  • Based on the ‘structured content analysis’ of the longitudinal data from a journal of Chinese real estate industry during last 11 years, this paper studies the nature of public issue life cycle and corresponding corporate political actions (CPAs) in a transitional economy. This paper finds out that in a transitional economy like China: (1) a new stage called ‘policy trial’ and double steps of policy introduction were found in the public issue life cycle; (2) the possible outcomes of Chinese public issues are partially consistent with Tombari's arguments; (3) the evolution of CPAs takes a more complex and different path compared with that in the West. In general, this paper provides an available research perspective (the public issue life cycle model) for firms to manage and monitor their external political environment by effectively developing CPAs in a transitional economy.

In this article, we posit that corporate political activities (CPA) such as lobbying make use of corporate social responsibility (CSR) to advance instrumental goals. We juxtapose the theoretical foundations of the normative concept of political CSR and the strategic notion of nonmarket strategy to show that they are in opposition conceptually regarding the role of corporations in public policy. Using a systematic theoretical comparison along seven dimensions, we discuss the juxtapositions and identify the common ground of the two theories. Building on examples from the alcohol industry, we describe how CPA uses instrumental CSR to advance goals in public policy—we call this politicized CSR. Hence, we illustrate the shift from political to politicized CSR, a misuse of CSR for purposes of CPA, and discuss consequences for the theory and practice of public affairs and CSR.  相似文献

  • This paper explores the institutional and political dynamics of the Business Council of Australia (BCA), a unique form of big business association which relies on the active involvement of its one hundred or so CEO members. The paper argues that associations such as the BCA confront a range of serious institutional problems in their attempts to wield political power, or more modestly perhaps, policy influence. First, they confront a disconnect between ‘structural’ and ‘instrumentalist’ articulations of business power. The key source of business power resides in business control over the economy and the investment process, a form of power wielded at the company level not at the level of business associations. When engaged in instrumentalist or overt forms of political activism, the BCA also confronts serious collective action problems. It is also argued that the influence of the BCA seems to have declined over time and that this can partly be traced back to declining CEO commitment rooted in changing institutional and structural dynamics in the corporate world.

  • Corporate 'social responsibility [CSR] is neither a fad nor an optional extra. The interest in it is reflective of a deeper change in the relationship between companies and their stakeholders. Healthy business requires a healthy community, and should be contributing to its creation and maintenance. The public increasingly wants to know about companies that stand behind the brands and products presented to them. And use their power to reward ‘good’ companies and punish the ‘bad’ ones. (Lewis, S. 2001 ).
  • CSR is becoming ever more important in the modern business environment, as is evident by the fact that most leading public companies include a specific statement on their CSR policy within their annual reports. Indeed, changing societal expectations, increasingly intrusive media reporting, and ever more sophisticated and powerful pressure groups have caused all organizations to consider more carefully their wider social responsibilities not only out of altruistic reasons, but because of the need to consider the potential impact of their policies on their wider stakeholder relationships.
  • It is argued in academic and professional writing that CSR orientated organizations benefit from a series of tangible and intangible benefits, when stakeholders are informed of their orientation. Corporations have reacted to these calls and this belief in a business case and are implementing CSR programmes or corporate change to bring about new corporate mindsets, and are in‐turn communicating the results of these programmes. However, in order to be able to effectively communicate it is necessary that organizations clearly understand the concept of CSR, both from a managerial perspective and homogeneous and individual stakeholder perspective.
  • Aiming to help address this lack of understanding, the proposed paper provides a case examination of stakeholder and management perspectives of CSR in the North West of England in a retail setting. The study was conducted in 2003 around a Major UK retail centre using a mix method approach that drew out management cognate viewpoints on CSR and quantitatively tested these findings against stakeholder viewpoints on CSR. The study is served as a pilot for future studies into the area.
  • It found that within the context of the case that the managers and stakeholders (when taken as one homogeneous group) shared a similar view of the concept of CSR. Additionally, the weaknesses of the research pilot brought to the surface methodological improvements that could impact on future researches into the area.

With the emergence of COVID-19, many governments around the world co-oped non-health actors into enforcing comprehensive mandatory vaccination policies. Implementing these policies can be challenging, creating irreconcilable goals and problems with knowledge and understanding of areas outside the implementers’ direct field of expertise or scope of work. We know very little about how such frontline workers cope with these challenges associated with implementing policies whose goals lie well outside their remit (which we describe as generating exogenous policy pressures), and what this means for the operation of the policies. This article uses policies in place prior to the pandemic to fill this gap. It examines attitudes and experiences of frontline childcare educators who implement Australia's No Jab, No Play childhood vaccine mandate policies within the states of New South Wales, Queensland, and Victoria. Through qualitative analysis of interview and focus group data, we find that these frontline workers cope with moral conflict, confusion, and a lack of knowledge by moving against clients: they rigidly follow the rules beyond legislative requirements, and sometimes break them, generating a new coping category we call ‘rigid rule breaking’. However, their need to employ coping strategies is informed by the extent to which government has designed the policy to coerce the behaviour of the providers, families, or both. The implementation of more coercive variants of No Jab, No Play policies deviates more from what legislators intended, while providers given scope to make their own decisions about enrolling unvaccinated children report satisfaction in their decision-making.

Abstract

As the professional practice of intelligence collection adapts to the changing environment and new threats of the twenty-first century, many academic experts and intelligence professionals call for a coherent ethical framework that outlines exactly when, by what means and to what ends intelligence is justified. Reports of abuse at detention centres such as Guantanamo Bay and Abu Ghraib, the ever increasing use of technological surveillance, and the increased attention on the use of torture for intelligence collection purposes have all highlighted a need to make an explicit statement about what is and what is not permissible intelligence practice. In this article an ethical framework will be established which will outline under what circumstances the use of different intelligence collection activities would be permissible. This ethical framework will first underline what it is about intelligence collection that is ‘harmful’ and, therefore, should be prohibited under normal circumstances. The ethical framework then outlines a set of ‘just intelligence principles’, based on the just war tradition, which delineate when the harm caused can be justified. As a result, this article outlines a systemic ethical framework that makes it possible to understand when intelligence collection is prohibited and when it is permissible.  相似文献

  • In this paper, I propose a new integrated framework which may be used to conduct a thorough analysis of a firm's political environment. The four steps of the methodology include the problem (how a political problem emerges and can be shaped by actors), the procedure (the public decision‐making procedure), the policies (relevant public policies currently implemented) and the players (including policy‐makers as well as participants in the political debate). Together, they form what I call the ‘Four Ps of corporate political activity’.
  • This framework can serve not only for environmental analysis and monitoring, but also to improve the effectiveness of a firm's attempts in the field of political influence, through actions such as arena selection, issue framing, the use of procedural opportunities, proactive negotiation of a compromise or gate‐keeping the political arena.

  • Many corporations use legal rather than ethical standards for decision making in issues management. The Enron collapse provides a case example of why legal standards should never be used as a substitute for ethical principles. As we illustrate in this discussion of Enron, seeking loopholes in the law can lead to ethical violations that are ultimately more severe than legal infractions. We use systems theory and rhetorical rationales to discuss the issues management function as the proper location in an organization for ethical decision making and corporate responsibility. Both systems theory and rhetoric support the argument that an organization must be good internally and make decisions from an outside‐in perspective; management at Enron heeded neither idea. This research recommends a deontological approach, based on Kantian norms of moral autonomy and good intention as a basis for ethical issues management, and uses the Enron case for illustration of these principles. We conclude this discussion by offering a matrix simplifying the principles of both ethical and legal decision making based on systems theory and rhetorical approaches to public policy.

  • This article begins by arguing that the structure of the political market differs significantly from business markets and that, consequently, the prescribed strategies from ‘traditional’ marketing theory are not always appropriate in politics.
  • Then the military metaphor is applied to the political market and its ability to illuminate competitive strategy in this market is explored. Particular attention is paid to the interaction of direct and indirect strategies in politics over the lifecycle of a parliament.
  • The relevance of military principles in implementing the strategies identified is then considered. The paper concludes with a wider discussion of the limitations of the military/competitive model as applied to politics and a general indication of how a more comprehensive competitive model might be created.

This article examines the experience of corporate crisis in the major industrial economy of Western Europe. West Germany's experience of corporate crisis is analysed by reference to its legal framework, political context and economic history. Particular attention is given to two modes of crisis management: ‘bank‐led’ rescue and ‘the crisis cartel’. Case studies include AEG, Grundig, the steel corporations of the Ruhr and the Saar, shipbuilding corporations and Krupp. The argument draws on the evidence of mounting problems of corporate crisis management to assess the prospects for the theory and practice of the social market economy in West Germany.  相似文献

This essay reviews the primary methods that have been used to study corporate public affairs, issues management, and corporate political activity (PA/IM/CPA). We identify three tractable areas of research in these areas: (1) the determinants of PAM/IM/CPA; (2) the effects of PAM/IM/CPA on public policy outcomes; and (3) the effects of public policy outcomes on overall firm financial performance. Despite the considerable difficulties in gathering data to test these phenomena, we posit that scholars have made progress in understanding some aspects of these relationships. Still, we conclude that the greatest weakness for the advancement of methodological progress is the lack of a theoretical model describing the PAM/IM/CPA process, which ultimately hinders the ability of empiricists to seek the ‘proper’ data to test such relationships. Public affairs in the third millennium will develop in three significant ways.
  • (1) It will deal increasingly with global issues and authorities. ‘The chief executive needs to be an entrepreneur with global vision. He needs political skills, to steer a course through the regulatory maze.’
  • (2) The companies that succeed may be global, but many of the regimes of regulation and control will remain national. The ability to deal with them will be essential.
  • (3) Public affairs will have to deal effectively not only with national and international regimes but also with organised ‘civil society’. NGOs have now formed global alliances. They are recognised and consulted formally and informally and have begun to ‘show their teeth’.
These developments create strong and specific challenges for corporate communications. ‘Sovereignty is what you belong to.’ The European Union (EU) has developed as a model for global public affairs. Companies that have learnt to combine national with supranational public affairs in the EU will be well equipped in the fora of WTO, OECD, ILO and others yet to come. The communications challenges are two:
  • (1) Support for mergers: As globalisation proceeds by merger, companies will need fluency in communicating the benefits of mergers, both internally and externally.
  • (2) Trading identities: As countries go for national brands to achieve tourism and investment, mega‐merged global companies are using nation‐building techniques to achieve internal cohesion across cultures.

Is there an ‘ethical code’ of values that underpins cross-border cooperation activities? By focusing on people as ‘agents’, the article argues that citizens and individuals in their integral development have been neglected so far when the development of cross-border spaces is scrutinized. This study aims to provide an alternative theoretical framework through which cross-border activities can be analysed and operationalized. This is done by synergically reading Benedict XVI’s ‘Caritas in Veritate’ and Sen’s ‘Development as Freedom’. It is suggested that the ethical dimension of cross-border cooperation activities needs to be scrutinized on the ground that cross-border spaces are neither ethically neutral, nor inherently inhuman and opposed to society. They are instead part and parcel of human activities and must be structured and governed in an ethical manner. It follows that ethical values are the means of cohesion in cross-border zones. Without including them in the analysis, real cohesion cannot be achieved.  相似文献

  • While a great deal of academic and practitioner effort has been devoted to understanding and formalizing objective setting in corporate strategic planning and in strategic communication, far less effort has been committed to objective setting for issue management. Within this context, setting a proper objective is sometimes swept aside in the ‘rush for results’ and, as a consequence, issue management efforts can be misdirected, misapplied and poorly evaluated. Objective setting for issue management has unique requirements which distinguish it from broader corporate planning processes, and this paper develops a rationale and proposes specific guidelines to help to establish strategic objectives for effective issue management.

In Democratic Justice and the Social Contract, Weale defends a contractarian theory of social justice following what he calls the ‘empirical method’, which consists in grounding ethics and politics on the observation of concrete examples of social contracts, rather than abstract speculations. In this paper, I will make three critical remarks. First, the empirical method is open to the same objections usually raised against more abstract approaches to social contract theory: by an appropriate choice of the starting point, one can justify any ethical or political position. Second, Weale’s focus on the societies that were successful in managing common pool resources appears arbitrary: other social organizations (e.g. hunters and gatherers societies) would be a more obvious choice. Finally, in following the empirical method, philosophers must be willing to import into ethics and politics the same problems of interpretation one encounters in theoretical social sciences. As an example, I will show that Weale’s position on the welfare state depends on the interpretation he gives of some practices observed in the societies he chooses as models. Different interpretations of the same practices would induce Weale to revise his positions.  相似文献

Leadership is widely seen as having an important role in fostering ethical conduct in organizations, but the ways in which the actions of leaders intersect with formal ethics regulation in shaping conduct have been little researched. This article examines this issue through a qualitative study of the operation of the “ethical framework” for English local government, which entailed all councils adopting a code of conduct to regulate the behavior of local politicians. Studying local government provides an opportunity to examine how personal and managerial factors combine to influence ethical conduct and to analyze the ways in which ethical leadership is exercised through multiple people in leadership roles (politicians and managers). The article finds that organizations that exhibit consistently good conduct have multiple leaders who demonstrate good conduct but also act to preempt the escalation of problems and thereby minimize the explicit use of ethics regulation.  相似文献

Abstract

This paper posits four ranked, generic goals of state foreign policy, maps them against the American ‘pivot,’ and concludes with possible handicaps of that shift. Drawn broadly from realism and liberalism, those abstract goals are as follows: national security, economic growth, prestige among the community of states, and the promotion of cherished national values. Applying this framework specifically to Northeast Asia, the USA, regarding security, is likely to increasingly ‘hedge’ China, and its North Korean client, with regional allies, off-shore balancing, and a shift toward AirSea Battle. On trade, the USA will continue its decades-long effort to reduce Asian mercantilism by tying Asian traders into multilateral, neoliberal rule sets. Regarding prestige, the ‘Beijing Consensus’ is a growing challenge to US soft power which the pivot seeks to refute. In addition, on values, the USA will continue to nag especially China to conform to US standards of law and human rights. The USA will continue to push the broad liberalization of Asian polities and economies. The democratic peace and liberal trade are the ideological frame and motivation of the pivot. Nevertheless, significant US handicaps may slow the pivot: American cultural distance from Asia means little public support and understanding of its necessity; strong regional allies will tempt the USA toward offshore balancing on the cheap; and the dire US budget shortfall will reduce the resources necessary to fund it.  相似文献

  • Strategic corporate and public affairs communication about Corporate Social Responsibility (CSR) has emerged as a major component of corporate efforts to interact with their stakeholders and society at large. Non‐financial reporting, and CSR reporting in particular, is now seen as an essential corporate communication process by most members of a company's stakeholder community. This growth in CSR reporting has been driven by the need to increase corporate transparency and accountability concerning social and environmental issues. Arguably, the European Union is the most progressive region in adopting CSR reporting. Almost all of Europe's top 100 companies report on social and environmental performance, whilst figures for the USA and the rest of the world are much lower. The latest Accountability Rating concludes that ‘Europe leads, America lags’ after measuring companies' social and environmental impacts.
  • The authors argue that visual communication is as important as words and numbers in creating meaning and assess UK and German Companies' non‐financial performance. Utilizing a range of research methods including content analysis and semiotic interpretation the authors propose a typology of images used in non‐financial reporting. This typology and associated conceptual development can used to more accurately define and interpret CSR and sustainability.

The aspiration to be creative seems today to be more or less compulsory in an increasing number of areas of life. In psychological vocabularies, in economic life, in education and beyond, the values of creativity have taken on the force of a moral agenda. Yet creativity is a value which, though we may believe we choose it ourselves, may in fact make us complicit with what today might be seen as the most conservative of norms: compulsory individualism, compulsory ‘innovation’, compulsory per­formativity and productiveness, the compulsory valorization of the putatively new. This article suggests that, in order to escape the moralizing injunction to be creative, we need to cultivate a kind of ethical philistinism, albeit disaggregating such philistinism from the negativism of outright cynicism or fatuity. However, there is not much use in outlining an abstract model of philistinism. Instead, we take some ‘exemplars’ of a philistine attitude to creativity – Gilles Deleuze, F. R. Leavis, and Paul Cézanne – in order to show how such an ethos can be accomplished, on the one hand, with or without philosophy, and, on the other, with or without even the very idea of creativity itself, invoking instead the notions of ‘inventiveness’ and an ‘ethics of inertia’ as against creativity as such. The message should be that, rather than this or that theory, only exemplars – the bit-by-bit assembly of reminders – can help liberate us from the potentially moronic consequences of the doctrine of creativity.  相似文献
