Gentrification and Displacement: Modeling a Complex Urban Process   总被引:1,自引:0,他引:1  
ABSTRACT

To shed some light on longstanding questions around gentrification, in this research we model environmental gentrification and gentrification-related displacement of residents. We do this through the development of an agent-based model of a simple urban region, considering different urban contexts and policy approaches to polluted facilities and the relationship of these policies with subsequent gentrification and displacement. We find that gentrification-related displacement is most likely, and most impactful, in urban regions characterized by high levels of density and low levels of residential segregation preferences. Displacement is far less prevalent in low-density regions, particularly those with high segregation preferences. We discuss the potential for different policy implications in these different urban contexts.  相似文献

Abstract

This study presents a comparison of housing and transportation costs (H+T) in 4,399 fixed-route transit station areas across the United States. Each station area is classified as a transit-oriented development (TOD), hybrid, or transit-adjacent development (TAD) based on walkability and housing density targets. Station areas with a Walk Score of 70 or greater and a gross housing density of 8 units per acre or more are classified as TOD. Station areas that meet just one of these criteria are classified as hybrids, and those that do not meet either of these criteria are categorized as TAD. The findings reveal a paradox that whereas TOD are more expensive places to buy and rent housing, they are more affordable than hybrids and TAD because the lower cost of transportation offsets housing costs. We argue that policies to increase the density and walkability of hybrid and TAD station areas, which account for two thirds of all station areas across the United States, should be a top priority for both housing and transportation officials.  相似文献

Recent contributions in the domains of governance and regulation elucidate the importance of rule‐intermediation (RI), the role that organizations adopt to bridge actors with regulatory or “rulemaking” roles and those with target or “rule‐taking” roles. Intermediation not only enables the diffusion and translation of regulatory norms, but also allows for the representation of different actors in policymaking arenas. While prior studies have explored the roles that such RIs adopt to facilitate their intermediation functions, we have yet to consider how field‐level structuring processes influence (and are influenced by) the various and changing roles adopted by RI. In this study we focus on the mutually constitutive relations between field‐level change processes and the evolving roles of RIs by studying the rise of the International Council for Local Environmental Initiatives (ICLEI)/Local Governments for Sustainability, an RI serving as a bridge for sustainable urban development policies between the United Nations and local authorities. Using ICLEI as an illustrative case, we theorize four different processes of regulatory field structuration: problematization, role specialization, marketization, and orchestrated decentralization. We discuss their implications for RI roles in the field and further theorize the changing dynamics of trickle‐up intermediation processes as an RI gains power and influence.  相似文献

The use of challenge funds to promote economic and social development continues to grow but has been the subject of relatively little research. This article draws on institutional economics (particularly principal‐agent theory) to define challenge funds and review how they differ from other development funding mechanisms, taking into account their purpose, financial terms, interagency relationships, screening processes, selection mechanisms, implementation and risk sharing characteristics. It then draws on web‐based data for 50 challenge funds to analyse variation in some of these characteristics. The paper identifies evaluability as an important influence, including the relative importance attached to promoting the financial performance of grantees relative to the indirect social benefits of their activities. We conclude with suggestions for further research into the design and performance of challenge funds. Copyright © 2015 John Wiley & Sons, Ltd.  相似文献

This study analyses the relevance and the meaning given by Italians to the political labels ‘left’ and ‘right’ between 1975 and 2006. Based on responses to the open‐ended question ‘What do you mean by “left/right” in politics?’, the study compares five alternative hypotheses on the meaning of the left‐right axis and show that, despite the alleged end of ideologies, the relevance of the axis has increased over time. A core of abstract meanings persists throughout the thirty‐year period considered. As the importance of abstract meanings has increased over time, reference to more concrete contents (such as ‘parties’ and ‘leaders’) has decreased. The findings thus support the hypothesis that the left‐right axis has the functional characteristics of social representations.  相似文献

The study investigated the state of leadership readiness in the Department of Telecommunications and Postal Services (DTPS) to develop policy for the fourth industrial revolution (4IR). The DTPS is the lead Department in terms of 4IR within the Public Service and there are specific skills that are required within the DTPS to effectively lead in this regard. This study investigated the perceived gap between current skills and required skills in DTPS. The study adopted a qualitative method to obtain leaders' views and opinions by conducting structured and semi-structured interviews. The nature of the study is exploratory. A total of 10 DTPS employees, both female and male on a 50/50 basis were interviewed on the skills of the leaders' state of readiness in developing policy for 4IR. The study findings identified an absence of problem-solving, analytical, creative, technical, conflict management, collaboration and artificial intelligence, innovation and change management skills. It recommends that these competencies be included in the current Public Service Competency Assessment Framework that ensures that leaders are ready for policy development for 4IR.  相似文献

In this paper, we contend that the nexus of security and development lies in the crux of challenges confronting human security and aid failure in North Korea. We first review academic and policy discourses concerning the security-development nexus. We then analyse how the nexus works out its logic in North Korea by exploring how insecurity and underdevelopment have fed into each other, producing a vicious cycle that complicates efforts to address human security in North Korea. In the third and main section, we examine the ways in which South Korea, the USA and the EU provided for assistance to North Korea from 1995 to 2012 at national and international policy levels. We analyse their approaches to international aid and identify differences and commonalities in them so as to better understand how aid giving exacerbates or mitigates the insecurity/underdevelopment and then impacts on the development-security nexus. We finally conclude with a consideration of various strategies to help overcome the dual challenges of underdevelopment and insecurity that besiege North Korea.  相似文献

ABSTRACT

In recent years, debates around development have seen the growing prominence of post-developmentalist proposals, which are driving the anti-capitalist discourse and at the same time serving as a springboard for non-capitalist development proposals. However, the search for an alternative approach to development can disrupt the construction of viable action strategies and dilute important elements of the contributions advanced by the heterodox tradition, mainly Marxist. The aim of this paper is to systematize the limitations of post-developmentalism and articulate a heterodox paradigm that can be measured in tandem with conventional and hegemonic approaches in development studies, such as approaches stressing human development.  相似文献

Community development corporations (CDC) are a cornerstone of neighborhood improvement in legacy cities. Yet they face challenges that threaten their financial sustainability, challenges that grew exponentially with the Great Recession. This article examines the impact of the Great Recession on the revenue and survival of CDC in Baltimore, Maryland; Cleveland, Ohio; and Detroit, Michigan. An analysis of financial data from the National Center for Charitable Statistics from 2004 to 2011 highlights issues of industry contraction, revenue concentration and loss, and CDC survival. Interviews and examination of multiple secondary sources of information on CDC activity and support networks in each city further our understanding of the financial results. We find that the CDC industry in all three cities was severely impacted by the Great Recession and that the CDC support networks in each city had a significant intervening effect on the ability of CDC to adapt to the fiscal and service pressures created by the recession. We discuss the implications of the shared trends and the city-specific dynamics for the role of CDC in neighborhood improvement in legacy cities.  相似文献
