The World Bank has been widely critiqued as a global governance actor capable of coercing and persuading its developing member countries to accept its policy recommendations. This article contributes to academic discussion by drawing upon the policy transfer and policy mobilities literatures to analyse the World Bank's two main pillars of technical assistance (TA): TA components (advisory services contained within lending operations) and stand‐alone TA projects (loans and credits that solely finance TA). Beginning from the constructivist position that ‘development’ is a social construct, the article argues that relational dynamics between TA provider and recipient affect the perception of the legitimacy of policy norms transferred from the ‘international’ to the ‘domestic’. The value added of the article is thus that policy legitimacy is not simply conferred by whether advice is technically sound but moreover through the social and political interactions—the relationship—between TA provider and recipient. ABSTRACT

In this article, we ask how housing subsidies might influence young children. We examine two national housing policies – public housing assistance and the Section 8 vouchers program – and two demonstration projects that aimed to improve the administration of providing housing subsidies – HOPE (Homeownership Opportunities for People Everywhere) VI and Moving to Opportunity. This article is a critical examination of these policies and demonstration projects in relation to the following housing dimensions that promote the healthy development of young children: income supplements residential stability, physical environment, access to services and amenities, housing choice, neighborhood safety, and social capital. We compared advantages and limitations of each of these national housing policies and demonstration projects and examined ways in which they might influence children in these housing dimensions. The article concludes with implications and future research directions for U.S. housing policy by discussing its most recent U.S. Department of Housing and Urban Development (HUD) initiative, Rental Assistance Demonstration, in addressing limitations of housing policies and demonstration projects we examined.  相似文献

The Rental Assistance Demonstration (RAD) Program is designed to address a $26 billion public housing capital needs backlog. New investment is leveraged by converting public housing to project-based assistance, with ownership transferred to nonprofit and private entities. In other words, RAD is expediting the end of the country’s 80-year-old public housing program. While this may seem like a dramatic policy shift, there is actually little about RAD that is new. This investigation of RAD’s origins reveals it to be the coalescence of existing programs, established policies, and longstanding trends multiple decades in the making. This in turn helps explain why RAD has expanded so quickly and why its expansion is likely to continue. There exists a great need for more research on and monitoring of RAD’s implementation, and for a reassessment of the policy priorities that produced both the program itself and the problem it attempts to solve.  相似文献

Abstract

The large influx of immigrants to the United States and New York City from poorer countries has sparked considerable debate as to whether immigrants are becoming a “public charge” to American society. Most arguments have centered around immigrants’ use of cash assistance programs. This article compares immigrants’ receipt of rental housing assistance with that of native‐born Americans.

Bivariate analyses reveal that immigrants, as a group, are no more likely than native‐born households to use any form of rental housing assistance. Indeed, in most instances immigrants are less likely than native‐born households to receive assistance, with two exceptions: immigrants who have been in the United States since 1970 and immigrants from the former Soviet Union in New York City. Multivariate analyses reveal similar results, except that immigrants who have been in the United States since 1970 are no more likely than other immigrants to receive housing assistance when we control for other factors.  相似文献

In the wake of the U.S. foreclosure crisis, the magnitude of homes flowing into investor ownership since 2007 has been unprecedented. Based on interviews with investors and other key informants active on the south and southwest sides of Atlanta, we describe the key aspects of the business models of such investors, including their methods of identifying properties, determining acquisition prices and renovation costs, and managing properties for rent. We also examine their expectations for financial return, including the sensitivity of returns to market and property uncertainties. We conclude with key findings and some recommendations for policymakers.  相似文献

Abstract

The U.S. Department of Housing and Urban Development has found that Section 8 voucher recipients are often unable to secure apartments outside of high‐poverty areas in tight urban rental markets. However, intensive housing placement services greatly improve the success and mobility of voucher holders. Drawing on ethnographic research in the housing placement department of a private, nonprofit community‐based organization, I first describe how fundamental problems in implementing the public subsidy program in a tight private rental market generate apprehension among landlords and voucher recipients that can prevent the successful use of vouchers. Second, I demonstrate how housing placement specialists can dispel and overcome this apprehension through a variety of tactics that require extensive soft skills and a deep commitment to the mission of housing poor families.

These findings provide support for the increased use of housing placement services to improve success and mobility rates for Section 8 vouchers.  相似文献

ABSTRACT

Many indicators of renter household insecurity remain widespread or have shown signs of worsening in the past decade, including unaffordability, poor unit conditions, overcrowding, and evictions. Most research to date has examined each of these conditions as a standalone problem, without examining the extent and severity of simultaneously occurring housing problems. This study closes that gap by examining the suitability of measuring housing insecurity as an index of multiple variables within four identified dimensions: unaffordability, poor conditions, overcrowding, and forced moves. Results show that dimensions of housing insecurity are highly correlated and suitable for measurement as an index. The proposed index shows that housing insecurity is widespread among U.S. renters, but varies greatly in severity and type.  相似文献

This exploratory article seeks to analyze the nature and impact of one of the main democracy promoters in Malaysia i.e. the United States (US). The US is a promoter that is often being alleged with interfering with Malaysian domestic affairs, especially since the sacking of former Deputy Prime Minister, Anwar Ibrahim in 1998. This article argues that the US democracy promotion in Malaysia can be conceptualized under the framework of a concurrent democracy assistance strategy. This is due to the fact that while the US is supporting the non-regime compatible program, it is also concurrently channeling bigger aid for regime-compatible program to Malaysia from 1999–2015. The improvement of diplomatic ties between both countries since post-Mahathir era and the prioritization of security issues have led to a more engaging conduct of democracy promotion. Despite the US continuous funding of non-regime-compatible programs through non-state actors, this approach was nevertheless balanced by cordial relations at the state level. Nevertheless, the effect of US democracy assistance and promotion on Malaysia’s democratic development has been minimal, reinforcing the views on the difficulty to promote democracy in a semi-authoritarian regime.  相似文献

Abstract

This research addressed two main research questions: (1) Is constructive performance feedback positively related to perceived fairness of performance appraisal? (2) Does trust in supervisors mediate the relationship between constructive performance feedback and the perception of a performance appraisal as being fair? Using the 2018 Federal Employee Viewpoint Survey dataset, we employed the structural equation model to analyze the relationship. Findings revealed that constructive performance feedback and trust in supervisors were positively and significantly associated with perceived fairness of performance appraisal. Further, trust in supervisors partially mediated the relationship between constructive performance feedback and perceived fairness of performance appraisal.  相似文献

Abstract

The redevelopment of distressed public housing under the Urban Revitalization Demonstration Program, or HOPE VI, has laudable social, physical, community, and economic goals. Three public housing projects in Atlanta, Chicago, and San Antonio demonstrate the complexity and trade‐offs of trying to lessen the concentration of low‐income households, leverage private resources, limit project costs, help residents achieve economic self‐sufficiency, design projects that blend into the community, and ensure meaningful resident participation in project planning.

Although worthwhile and ambitious, HOPE VI cannot achieve all these goals. More of them can be achieved by developing strategies related to the strength of the local real estate market. To that end, the U.S. Department of Housing and Urban Development and public housing authorities must use the market‐based tools in the Quality Housing and Work Responsibility Act of 1998. Standards for improved physical design and resident participation and further research on critical supportive services for residents are also needed.  相似文献

ABSTRACT

Using the performance evaluation data of Korean SOEs, the impact of information asymmetry within target setting on ratcheting intensity and the ratchet effect is investigated. It was found that ratcheting intensity is substantially greater (lower) for target-setting methods that have utilized limited (plenty of) information on past performance and that the ratchet effect increases with ratcheting intensity. These results indicate that information asymmetry between the superior and subordinates is one of the crucial drivers of the ratchet effect. It was also documented that when subordinates sufficiently beat target, the ratchet effect is much greater for relatively “top-down” target setting than that for relatively “bottom-up” target setting. This finding suggests that securing subordinates’ active participation in the target-setting process can alleviate their effort reduction incentive.  相似文献

Anthony Atkinson's idea of a participation income draws attention to the various ways in which people contribute to society. Current discussions on social participation go beyond paid work to include volunteering, education, and caregiving to kin. With the idea of the participation income, various forms of contribution can be highlighted and acknowledged. This article investigates how the idea of a participation income is reflected in Danish, Finnish, German and Dutch social policies. It shows that different elements of a participation income are incorporated in active labour market policies: Denmark adopted a narrow focus on paid work; Finland seeks tailor‐made solutions for the long‐term unemployed; Germany reformed many policy areas to achieve a better activation; and the Netherlands acknowledges a wide range of social participation forms. These country differences highlight that governments can adapt the idea of a participation income to achieve the focus they desire.  相似文献

The issue of economic growth and human development has been a central concern in the oil and gas sector of Nigeria's extractive industry, and this has featured prominently in the agitations and generalized restiveness in the Niger Delta, the oil‐producing region. While many studies have focused on these problems, policies aimed at confronting them have not received much broad attention. This article bridges this research gap by holistically focusing on the solution to the problem. In doing this, the article examines the policies during the Obasanjo administration from 1999 to 2007 in order to critically assess the efficacy or inefficiency of the policies in reversing the general problem now known as the “resource curse,” and to offer a better understanding of the deeper political, social, and economic issues that drive outcomes. The article finds that while significant efforts were made to avoid the boom and bust cycle of oil and lower volatility by de‐linking public expenditure from oil revenue through the “oil‐price‐based fiscal rule,” generally, progress in this area was not matched by improvement in the other areas examined by this study, notably peace and safety of lives and oil/gas installations, the development of the oil‐producing region, environmental security and sustainability, and the transparent and accountable use of oil/gas revenues.  相似文献

Contracts and performance management, along with the concept of consumerism, have become the fundamental metaphors for New Public Management (NPM) and key changes in the public service. ‘Doing well while doing good’ and finding generally acceptable accountability measures for social services have become the perennial aspirations of planners, service providers and funders. This article examines the contingent factors and rationales behind the quality movement and recontracting exercise in reforming the delivery of personal social service programs in Hong Kong within the framework of New Public Management (NPM). It explains the use of long‐term relational contracts rather than the standard business contracts between the government as funder and non‐profit organisations as service providers. It also deals with the complex relationships among quality issues, quality standards, consumerism, accountability, performance indicators, and performance management.  相似文献

Arend Lijphart's Patterns of Democracy, similar to most of his work, elicited fierce scientific debate. This article replicates some of the analyses proposed in its second edition (published in 2012) in the light of the critiques received by the first edition (published in 2009). It primarily examines the relationship between institutional setup and interest group representation, disentangling the effect of consensualism from that of corporatism on issues such as macroeconomic performance and governance capabilities. The article further deepens our understanding of the complex causal mechanisms connecting these variables, proposing a more sophisticated empirical investigation that emphasises selection effects and conjunctural causation.  相似文献

Local governments have been involved in a continuous reform process during recent decades. In many cases, this process has focused on the introduction of performance measurement and management. Reforms have evolved from the mere use of indicators to integrated management systems. In this article, the Balanced Scorecard, a system designed to answer the need for integrated management systems, is used as the framework to analyse how local governments have managed the use of performance management systems. The demands for better public performance, for greater customer focus, for enhanced decision-making and for increased responsiveness have an important role in the design of performance management systems. In addition, a perceived crisis in the area of management can act as catalyst for the implementation.  相似文献
