This research examines whites’ and blacks’ support for police use of force using a survey‐based experiment that varies the race of the offender across four different scenarios. Bivariate results show that the race of the offender influences blacks’ approval for the use of force by police, but does not affect whites’ approval. Multivariate analyses examine whether the factors influencing support for police use of force vary depending on the race of the offender. Results indicate that the predictors for approval of police use of force differ by the race of respondent, the race of offender, and the appropriateness of the use of force. The implications of the results for police–community relations are discussed. 相似文献

Between 2003 and 2014, the majority of people stopped under the New York Police Department’s policy of stop-and-frisk were non-white. This led to charges of racial bias. This paper examines whether biases persist after a stop occurs. Data on 587,479 stops from 2010 are analyzed to examine differences by race for six outcomes: use of force, being frisked, being searched, being issued a summons, being arrested, and yielding a productive stop. Multilevel logistic models are then estimated to examine the effect of precinct-level residential racial composition and crime rates on the odds of the six outcomes. Results show that blacks and Latinos are more likely to be frisked and to have force used against them; however, this risk depends on precinct-level characteristics. A supplementary analysis of stops from 2014 shows that decreased reliance on stop-and-frisk reduces the odds of force being used against blacks and Latinos to non-significance. 相似文献

Proponents of police reform have called for changes in the way police interact with citizens, particularly with people of color. The rationale, in part, is that when people have more favorable perceptions of their police encounters, they view the police as more just and are more willing to cooperate and comply with the law. To assess whether perceptions of police‐initiated encounters shape law‐related outcomes, we examine how satisfaction with treatment during prior police contact affects procedural injustice, reporting intentions, norms supporting the use of violence, and delinquency. We also explore whether these relationships vary among Blacks, Whites, and Latinos. Our results indicate that youth who have been stopped or arrested fare worse than their counterparts with no police‐initiated contact; however, the potentially negative ramifications of these encounters on all outcomes except violence norms are generally mitigated when youth are satisfied with their treatment. The effects of contact are mostly invariant across racial/ethnic groups when a robust set of control variables are included. We conclude that changing the perceptions of youth regarding how they are treated by the police may mitigate some of the harms of being stopped or arrested, but we caution that these perceptions are shaped by factors aside from police behavior during encounters. 相似文献

Florida statutes allow for the application of enhanced sentences to defendants designated as “Career Offenders.” The application of these laws is discretionary and as such, prosecutors seek the designation for a fraction of the defendants who qualify. Utilizing Hierarchical Generalized Linear Modeling, this paper examines whether individual attributes, such as race and ethnicity, impact an individual's likelihood of receiving the Career Offender designation for 13,704 males sentenced to prison between 2002 and 2004. The second-level analysis incorporates county characteristics into the equation and tests whether these predictors have either a direct or a cross-level effect on the relationship. The broad theoretical framework that guides the present research is grounded in the social threat and social control perspective, which argues that minorities on both the individual and aggregate levels may be perceived as threatening in ways that can mobilize or enhance social controls. 相似文献

Trinidad and Tobago (T&T) is a multi-ethnic Caribbean nation currently experiencing problems with disorder and violent crime. In response, practitioners have considered the merits of introducing broken windows policing. This article examines the literature on zero tolerance policing, also known as ‘broken windows policing,’ and explores the dangers of potentially harmful interpretations of this approach, particularly in the context of racial and political conflict in a developing society. It also explores whether broken windows can be effective in T&T, where there is social unrest and declining public support for police. Based on prior research, it is suggested that broken windows policing, when incorporated with targeted problem-solving approaches, could be successful in reducing crime in the short-term. Several problem-solving strategies that were effective in New York City and other American cities are also recommended. It is suggested that community-oriented policing strategies designed to increase citizens’ trust and confidence in police be properly implemented before the adoption of any of these problem-solving strategies. 相似文献

The current study reflects a narrative mega-review of confidence in the police by race. This review has led to two conclusions. First, blacks and whites have different levels of confidence in the police, but the difference between races is a matter of degrees. Second, race is not the strongest predictor of confidence in the police in most multivariate analyses. When variables, such as police contacts and concentrated disadvantage, are controlled for, the effect of race tends to be attenuated and/or sometimes disappear. These results prompt us to urge scholars to chart new directions for future research: fairness and its flip side – injustice – rather than race should be the focus of empirical and analytical gaze. The practical implications derived from this review are twofold. First, central to improving minority confidence in the police is to treat people of all racial groups fairly and equitably. Second, the police and the policed must come to terms and have faith in our democratic system and reform. This review is the first of its kind. We conclude by proposing a template of explaining confidence in the police by race with fairness as the tying knot. 相似文献

Florida law allows judges to withhold adjudication of guilt for persons who have either pled guilty or been found guilty of a felony. This provision may apply only to persons who will be sentenced to probation, and it allows such individuals to retain all civil rights and to truthfully assert they had not been convicted of a felony. This paper examines the effects of race and Hispanic ethnicity on the withholding of adjudication for 91,477 males sentenced to probation in Florida between 1999 and 2002. Hierarchical Generalized Linear Modeling is used to assess the direct effects of defendant attributes as well as the cross‐level interactions between race, ethnicity and community level indicators of threat, such as percentage black and Hispanic and concentrated disadvantage. Our results show that Hispanics and blacks are significantly less likely to have adjudication withheld when other individual and community level factors are controlled. This effect is especially pronounced for blacks and for drug offenders. Cross‐level interactions show that concentrated disadvantage has a substantial effect on the adjudication withheld outcome for both black and Hispanic defendants. The implications of these results for the conceptualization of racial/ethnic threat at the individual, situational and social levels are discussed. 相似文献

Police supervisors play a critical role in preventing unreasonable use of force. Despite their importance, only a few studies have examined the influences of supervisors on their subordinates’ daily practices, especially on their uses of police force. To bridge this gap, the current study explored the relationship between supervisors’ education level and use of force training and subordinate officers’ use of force practices. Using police use of force reports from 2004 to 2007 in a single urban police department, the current study examined how supervisor education and training impact on police use-of-force and found both highly educated and trained supervisors moderate their subordinate officers’ uses of higher levels of force. 相似文献

Across fifteen years to 2015–2016 the rate of public complaints against police in the Australian Capital Territory fell by an extraordinary 79%. This was a much larger and longer-term reduction in complaints than occurred anywhere else in Australia, and it is very unusual in the international policing literature. The paper attempts to examine the nature of this change in greater detail, and possible factors that may have influenced the change. Unlike some other studies, however, there was limited evidence of specific point-in-time innovations that may have affected the trend. Nonetheless, it is likely that a range of reforms in policing influenced the change, with possible lessons for other departments struggling with significant complaint problems. The main reforms included improved custody procedures, greater attention to ethics in recruitment and training, a complaints system focused on managing officer behaviour, enlarged external oversight, and more attention to de-escalation skills in use-of-force training. 相似文献

Abstract: The frequency and characteristics of suicide by cop cases (SBC) among a large (n = 707) nonrandom sample of North American officer-involved shootings (OIS) were investigated. “Suicide by cop” is when a subject engages in behavior which poses an apparent risk of serious injury or death, with the intent to precipitate the use of deadly force by law enforcement against the subject. Thirty-six percent of the OIS in this sample were found to be SBC with high interrater agreement (intraclass correlation coefficient = 0.93) for category classification. SBC cases were more likely to result in the death or injury of the subjects than regular OIS cases. Most SBC cases were spontaneous, but had clear verbal and behavioral indicators that occurred prior to, and during the event. Findings confirm the trend detected in earlier research that there was a growing incidence of SBC among OIS. SBC individuals had a high likelihood of possessing a weapon (80%), which was a firearm 60% of the time. Half of those with a firearm discharged it at the police during the encounter. Nineteen percent simulated weapon possession to accomplish their suicidal intent. Other findings highlight the histories and commonalities in this high risk group. 相似文献

Drawing on Tedeschi and Felson’s () theory of coercive actions for conceptual guidance as well as principles underlying the notion of a force continuum structure (i.e., proportionality and incrementalism), this research examines 3,544 police–suspect encounters from an observational study of the police in an attempt to better understand the transactional process of the police–suspect encounter. Results indicate, within the context of a force continuum structure, that officers escalated the level of force in about one of five encounters involving nonresistant suspects, and de‐escalated the level of force in three of four encounters involving resistant suspects. A series of logistic and multinomial regression models show that a number of factors differentially affect the manner in which officers apply force. The results suggest that before one can begin to judge the appropriateness of police force, one should measure and consider the extent to which force is applied proportionately and incrementally. 相似文献

A considerable body of research focuses on racial and ethnic minorities’ perceptions of police, yet non-Black, non-Hispanic minority groups, Asians in particular, are largely overlooked. Meanwhile, despite a fast growing immigrant population and the increasing demand on local police to enforce immigration law, research on police–immigrant relations remains limited. Using data from over 400 Chinese immigrants, this study examines the issues of race/ethnicity, immigration, and policing with a focal concern on Chinese immigrants’ attitudes toward police. Results indicate that the majority of Chinese immigrants rate police positively in overall performance and specific areas of effectiveness, integrity, and demeanor. Both universal and immigrant-specific factors are important predictors of immigrants’ attitudes. Chinese immigrants’ evaluations of police are not only affected by exposure to media coverage of police misconduct, neighborhood conditions, and city context, but also are intertwined with their opinions of their home country police and perceptions of US immigration authorities. 相似文献

AbstractDespite numerous advances in the last thirty years, women police officers continue to face acceptance issues in a male-dominated occupation. Qualitative accounts of policewomen have noted that many of the integration barriers stem from traditional assumptions about police work, much of which revolves around the cultural mandate to display one's coercive authority over citizens. Female officers are often perceived as unwilling (or lacking in ability) to use coercion when encountering citizens. Unfortunately, little empirical evidence is available to support this claim, as gender studies that specifically examine the use of coercion have tended to focus on excessive force. Using data collected as part of a systematic social observation study in Indianapolis, Indiana, and St. Petersburg, Florida, this research examines both verbal and physical coercion that policewomen use in day-to-day encounters with citizens. The results of this study challenge one of the most fundamental stereotypes levied against women police officers. Contrary to traditional assumptions, female police officers (compared to their male counterparts) are not reluctant to use coercive force, and examinations of both verbal and physical force reveal few differences in not only the prevalence of each behavior, but also in the commonly associated explanatory factors. In a recent paper, researchers reported increases in the risk of citizen injury associated with police use of conducted energy devices (CEWs), a finding that is contrary to that reported in most previous studies. These authors speculate that the differences in findings when compared to other similar studies may be due, in part, to the exclusion of routine CEW dart punctures as injuries by other researchers, and they called on the research community to collectively agree on how CEW injuries should be operationalized. In this paper, we empirically demonstrate the differences in findings when routine CEW puncture wounds are included as citizen injuries and when they are not. Ultimately, we reject the authors’ measurement approach as inconsistent with how injuries associated with other types of force are routinely coded and measured. 相似文献

Scholars have long theorized that constraining police officer discretion via organizational policy improves decision-making. Empirically, prior research shows that more restrictive lethal force policies result in a reduction in the number of police shootings and in racial disparity. Yet, researchers have never examined the impact of less lethal force policies in relation to the full spectrum of less lethal force tactics. In addressing this research void, we examine 3,340 use of force incidents from three US agencies, each varying in terms of policy direction and restrictiveness. The results consistently show that officers working within the most restrictive policy framework used force less readily than officers who operated within more permissive policy environments. Hence, police administrators wishing to reduce coercion should consider the potential effect that a more restrictive policy may have on such behavior. 相似文献
