This paper argues that comtemporary developments in democratic politics mark the emergence of a new type of representative government. Current trends such as the weakening of party identification, the decline of political platforms or the increasing role of an élite of media experts may be regarded as undermining the principle of popular government. The paper demonstrates, however, that representative government was not invented as an indirect form of government by the people, but as a wholly original political system resting on principles different from those which organize democracy. Moreover, a number of institutional arrangements were established at the origins of representative government which have been virtually unquestioned since. Political representation has changed much less than is generally assumed. It is true, on the other hand, that the constant principles of representative government have had different consequences depending on the circumstance in which they were implemented. Such differences have generated various forms of political representation. The paper constructs three ideal-types of representative government. It shows that the current situation is best conceived as the rise of a new type of representation.  相似文献

This article addresses the status and directions for performance reporting in the New Zealand public sector from the perspective of the Office of the Auditor General (OAG). It outlines the role of the Audit Office, provides definitions of accountability, and projects the dimensions of a new accountability. The authors assess challenges to performance reporting and accountability, the history of reporting performance accountability in New Zealand, an Audit Office perspective on accountability to Parliament, lessons learned from reform, some issues outstanding, and future development in terms of how the public sector in New Zealand should improve reporting on non-financial performance.  相似文献

Drawing on the experiences of Guyana, Malaysia, and Fiji, thisarticle examines the hypothesis that bicommunal systems havea high potential for conflict, violence, and even disintegration.In all three countries there is segmentation along ethnic lines.Rather than a "balance" existing between the groups in eachcountry, one group is hegemonic. Nevertheless, although thereis not exact proportionality in the ethnic composition of thecabinet, civil service, and so on, there is some approach toit. Within the context of hegemony, some bargaining among groupsis permitted, though less so in Guyana, which has fewer economicresources and is more reliant on coercion. However, there canbe no bargaining about the existence of hegemony. Two otherfeatures have contributed to a relatively low degree of conflictin each of the three countries—recent happenings in Fijinotwithstanding: the absence of external intervention and thefact that the ethnic groups are not so greatly concentratedgeographically as to encourage demands for secession.  相似文献

This article tests a wide range of government activities against requirements for public accountability. The article explores the incentives for ethical behaviour by public officials; the need for more outcome focused performance indicators, tensions between parliamentary and managerial accountability; the standards of accountability applied to public providers of services can be applied to private providers; the utility of spelling out service requirements in advance; the impacts on accountability of the convergence of the public and private sectors; the need, where responsibility for programs is collaborative, for a clear governance framework, tensions between representative and participative democracy, and trends towards more participative and collaborative leadership.  相似文献

The revolutions and protests that have spread across the globe since 2008 have been seen as a watershed moment. In this article we examine the relationships between urban space and politics that have emerged across these events. We draw upon the political philosophy of Jacques Rancière to provide a framework to understand some events of this period as political moments and, in addition, attempt to build upon Rancière's work to trace out the geographical dimensions of politics. The paper concludes with a consideration of the counter-revolutionary projects enacted by current social orders.  相似文献

The 84.3 million workers protected by workers' compensation laws in 1985 represented 87 percent of all wage and salary workers in that year. Both the amount of benefits paid to workers and the cost of the program to employers rose substantially from 1984 to 1985. Benefit payments totaled $22.5 billion-14.1 percent higher than in 1984 and the largest annual increase since 1978-79. About two-thirds of the payments in 1985 were money payments ($15.1 billion) and the remainder ($7.4 billion) went for medical care for disabled workers. Private insurance companies made nearly three-fifths of these payments and State funds and self-insured employers each paid about one-fifth of the total benefit amount in 1985. For the first time since 1978, the annual growth in employer costs exceeded the growth in workers' benefits, resulting in a slight decrease in the loss ratio for 1984-85. Employer costs were up nearly 17 percent from the previous year, reaching an estimated $29.3 billion. Covered payrolls increased by 7 percent in that same period. Total benefit payments as a percent of payroll also increased noticeably in 1985.  相似文献
