This essay reports on some experiments designed to study two candidate electoral competition when voters are ‘retrospective’ voters. The experiments consist of a sequence of elections in which subjects play the part of both voters and candidates. In each election the incumbent adopts a policy position in a one-dimensional policy space, and voters are paid (on the basis of single peaked utility function over that space) for the position adopted by the incumbent. Neither voters nor candidates are informed of the voter utility functions, and the only information received by the voter is the payoff he has received from the present and previous incumbent administrations. Despite the severely limited information of candidates and voters, we find that, generally, candidates converge toward the median voter ideal point.  相似文献

In the classic Hotelling–Downs model of political competition, no pure strategy equilibrium with three or more strategic candidates exists when the distribution of voters’ preferred policies is unimodal. I study the effect of introducing two idealist candidates to the model who are non-strategic (i.e., fixed to their policy platforms), while allowing for an unlimited number of strategic candidates. Doing so, I show that equilibrium is restored for a non-degenerate set of unimodal distributions. In addition, the equilibria have the following features: (1) the left-most and right-most candidates (i.e., extremists) are idealists; (2) strategic candidates never share their policy platforms, which instead are spread out across the policy space; and (3) if more than one strategic candidate enters, the distribution of voter preferences must be asymmetric. I also show that equilibria can accommodate idealist fringes of candidates toward the extremes of the political spectrum.  相似文献

Richard McKelvey predicts that candidates will converge to an equilibrium if candidates and voters maximize their utility and voters' preferences conform to stringent assumptions. Although there are discrepancies between electoral data and the requirements of the theory, an analysis of 1972 and 1976 survey data lends support to basic components of the theory. First, most voters did choose the candidate who provided the greater utility. Second, voter distribution was not asymmetrical enough to allow a candidate to win by moving away from the median toward a concentration of voters. Third, the winning strategy for a candidate was to locate at or near the median. While formal theories' predictions will not hold in their precisely stated form, the assumptions can be robust enough to offer an explanation of electoral choices.  相似文献

In campaigns, candidates often avoid taking positions on issues, concealing the policy preferences that would guide them if elected. This paper describes a novel explanation for ambiguity in political campaigns. It develops a model of candidate competition in which policy-motivated candidates can choose whether or not to announce their policy preferences to voters. It applies Eyster and Rabin’s (Econometrica 73(5):1623–1672, 2005) concept of cursed equilibrium, which allows for varying degrees of understanding of the connection between type (policy preference) and strategy (whether to announce). If voters updated according to Bayes’ rule, they would understand that candidates who do not announce positions are strategically concealing an unpopular policy preference. In equilibrium, only the most extreme candidates, those located furthest from the median voter’s position, would choose to take no position. However, if voters do not sufficiently appreciate the informational content of a non-announcement, unraveling will not occur and both extremists and more moderate candidates will not announce positions.  相似文献

This paper offers graphic illustration of so-called “valence” models of candidates responding to their perceptions of voter location in a two-party system. Models by Groseclose and others show how the combination of candidate uncertainty about the median voter location, nonzero candidate valence, and policy motivated candidates leads to departures from the median voter prediction. With one policy dimension, either there exists an equilibrium where the candidates do not converge to the median (or any other common position) or there exists no equilibrium. We offer illustrations based on plausible conditions. Under some conditions we show an equilibrium where candidates locate at separate policy positions. Under others, we illustrate the absence of equilibrium.  相似文献

Efforts to educate citizens about the candidates and issues at stake in elections are widespread. These include distributing voter guides describing candidates’ policy views and interactive tools conveying similar information. Do these voter education tools help voters identify candidates who share their policy views? We address this question by conducting survey experiments that randomly assign a nonpartisan voter guide, political party endorsements, a spatial map showing voters their own and the candidates’ ideological positions, or both a spatial map and party endorsements. We find that each type of information strengthens the relationship between voters’ policy views and those of the candidates they choose. These effects are largest for uninformed voters. When spatial maps and party endorsements send conflicting signals, many voters choose candidates with more similar policy views, against their party’s recommendation. These results contribute to debates about citizen competence and demonstrate the efficacy of practical efforts to inform electorates.

I present a new method of interpreting voter preferences in settings where policy remains in effect until replaced by new legislation. In such settings voters consider not only the utility they receive from a given policy today, but also the utility they will receive from policies likely to replace that policy in the future. The model can be used to characterize both long-term preferences and distributions over policy outcomes in situations where policy is ongoing and voters are farsighted.  相似文献

This paper studies the location decisions of political parties. We propose a game where agents vote according to ideology and valence, and media create candidates’ charisma. The results we obtain show that candidates realize the power of media and therefore, locate themselves at some point between the position of the median voter and that of the media. We further obtain that depending on the media outlets the voters choose to see, the equilibrium location of candidates may differ. Thus, when voters choose among the outlets, candidates may differentiate their platforms. Differently, when voters are exposed to all the outlets, candidates tend more to moderate their ideology, in an attempt to get the favor of all the media.  相似文献

This work gives a theoretical explanation for the increase in campaign spending and party polarization in U.S. politics. I assume that the effectiveness of persuasive advertising, and of costly valence campaigning in general, positively depends on the share of nonpartisan voters. A decline in the number of partisan voters in a constituency results in greater campaign spending by the candidates. If the voters are risk-averse, the candidates who maximize their expected office rents minus the cost of campaigning will choose divergent policy platforms strategically in order to reduce the costs of subsequent campaign spending. The degree of policy divergence positively depends on the share of nonpartisan voters for a broad class of voter disutility and candidate cost of valence functions.  相似文献

The modern theory of voting usually regards voters as expected utility maximizers. This implies that voters define subjective probabilities and utilities for different outcomes of the elections. In real life, these probabilities and utilities are often highly uncertain, so a robust choice, immune to erroneous assumptions, may be preferred. We show that a voter aiming to satisfice his expected utility, rather than maximize it, may present a bias for sincere voting, as opposed to strategic voting. This may explain previous results which show that strategic voting is not as prevalent as would be expected if all voters were expected utility maximizers.  相似文献

Scholars have long deplored voters' lack of interest in politics and argued in favor of greater political engagement. We present a formal theory of elections where successful communication of campaign messages requires both effort by candidates and attention from voters. Voters' interest in politics affects their attention and impacts the effectiveness of the electoral process as a screening and disciplining device. In line with existing theories, there exists a curse of the uninterested voter: When voters have little interest in politics, the electoral process performs poorly, and voters' attention to politics is low. Surprisingly, we uncover a curse of the interested voter, by which the same happens when voters have a strong interest in politics. Our results highlight the importance of distinguishing between voters' interest and attention, two notions often conflated in empirical studies. Moreover, policy interventions aimed at subsidizing the cost of acquiring political information can have unintended consequences.  相似文献

The fundamental assumption of spatial models of party competition is that voters possess cardinal utility functions defined on all combinations of issue positions which candidates may adopt. Furthermore, spatial theorists usually assume that utility functions have a shape common to all voters and that voters' most preferred positions are distributed in some regular manner. Employing these and attendant assumptions, the spatial theorist seeks to ascertain what deductions can be made about candidate strategies, i.e., the positions which vote or plurality-maximizing candidates should adopt in an election. It has been found that, in many situations, convergence to an opponent's positions and/or adoption of the median/mean of the most preferred positions of all voters is an important candidate strategy. In this context, two main problems have arisen: (1) difficulties of empirical or statistical analysis; (2) the abovementioned candidate strategy is generally not applicable to elections in so-called ‘plural’ societies. One path out of this latter problem has been formulated by Rabushka and Shepsle (1972). This article explores another potential solution by addressing the following question: If voters arenot characterized by cardinal utility functions, but some other type, what are the consequences for candidate strategies? The alternate assumption employed is that voters are characterized bylexicographic utility functions. The consequences for candidate strategies of this assumption are then determined for two plurality-maximizing candidates in some one- and two-dimensional, three-, five-, and seven-voter electoral games.  相似文献

Theories from psychology suggest that voters’ perceptions of political positions depend on their non-policy related attitudes towards the candidates. A voter who likes (dislikes) a candidate will perceive the candidate’s position as closer to (further from) his own than it really is. This is called projection. If voters’ perceptions are not counterfactual and voting is based on perceived policy positions then projection gives generally liked candidates an incentive to be ambiguous. In this paper we extend the standard Downsian model in order to investigate under what conditions this incentive survives in the strategic setting of electoral competition.  相似文献

Approval voting allows each voter to vote for as many candidates as he wishes in a multicandidate election. Previous studies show that approval voting compares favorably with other practicable election systems. The present study examines the extent to which votes for different numbers of candidates can affect the outcome. It also considers generic powers of voters and the extent to which approval voting treats voters equitably. If there are three candidates, votes for one or two candidates are equally efficacious in large electorates. For four or more candidates, votes for about half the candidates are most efficacious. Although inequities among voters can arise under approval voting, the common plurality voting system is considerably less equitable than approval voting.  相似文献

Empirical research reports conflicting conclusions about whether primary election voters strategically account for candidates’ general election prospects when casting their votes. We model the strategic calculations of office-seeking candidates facing two-stage elections beginning with a primary, and we compare candidates’ policy strategies in situations where primary voters strategically support the most viable general election candidate against candidate strategies when voters expressively support their preferred primary candidate regardless of electability. Our analyses—in which the candidates’ appeal is based on their policy positions and their campaigning skills—suggest a surprising conclusion: namely, that strategic and expressive primary voting typically support identical equilibrium configurations in candidate strategies. Our conclusions are relevant to candidates facing contested primaries, and also to political parties facing the strategic decision about whether or not to use primary elections to select their candidates—a common dilemma for Latin American (and some European) parties.  相似文献

We analyze a, model of two candidate competition in which candidate and voter preferences are private information. If candidates simultaneously commit to policy platforms the uncertainty about candidate preferences reinforces the incentive for platform divergence. After a candidate observes the other candidate’s stance but before she learns about voter preferences she may face regret about her choice. This ex post irrationality suggests that a 1 period model may not capture the relevant incentives. In a multi-period proposal game in which candidates first make non-binding public proposals and then they make binding public proposals (similar to Ledyard, 1989) we find that candidates are uninformative during the first stage, as they have a disincentive to reveal their preferences to the opposing candidate. This finding offers an explanation for candidate ambiguity or inconsistency early in an election which does not involve efforts to deceive voters. Candidates may be trying to keep their opponent guessing. With a strong pre-election commitment technology, candidates can only be deterred from this type of behavior if they anticipate that a sizeable number of voters (more than a majority) will vote contrary to their preferences over policy.  相似文献

We examine equilibrium voting strategies for elections with interested politicians facing uncertainty about voter pReferences. If politicians' utilities are defined over the set of strategies that voters select (instead of being dependent only on the probability of winning an election), equilibrium strategies will diverge (instead of converging to the median voter's pReferences) as long as politicians have different pReferences. How does the expressed political ideology of voters influence their evaluation of presidential candidates? The classic answer to this question is provided by the spatial theory of electoral choice in which utility for a candidate is a function of the proximity between the voter and candidate positions on the liberal-conservative continuum. We have argued elsewhere that spatial theory, while intellectually appealing, is inadequate as an empirical model of mass behavior. We have developed a directional theory of issue voting that we believe provides a more realistic accounting of how specific policy issues influence utility for a candidate. Directional theory is based on the view that for most voters issues are understood as a dichotomous choice between two alternative positions. While ideology is widely understood as a continuum of positions, the directional model can be applied to the relationship between ideology and candidate evaluation. In this paper we compare the two theories using National Election Study data from 1972 to 1988. The results tend to favor the directional model over the traditional proximity model. We conclude by briefly tracing out the implications of this finding.  相似文献

This paper tests the proposition that voters advance a more liberal agenda in prosperous times and turn more conservative in dire economic times. A reference-dependent utility model suggests that, with income growth, the relative demand for public goods increases and the median voter is more likely to vote Democrat. With slowing income growth, the median voter derives increased marginal utility from personal income—making taxation more painful—and is more likely to vote Republican. Ordinary and instrumented analyses of a new time series for the US median voter are encouraging of this income growth model. This work links voting behavior to economic business cycles and shows that ideological change is endogenous to income growth rates.  相似文献
