The Ma Ying-jeou Authorities have played a key role in the latest round of dispute over the Diaoyu Islands. The 7^th Sino-German Security Dialogue Seminar is focused on ＂China, Europe and a new world order＂. Our discussions should include the world order in general, as well as in-depth exchanges on specific issues in the area of international relations that both countries deem important. I want to get to the point directly by stating a basic point： although many factors in the international politics continue to change, as old challenges still exist and new challenges keep cropping up, there still remains a cornerstone for the world order, which is the Unites Nations. This is a starting point very close to the real politics： we must advance the international politics within current structure, and I would like to stress that such international politics must be international politics for peace.     

A ＂Unified Theory＂ for IR Theories

This article puts forward a ＂unified field theory＂ for international relations （IR）. It first divides current western IR theories into hard and soft categories, then points out conceptual fallacies of the three major debates in the history of Western IR theories by using this categorization as an analytical guide. It further asserts that such a categorization should help clarify the present theoretical chaos by pursuing a unified IR theoretical system.     

Another ＂Complementarity＂ in Sino-Australian Security Cooperation

This paper examines how China has played a "responsible" role in international humanitarian post-disaster assistance by taking the example of China’s assistance to post-tsunami Aceh,and explores policy implications with regard to future Sino-Australian security cooperation.China and Australia took inconsistent approaches to assistance in Aceh,which derived from their different understandings of international "responsibility".However,the inconsistencies do not necessarily hamper cooperation between the two.Rather,it is because of these inconsistent approaches that the two countries’ cooperation can develop into comprehensive and multifaceted assistance.The key to successful cooperation between the two countries,this paper argues,is the notion of "complementarity".In policy documents on bilateral relations,Chinese and Australian policymakers emphasize the "economic complementarity" between the two,but this "complementarity" is also useful when the two explore the way in which they will cooperate on security issues.One example of this complementary approach with regard to assistance for Aceh is the Australian effort to promote stability in both tsunami and non-tsunami affected areas,and Chinese economic investment in Aceh,in keeping with the Acehnese local expectations of long-term economic development and more employment opportunities,which are the foundation stones of stability.While these efforts are not consistent,they are highly complementary to each other,and have great potential to encourage peace and stability in Aceh.     

On China＇s Foreign Policy

There are two perspectives regarding the evolution of the international system： the survival of state and the survival of the world. From the first perspective, the international system is a typical of power-and-right-dominated culture, while the second perspective posits an international system is an obligation-dominated culture. The evolution from a power-dominated system to an obligation-dominated system is important.     

Chinas African Engagement：Advancmg Multilateralism

While holding the office of General Secretary of the Central Committee of the Communist Party of China, Hu Jintao t advanced the idea of＂China＇s peaceful rise,＂ which emphasizes Chinas commitment to refrain from violent confrontation. Adherence to this principle can help positively reshape the international order, transitioning international politics from a Westphalian system characterized by violent competition. Advocating multilateralism in international relations is an effective policy tool for China to achieve this goal. Perhaps the best region where one can see the benefits of China＇s multilateralism is Africa.
