A SOP TO THE "OI POLLOI": CAPITAL, LABOUR AND THE REFORM OF NEW SOUTH WALES MARITIME ADMINISTRATION 1867 TO 1914

Abstract: In 1867 NSW maritime services were rationalised by the formation of a Marine Board comprising government appointees and elected representatives of shipowners. Following several scandals relating to Marine Board administration and an inquiry by the new Public Service Board sitting as a Royal Commission, the Marine Board was replaced in 1899 by a Navigation Department. In 1900 Sydney wharfage was nationalised in response to the bubonic plague outbreak of 1899 and placed under the control of a Sydney Harbour Trust. This dual structure persisted throughout the pre-war period. Calls came from the Greater Sydney movement for wharfage to be placed under the control of an enlarged city council, and from the labour movement of trust tenants and employees for the trust to operate on non-commercial principles. These pressures were successfully resisted by the trust commissioners, despite the presence of a Labor government after 1910. In their administration the commissioners of the Trust favoured capital, but their image of technocratic impartiality enabled them to constrain Labor governments and to carry through substanial extensions of state activity when this was in the interests of capital as a whole.     

Assessing Integrity Systems: Introduction to the Symposium

The following Symposium on Australia's national integrity systems, drawn from an Australian Research Council‐funded project conducted in 2002‐2004 by researchers from Griffith University, Charles Sturt University, University of Sydney, RMIT University, Monash University and the Australian National University, together with Transparency International Australia. The first three papers examine the public integrity regimes at federal, state (NSW) and local levels. The remaining four papers develop three themes as a framework for assessing strengths and weaknesses in Australia's major integrity regimes: consequences, capacity and coherence. The papers were originally presented in sessions of the Australasian Political Studies Association (University of Adelaide, September 2004) and the 5th National Investigation Symposium (NSW Ombudsman, Independent Commission Against Corruption and Institute of Public Administration Australia NSW, Sydney, November 2004).     

FOREWORD

For more than a generation Robert Parker and Dick Spann have had a considerable influence on the academic study and practical exercise of the administration of government in Australia. To one who has known these distinguished figures for an aggregate period of more than eighty years, it comes almost as a shock to be reminded that Parker first began lecturing in public administration at the Canberra University College in 1938 and that Spann came from abroad to head the Department of Government and Public Administration in the University of Sydney in 1954.     

THE DISCIPLINE OF PUBLIC ADMINISTRATION AND THE STUDY OF LOCAL GOVERNMENT

No doubt my colleagues in this venture will attest to the wide range of contributions which Robert Parker and Dick Spann have made to the field of public administration. I have benefited greatly from these contributions, as well as from discussions with both, in particular from those with Dick Spann during my period in the Department of Government and Public Administration at the University of Sydney. However, the breadth of their coverage has not been without some cost to the field, and in this paper I want to examine their influence on the area which I know best, that of local government.

Symposium on public management teform in New Zealand:: Reflections on the international public management network/victoria university workshop

The genesis of the workshop on public management reform in New Zealand, held in Wellington on March 10, 2000, was an invitation from the International Public Management Network to the Graduate School of Business and Government Management at Victoria University to organize and co-host a one-day event in Wellington following the Network’s Sydney 2000 Conference. Approximately sixty people attended the workshop. The majority of attendees were senior public servants in the New Zealand government. In addition, there was a representation of academics from New Zealand and Network members who came on from the IPMN conference in Sydney at Macquarie Graduate School of Management March 4–6.The mix of speakers was strongly weighted towards practitioners, as is reflected in the articles in this symposium. The three central agency contributions are all from officials who have a reputation for thinking creatively and critically about the future of New Zealand public management, Derek Gill, Andrew Kibblewhite and Anne Neale. Graham Scott kindly agreed to provide the keynote address. Robert Gregory, a well-known critic of the New Zealand reforms, was the sole academic voice in this small chorus of practitioners. Gregory would be the last to claim that he is “representative” of anyone’s opinion other than his own.
