  • The past ten years have been marked by significant changes in technology, politics and economics. These changes have affected the social and regulatory environments in which public affairs (PA) officers operate. This paper describes how PA officers at 74 large US corporations perceive these environmental changes and how PA activities have changed from ten years ago.
  • The data reported in this paper were collected first in 1993, then again in 2003. The results show a rather even split between respondents: half (39) believe that their political/regulatory environment is simpler today than was the case ten years ago, half (33) believe that it has become more complicated; half (35) believe there is less social interest in their operations and half (32) believe there is more. The paper then examines the changes in PA activities and performance over the past ten years
  • Overall, PA officers are more pleased with their performance (at least in managing social issues and achieving social objectives) than they were in 1993.

What are the apparent research and methodological trends in PAR’s content over the past decade? From the perspective of the journal’s 70‐year history, with its aim to “mesh” practitioner and academic knowledge creation, topical coverage since 2000 reflects striking continuity, emphasizing many of the “bread and butter” administrative issues such as planning, human resources, budgeting, and public management. A marked increase in coverage is apparent in the application of more sophisticated quantitative statistical methodology, as well as in the number of female authors, while the number of practitioner authors declined sharply. Throughout the first turbulent decade of the twenty‐first century, three intellectual themes stood out: evaluations of New Public Management, connections between practitioners and academicians, and responsiveness to immediate social, economic, and political challenges. Given the constant demand for usable knowledge, scholars seem to have marginalized attention to the historical context and epistemological foundations of the study. The central challenge in the years ahead will be to effectively use research methods in response to the big questions of government and society that defy measurement. The literature on the politics of public management reform in Italy broadly contends that the country's legalistic administrative tradition suppresses reform. This article questions and qualifies this line of argument on the basis of a newly reported case of public management reform that endured for more than 10 years. The study tracks and explains the emergence of the policy issue of “government innovation” and its persistence on the specialized policy agenda of the Ministry for Public Administration. The initial emergence of the government innovation policy in Italy and its directional stability is explained by applying event‐centric approaches to historical analysis, together with the institutional concept of policy subsystems. The article shows the need for modifying central arguments—both substantive and theoretical—about the politics of public management reform in Italy.  相似文献

A watershed in the politics of public management in France was crossed in 2001, when the French president and prime minister signed off a law initiated by the French Parliament to reform the planning and control of public expenditure. This legislation, the Organic Law on Laws of Finance of August 1, 2001 (generally known as the LOLF), requires public authorities to adopt performance‐oriented ideas and public management approaches, and seeks to rebalance executive and parliamentary powers over the public purse. This article uses the LOLF as a case study to gain insight into the politics of public management policymaking in France as developed in recent decades. The article starts with an original historiographic account of the policymaking around the law, follows with a research argument explaining the policy choice, and concludes with some field‐level research questions on the politics of public management reform in France.  相似文献

One of the more interesting features of contemporary policy‐making is the way in which certain policies and administrative processes have been branded. While this is not yet a common feature, it does appear to be one that is increasing in importance. This article looks at the phenomenon through a consideration of one particularly interesting case; the Gateway Review Process (subsequently Gateway), a policy with a related set of administrative processes which is both branded and franchised. Gateway also seems a successful example of a much more common feature of contemporary policy making: policy transfer. It has been transferred from the UK to five Australian jurisdictions, New Zealand and Holland. This article examines the extent to which the branding, and indeed the franchising, of Gateway is responsible for the putative success of that transfer. We begin with a very brief consideration of the literature on branding and franchising to situate our discussion, before outlining the ways in which branding and politics intersect. In the main part of the article we focus on the branding of public policy and on the Gateway case.  相似文献

Reforms designed to improve the quality of teaching by reforming personnel practices, such as pay for performance arrangements, usually run into opposition from well‐organized teacher unions that can either block reform in the short run or undermine it over the longer term. The experience of a series of reforms that introduced collective and individual pay incentives for teachers in Chile from 1990 to 2010 provide a rare example of ongoing negotiation with the teacher union that resulted in an institutionalized structure of incentive pay for teachers as well as widespread attitudes of sustained support among teachers for performance pay. Chile offers an important example of how sustained change in incentive pay can be achieved through ongoing negotiation.  相似文献

Congressional earmark reform efforts began in 2006. This paper reviews the literature on earmarks and documents the rise and relative fall in earmark spending using four databases. It identifies and critiques earmark reforms, including congressional rules and initiatives taken by the appropriations committees and congressional party organizations. Rules and committee‐initiated reforms were the most effective, producing significant improvements in transparency and expediting availability of information. The number of earmarks and their dollar value first dropped noticeably in 2007 after an earmark moratorium, then stabilized as reforms were implemented. It is premature to conclude that reforms will alter the policy content of earmarks or their distribution.  相似文献

Globalization challenges the ability of contemporary public administration to encourage citizen participation in collective action through behaviors such as tax compliance and contributions to public goods. The authors introduce a new individual‐level approach to globalization, arguing that people vary in the extent to which they are globalized and that an individual's level of globalism (ILG) reflects attitudes and dispositions that influence the way he or she resolves the social dilemma of participation in collective action (i.e., the decision to contribute versus follow a “free‐ride” strategy). Using a four‐country sample, the article examines the relationship between ILG and collective action participation decisions in three behavioral experiments. Findings support the hypothesis that regardless of country‐level globalization, a more globalized individual complies less willingly with tax codes, donates less to local nongovernmental organizations, and prefers to adopt a free‐ride strategy in a public goods game. This article explores popular reactions to Enoch Powell's speech in Birmingham on 20 April 1968. It describes the protests by sympathetic workers, such as the Smithfield meat porters, and the responses of the press, both nationally and in the West Midlands. It considers the speech's impact on immigrants themselves and it makes the case that Powell's real significance was as an early champion of a particular kind of anti‐Establishment populism, which has now become a very familiar feature of our political landscape.  相似文献
