (Carinthia and Burgenland), Romania (Northwest and Center regions), and Bulgaria (South-Central and South-Eastern regions) as a representative selection of regional interests in the EU. The paper finds that European integration affects ethnonational groups by reinforcing identity construction in the direction of inclusiveness and diversity. Although regional actors are more supportive of the EU than the European publics in general, they also seek access to representation in the authority structures of the state. Based on these findings, the paper concludes that European integration facilitates a growing public acceptance of its resources, in parallel with persisting allegiances to the nation-state, the community, and ethnoregional distinctiveness.
