产权变革与我国农村经济绩效研究——兼论新农村建设

建国后，中国农村经济的兴衰沉浮与农民产权的变革息息相关。工业化建设导致农民产权的异化，造成农村经济的衰败。后来的调整与改革，又促进了农民产权的同化，造成农村经济的发展。但改革仍然有不彻底性，最终造成农民收入的停滞和“三农”问题的出现。因此，为了解决农民增收问题和建设新农村，需要继续深化农民产权改革。     

改革以来农民分化研究的回顾与商榷

改革以来 ,学术界对农民分化问题的研究与农民分化问题在现实中出现和发展几乎是同步的。农民分化问题自80年代初期和中期开始在中国各地农村出现 ,学术界对此的研究也随之出现 ,例如 ,刘洪礼、李学广 (1983)、金榜(1986 )、何建章 (1986 )等对农民分化进行了初步的研究。80年代末到 90年代中期 ,农民分化问题在中国各地农村变得明显 ,这一问题开始获得学界广泛的关注 ,出现了一些高质量的研究成果 ,如陆学艺、张厚义 (1989、 1990、1992 )、北京大学社会分化课题组 (1990 )、李培林 (1995 )等对农民分化进行的研究。到 90年代末及之后 ,农…     

多重博弈:税费改革后乡村基础设施投入面临的困境——以湖北鄂州市z乡东大堤维修为例

税费改革明确了农民的税费负担 ,但是诸如乡村基础设施之类的公共产品仍然需要投入 ,谁投入、如何收等问题仍然存在。在乡村基础设施投入问题上 ,市县政府、乡镇政府以及农民 (其代表为村委会 )都根据自己的理性进行博弈 ,而博弈结果是乡镇政府最终倾向于继续收费 ,农民被动交纳。这就形成了税费之外的收费继续出现的局面 ,进而陷入“黄宗羲定律”怪圈的困境之中。因此 ,税费改革还需要相配套的改革同时进行。     

税费改革后农村发展稳定面临的问题及对策

农村税费改革过程中出现的问题对农村经济发展和社会稳定构成潜在的危胁。只有认真贯彻税费改革的精神,大力发展农村经济,才能切实解决农民问题,维护农村稳定。     

深化农村财政制度改革

我国20多年的改革给农村带来了翻天覆地的变化,农民生活水平有了很大改善。但是,新形势下也出现了不少新情况、新问题。为从根本上解决农村发展中出现的新问题、新矛盾,江苏省从2001年开始在全省按照“旨在减负、重在兼顾、成在配套”的思路全面推行农村税费改革,改革后全省农民的减负率平均达到42%。但是,改革中碰到的问题很多,巩固改革成果、防止农民负担反弹的任务相当艰巨。两年多的农村税费改革和实践证明,农村税费制度的改革,实质上是农村财政制度改革的重要组成部分,我们一定要从总体上研究农村财政制度改革问题,把它作为一个系统工…     

如何加快农村的公共财政建设
