Under what conditions do people support police use of force? In this paper we assess some of the empirical links between police legitimacy, political ideology (right-wing authoritarianism and social dominance orientation), and support for ‘reasonable’ use of force (e.g. an officer striking a citizen in self-defence) and ‘excessive’ use of force (e.g. an officer using violence to arrest an unarmed person who is not offering violent resistance). Analysing data from an online survey with US participants (n?=?186) we find that legitimacy is a positive predictor of reasonable but not excessive police use of force, and that political ideology predicts support for excessive but not reasonable use of force. We conclude with the idea that legitimacy places normative constraints around police power. On the one hand, legitimacy is associated with increased support for the use of force, but only when violence is bounded within certain acceptable limits. On the other hand, excessive use of force seems to require an extra-legal justification that is – at least in our analysis – partly ideological. Our findings open up a new direction of research in what is currently a rather sparse psychological literature on the ability of legitimacy to ‘tame’ coercive power.  相似文献

ABSTRACT

This paper examines whether campus police legitimacy relevance varies across different crime contexts. 519 respondents from 31 undergraduate sections at a public university rated campus police legitimacy as well as their willingness to report a campus crime to the public safety department. Students were assigned to different crime vignettes, involving experimental manipulation of crime type: petty theft, indecent exposure, aggravated assault, and gun possession on a college campus. Results indicate general support for the procedural justice model, specifically the invariance of the influence of legitimacy on reporting. This paper argues for increased specificity in measurement of cooperation beyond general willingness to assist, or a single crime context.  相似文献

Crime victims are a critical component of the criminal justice system. Their evaluations of the police have been studied through victimization and public attitude surveys mainly in the US and the UK. This study, which utilizes data from a large scale community survey conducted in Israel in 2008, finds that victims’ attitudes towards the police are significantly more negative than those of non-victims regarding police treatment, performance, and trust in the police. This study is the first to compare the views of victims and non-victims in Israel, while focusing on a wider array of attitudes than previously examined.  相似文献

Since the 1970s, community policing strategies or the language thereof have been purportedly initiated by a number of police departments nationwide to address notable issues such as crime, neighborhood disorder, and fear of crime. This policing philosophy has received considerable attention and support among scholars, police administrators, and criminal justice practitioners. This article synthesizes the available empirical evidence on the effectiveness of community policing initiatives using a variety of outcome measures. An overview of community policing is first provided with particular attention paid to its essence and objectives. Prior studies that have analyzed community policing effectiveness are then reviewed and assessed in terms of their methodological rigor and scientific merit. The use of license plate recognition technology (LPR) by police is becoming increasingly common. LPR may be used for many purposes, ranging from stolen vehicle enforcement to more complex surveillance and predictive functions. Existing research does not examine community support for this technology, despite its potential to impact police legitimacy. Results from the first community LPR survey are presented and multinomial logistic regression models of citizen support for the technology are developed. Regression results suggest that a number of factors significantly predict citizen support for LPR use, including increased trust in police and the belief that LPR information is public information.  相似文献

Abstract

This paper presents the results of a survey evaluating the views of 1322 residents of York, UK around their perceptions and attitudes towards crime, their local area, and the police with the aim of understanding the main factors affecting public confidence within the city. The study uses Structural Equation Modelling to develop several models which are evaluated to examine whether differences in public confidence in the police exist across disparate local communities with varying degrees of neighbourhood perceptions. The results indicate that even in a relatively small city such as York, the factors which most affect an individual’s views of the police can vary wildly depending on an individual’s perceptions regarding their local area. The results suggest that policing strategies aimed at improving public confidence must be altered depending on the views residents hold regarding their local communities.  相似文献

In different theoretical traditions, negative social conditions, attachments, and interactions shape the way individuals view the law and its agents. Although most researchers acknowledge the conceptual distinction between different legal attitudes such as legal cynicism and police legitimacy, it remains unclear to what extent these attitudes stem from the same social sources. In the current study, therefore, we evaluate the social and individual factors that influence trajectories of legal cynicism and police legitimacy using a diverse community sample of youths in Zurich, Switzerland. Latent growth curve models were employed to examine patterns of change in legal cynicism and police legitimacy between 13 and 20 years of age. The findings show that legal cynicism and police legitimacy both decline into early adulthood and exhibit high rank-stability over time. Furthermore, we find that legal cynicism is closely related to individual characteristics that reflect one's inability to recognize or abide by their internal rules. By contrast, police legitimacy is shaped by socialization influences, particularly teacher bonds and police contacts. These results indicate a need to assess the measurement and interpretation of legal cynicism critically in relation to broader legitimacy beliefs and to investigate the shared and distinct sources of these different constructs.  相似文献

Purpose: To examine whether videos of controversial police interventions shape individual opinion and, consequently, if attitudes towards use of force are malleable in the short-term. Methodology: A self-administered survey was conducted among 248 undergraduate students as part of a larger project on attitudes towards police use of force. Two groups of respondents were asked general questions about the police: one group was shown fictional videos of controversial police interventions just prior to completing the questionnaire; the other was not. Findings: Results strongly suggest that videos of police interventions have significant effects on reported opinions about use of force: the group that watched the videos was more likely to report that the police frequently use force. Implications: The wide distribution of images by police organizations might have unexpected adverse effects on public attitudes.  相似文献

Citizens' attitudes toward police have been examined in a variety of contexts during the past several decades. Additionally, the importance of juveniles' attitudes towards the police has received considerable attention during the past decade. The current article examines attitudes toward police from a large, multi-site study of sixth to ninth grade youths. Three specific questions were examined: (1) What is the influence of police contact (generally and by different types of contact) on juvenile attitudes toward the police? (2) How does involvement in delinquent subcultures affect these attitudes? (3) How do community contexts and ties influence juvenile attitudes toward the police? Results suggested that community ties and involvement in delinquent subcultures substantially mediate the influence of police contact on juveniles' attitudes toward the police.  相似文献

ABSTRACT

Despite the fact that LGBTQ individuals are at greater risk of victimization than the average citizen, the LGBTQ community’s relationship with law enforcement has been a turbulent one. Using a mixed-methods approach, including surveys, semi-structured interviews and observations of town hall meetings, and following the participatory action research framework, this study examines the interactions between the LGBTQ community and law enforcement, and the perceptions of police within the LGBTQ community. The current study demonstrates how members of the LGBTQ community continue to have negative experiences with police that adversely impact their perceptions of law enforcement. Moreover, the findings underline the importance of examining how multiple identities impact an individual’s experiences with and their perceptions of law enforcement. Expanding past research on this topic, this study offers an analysis based upon suggestions of the study’s participants of what steps must be taken in order to improve relations between these two groups.  相似文献

Police legitimacy is crucial to the maintenance of law and order in any society. In communities marred by high instances of societal manifestations of dysfunction, tenuous legislative frameworks, poradic implementation, and dismantling of crime fighting strategies, there is greater emphasis placed on quick-fix crime fighting solutions and policing initiatives. The focus is placed primarily on what police officers are mandated to do as opposed to practical applications underscored by systematic hindrances to professional practice. Examining interview data from a pilot study on police fear of crime in Trinidad and Tobago, this study is intended to explore connections between police perceptions about personal powerlessness and the exercise of state power. Here we examine the discourses of N = 12 senior police officers with an average of 22.83 years of service to attain a preliminary understanding of instances presenting a conflict between professional practice and perceptions of self-preservation. The findings suggest a need for officers’ constant consideration of the repercussions of professional competence and the need for continued navigation of blurred constructions of police legitimacy and subjective determinants of criminality against a backdrop of acknowledged personal powerlessness.  相似文献

The paper examines the issue of widespread underreporting of crimes in the Volgograd region of Russia. The factors of public satisfaction with police, prior observed police misconduct, type of crime, and victim’s demographics are used to explain a victim’s decision to report crimes to the police. The research is based on a representative sample of Russian citizens conducted over a 9 year period in the Volgograd region (1998–2007) with a sample size of 1332 cases. The study concludes that prior observed police misconduct, especially the falsification of documents, is the strongest predictor of victims’ decisions to report crimes. The research holds critical implications for the ongoing reform of Russian police.  相似文献

Street gangs and organized crime groups pose a unique challenge to police departments across the globe. Given their penchant for public displays of affiliation through well-recognized signs and symbols, their presence is often associated with media attention and public scrutiny, which threatens the legitimacy of the police and creates added pressure to generate a specific and public response to the threat these groups pose. The current study documents how the Stockholm County, Sweden, police developed and maintained an anti-gang operation in response to an emerging gang problem. While police officials labeled the anti-gang initiative a success in the news media, analyses of prosecution statistics and internal police documents demonstrate a less than ideal effect of this operation. Potential reasons for the discrepancy in public pronouncements of programmatic success relative to evaluation of official data are discussed.  相似文献

The current study will add to the literature on public attitudes toward law enforcement by assessing the individual and contextual-level predictors of one of the key concepts in police legitimacy literature: trust. Examining individuals nested within zip code results showed a significant equalizing effect of structural resource deprivation on both White and Black respondents' perceptions of trust in the police. Additionally, results found respondents who perceived racial profiling to be widespread had a universally decreased likelihood of having trust in the police, and these disparities were exacerbated as structural resource deprivation increased.  相似文献

As of this writing, South Korea (officially, the Republic of Korea) is an abolitionist-in-practice nation; capital punishment is legal, but no death sentences have been carried out since a moratorium was enacted in 1997. Public support for the death penalty has decreased over time; however, the factors that determine support for or opposition to the death penalty of the South Korean general public are largely unknown. Using survey data from a nationwide sample of 416 respondents, this study examined the potential predictors for public attitudes towards capital punishment support. A majority of survey respondents (83%) supported the death penalty, a higher percentage than recent surveys of the South Korean general public. The deterrence and retribution perspectives were positively related to death penalty support, while crime severity, neighbourhood safety, the brutalisation effect, and innocence were negatively related. This study provides the first multivariate analysis of factors associated with South Korean attitudes towards the death penalty.  相似文献
