Scholars and practitioners have always been dogged by problems that are so complex that no practical solution appears to be possible. These have been referred to in the academic literature as “wicked” problems. However, it is possible that a problem’s “wickedness” depends in part on its context and on the vantage point of the observer, meaning that at least some aspects of wickedness can be thought of as being relative rather than absolute. In this article, the complex policy problem of gun control is examined across multiple national contexts to show how a problem that is perceived as being wicked in one jurisdiction can be seen as manageable in another.  相似文献

Abstract: This is a case study of some aspects of teacher education policy formation in Australia. Between 1960 and 1972 the States sought to obtain from the national government specific purpose grant-aid for the training of their teachers, in addition to that already provided indirectly by grants to the States for their universities. The national government gave way, step-by-step, to this pressure, but “imposed” the broad condition of corporate “autonomy” for grant-aided tertiary educational institutions, instead of State departmental “control” of teacher training. The paper also considers what perspectives are suggested by this case study for the development of theories of public policy in the Australian federal system of government.  相似文献

The article investigates whether differences in public sector management quality affect the link between public debt and economic growth in developing countries. For this purpose, we primarily use the World Bank's institutional indices of public sector management (PSM). Using PSM thresholds, we split our panel into country clusters and make comparisons. Our linear baseline regressions reveal a significant negative relationship between public debt and growth. The various robustness exercises that we perform also confirm these results. When we dissect our data set into “weak” and “strong” county clusters using public sector management scores, however, we find different results. While public debt still displayed a negative relationship with growth in countries with “weak” public sector management quality, it generally displayed a positive relationship in the latter group. The tests for non‐linearity shows evidence of an “inverse‐U”‐shape relationship between public debt and economic growth. However, we fail to see a similar significant relationship on country clusters that account for PSM quality. Yet, countries with well‐managed public sectors demonstrate a higher public debt sustainability threshold. Copyright © 2015 John Wiley & Sons, Ltd.  相似文献

Despite the fact that public procurement of innovation (PPI) has become an increasingly popular policy tool, there has been a lack of holistic approaches to assessing policies promoting PPI. This article attempts to address this gap by proposing a framework which links the multiple levels and aspects related to the design and implementation of PPI policies. By adopting a systemic understanding of “public procurement” as well as “innovation policies,” this article positions PPI as a cross‐domain policy which is inherently a mix of procurement and innovation‐related interventions. The article develops an assessment framework using “vertical coherence” and “horizontal coherence” as criteria. It then illustrates the use of the framework by applying it to PPI policies in China. The framework can aid the conduct of ex ante as well as ex post assessment of PPI policies, which can further inform policy design, implementation, and learning.  相似文献

ABSTRACT

This paper evaluates global capital’s ecological management and extends the assessment to the “green economy,” as developed in the first “green” neoliberal project, in Costa Rica. Costa Rica has been an important “laboratory” for experimentation in environmental governance mechanisms using debt-for-nature financial exchanges and other instruments of the Kyoto Protocol. I explore how “greening” can be understood as a new phase of capital accumulation, as I go into its five main aspects.  相似文献

In recent years, the discipline of anthropology has neglected the long-standing “othering” of children and infants that found its way in past ethnographies. This recent development in the field has resulted in more inclusive and well-rounded ethnographic research and also the culmination of new theoretical questions, including that of the beginnings of personhood. This article explores personhood as it relates to one of the most precarious stages of life, most commonly referred to as the period of “infancy”, using examples from the fields of both philosophy and anthropology. More specifically, it seeks to expand on the cultural practices, ethics, and biological aspects that influence the onset of personhood and the concept of “self” in society.  相似文献

This special issue presents findings and reflections of scholars who participated in the European Network of Political Ecology (ENTITLE). By mobilising conceptual frameworks from several strands of Marxist and post-structuralist theory—and empirically engaging with a range of historico-geographical processes—the articles in this issue contribute to debates in political ecology in two main ways. First, they critically analyse the political economy and ecology of contemporary capitalism, with an emphasis on accumulation strategies associated with the uneven expansion and crisis of neoliberalism. Specifically, they unpack and critically extend the frameworks of “accumulation by dispossession” and “nature's neoliberalisation” to engage with, among other cases, the political ecology of “austerity” in Southern Europe; historical and contemporary cases of “capital-driven disasters”; and political ecological dynamics taking place around relationships of “rent”. Second, the authors of this special issue analyse new and re-emerging forms of socio-ecological resistance and contestation, including both distributional struggles and movements against “commons' enclosures”. Moreover, they focus on how struggles can (and do) move from contesting capitalist forms of dispossession towards creating alternative “hegemonic” projects and blocs, by critiquing received “common sense” and constructing and performing alternative political ecological imaginaries informed by principles of solidarity and “commoning”. Taken together, the articles in this special issue present new ways of thinking and enacting political and ecological struggles outside established scholarly traditions and conventional disciplines.  相似文献

In this article I want to outline an argument for a New Critical Theory with a cosmopolitan intent. Its main purpose is to undermine one of the most powerful beliefs of our time concerning society and politics. This belief is the notion that “modern society” and “modern politics” are to be understood as society and politics organized around the nation‐state, equating society with the national imagination of society. There are two aspects to this body of beliefs: what I call the “national perspective” (or “national gaze”) of social actors, and the “methodological nationalism” of scientific observers. The distinction between these two perspectives is important because there is no logical co‐implication between them, only an interconnected genesis and history.  相似文献

Public management research has identified a dizzying array of management variables that affect organizational performance. While scholars have learned much by analyzing one or a few specific behavioral dimensions of public management at a time, we argue for the value of a more holistic and inductive approach that uses data on several aspects of public management for identifying manager types. Such an approach accounts for both the cognitive processes of people affected by management and the reality that managers’ individual behavioral decisions are interrelated. We examine the overlap of 21 aspects of public school management behavior using cluster analysis. We identify four different manager types (“firefighters,” “laissez-faire managers,” “administrators,” and “proactive floor managers”), each reflecting a distinct constellation of managerial behaviors. The manager types we call “administrators” and “proactive floor managers” are associated with relatively better outcomes, while “firefighters” are associated with relatively worse outcomes.  相似文献

如何打破政策“黑箱”是学界和社会关注的重要议题。以广州市政策兑现改革实践为例,探讨如何从制度设计层面来打开公共政策过程中的政策“黑箱”。研究发现,虽然公共政策过程是一个动态且复杂的过程,但是通过统筹政策制定和政策落地两端、主观要素客观化、模糊标准明确化、重塑政府流程等,能够形成确定的决策环境,控制非理性因素,约束自由裁量权,并压缩权力寻租空间,从而可以从源头消除政策“黑箱”的形成土壤。广州市政府政策兑现改革过程中,通过“输入—转化—输出”的制度框架设计,形成了从政策制定到政策执行再到政策结果与评估的政策闭环,并对政策兑现的相关责任单位、流程和时限都进行了严格把控,进而实现对政策“黑箱”内部决策要素的控制。从政策“黑箱”本身入手,破解政策“黑箱”难题,实现政策的阳光承诺和给付,最终形成极具特色和借鉴意义的广州模式。  相似文献

By applying narrative theory to the party political texts emerging within the UK Labour Party after 2010, which make up the corpus of One Nation discourse, we can grasp the underlying significance of this ideational revision of Labour Party and leftist thought. Through an identification and analysis of the sequence of texts and their constitution as a “story” that interpolates an underlying “plot,” we can see how a revision of Labour's “tale” offers to leadership a new party discourse appropriate to it, mediating—if not reconciling—the problematic duality of narrative authorship by both party and leader.  相似文献

China's name derives from “china” (porcelain), and “China” (pronounced as “Changnan”) is the former name of Jingdezhen, the capital city of porcelain—through whose exports of “blue‐and‐white” china the country gained international renown. The 2200‐year‐old porcelain cluster in Jingdezhen has survived through multiple empires with distinct policies towards the development of the city's dominant industry. This in‐depth case study examines interactions between local government and the business community to discover the effectiveness of policies and the perception of those policies by entrepreneurs through qualitative research employing Grounded Theory methodology. The centralized institutional structure in China contributes significantly to the findings of a total split of “government action” from “public perception” and leads to new considerations for policy‐makers to redesign their economic development strategies and plans to engender real effects in the desired direction. Abstract

There is a growing body of literature on intersectionality and citizenship, with scholars positing a need to analyze multiple identities simultaneously in order to understand both the legal incorporation and embodied experience of citizenship for marginalized groups. Building upon this central insight, I contribute to this literature by articulating the components of an intersectional citizenship framework to better understand the way multiple identities mediate citizenship, with particular reference to black lesbians in South Africa. Based on in-depth interviews with eighteen members of the black lesbian organization Free Gender, in Khayelitsha, Cape Town, I argue that Free Gender’s organizational goals can usefully be understood as asserting the commensurability of the identity “black lesbian” with “community member,” “African,” and “woman.” In applying a theoretical framework of intersectional citizenship to South Africa, it becomes clear that Free Gender’s activism reveals differential access to identities necessary to be seen as citizens entitled to rights. More than just extending juridical citizenship, black lesbians must have socially and politically legitimate access to multiple identity categories simultaneously in order to live free of violence.  相似文献

伴随城镇化建设的迅速推进,我国城市群和中心城市周边出现了大面积“新增空间”。由于地处城乡结合带,人口结构复杂、城乡文明交融,城市“新增空间”很容易成为“风险集中带”,大量风险矛盾向社区层面挤压。调研发现:生长于旧乡村的新城区,面临城镇新市民融城之难、治理主体权利互损之险、社区治理滞后之乱等风险。引入无缝隙政府和整体性治理的视角后分析得出:城市新增空间的社区风险是上游政府职责缺失问题在下游社区的集中爆发,社区治理面临“政府职责脱嵌”与“政府社会失联”的“双重缝隙”。为推进社区治理,应当构建“前期土地审批规划—中期质量监管—后期社区管理和自治”的无缝隙职责体系,强化政府社会之间的整体性治理。  相似文献

Critical scholarship in Political Science and International Relations (IR) theory is turning increasingly to Michel Foucault's writings on governmentality and biopolitics to explore the complex discursive interdependencies between transnational governance and the War on Terror. Marxist critics have assailed this effort recently, however, for its premature assumption that the practices of governmental power can simply be “scaled” without the interventions of specific state-imperial powers. Yet both sides in this “debate about biopolitics” seem to rest their arguments on readings of Foucault which ignore his views on the importance of developments in the discourses of political economy for the emergence of modern governmental relations. Inspired by Foucault's recently published lectures on importance of the concept of “economic man” for neoliberal governmentality in particular, this article suggests that Foucault attributed to governmentality an explicit impulse toward economic globalization. Moreover, based on comments made in the same lectures concerning the emergence of contemporary “anarcho-liberalism” and its radically economic ontology of security, the article closes with an exploration of the crucial role played by economic knowledge in the integration of Iraq into a regime of global-governmental security.  相似文献

It is often argued that immediate government action regarding nanotechnology is needed to ensure that public opinion does not mistakenly view nanotechnology as dangerous, to restore public trust in government, and to increase the legitimacy of government action through increased public participation. This article questions whether governments can achieve these goals. As the world lurches toward regulation of nanotechnology, we should ask Why the rush? Can anticipatory action, perceived as the government doing something, fulfill the competing hopes to “restore trust,”“pave the way” for nanotechnology, “increase awareness,” and “satisfy democratic notions of accountability”? Jordan Peterson says that postmodernists say no interpretation is better than another. I would no sooner identify Peterson’s adversaries as those who have been misled by “postmodernism” than I would identify them as misled by “sustainability,” “diversity,” “multiculturalism,” or “intersectionality.” Such fare is mainly symptomatic. “Postmodern” invocations are often like “sustainability” invocations: inessential. In addition to difficulties gathering and evaluating complete information, cognitive limitations and biases preclude individuals from making fully value‐maximizing choices when making decisions. It has been suggested that, done properly, involving advisors can compensate for individual‐level limitations. However, the “groupthink” tradition has highlighted ways group‐aided decision making can fail to live up to its potential. Out of this literature has emerged a paradigm Janis calls “vigilant problem‐solving.” For this article, we interviewed 20 heads of subcabinet‐level organizations in the U.S. federal government, asking questions about how they made important decisions. Ten were nominated by “good‐government” experts, 10 chosen at random. We wanted to see whether there were differences in how members of those two groups made decisions, specifically, to what extent executives in the two categories used a “vigilant” process. We found, however, that similarities between the two groups overwhelmed differences: As best as we were able to measure, decision making by U.S. subcabinet executives tracks vigilant decision making recommendations fairly closely. The similarity reflects a common style of senior‐level decision making, which we theorize grows out of government bureaucracy's methodical culture. We did, however, develop evidence for a difference between outstanding executives and others on another dimension of decision making style. Outstanding executives valued decision making decisiveness—“bias for action”—more than the comparison group. Perhaps, then, what distinguishes outstanding executives from others is not vigilance but decisiveness. Contrary to the implications of the groupthink literature, the danger in government may be “paralysis by analysis” as much or more than groupthink.  相似文献

Abstract

Marcuse argued that subversive visions of a better reality can emerge from “low” as well as “high” culture, from within as well as outside the repressive apparatus. This article leverages Marcuse’s aesthetic theory to consider whether the enormously popular AMC cable series, The Walking Dead, might be considered emancipatory art. Set in a post-neoliberal America suffering through a zombie apocalypse, the dark, existential themes and urgent political ambivalences of this series reflect collective yearnings, tensions, and fissures in the current social reality worth attending to. I argue that The Walking Dead does have emancipatory potential, in that it addresses “depth dimension” concerns that occupied Marcuse; reflects disillusionment with core aspects of American neoliberalism; and reaches for less repressive, more life-affirming, alternative political visions. Time will tell if the show will sustain such visions or surrender to the status quo.  相似文献
