Abstract

The diffusion of presidentialism to Latin America has led to its distortion. The North American constitutional pattern, termed presidentialism under separation of powers and its most distinguishing feature, presidential leadership, while modeled in Latin America, has rarely led to democratic–constitutional government a la the United States. The institution of the presidency in Latin America is also typical for nondemocratic regimes in the region. One of the most widely accepted and widely professed facts in Latin American politics is the dominant role of the president but, curiously, most discussions of presidentialism are limited to the US and comparisons with Great Britain. Few studies of Latin American chief executives lend shape to the corpus of scholarly literature, despite the region's long experience and ejecutivismo. The gap, and this article, should be taken as a stimulus for more systematic explication, analysis, and research.  相似文献

Abstract

In recent years, there has been a rise of interest in the concept of autocracy promotion, with scholars questioning whether the efforts by authoritarian governments to influence political transitions beyond their borders are necessarily pro-authoritarian. An extension of this question is whether some authoritarian governments may at times find it in their interest to support democracy abroad. This article aims to answer this question by focusing on the case of Turkey. It argues that, despite its rapidly deteriorating democracy since the late 2000s, Turkey has undertaken democracy support policies with the explicit goal of democratic transition in the Middle East and North Africa (MENA) region during the Arab Spring and, while not bearing the intention of democratic transition, has employed democracy support instruments in the form of state-building in sub-Saharan Africa since 2005 to the present day. Based on original fieldwork, the article finds that non-democracies can turn out as democracy supporters, if and when opportunities for strategic gains from democratisation abroad arise. The article further suggests that even in those cases where strategic interests do not necessitate regime change, a non-democracy may still deploy democracy support instruments to pursue its narrow interests, without adhering to an agenda for democratic transition.  相似文献

What factors determine the timing of elite defection in conditions of post-Soviet personalistic presidentialism? How do relations with a powerful patron state affect this process? This article analyzes these questions on the basis of a case study of Transnistria, a de facto state with strong links to Russia. It argues that privatization processes involving actors from the patron state provide a unique opening for elite defection by heightening tensions between the rent-seeking interests of the personalistic president and those of new owners; direct or indirect signals from the patron state may also affect elite's perceptions of incumbent durability and their corresponding decisions.  相似文献

ABSTRACT

Indonesia presents an extremely rare quasi-experimental research case: the constitutional reforms and the transition to full presidentialism have effected a presidentialization of political parties that is largely in line with the changes predicted by the model of Samuels and Shugart [2010. Presidents, parties and prime ministers: How separation of powers affects party organization and behaviour. Cambridge: Cambridge University Press]. Especially the rise of the new president and his difficult relationship with his own party are testimony to this. But a closer look reveals that the model has to be adapted to Indonesian politics. Presidents have tools to forge grand coalitions and to overcome the dualism to an extent. The size and history of political parties as well as wider socio-economic changes, that is an increasing oligarchization of party organization, have to be considered. Moreover, highly personalized vehicle parties serving the interests of a presidential candidate have emerged. It follows that institutional and structural incentives combined have produced a party system consisting of different party types.  相似文献

ABSTRACT

This article concludes the special issue by outlining the author’s perspective on 40 years of research on interests, institutions, and policy-making in sub-national, national, and supranational settings. The first part of the article five general comments is developed on 1. the relationship between politics and policies, 2. vertical widening in terms of multilevel European policy-making; 3. horizontal widening with regard to New Modes of Governance; 4. democratic legitimation in multilevel governance; and 5. methodological considerations. The second part of the article substantiates the five comments and relates them to the other articles in the special issue. The overall picture which emerges is that European governance has expanded and transformed significantly over time which has led to a complex system in need for democratic accountability and legitimacy.  相似文献

Community Politics has been a political strategy of the Liberal Party, now the Liberal Democrats, since 1970. It involves a critique of traditional representational relationships and argues for a participatory democracy based upon deliberation to build consensus out of competing interests. Whilst the associated campaigning techniques have made the third party an important force in local government, this article uses new empirical evidence to assess the success of the strategy in transforming representational relationships and extending popular participation in local government. It is argued that its success in respect of these objectives has been limited, principally because of popular disenchantment with political parties and the inherent tensions and limitations that accompany popular participation in deliberative democratic structures.  相似文献

This article argues that a model of terrorism and terrorist sanctuaries rooted in post-9/11 strategic thought and the Global War on Terror is inadequate to the study of terrorism in Bosnia and the Balkans. It addresses a series of conventional assumptions regarding Bosnia-Herzegovina's status as a putative terrorist sanctuary, based on a reading of post-war ethnic politics and political architecture. This assessment turns on the basic notion that terrorism in Bosnia is a complex phenomenon linked to multiple domestic and foreign communities, defined along competing national trajectories and intersecting foreign interests, and subject to evolving political circumstances and priorities.  相似文献

In attempts to describe post-communist politics adequately, this paper employs the concept of delegative democracy for analyzing Russia's local politics. It argues that the election rather than appointment by the President of local governors in Russia has facilitated the establishment of a system which can be generally described as delegative democracy. This regime inherits free and contested elections from the democratic system and non-democratic methods of power consolidation from the authoritarian system. As a mixture of those two hardly reconcilable types of political system, delegative democracy in Russia has gained a shape and reached a certain degree of stability during 1993–95. This gain may delay the consolidation of representative democracy in Russia for an indefinite time and eventually lead to a new level of economic stagnation and a return to authoritarianism.  相似文献

Abstract

Scholarly consensus postulates a sharp contrast exists between liberal values and realist interests in US foreign policy in the Middle East and North Africa (MENA) region, which finds its expression in the ‘security–democracy’ dilemma.? This means the US rhetorical determination to abide by the values of a ‘liberal’ foreign policy is neutralised by the ‘realist’ priority of maintaining US strategic interests, which requires support for friendly authoritarian rulers. Scholarship tends to apply this reasoning indistinctly to the entire region, providing an encompassing framework of analysis for understanding US foreign policy, which is valid across time and space. This study challenges this theoretical assumption and argues that while the US might indeed have a comprehensive regional approach in the MENA, the resulting foreign policy follows country-based trajectories that respond to national specificities and the perceived implications for US strategic interests. Exploring US foreign policy in the MENA after 9/11, the article demonstrates that while the US emphasis on liberalism crumbled when faced with security issues, the US liberal approach to Tunisia unfolded more consistently. Although the US continued formal cooperation with Ben Ali’s regime, it empowered at the same time a coalition of democratic opponents, solving the security–democracy dilemma and positively influencing the Tunisian democratisation.  相似文献

Abstract

The article develops a typology of political strategies of coming to terms with the past as a theoretical frame of reference against which it assesses the transitional politics of memory pursued in Romanian post-communist society. It argues that after an initial ‘elusive’ strategy based on a politics of amnesia gave way to a confrontationist stance promoting a politics of anamnesis, the communist past was both politically criminalised and symbolically demonised. The article concludes by arguing that the failure of the ‘mastering the past’ paradigm epitomised by the 2006 Tism?neanu Report needs to give way to a ‘normalising’ paradigm of remembering Romanian communism.  相似文献

Abstract

China’s massive ‘Belt and Road Initiative’ (BRI) – designed to build infrastructure and coordinate policymaking across Eurasia and eastern Africa – is widely seen as a clearly-defined, top-down ‘grand strategy’, reflecting Beijing’s growing ambition to reshape, or even dominate, regional and international order. This article argues that this view is mistaken. Foregrounding transformations in the Chinese party-state that shape China’s foreign policy-making, it shows that, rather than being a coherent, geopolitically-driven grand strategy, BRI is an extremely loose, indeterminate scheme, driven primarily by competing domestic interests, particularly state capitalist interests, whose struggle for power and resources are already shaping BRI’s design and implementation. This will generate outcomes that often diverge from top leaders’ intentions and may even undermine key foreign policy goals.  相似文献

ABSTRACT

Regional patterns have long been crucial to debates about presidentialism starting with the Latin American cases in which presidential systems were seen to have contributed to political instability. This special issue examines four cases of presidentialism in Southeast Asia. Both the ‘first’ wave of the presidentialism literature which focuses on ‘pure’ cases of presidentialism, and the ‘second’ wave, which concentrates on a complex mixture of presidentialism and other institutions, are relevant to Southeast Asia. Among ‘pure’ presidential systems, the Philippines appears to provide support to ‘the perils of presidentialism’ thesis given the collapse of democracy there several decades ago and periodic instability since then. But Indonesia, despite ostensibly having the additional institutional perils of multipartism, has proved stable. Among the hybrid cases of presidentialism, both Myanmar and Timor Leste have forged elite accommodation through creating presidential-style institutions, including one considered particularly unpromising for achieving political stability in the literature. Because presidentialism has been associated both with elite accommodation and stability as well as political conflict and instability, the Southeast Asia cases do not clearly demonstrate the dangers of presidentialism. They point instead to the relative lack of explanatory power of this institutional arrangement in understanding political stability.  相似文献

During international environmental negotiations developing countries have commonly employed a unified strategy through the G-77 and China (G-77/China). Compared with other negotiations, such as those on trade and security, this strategy has been relatively successful in securing financial and technical benefits. Unity among developing states is not, however, a characteristic of all environmental negotiations. This paper analyses the case of Reducing Emissions from Deforestation and Degradation plus conservation ( redd +), where unity has been absent. It argues that the negotiation positions, strategies and coalition politics from 2005 to 2013 have been a result of identifiable power asymmetries among developing states (shifting over time). Some states with vast forest resources have held an effective veto, while others have had considerable moral influence and expert authority. Coalitions have courted such relevant and reputational leaders. At the same time some developing states have had enough diplomatic capacity and economic power to stand alone in negotiations. Taking a broad, historical view of the diverse forest interests and power asymmetries among developing states helps to explain the recent stagnation in negotiations to establish an international redd+ mechanism to mitigate climate change.  相似文献

In a previous edition of this journal, an argument concerning the demonization of politicians and the changing nature of democracy was raised. This, in turn, raised previously unconsidered questions about (inter alia): the discourse, language and symbolism surrounding politicians; the limits of democratic politics; the politics of public expectations; and whether political scientists have a professional duty to the public in terms of promoting the public understanding of politics. The aim of making this provocative argument – framed as it was around a reinterpretation of the MPs expenses scandal in the UK – was to provoke a debate about the existence of certain ‘self-evident’ truths, the fragility of democratic politics and the future of political science as an academic discipline. Phrased in these terms the initial article was successful as six respondents – Domonic Bearfield, Alastair Campbell, Martin Gainsborough, Peter Riddell, Klaus Segbers and Gerry Stoker – immediately entered the fray and sought to either finesse and develop my arguments or to offer a considered critique. This article discusses ‘debating demonization’ in the form of a reply to each respondent and a focus on (in turn): the politics of demonization; the politics of the media; the politics of social class; the politics of monitory mechanisms; the politics of performance; and the politics of political science.  相似文献

Abstract

This article examines how the decentralisation and fragmentation of the Indonesian state and resultant central–local dynamics affect cross-border regionalism in Indonesia’s periphery. It argues that cross-border regionalism projects are best understood as sites for scalar contestation over regulatory control between central and local government. Moreover, scalar contestation around cross-border regional projects is characterised by the struggles to control relationships with transnational capital between elites operating at different tiers of the state. When elites at different scales have conflicting interests and strategies, this can cause policy incoherence, inhibiting the development of cross-border regionalism. Conversely, when they align, and intersect with the interests of transnational business, cross-border regionalism can succeed. To illustrate the argument, this article utilises the comparative case studies of the Batam free trade zone and West Kalimantan–Sarawak cross-border cooperation.  相似文献

Abstract

Despite many pessimistic expectations, the democratisation process in Indonesia has been progressing steadily over the past decade. The Indonesian political elite has crafted and stabilised a political transition mainly characterised by frequent, free and fair elections, peaceful rotations of power, effective elected officials and separation of powers, inclusive suffrage, freedom of expression, independence of the media and associational autonomy. In other words, within one decade, Indonesia has developed the main attributes of a democratic country, according to most theories of procedural democracy. However, the extent to which Indonesian democracy has been consolidated and institutionalised is another issue, which requires close examination and assessment. Does the Indonesian democracy fulfil or approximate the criteria stipulated by theorists of democratic consolidation? This article investigates the extent to which Indonesia has managed to advance its democratic transition and evaluates the prospects and challenges of democratic consolidation. In general, the article asserts that despite the persistence of a number of shortcomings, the steady progress of the Indonesian democratisation process and the consistent commitment of the principal political actors to the democratic rules of the game will likely lead to more institutionalised, policy-driven party politics and a gradual democratic consolidation in the foreseeable future.  相似文献

This article serves as a critique of a recent American foreign policy formulation proposing to eradicate ‘warlordism’ and asserting that democratic institutions can be directly created out of the post-eradication anarchic chaos. Against this background, recent years have indeed seen a bourgeoning literature on ‘warlord politics’ in Southeast Asia. The majority commonly portray political actors as faithful followers of economic rationality and self-interest. Therefore, most are conceived as selfish predators who ruthlessly use violence for private gains at the expense of public interest. By suggesting that comparative studies on warlordism have been heavily influenced by the political economy perspective, the article develops a more comprehensive analysis of warlord politics. Along the lines of patron–client network analysis, insights from moral economy and agency-structure sociological dualism are considered. Contrasting case studies are used to illustrate how the alleged warlords of Southeast Asia do not fit entirely into the political economy perspective. Caught in a vast patron–client network of competing interests and diverse powers across state and society, one's agency is constantly constituted by discursive arrays of contending interests, juxtaposing rationalities and multiple intentions. In state building, this complication is regarded as paradoxically necessary for compelling the alleged warlord-actor to re-define and elevate multiple private interests into public interest.  相似文献

Abstract

‘Local politics’ has specific features that are conducive to the generation of trust, more so than ‘centralised politics’. Local politics is characterised by processes that occur on a small scale, within institutions that enjoy a certain autonomy, that are imbedded in a social community with which the citizens can identify, and that offer the possibility of more democratic participation. Where is the threshold between local and central politics? Clearly, if a city grows to the size of almost half a million inhabitants, as was the case in the port city of Antwerp, it becomes too large for local politics. It also becomes vulnerable to the lure of political distrust, as was manifested by the amazing rise of the extreme right in the 1990s. At least this was the theory that prompted the political leaders of the city to introduce a certain degree of decentralisation. To a certain extent they were right. Our evidence shows that the district councils generate more trust than the city council. Moreover they generate trust among sections of the population that were and remain distrustful of central politics. Will this capital of local political trust overflow into the trust in the higher authorities? Some of the data point in that direction but they are far from conclusive. Anyway it is too early to tell. The decentralisation reform in Antwerp is an interesting experiment but a very recent one.  相似文献

Abstract

This article employs the concept of ‘regional governance’ to analyze both the processes and outcomes of the emerging regional institutional arrangements in East Asia. It argues that while ASEAN has played a significant role in creating and sustaining the ‘processes’ of wider East Asian regional governance efforts, the level of achievement in translating these processes into tangible ‘outcomes’ remains severely constrained by great power rivalry, especially between Japan and China. By focusing on the areas of trade and finance, this article argues that the varying levels of outcomes between these two issue areas can be explained primarily by the degree of convergence between Japanese and Chinese interests. In particular, while Japan and China have a shared interest in contributing to the promotion of regional financial stability, they strongly disagree over the appropriate form and contours of a trade governance system.  相似文献

Today options for digital communication exist in all Danish municipalities. But are local councils aware of the democratic potentials of the new forms of political communication? This article focuses on the democratic dimensions of web design. To what extent do the websites improve access to information on public affairs and stimulate participation of citizens in local politics? To answer these questions, a screening of all 275 Danish municipal websites was carried out on two dimensions: information/transparency and contact/dialogue. The findings show great variation between best and worst practice in terms of democracy. Furthermore, the findings show that size and income per inhabitant explain some of the variation, whereas the political colour of the party in office has no significance.  相似文献
