Abstract

Many of the usual assumptions about the impact of the economic crisis on trade unions and employment relations only partially fit the Italian case. Trade unions during the crisis showed resilience both organisationally and as important actors in economic and political life. Also, the national industry level reaffirmed itself as the key level in industrial relations. Explanations of these unexpected outcomes have to do with some features of all three actors of Italian employment relations. Trade unions have become over time a relevant actor not just in the industrial relations arena but in several other spheres of Italian society and politics. As to employers, small and medium enterprises (SMEs) have tended to prefer national sectoral-level agreements and set rather low wage standards, while employers’ associations have shown an organisational interest in preserving centralised bargaining where they play a role. Finally, governments have been too weak and short-lived to follow a consistent strategy of unilateral decision-making.  相似文献

This paper analyses a little-studied phenomenon: movements within parties. While parties and movements are often assumed to be separate entities, the borders between the two have proved to be more fluent. Parties frequently play a pivotal role in movement politics, and movements influence parties through the dual militancy of many of their members. The article presents two cases of Occupy movements taking place within major left-of-centre parties – the Italian PD and the Turkish CHP – and analyses the causes of discontent within the party and the choice of activists to voice this discontent rather than exit the party. It is argued that, beyond country specificities, shared factors include the perceived betrayal of social-democratic values, a lack of internal democracy, and electoral defeats. In both cases, activists’ choice to refer to Occupy in their opposition inside the party can be explained by the normative resonance of anti-austerity protest claims and forms within the party, as well as the instrumental exploitation of mass media attention to Occupy as a logo.  相似文献

ABSTRACT

In China extensive, co-ordinated strikes such as those that have taken place in Cambodia in recent years remain rare, with most protests initiated by Chinese workers contained inside single factories or industrial zones. Also, while Cambodian workers often mobilise for their interests and broader policy issues, such as the determination of the minimum wage, Chinese workers largely limit themselves to protests against violations of their legal rights. How can these different patterns of labour activism be explained? Through factory gate surveys and interviews conducted during the summer of 2016 in a sample of Hong Kong-owned garment factories in Dongguan and Phnom Penh, this study provides a comparative analysis of the root causes of labour activism in China and Cambodia. In particular, the article focuses on three elements that play an important role in determining labour activism: the expectations of the workers regarding wages; the workers’ perception of the labour law and the legal system; and trade union pluralism.  相似文献

How do Islamist parties mobilise support and win elections in secularist strongholds? What explains the electoral performance of the Justice and Development Party (AKP) in Turkey’s most consistently secularist region – western Anatolia? This article explores these questions with a comparative case study of two similar cities in the periphery of ?zmir where the AKP registered significantly different electoral results: Ödemi? and Salihli. It shows that deep institutional transformations of the local party organisations, including leadership turnover, reshuffling of the party cadres, and an explicit attempt by local party leaders to moderate and move to the political centre, were necessary factors for the AKP to succeed in elections where the Islamist constituency is weak.  相似文献

Abstract

What are the determinants of public opinion on the issue of the Caliphate in the Arab world? My answer to this question outlines the key role played by Islamist elites, religiosity and age in influencing Arab opinion on the issue of the Caliphate in three countries during the early Age of Islamism (1980s–1990s). I do so by using Binary Logistic Regression Models on observations that I found in survey data collected in 1988 in Egypt and Kuwait, and an Ordinal Logistic Regression Model for data collected in Palestine in 1995. My results suggest that elites play a key role in spreading Islamist ideas in Egypt and Palestine, while age and religiosity are most salient in Kuwait.  相似文献

In recent years ‘movement parties’ such as Syriza in Greece, the Movimento 5 Stelle in Italy, Podemos in Spain and—to a lesser extent—Bloco de Esquerda in Portugal shook national party systems, breaking the consolidated dynamics of political competition. Despite growing interest in movement parties, there has been scant attention to the role of citizens adopting unconventional forms of action and using digital media in accounting for their electoral performance. To fill this gap, four original internet-based post-electoral surveys are employed showing that protesters and digital media users are more likely to vote for these parties, despite important country differences.  相似文献

Among states that gained independence following World War II, Sri Lanka was widely considered to have a good chance of succeeding democratically. This promise was sundered when successive leaders embraced ethnocentric policies that were geared towards empowering the majority Sinhalese Buddhists at the expense of minorities. This ethnocentrism contributed to civil war and adversely affected the country's institutions – including the island's political parties. The attendant political decay has not only led to malgovernance and democratic regression, it has pushed the country in an authoritarian direction. Sri Lanka thus represents a classic case of how ethnocentrism can undermine democratic institutions and of the long-term negative consequences.  相似文献

Building on a growing literature concerned with the link between psychological dispositions and political protest behavior, we argue that this relationship is not universal, but rather depends on contextual factors. Political context factors are able to alter the meaning and understanding of participatory repertoires. This, in turn, leads to differential effects of personality on participation. We argue that direct democracy constitutes such a political context that can act as moderating factor with regard to protest participation. In order to test this interaction between person and situation empirically, we conduct a subnational comparative analysis of the Swiss cantons. Hierarchical regression models reveal that the personality traits openness to experience and extraversion affect protest behavior directly. Most importantly, however, the link between openness to experience and protest participation is significantly moderated by direct democracy. This provides evidence for variance in the situational expression of personality traits.  相似文献

The Afghanistani government's discriminatory policies against its ethno-religious minorities from the late nineteenth century to the end of World War II brought widespread resentment, which resulted in many local revolts. After the war, these took on a different dimension and led to the founding of an underground political party, Seri Itehad (Secret Unity). The party was different from the other political parties of the time because its goal was to foment an uprising to overthrow the monarchy and so establish a republic. This paper explores why and how the party emerged, and how the unique characteristics of the party's two co-founders, who had little in common in terms of socio-political and cultural backgrounds, shaped the aims, approach, organization, membership and operation of the party. Since the 1990s Latin America has witnessed the emergence of ethnic, often social movement‐based, political parties. Within this context Rigoberto Quemé Chay became the first indigenous mayor of Quetzaltenango, the second‐largest city of Guatemala, a place that until then had been marked by indigenous political exclusion and racism. This article seeks to explain why Quemé was victorious in 1995 and also why he subsequently lost the election in 2004 through an analysis of the ideational struggle within the (indigenous) political organisation, Xel‐jú, which backed Quemé's candidacy twice. I use the movements of ‘departure’, ‘manoeuvre’ and ‘arrival’ in the process of the constitution of hegemonic visions of power to analyse Xel‐jú's rise to political power.  相似文献

This article addresses political-party organization in Estonia, especially candidate selection. Its first objective is to describe the ways in which the main parties chose their candidates before the 2011 parliamentary election. A second objective is to evaluate those procedures in light of expectations generated by established theory. The focus is on two conditions: the institutional framework, particularly the electoral system, and the relative youth of Estonian democracy. The evidence confirms these expectations only partially, which suggests that an individual party’s ideological, organizational and strategic circumstances, in addition to structural and institutional conditions, are critical to understanding why it performs this basic function as it does.  相似文献

ABSTRACT

Democracy is backsliding throughout Southeast Europe but there are no signs of full democratic breakdown. Instead, political parties and their leaders incrementally undermine challenges to governmental authority while keeping electoral contest largely intact. This article introduces a special issue that aims to examine and explain democratic decline by looking at the prevalence of illiberal politics across countries and issues. In order to overcome the limitations of fixed regime classification we adopt a procedural lens and look into governing practices that gradually tilt the electoral playing field. Utilizing the concept of Illiberal politics allows us to examine sets of policies enacted by political parties in government with the aim to remain in power indefinitely. By tracing democratic decline in Serbia, North Macedonia, Montenegro, Bosnia and Herzegovina, Kosovo, Albania, and Croatia we observe different patterns of weakness, but also common causes arising from weak institutions and inherited governance practices that preserve executive dominance, patronage, and informality.  相似文献

Protest has become in recent years one of the most visible features of everyday life in urban Venezuela. Since the middle eighties, but in particular after the Caracazo of 1989, the Caraqueños as well as residents of other cities of the country have had to adjust themselves to the hundreds of demonstrations that are held every year. In this article I shall present the most common forms of collective action over the last ten years, relating them to the process of deinstitutionalization that has developed during the decade. I shall discuss why extra-institutional forms of collective action of a confrontational and violent nature have spread from marginal actors to organizations that in the past had at their disposal alternative channels for presenting their complaints and demands.  相似文献

ABSTRACT

The article examines the extent to, and the conditions under which theoretical approaches from Social Movement Studies, mainly developed based on empirical experiences from the Global North, are appropriate for analysing contentious politics in the South, particularly in sub-Saharan Africa. In order to answer this question, the article discusses whether social movements in Africa differ fundamentally from those in other world regions. Four main approaches from social movement theory are examined: resource mobilisation, political opportunity structures, framing, and collective identity, to find out how suitable they are for explaining empirical phenomena in Africa. It is argued that social movements in Africa are not principally different from those in other world regions. Approaches from social movement theory prove helpful in explaining phenomena in the South, although they suffer from the same weaknesses and limitations to their scope as they do regarding movements in the North.  相似文献

This paper analyses the growth and decline of Taiwan's first significant third party, the New Party (NP). The NP won numerous seats in the national parliaments in the mid-1990s and received extensive media attention. However, it has shown a steady electoral decline since the late 1990s. Despite its poor recent election performance, the NP should not be regarded as a failure, as it has actually been remarkably successful at achieving its original objectives. By 2004, the KMT's policy positions had become so close to those of the NP that the NP was prepared to promote a party merger and allow its politicians to stand for election under a KMT banner. I challenge the most common explanation that the NP rose when united and fell when divided by bitter factional struggles. Instead a framework incorporating ideology, resources and political opportunity structure is employed to explain the rise and fall of the NP. I argue that when the NP faced a benign political environment in the mid-1990s, its moderate political message and rich human resources enabled the party to grow rapidly. However, after March 1996, the political environment became progressively more hostile, and as the NP's resources were eroded and wasted and the party moved towards a narrow and extremist political project, the party began its terminal decline. The space for the NP became even more limited after 2000, when party had to face intense competition from a powerful new KMT splinter party, the PFP, and a rejuvenated, united and orthodox KMT.  相似文献

This article challenges the view that protest policing depends on situational threats, such as violent, disruptive tactics and the size of protests, by analysing how categorical threats assigned to movement groups' social-demographic identities affect repression. An analysis of South Korea's democratic transition reveals that categorical threats importantly trigger differential repression after the transition. Compared to moderate “citizens' movements” that thrived during Korea's democratisation, the protests organised by “people's movements” incurred state repression after controlling for other alternative variables. The result is also supported by qualitative evidence from multiple in-depth interviews with activists. The implication of differential repression is discussed in terms of how a democratising state attempts to channel and regulate social movements.  相似文献

This article analyses the 1985 naked protest carried out by silver miners of Pachuca, Mexico. This singular form of resistance, the first in Mexican labour history and organised by a dissident group within the miners' union called Liberación Minera (Miners Liberation), forced management to recognise and temporarily solve some of the miners' grievances. The naked protest unveiled the shady practices of the miners' employer, the state-owned Compañía Real del Monte y Pachuca, which refused to provide work clothes and safety equipment to miners. It also pointed to the miners' union leadership's complicity in the deterioration of labour conditions. Part of the miners' naked protest success had to do with the support that they gained from members of the left-wing press who used the protest to offer an early critique of Mexico's neoliberal policies. The 1985 naked protest occurred during one of Mexico's most severe economic crises and only four years before the company became privatised. This protest is one of the last examples of organised labour resistance before industries closed down and fired thousands of workers.  相似文献

The standard narrative of Russia's “authoritarian backsliding” fails to grapple with the tremendous variation in subnational politics that emerged over the past two decades. This article offers a case study of the industrial city of Volzhskiy, which, although once a stalwart supporter of the Communist Party (KPRF), has evolved into a highly pluralistic system with democratic municipal institutions. Drawing upon analysis of local publications, protest data, and interviews with local politicians, this article traces the interplay of formal institutions and informal political processes in Volzhskiy's local-level transition to democracy. Volzhskiy's pluralism and local democratic outcome can largely be explained by (1) the emergence of a more diverse set of economic and political interests and constituencies, and (2) a KPRF organization that was strong and provided robust competition that created the conditions for cooperation among the competitors to form fair and open local political institutions, which fostered the city's pluralism.  相似文献

Abstract

The economic crisis that began with the great crash of 2008 has brought about a significant increase in inequality in Italy between individuals and families as well as between different geographic areas. A higher degree of inequality has had negative effects on social capital, reducing so-called bridging and linking elements of social capital while strengthening bonding elements, with a concomitant decline in civic culture. These effects can be dangerous for democracy, in so far as they lower the citizens’ trust in institutions. Since social capital is created as well as destroyed by political and social actors, a relevant question is whether these actors have had a role in transforming social capital into trust in institutions. From an analysis of the changes that have taken place in the Italian political system, it would appear that a significant segment of the political system has destroyed more institutional social capital than it has helped to create.  相似文献

ABSTRACT

Following the coup attempt of 15 July 2016, the Turkish government declared a state of emergency that would last for two years. In this paper, we focus on an understudied aspect of this period, protest repression during the state of emergency, using an original dataset of protest bans issued in 2007–2019. Engaging with the theoretical claims of emergency scholarship, our paper demonstrates that emergency powers were used to target areas, groups, and issues that were not related to the ‘urgency’ underpinning emergency rule. Moreover, such derogations of rights were perpetuated after the termination of the state of emergency within so-called ordinary legality. These practices were nevertheless embedded in the already authoritarian political-institutional context of Turkey and its layered history of emergencies.  相似文献
