Explaining Policy Outcomes in Federal Contexts: The Politics of Reproductive Rights in Argentina and Mexico

This article explains the political and institutional factors that affect reproductive rights policies in Argentina and Mexico. Consistent with the comparative literature on gender, politics and institutions, the article reveals that federal arrangements define the arenas in which advocates can challenge governments. The comparative analysis suggests that the content and variations of policy outcomes are not only determined by the legal distribution of such rights. Women's positions towards abortion and contraception was greatly shaped by partisanship and ideology, and this was critical to legislative outcomes, while the number of women legislators was only important to introduce the issues. Important for further research are the effects of institutional and party instability on women's organising in legislatures, and the relevance of links between women's groups outside legislature and political parties for the success of gender equality policies.

地处中国南大门的澳门,因其独特的历史地理条件而成为一个多元文化的国际城市.20世纪六七十年代东南亚地区排华,使得大批华侨华人迁居澳门,此后仍有归侨陆续回流至此.现在,归侨和侨眷人口在澳门总人口中占有较大比重.随着澳门归侨人口的不断增加,出于维护自身正当权益的需要,先后有十多个归侨社团在澳门成立.近十年来,澳门归侨社团利用其独特优势,积极举办各种形式和多种主题的“反独促统”活动,加强海内外侨界的联系互动,为促进中华民族和平统一大业作出了很大贡献.     

郑洪年与国立暨南大学的党化教育(1927—1934)

党化教育是国民党掌权后在思想领域实行一党专制的重要手段,尤以民国国立大学内的党化教育最为典型。本文着重以民国华侨教育家郑洪年任校长期间的国立暨南大学为考察点,探讨国民党在国立大学实施党化教育的主旨、具体措施及其影响,以加深对民国时期党化教育的认识。     

Negotiating Natural Resource Conflicts: A Study of State Practices,Peasant Mobilisation and Sub‐National Government in the Peruvian Andes

This article explores the dynamics of natural resource conflicts and local government in the Peruvian Andes. Recent publications have found that efficiency and democratic accountability in local government are key variables for mitigating conflict. By focusing on the ethnographies of two conflicts and as participant observers within local government, we argue that by re‐framing the analytical focus within local histories and current practices of natural resource conflicts, we can better make sense of the dynamics of current land politics. The article presents a sequential framework that explores key moments of the relations between the state and peasant communities during natural resource conflicts. Through this framework, we argue that natural resource conflicts are negotiated in a sphere of politics that transcends the state's institutional and legal limits.     

The Attachment of Demonstrators to Institutional Politics: Comparing LGBTIQ Pride Marches in Argentina and Chile

Focusing on LGBTIQ demonstrations in Argentina and Chile, we study protesters' attachment to institutional politics, defined as their emotional and attitudinal connection with the political system. We show that Argentine LGBTIQ demonstrators are on average more attached to institutional politics than Chilean ones. This can be explained neither by differences between Argentines and Chileans in general, nor by demonstrators' individual characteristics. Instead, expanding the political process model, we argue that achieving a substantial part of the LGBTIQ agenda in Argentina, and limited success in Chile, contributed to build a stronger attachment to the political system among Argentine LGBTIQ demonstrators than their Chilean counterparts.     

From la guerra sucia to ‘A Gentleman’s Fight’: War,Disappearance and Nation in the 1976–1983 Argentine Dictatorship

Analysing the last Argentine dictatorship in the light of contemporary re‐examinations of war, this article argues that the 1976–1983 dictatorship can be understood as a shift in war(s), from la guerra sucia to the Falklands/Malvinas conflict, from a limitless and unsustainable internal war to a bracketed external war. That external war is shown to be an attempt to re‐found a nation imploding through disappearance. Drawing on the history of disappearance in Argentina reveals that, despite obvious differences, there are many continuities between the dictatorship and other regimes, emphasising the dangers of a politics that encourages a nation ‘re‐malvinizada’.     

Going Down on Good Neighbours: Imagining América in Hollywood Movies of the 1930s and 1940s (Flying Down to Rio and Down Argentine Way)

During the Good Neighbor Era of the 1930s and 1940s, the USA sought to normalise relations with Latin America in order to promote hemispheric unity, particularly so after the outbreak of the Second World War, which provoked anxiety about transatlantic trade routes and South American attitudes towards the Axis. An Office of the Co-ordinator of Inter-American Affairs was established, which in turn set up a Motion Picture Division. The Division pressed for a Latin American specialist to monitor and control representations of Latin America via the Production Code Administration. The attempt to promote positive portrayals of Latin Americans assisted a boom in musical comedies dealing with North Americans visiting their southern neighbours. This article examines an early precursor, Flying Down to Rio (1933), and a full-blown Good Neighbor movie, Down Argentine Way (1940). The article uncovers, behind the optimistic projection of neighbourliness, hidden tensions and deep-rooted anxieties about American identities.     

Institutional reform and political party engagement: Challenges to democratic transformation in post-CPA Sudan

ABSTRACT

This article looks at the role of institutions and political parties as main agents of the democratisation process in the Sudan, following the signing the Comprehensive Peace Agreement (CPA). A review of the historic weaknesses of intermittent democratic rule in the Sudan, since its independence in 1956 and through to the signing of the CPA, is offered. Those elements of the CPA critical to institutional reform and democratisation are identified and their implementation assessed, including the results of the CPA-mandated elections held in April 2010. The four principal political parties and their capacities to contribute to democratic transformation are analysed.     

National and Local Vulnerability to Climate‐Related Disasters in Latin America: The Role of Social Asset‐Based Adaptation

The Latin American region is particularly prone to climate‐related natural hazards. However, this article argues that natural hazards are only partly to blame for the region's vulnerability to natural disasters with quantitative evidence suggesting instead that income per capita and inequality are main determinants of natural disaster mortality in Latin America. Locally, the region's poor are particularly susceptible to climate‐related natural hazards. As a result of their limited access to capital, adaptation based on social assets constitutes an effective coping strategy. Evidence from Bolivia and Belize illustrates the importance of social assets in protecting the most vulnerable against natural disasters.
