南海主权争端的现状

本文叙述了我国南沙群岛岛礁被周边国家占据的现状,以及南沙群岛的战略地位与自然资源,并分析了《联合国海洋法公约》对南沙主权争端的影响,论述了当前南沙主权争端复杂化主要表现的几个方面。     

岛礁争端与日本民族主义

日本与韩国、中国和俄罗斯之间普遍存在岛礁主权争端,这三大岛礁主权问题的产生、发展贯穿于近代以来日本国家发展战略的全过程,而民族主义则是岛礁主权争端产生、演变的重要推动力。在日本民族国家构建过程中,虽然民族主义的表现形式不断变化,但领土扩张始终是其追求的重点。鉴于日本民族主义诉求与其国家发展战略、国家利益相吻合,所以岛礁主权争端的烈度将与日本国家民族主义思潮紧密相连。     

从美日联盟看钓鱼岛争端及我国的对策

近期,中日两国关于钓鱼岛主权归属的争端日益激烈,受到国际社会的广泛关注。事实上,钓鱼岛争端是美国为干涉东亚事务而留下的一个抓手,在当前的关日博弈中备具“纠结”,同时,钓鱼岛争端也被中美日三国看作进行战略试探的一个切入点,在西太平洋地区海洋权益之争问题中发挥着“风向标”的作用。对此,我应采取适当策略加以解决。     

拜登政府对华制度竞争的逻辑路径与结构效应

回归国际制度是拜登政府外交的重要特征之一,国际制度竞争也是其对华战略的重要组成部分。其中,国际议题属性干扰、国际议程载体控制、国际制度身份排斥、国际制度规则替代是拜登政府开展对华制度竞争的基本行为逻辑。通过以上四种策略,拜登政府拓展了中美竞争议题的利益动员范围,加速与中美战略博弈相关的国际议题上升成为国际议程,拉拢盟友和伙伴构建排除中国的小多边机制,并尝试通过重构相关领域的规则和技术标准,重塑更加有利于美国利益的国际秩序。对拜登政府上台以来在国际供应链、基础设施和高新技术领域的国际制度行为进行梳理发现,其对华制度竞争策略符合以上逻辑。拜登政府对华制度竞争在一定程度上能够帮助中美跨越“修昔底德陷阱”,实现和平的战略竞争,但也使中美制度互动性质从合作转向全面竞争,制度互动方向从接触转向脱钩,将进一步加剧国际制度体系的碎片化和自由主义国际秩序的失灵。     

越南近海渔业及其对地区安全与合作的影响

20世纪90年代中期越南出于“海上安全”、经济社会发展、近岸渔业资源和环境保护的需要,大力发展“近海”渔业。然而,越南“近海”渔业意在凸显其单方面“专属经济区”权利主张和对我国南沙群岛、西沙群岛的主权声索,侵犯了我国南海岛礁主权和海洋权益,将升温南海争端,损害地区传统安全,不利于共同开发和南海争端的良性发展;越南的“近海”渔业对南海海洋渔业资源和海洋环境的保护也有不利影响,但客观上可能促进南海非传统安全合作。     

寻求中美亚太良性互动

中国崛起、美国"重返"及区域内其他力量的发展,导致亚太地区格局正在发生近百年来最深刻的变化。这一变化的最突出特点,是中美战略博弈已经成为决定亚太格局走势的最主要矛盾,因为中国崛起势头难以逆转,美国亚太"再平衡"也是一次兼顾历史与现实、涉及内政与外交、得到美国两党共同支持的重大战略性选择,力量之变与战略之变同时发生,两强对立势难避免。但是,由于两国不存在领土主权争端和根深蒂固的历史积怨、在亚太地区各具优势彼此难以替代、在全球其他地域和领域的合作有助抵消亚太对抗,加之双边利益深度捆绑,中美博弈未必会走向战略对抗,而完全具备走向良性互动的条件。要实现这一目标,必须处理一个根本问题(亚太主导权)的破解、两套体系的对接、三大海域的危机管控、四组三边关系的经营和五个多边组织的互动等"一二三四五"问题。这既是中美实现亚太和平共处的前提,也是能否构建中美新型大国关系的基础。     

南海危机与中美危机管理探析

南海地区,中国与有关东南亚国家关于岛礁主权与海洋权益的争端久拖未决,该地区历史上爆发过数次国际危机,美国均不同程度介入其危机管理过程。当前南海问题的发展走向与美国的亚太"再平衡"战略密切相关,美国对于任何可能出现的南海危机不会置身事外,在南海问题趋紧以及美国积极介入的态势下,中国要汲取以往的经验教训,加强南海地区的危机管理机制建设,维护我国在南海地区的国家利益。     

美国气候战略及中美气候合作北大核心

当前全球气候危机加速演进,气候变化与国际战略深度融合,全球气候治理进入大变局和秩序重塑的关键时期。美国拜登政府重启气候新议程,将气候变化议题提升至美国国家安全与外交政策的中心地位,其战略目标是在全球气候权力重组、气候安全体系重构、气候治理秩序重塑中争夺主导权,拜登政府的气候战略框架已基本成型。统筹应对美国气候战略竞争风险和深入推进COP26后中美气候外交,关系到国际安全体系与全球气候治理新秩序的构建。中美唯有良性互动、拓展合作空间才能维护国际安全及人类在21世纪的可持续发展。     

美国防部2016年《中国军事和安全发展报告》评析

美国防部2016年《中国军事和安全发展报告》对中国军事现代化建设进程、中国与邻国领土领海争端、中国国际战略以及影响中国领导层安全观念的主要关系变量、中国对外军事交往与海外军事投射能力、中国大陆对台战略以及中美军事交流等内容进行了分析,并阐述了美国在主权争端、台湾问题、两军交流等事务上的政策立场.“报告”显示出美国重视发展对华关系,包括军事关系,但对中国崛起持警惕态度,尤其是担心中国的军事现代化对美国全球和地区领导地位的影响,突出反映了中美关系的复杂性与重要性.因而,中美两国在推动双边关系发展上需做出更多努力.     

东亚峰会扩容与地区合作机制的演化

从成员资格、议题范围、集中程度、灵活性和控制权五个维度上看,东亚峰会的制度设计具有一系列的自身特点.随着美国作为正式成员加入东亚峰会,东亚峰会在成员资格上的跨地区主义色彩更加突出,但东亚峰会的制度设计并不会因此发生重大的改变.基于东亚峰会与“10+3”、APEC和东盟地区论坛在制度设计上的差异,美国加入东亚峰会后主要地区合作机制仍会维持交叠式的互动,不大可能转向嵌套式和集束式的互动.鉴于东亚合作制度化的内生困境,中国需要在坚持开放地区主义原则的同时加强与美国在地区合作问题上的沟通.     

Young American China Watchers＇ Views on China

In this paper, the author has made a thorough study over the new generation of American China Watchers. Most of the pages are devoted to a detailed comparison between the old generation and the young generation of American China Watchers regarding to their background, education, and views over China. At the end of the paper, the author also gives some policy suggestions for both the Chinese and U.S. government based on the findings in this study.
