Tony Blair's speech challenged the media over its standards in his valedictory lecture. Many of his charges about the absence of balance, attacks on motive and a pack mentality stand up, even if some are exaggerated and also applied well before his arrival in 10 Downing Street. Mr Blair's solutions did ot match his critique. What is required is a more self‐questioning media, being held to account on the internet and on specialist blogging sites. Vigorous criticism, requiring justification, is a more credible rout than tighter regulation. Tony Blair's speech on the changing pressures on the media is both interesting and convincing in its diagnosis (although generally reported in ways that did not reveal this). It is less convincing in suggestions for change: the fact that on‐line media will fall under Of‐com, and so under its minimal ‘content regulation’ will have little impact. Effective change could begin with other types of (self or other regulation). Some steps towards change might include minimal requirements for journalists and editors to accept elementary forms of accountability, such as disclosing conflicts of interest and payments made for ‘stories’. The scale of media coverage may be crucial in determining the allocation of aid, yet the attention the media pays to particular causes is arbitrary. Many serious disasters are not reported and as a consequence do not receive adequate aid, so that the victims of the crisis will lose out. Chronic long term problems, like famine, are ignored in favour of ‘sudden emergencies’. Reporting seeks sensation and simple stories which influences the way that aid agencies respond to the media. The complex background to a faraway disaster is often overlooked and not properly reported. Tony Blair's speech describing some of the news media as ‘feral beasts’ contained one paragraph which contained an insight into his views on new media. It was known that the outgoing Prime Minister was uncomfortable with some aspects of new technology but his remarks reveal a wider disappointment with how new media has failed to deliver changes which he had hoped for in political communications.This paper records Mr Blair's problems with new media and argues that by focusing on how the new technologies might provide a better way for politicians to by‐pass the traditional media he has missed the point of their wider benefits.  相似文献

The 1991 Census form for households in Great Britain included, for the first time, a question about ethnic group. The question had nine boxes, eight for named ethnic groups and one for 'any other'. One box had to be ticked for each member of the household. Brian Klug discusses his own reaction to the (so-called) ethnic question, and explains why, as a Jew of European extraction, he did not tick the box marked White. He examines several issues raised by the ethnic question, including the following: why this question is different from other questions on the form; the definition and use of the words 'racial' and 'ethnic'; the vocabulary of colour ('black', 'white' etc.) in the language of race; the idea that 'white' is an ethnic category; the claim that the ethnic question is an instrument for combatting racism; one proposal for improving the question by removing the 'racial' components in the categories.  相似文献

In 1933 the army of the nascent Iraqi state launched an exterminatory attack on members of the Assyrian community who had fled to Iraq during the First World War. 'The Assyrian affair' which at the time sent shock-waves around the world has now been largely forgotten. But an examination of its origins and causation reveals much about the nature and pattern of modern genocide. Levene argues that typecasting genocide as the outcome of prejudice, racism or even xenophobia, while these may be significant ingredients, proves to be insufficient as a comprehensive explanation. Rather, these factors need to be analysed within the context of an emerging international system of nation-states. This itself may be a factor in helping to catalyse the most extreme and radically ideological responses, especially from new and untried national elites seeking to overcome perceived obstacles to their state's development and genuine independence.  相似文献

George Canguilhem's 1947 lecture,‘Machine and organism’,is a rich source of ideas for thinking about the relationships between living organisms and machines. He takes all tools and machines to be extensions of the bodymand part of life itself (which does not make machines any more good or bad than every living organism is good or bad). These insights are updated with a discussion of cyborgs. An account is given of the original idea of the cyborg (Clynes and Kline 1960), and of its transformations in science fiction and at the hands of Donna Haraway and Andrew Pickering. Canguilhem is profoundly anti-Cartesian, but on account oshis vision of life which breaks down the old barriers between natural and artificial, mind and body, manufactured and created.  相似文献

Abstract

This essay addresses Georges Bataille as a historical thinker by concentrating on The Accursed Share (three volumes, 1949-54), the text Bataille took as his master-work. An amalgam of cultural criticism, anthropological and sociological research, The Accursed Share reveals Bataille's temporalised vision of his four central ideas, excess, expenditure, sovereignty and transgression. Grappling with this vision is key for understanding Bataille's oeuvre as a whole because it brings the entirety of his assessments of Western and world culture under its heading. The aim of the paper is to offer a sense, on one hand, of Bataille's dystopic heterology and, on the other hand, the unique formulation of the junctures between economics, power and morality that define him as important for the irruption of post-structural thought specifically, and indeed, the postmodern era as a whole.  相似文献

The role of victimization in the generation of ethnic inequalities is increasingly acknowledged yet its impact on the lives of people with different religious affiliations remains underexplored. This is despite evidence of the importance of religion for forms of group identification and social mobilization. An exploration of the particular impact of religion as a focus for experiences of victimization may be particularly pertinent given the increasingly negative treatment of Muslim people since the riots in Britain of 2001, the terrorist incidents of 2001, 2004 and 2005 and the political and military responses to them. Cross-sectional analyses of data collected in 2000 and 2008/2009 explore whether there is evidence that the ethnic/religious patterning of reports of different forms of victimization have varied over time, after adjusting for the impact of age, gender, migration and socioeconomic differences between the groups. In 2000 Muslim people with different ethnic backgrounds were less likely, but by 2008/2009 were more likely, to report experiences of victimization than Caribbean Christians. However, the ethnic/religious patterning of perceptions of Britain as a ‘racist society’ were more consistent over time. This may suggest that, despite their increased exposure to victimization over the period, Muslim people in the United Kingdom have yet to experience the racialization characteristic of the treatment of Caribbean Christians, which requires a more prolonged exposure to racist negative attitudes. But this may be only a matter of time. The persistent expectation of poor treatment described by Caribbean Christians is testament to the difficulties of addressing these negative perceptions once racialized identities are embedded. Immediate action must be taken to prevent this occurring among other ethnic/religious minorities.  相似文献

Studies of racial persecution in Germany, particularly during the Nazi period, now appear on almost a daily basis, so that every victimized minority has received attention. Antisemitism remains the main focus of research but the Romanies have now begun to attract scholars. While historians have studied Jews in virtually every location and over short time periods, they have tended to examine the situation of the Romanies at the national level using a longer time frame, recognizing the continuities of racial persecution that link the Nazi years with the rest of the twentieth century. Panayi brings out these longer-term patterns by focusing on the case of Osnabrück. He begins with an account of the historiography of Romanies at both the local and national level, and contrasts this with the general attention that German history of the first half of the twentieth century, especially the Third Reich, has received. The narrative then moves on to use the limited information available on the Osnabrück Romanies to carry out a detailed examination of the realities of their everyday life and the attitudes of the authorities towards them in the town between 1933 and 1946. Panayi’s study falls into the German social history approach of Alltagsgeschichte, which uses the specific to draw out the realities of the general national picture.  相似文献

Abstract

The core idea of this paper is that we can use the differences between democratic and undemocratic governments to illuminate ethical problems. Democratic values, rights and institutions lie between the most abstract considerations of ethics and meta-ethics and the most particularised decisions, outcomes and contexts. Hence, this paper argues, we can use the differences between democratic and undemocratic governments, as we best understand them, to structure our theoretical investigations, to test and organise our intuitions and ideas, and to explain and justify our philosophical conclusions. Specifically, as we will see, a democracy-centred approach to ethics can help us to distinguish liberal and democratic approaches to political morality in ways that reflect the varieties of democratic theory, and the importance of distinguishing democratic from undemocratic forms of liberalism.  相似文献

Cultural reproduction is examined in this paper, not in the sense of replication, but as the creation of something new. Women's work in such cultural reproduction is explored through the experiences of Greek-identified women who live in Canada and Australia, or who have lived in these countries and now reside in Greece. These women are the daughters of immigrants who are now rearing the so-called third generation. Of particular interest is the way these women contrast their role in cultural reproduction to that of their own mothers. The argument is made that these women play a key role in the staging of Greek origin through the family and that, in the diaspora, this is a complex, dynamic and critical process that lies at the heart of new understandings of cultural identifications.  相似文献

Abstract

This paper explores the specific contribution of a strand of contemporary French social theory founded by Cornelius Castoriadis and Claude Lefort to the under standing of human power. It formulates a conception of power that transcends its definitions in terms of physical coercion or institutionalised violence to reveal the way power is creative and institutes the social. Its reflection on the cultural nature of political power and it role in society is shown to extend the pioneering reflection of Durkheim's sociology, especially as regards the homology that exists between religion and politics. The social role performed by the state explored by Durkheim prefigures Gauchet's theory of the state, which builds on Lefort's work. Gauchet's theory can be said to elaborate a critical synthesis of the two stands of Durkheim's work: the sociology of religion and the sociology of the modern state. This synthesis raises questions on the role played by the European state in the development of individualism, in both its political and economic manifestations.  相似文献

This investigation traces the ontogeny of the use of “I” and how its symbolic use promotes imaginative thinking. Peirce's triadic system is contrasted with Vygotsky's binary system to highlight the import of Thirdness in characterizing the ontogeny of person deictics within conversational roles. Person deictics, such as “I”, are first indexes. Later when their social function/meaning is apprehended, they serve as symbols as well; still later they are used psychologically in self to self monologues, and acquire distinctive interpretants when used unconventionally. Early indexical uses of “I” are non-symbolic – “I” referring to self only absent recognition of conversational roles. “I” is employed symbolically when its referent shifts and when its invariant meaning (speaker) is apprehended. Person deictics enhance the emergence of imagination when the symbolic use transcends their inter-psychological regulation through human to human conversation to their intra-psychological function in self to self discourse. Extension of functional roles (speaker/listener) to dolls/puppets (in representational play scenarios) constitutes an extended use of the symbolic function because inanimates cannot assume conversational roles; and such use triggers the association of different interpretants to the category of deictic use. The symbolic use of “I” as speaker facilitates apprehension of self as object, which is a major determinant of when in ontogeny children extend the use of person deictics from Dynamic to Final interpretants.  相似文献

Between independence in 1962 and the genocide in 1994, only two presidents ruled Rwanda. In addition to the enormous economic and developmental challenges that faced Presidents Grégoire Kayibanda (1962–73) and Juvénal Habyarimana (1973–94), each had to manage the ethnic divisions that plagued the country. In this paper Mayersen explores how each president discussed the issue of ethnicity in presidential speeches, interviews and key policy documents. Ostensibly, Presidents Kayibanda and Habyarimana both promoted national unity and advocated allegiance to a unified Rwandan identity rather than a focus on ethnicity. President Kayibanda called for ‘tolerance and understanding between the ethnicities’, while Habyarimana entreated Rwandans to ‘love your countrymen without distinction of ethnic or regional origin’. Yet in the allusive and indirect communication style typical of Rwandan discourse, underneath the presidential promotion of unity was a more complex message. Mayersen argues that the way each president addressed the issue served to maintain a high level of consciousness regarding ethnicity, and contributed to ongoing ethnic disharmony.  相似文献

Over twenty years ago my book The Last Intellectuals put into circulation the phrase “public intellectual.” The term unexpectedly enjoyed great success. It encapsulated a new division between a professional or academic intellectual focused on his or her specialty and an intellectual orientated to a larger public. The former tend to disappear into the university, while they latter write for the educated public. In the twenty years since its publication, my book has been sharply challenged. Moreover the emergence of African-American and women intellectuals, and well as new developments such as Internet, have possibly undermined my thesis. Yet these phenomena amount to revisions, not refutations, of my thesis. Moreover the role of intellectuals in France and Germany suggest that the same process of academization is taking place in other advanced industrial nations. What is called for is not nostalgia or its opposite, a celebration of everything that happens, but a consideration of the real shifts that affect the lives and work of intellectuals.

European and Asian‐Pacific policymakers need to shift from policies based on competition to those based on co‐operation. If European and Asian‐Pacific states are successful in implementing and strengthening new security institutions on the basis of co‐operative behaviour designed to realize absolute gains, then conflict in these two regions may decrease and regional hegemonic competition may not materialize. It is argued that three key factors will determine the viability of any regional security framework. These are reciprocity in security relations, great power support for the security arrangements and reassurance. In this study's comparative evaluation of Europe and the Asia Pacific, the pursuit of absolute gains through a security regime appears to be a better alternative to relative gains strategies which serve to intensify security dilemmas.

In Europe, rules and norms for state behaviour are being extended throughout the continent through the gradual extension of the West European security institutions to Central and East European states. The NACC and the PfP offer to combine the stability of the North Atlantic Alliance with the principles of co‐operative security at a pan‐European level. In the Asia Pacific, the ASEAN Regional Forum represents a positive initial step towards greater security co‐operation among the ASEAN states and their neighbours, and the United States and China need to give the ARF their full support. The difference between the ARF and NACC and the PfP is that the former does not have a history of successful military collaboration behind it, nor a developed security agenda or structure similar to that now supporting the latter two.  相似文献

Abstract

Political scientists and campaign professionals have been intrigued by the potential of the Internet as a tool for accessing and conveying political information since the mass marketing of the first Web browser in 1993. Optimists have pointed to the possibility for more expansive participation and more substantive, in-depth issue discussions. Pessimists have countered that universal access to the Internet is still years down the road, pointing out there is little reason to believe campaigns will use the Internet either to spice up or to elevate the national political conversation. Such long-term assessments are premature, but we can offer preliminary assessments of how candidates conceptualize and use the Internet. Relying on surveys of online registered voters and interviews with campaign operatives and Webmasters, I examine how the online electorate was perceived and approached by the Bush and Gore campaigns in 2000.1 find that (1) voters were unlikely to seek political information from candidate or party Web sites, (2) voters were skeptical of information presented on these sites, and (3) the campaigns understood this and therefore saw the Internet primarily as a vehicle for internal communication and grassroots activation.  相似文献

This paper offers an alternative understanding of the relationship between feminist ethics, time and otherness. Rather than suggesting a feminist ethics should simply be for ‘the other’, or that feminist ethics is always futural (dedicated to that which is not yet), the paper suggests that ethics involves responding to the particular other in a present that carries traces of the past, as well as opening up the future. It is through responding to particular others (where particularity is not understood as a characteristic of another, but as a mode of encounter) that we face and face up to ‘other others’. The relationship between ‘this other’ and ‘other others’ suggests an intimacy between the particular and the collective, between the face-to-face of an encounter and political economies, and between feminist ethics and politics. Indeed, the paper concludes by suggesting that the ethical and political imperatives of feminism are aligned precisely given that collectivity is an effect of the work that has to be done to get closer to this other and, with her, other others. This other and other others collect together in the making of a feminist ‘we’. Such a ‘we’ can be embraced only through a willingness to struggle with and for others who are faced in the present (a facing that is indebted to a past that cannot be left behind), and an openness to the future, as the promise and hope of what we might yet become.  相似文献

The ‘emergence’ of the ‘market’ as the basis of economic and political decision-making has become a main focus of debate within the social sciences since the late 1970s. Even while those opposing the growing centrality of neo-classical economics and market-oriented political discourses remain a significant academic constituency, within their ranks there has been a growing realization that regulatory mechanisms, and in particular the role of the state, have nevertheless been the subject of extensive changes. Alternative schools of thought have argued in terms of the way in which such mechanisms have been refashioned. Regulation has become, in the words of Regini and Majone, ‘transferred’ and the ‘boundaries’ between regulator and regulated ‘changed’: the regulatory process has been seen to shift at the macro/national level and at the micro/enterprise level. While supporting the general argument that it is the boundaries of regulation which are to be discussed, not its presence, we shall nevertheless argue that these changes are, if anything, more contentious and that a set of ironies emerges which politicize regulation even further.  相似文献
