About three years ago a Special Issue of the International Journal of Public Administration focused on the topic “Government Set-Asides, Minority Business Development, and Publi Contracting.”(l) Much of the discussion in the issue addressed race conscious government set-aside programs in the aftermath of the U.S. Supreme Court decision in City of Richmond v. J. A. Croson Co. (2) The decision declared unconstitutional a local government minority business set-aside provision designed to help minority business enterprises (MBEs) obtain government contracts. At the time, the decision was applicable only to state and local governmental jurisdictions.(3) Government set-asides involve the practice of providing minority contractors and subcontracting a certain percentage of a public jurisdiction's contract dollars.

In 1995 the Supreme Court in Adarand v. Pena (4) extended the Croson ruling to include set-aside programs in federal agencies. This Special Issues examines and discusses the Adarand decision and the developments that have followed. The first article by Mitchell F. Rice, “Federal Set-Asides Policy and Minority Business Contracting: Understanding the Adarand Decision,” reviews the Adarand decision and discusses the implications of the decision for minority business development. The next article by Audrey L. Mathews and Mitchell F. Rice, “Adarand v. Pena: Turning Challenges Into Opportunities,” uses a case study of two public preference programs to suggest how Adarand requirements may be successfully utilized to maintain set-aside preference programs.

The third article by Shelton Rhodes, “Mirmative Action Review ‘Report’ to the Presidents: Implications of Military Affirmative Actions Programs to Current and New Millennium Affirmative Action Programs,” reviews the Affirmative Action Review: Report to the President which was ordered by President Clinton soon after the Adarand decision. Rhodes considers the implications of the possible applicability of the successes of affirmative action and equal opportunity in the military, which is highlighted in the Report, to other public and private organizations. The final article by Wilbur C., Rich, “Presidents and Minority Set-Aside Policy: Race, Gender and Small Opportunities,” analyzes the impact of presidential leadership on minority set-asides policy and shows how politicians use set-asides to facilitate exchanges and cooperation with the business elites.  相似文献

This article considers three questions: 1) what progress has been made in achieving MDG1 targets?; 2) what challenges remain?; and 3) what more could and should be done? To examine these questions, the article assesses the progress of Southeast Asia in seeking to achieve MDG1. It argues that the region is 'on track' to achieve MDG 1 targets, although significant challenges such as inequality remain. Economic growth, significant structural change and incorporation into global value chains have contributed to MDG progress. However, this is a double-edged sword as exposure to global economic turbulence can increase. The longer-term reduction of poverty, inequality and social exclusion is a question of empowerment of local producers within value chains-a shift in economic power and control through pro-poor strategies strong enough to effect substantive structural change. The article outlines key concepts; identifies the main characteristics of Southeast Asian poverty; outlines what more needs to be done; and concludes by reprising the article's findings and weighing the prospects for 2010-15 and beyond.  相似文献

This analysis considers the question of whether resettlement schemes really relieve population pressure or help achieve a better regional balance between population and resource distribution in a manner consistent with Nepal's national objective of agricultural growth with social justice. The 1st part of the analysis discusses population pressure, followed by the conceptualization of ecodemographic relations and sociodemographic relations. The 2nd part of the analysis considers Nepal's agrarian economy along with a case-study examination of its contemporary resettlement project in Chitwan district. Finally, information is presented from a field survey conducted in Chitwan in 1979, which support the assertions that: the sociodemographic relations -- not population pressure as such -- are the primary roots of agrarian development problems in a country like Nepal; and resettlement schemes, when implemented without due consideration of the pervasive sociodemographic relations, are a deficient technical fix to imbalances in ecodemographic relations. Nepal provides a typical example of ecodemographic imbalances in the regional distribution of population and resources. Although the Hill and Mountain regions make up almost 60% of Nepal's total population, they share less than 30% of the total land under cultivation. The Tarai region, which is the northern extension of the Gangetic Plain in India, occupies over 70% of the cultivated land and supports only slightly over 40% of the population. As the case study illustrates, development strategies such as land resettlement are invariably formulated and implemented as a technical solution within the framework of ecodemographic relations. Little attention is directed to addressing the social dimension of these programs, i.e., the structual problems directly associated with the existing sociodemographic relations. Development, or land resettlement in the present case, is not simply a technical issue concerned with land reclamation and its management. It is also a social issue, because the sociodemographic relations determine significantly the direction (or directions) that resettlement programs take. When development policies make little effort to tackle the underlying forces of these relations, resettlement schemes result in the reconstitution of class divisions and disparity in the ownership of resources in newly resettled areas.  相似文献

This article considers the role of the informal economy in Central and Eastern European post-communist countries. The informal economy is defined as the ‘black’ economy, which is monetised but outside the law (often illegal) on the one hand and the ‘household’ and ‘social’ economies which are non-monetised and non-legal in the sense that they are outside of legislation. The article shows that in some countries the black economy is very important for supporting household incomes (Serbia and Croatia) and in other countries the household or social economies are predominant (especially Romania and Ukraine). In a third group of countries the formal economy predominates over other economies (especially the Czech Republic and Hungary). The article goes on to look at what kinds of people participate in these different economies and concludes that whilst the household and social economies are a social safety net for the poor, the elderly and those in rural areas, the black economy is more likely to be an option for those who are already better off to improve their incomes. The article considers the implications of this for attitudes to the legitimacy of the public realm and finds that greater participation in the informal economy is associated with both loss of trust in public institutions and increased perception of corruption. Therefore it is hypothesised that economic activities that take place ‘outside the law’ could lead to a decline in confidence in the state, although there are important variations between countries.  相似文献

This article sets out to critically examine whether and how different ideas of (radical and liberal) empowerment are embedded in policy documents and texts pertaining to the introduction programs in Scandinavia. All three countries have several elements in the program that have the potential of being empowering, viewed from both a radical and liberal empowerment ideology. However, the liberal empowerment ideology is more present in the programs, to various degrees, compared to the radical empowerment ideology, which is more difficult, if not impossible, to live up to within the framework of all three programs.  相似文献

Since the 2007 federal election, the Australian government has implemented numerous new programs, many with dual economic and environmental objectives. A significant number of these initiatives have not only proved unsuccessful, but have also been criticized for their implementation and subsequent management. Using the conceptual prisms offered by the literature on decentralization, augmented by the government failure paradigm, this article considers the aborted Green Loans Program, which commenced in July 2009 with the aim of encouraging water and energy efficiency in existing homes through financial assistance for investment in water and energy-efficient technologies.  相似文献

This article considers wage?–?labour activities by agricultural households in Nicaragua. It analyses the role of: (1) comparative advantage as determined by individual and household characteristics; and (2) agricultural conditions and market imperfections, in shaping wage?–?labour supply. An econometric specification is developed which allows for random household-specific effects. Results reveal that non-agricultural wage work is largely determined by comparative advantages, whereas agricultural wage work is used to deal with a number of agricultural conditions and market imperfections.  相似文献

Race-conscious affirmative action programs have been a part of American life for nearly three decades. Race-conscious set-asides are the latest government programs implemented to alleviate the adverse economic impact of racial discrimination and to foster minority business development. Minority business enterprises (MBEs) have been the specific targets of federal, state, and local government enacted set-aside programs with the principal purpose of overcoming the continuing effects of earlier discrimination. Since the Supreme Court's decision in City I of Richmond v. J. A. Croson in early 1989, disparity studies or minority business studies or discrimination studies have become a focal point in state and local government jurisdictions' Minority Business Enterprise set-aside policies. Disparity studies have been conducted in more than sixty jurisdictions around the United States. This article discusses (1) the status of MBE set-aside programs after Croson, (2) examines the efficacy of disparity studies as mechanisms for justifying the adoption or continuation of set-aside programs in state and local governmental jurisdictions, (3) provides discussion of specific procedural analyses which have been major components of a disparity study and (4) provides a summary discussion of disparity studies conducted in five jurisdictions. The conclusion notes several weaknesses of disparity studies that, if addressed, would enhance their utilty.  相似文献

This article examines the origins of state enterprise zone policies. Further, the range of state enterprise zones are reviewed, drawing out patterns and generalizations of implementing this type of revitalization policy. As part of this analysis President Reagan urban policy is analyzed as to its effect on state programs. Lastly, the article analyzes three important obstacles - labor, incentives, and politics - that state and local administrators must negotiate to successfully implement the enterprise zone policy.  相似文献

Beyond economics-centric discourses about issues like “social investment,” in recent years scholars have argued that social programs, like education, healthcare, and income support arrangements, can be instrumental in the construction and reconstruction of national identities and solidarities at both the ideational and the institutional level. Drawing on this scholarship, this article makes a direct contribution to the comparative politics and policy literature by examining the trajectories of nation-building and social policy development in Ghana. It extends existing scholarship by providing an in-depth study of Ghana while using that case to further explore the understudied connection between social citizenship, identity formation, and policy feedbacks from existing social programs.  相似文献

This article considers how autocrats decide to expand or narrow the issue diversity of their policy agenda during a period of political liberalization. Prior studies have two competing perspectives. First, political liberalization increases the social and political freedom that enhances information exchange, and thus expands issue diversity. Second, political liberalization decreases government's control of the legislature and thus narrows the issue diversity. This article offers a novel theoretical perspective by combining these two countervailing theories. Specifically, it predicts a diminishing marginal benefit of information exchange and an increasing marginal bargaining cost. As such, this article argues that issue diversity follows a negative quadratic (inverted‐U) relationship as the regimes liberalize. The analysis of a new and unique dataset of Hong Kong's legislative agenda (1975 to 2016) offers support for this theory. This study sheds light on policy‐making in authoritarian regimes and democracies, and advances the theory of information processing.  相似文献

This article analyses current attempts to identify the factors underlying long-term economic growth. The author criticises some of the arguments and historical evidence on which the two main explanations that dominate recent literature are based: the institutional approach and the approach focusing on the importance of geographical factors. Using an approach which is deliberately eclectic, the author considers the role of geography, international trade, human capital and institutional quality in explaining development. A new estimation is carried out through Two Stages Least Squares (TSLS) with instrumental variables. The results of the empirical model confirm the central role of institutions in long-term economic growth. However, certain geographical conditions also seem to have influenced countries' chances of progress. The human capital is a less robust factor in explaining economic growth and trade openness does not seem significant in any estimation. Nevertheless, several questions remain to be answered, suggesting that cross-country estimations need to be complemented with a deeper historical analysis.  相似文献

This article compares the design and content of domestic and foreign programs for teaching public administration and management. At the Master's level, curriculum designers, irrespective of location, emphasize organization theory, personnel, policy analysis, and microeconomics. However, domestic programs place much more emphasis on research methods and budget management. International programs place more emphasis on public law and management information systems. At this time, neither domestic nor international programs report much required training in leadership, bargaining, or institutional design.  相似文献

This article examines a public/private sector initiative instigated by Leeds City Council to redress gender inequality in employment. It uses this independent initiative, Opp2k, to assess the business case for equality of opportunity in a ‘post‐feminist’ context. It considers whether or not intended outcomes will make a coherent attempt to redress structural inequality, or whether this is a response to demographic and economic trends indicating increased demand for female labour, finally it addresses the potential impact of public/private partnerships in implementing equal opportunities.  相似文献

This article considers the impacts on the public regulation of private business of three key transformations in public management: “towards more targeting of resources” (through more risk-based regulation); “towards a stronger service ethos” (through more customer-centricity); and “towards increased integration” (through more joined-up regulatory organization). Empirical evidence is presented from a program of research focusing on local authority regulation of the businesses sector in England and Wales. The article concludes by reflecting on how such transformations, which are of wide international significance, might be viewed, particularly from a public interest perspective.  相似文献

This article examines the contributions of psychoanalysis to international development, illustrating ways in which thinking and practice in this field are psychoanalytically structured. Drawing on the work of Lacan and ?i?ek, the article will emphasise three key points: (1) psychoanalysis can help uncover the unconscious of development – its gaps, dislocations, blind spots – thereby elucidating the latter’s contradictory and seemingly ‘irrational’ practices; (2) the important psychoanalytic notion of jouissance (enjoyment) can help explain why development discourse endures, that is, why it has such sustained appeal, and why we continue to invest in it despite its many problems; and (3) psychoanalysis can serve as an important tool for ideology critique, helping to expose the socioeconomic contradictions and antagonisms that development persistently disavows (eg inequality, domination, sweatshop labour). But while partial to Lacan and ?i?ek, the article will also reflect on the limits of psychoanalysis – the extent to which it is gendered and, given its Western origins, universalisable.  相似文献

This article focuses on the role of ideology in the decision of people who are not from societies’ worst-off socioeconomic groups to join a left-wing terrorist organization. Taking up the sociological perspective of Max Weber, Clifford Geertz, and Raymond Boudon, the author introduces the concept of the “terrorist of the first hour” and considers ideology as a type of social bond. The concept of ideology is here broken down into four dimensions: Social, Temporal, Affective, and Moral (STAM bond). This article also presents data on the ages, sex, educational level, and occupation of the Italian people arrested (2,730) or convicted (528) for crimes of terrorism from 1970 to 2011. Data on Italian terrorists were provided by the General Department of Prisoners of the Ministry of Justice. 1 1. The research was conducted between February and July 2011. The author wishes to sincerely thank Sebastiano Ardita—the Director of the General Department of Prisoners of the Ministry of Justice—who gave authorization to collect data on Italian people arrested or convicted of terrorism of which only the Ministry of Justice is in possession. This article considered only data regarding terrorists working to subvert internal order. This article provides an assessment of the condition of the literature on several major issues of Federal-State-local fiscal relations. The assessment is provided in the context of a three-volume report on Federal-State-local fiscal relations recently published by the U.S. Treasury Department. The author was a major participant in the studies who generally views them favorably, but who also raises his real concerns about a number of matters.

This article summarizes and evaluates certain aspects of the economic theory of federalism, the intellectual underpinnings of the report. This article addresses the institutional context in which the report was written, which helped shape its approach, content, and conclusions. The report itself generally lacks detailed recom-mendations.

Three main themes of the report are addressed in detail in this article. These are: (a) issues relevant to programs of general-purpose fiscal assistance, which include the adequacy of any potential improvements that might be made in measures of the fiscal capacity of State and local governments; (b) the role, if any, for tax subsidies to State and local governments through the deductibility of State and local taxes in the computation of individual Federal income taxes, and the exemption from Federal income taxes of interest paid on bonds and notes issued by State and local governments; and (c) the projection of the long-term outlook for the fiscal condition of the State-local sector on a current services basis, compared with projections of the long term outlook for the Federal government.  相似文献
