Abstract

Publically accessible information about sex offenders through an online registry of sex offenders has been a polemic issue for governments, police and the wider community with debate largely driven by community expectations of police ensuring the safety of children and women from sexual predators. In October 2012, Western Australia became the first and currently only state or territory in Australia to allow public access to a three tiered register via the Community Protection Website (CPW) that would be monitored by West Australian Police. The introduction of this website triggered significant debate across the country. A survey was developed to capture the opinions of members of the public who had accessed the online registry to understand their views of the online tool and its purpose as a form of community safety. Findings from the survey reveal that the community lacks understanding of the prevalence of child sexual abuse and the fact that a child is more likely to experience sexual victimization within the family unit. There is also a need for greater community education and awareness about the purpose and limitations of the CPW as many believed that all sex known sex offenders are publicly registered, therefore creating a false sense of security.  相似文献

Aims and method: We evaluate the initial outcomes from the Cornwall Criminal Justice Liaison and Diversion Service (CJLDS) which includes a pilot Neighbourhood Outreach scheme to support police with vulnerable individuals with suspected mental illness but not necessarily criminal involvement. Results: We review the first nine months’ operational data, including a six month follow-up of the initial three months’ to assess the impact of intervention. The service identified a large proportion of new cases of mental illness at an earlier stage. Intervention significantly reduced the number of contacts with police and may suggest a reduction in the severity of crime. Clinical implications: The Cornwall CJLDS with its pilot Neighbourhood Outreach has had a significant impact on both health and on crime, with additional cost savings. Abstract

The objective of this study was to investigate novice police officers’ witness interview practices immediately post investigative interview training (known as PEACE) with reference to the eight Cognitive Interview (CI) components taught. Forty-eight UK police officers took part as interviewers. Forty-eight undergraduates participated as mock witness; they viewed a non-violent crime video and 2 days later were individually interviewed by a police officer. Interviews were recorded and rated for officers’ application of the CI procedure.

Despite having recently completed the only training available to them no officer applied or attempted to apply the CI procedure in its entirety. However, some of the individual CI components were applied more frequently than others. This study provides a unique insight into the interviewing practices of some of the least researched, least experienced, and least trained investigative interviewers who, nonetheless, conduct witness interviews on a daily basis. The emergent picture suggests that either the CI procedure currently taught to novice police officers is too complex at so early a stage in their police career and/or that the current training may be insufficient to equip them with the skills necessary to effectively apply the procedure.  相似文献

Editor's Note: Mr. Robert Harnischmacher is a West German free-lance writer and lecturer in the Legal Sciences and Police Affairs, with a background in the German military and the Japanese martial arts. The author has been involved in developing unarmed combat skills for various German police forces and a number of foreign countries. His articles on self-defense, criminology and police history and administration have been published in the police publications of Germany, Austria, Australia, Canada, the United States, Ireland, New Zealand, Switzerland and Britain. Mr. Harnischmacher has also written some judicial books regarding the police in West Germany. He has traveled widely and delivered many speeches and lectures including highly selective and sensitive topics to highly selected audiences. He is currently an Honorary Deputy Sheriff of San Diego County in California as well as an Honor member of the San Diego Crime Commission. The Editor takes this opportunity to thank Mr. Harnischmacher for his contributions to the journal and anticipates his further cooperation in disseminating his experiences and expertise through the journal. ABSTRACT

This study assessed the role of alternative dispute resolution options in the complaints management systems of the eight policing jurisdictions in Australia and the single jurisdiction of New Zealand. The available literature shows that a large proportion of complainants would like to participate in mediation, and that both complainants and police who experience mediation report much higher rates of satisfaction than those experiencing traditional adversarial investigative and adjudicative processes. Experiences with informal dispute resolution or ‘conciliation’ options are more mixed, and they are susceptible to tokenism and misuse as a convenient administrative means of disposing of complaints. Despite this situation, the data obtained from police and oversight agency sources in this study showed that options were limited to informal resolution conducted by senior officers, with an ostensible focus on behavioral improvement but with no meaningful publicly available data on outcomes. The paper concludes by advocating for a best practice complaints management system that includes mediation within a consultative framework focused on behavioral improvement.  相似文献

ContextMarseille, the second largest city in France, has a large population of homeless persons. A mental health outreach team was created in 2005 as a response to high rates of mental illness among this group. In a national political context where security is a government priority, a new central police station was created in Marseille in 2006 to address robberies, violence and illegal traffic in the downtown area of the city. While not directly related to such crimes, police also are responsible for public safety or behavioral issues related to the presence of individuals who are homeless in this area.ObjectiveThis report on a two-year pilot study (2009–2011) addresses collaborative work between a mental health outreach team and the police department responding to the clinical needs of persons who are homeless with serious psychiatric disorders. It also describes the homeless persons' interactions with, and perceptions of the presence of, police and mental health professionals on the streets.MethodsInvestigators adopted a mixed-methods approach. Data were collected on 40 interactions using brief standardized report for each interaction. Focus groups were conducted with police officers, outreach team members, peer workers, and service users. Minutes of partnership meetings between police officers and outreach workers also served as a source of qualitative data.ResultsOutreach workers initiated just over half (n = 21) of the encounters (n = 40) between police and outreach workers. Interactions mainly involved persons with psychosis (77%), the vast majority (80%) of which involved persons in an acute phase of psychosis. Two key themes that emerged from data analysis included the violent nature of life on the streets and the high percentage of ethnic minorities among subjects of the interactions. In addition, it was found that the practices of the outreach workers are sometimes similar to those of the police, especially when outreach workers use coercive methods. “Users” (homeless persons) described police as sometimes using less coercion than the outreach team, and noted that they were more fearful of psychiatrists than police.ConclusionFormal initiatives between mental health outreach teams and police departments involve some common street practices. This study demonstrates the potential for closer working relationships between the two parties to help persons who are homeless with mental illnesses receive needed care, and to reduce inappropriate coercion including involuntary hospitalization and arrests.  相似文献

ABSTRACT

Attempts to enhance episodic retrieval focus largely on verbal strategies which do not always address the limited or impaired free recall ability of vulnerable witnesses. Asking a witness to draw while recalling episodic information has long been deemed an effective method of improving communication and cognitive performance. Thus far, research has revealed these effects within laboratory settings but with scarce attention paid to real-life interview practice. In this paper, we explore police officers’ and Registered Intermediaries’ use of drawing during investigative interviews with vulnerable witnesses. A sample of specialist practitioners (n?=?85), comprising of vulnerable witness interviewing police officers (n?=?50) and Registered Intermediaries (n?=?35) completed a self-report questionnaire. As expected, frequent use of drawing was reported by both practitioner groups, and there was a positive correlation between reported use and perceived effectiveness. There were similarities between groups in reported techniques employed when using drawing, but some differences were apparent and these were attributed to the differing functions in police and Registered Intermediary roles. Overall, a consensus between empirical research and practice is evident, but these findings warrant further exploration in order to establish whether such practice is wide-spread.  相似文献

ABSTRACT

Any depiction of police culture includes a strong ‘us versus them’ element, but research has been unable to satisfactorily explain its development and evolution. In particular, very few studies have focused on the training period, between when an individual chooses a police career and his/her first day as an officer. A total of 1,979 pre-university students from seven colleges in Quebec (Canada) completed a self-administered survey where they had to answer general questions about the police followed by specific questions about four realistic videos of fictional police interventions involving use of force. Unsurprisingly, the analysis suggests that students in Police Technology tend to think they are more supportive of the police and the use of force than students in other programs. However, students in Police Technology increasingly indicate that the majority of people would report a more negative opinion than they have, suggesting that police candidates increasingly disidentify with the rest of the population.  相似文献

ABSTRACT

The growing threat of cyber-crime poses significant challenges for police organisations. This paper presents original, empirical research on specialist cyber-crime units in Australia to report on the issues and problems faced by police staff at the frontline of cyber-policing. Using a mix of survey data and in-depth interviewing with supervisors, key investigators, and civilian staff from two specialist cyber-crime units, this paper outlines the priority challenges as identified by members of these units. While staff report generally positive levels of job satisfaction working in the field of cyber-crime, three major themes emerged: (a) the accelerating quantity of the workload as cyber-crime becomes a bigger social problem; (b) the resourcing of the units has not developed commensurate with demand and (c) the level of skills and training within units are insufficient to address the unique nature and growing complexities of policing cyber-crime. Suggestions by staff regarding how to improve this situation are considered.  相似文献

PurposeA wide body of research has demonstrated that police officers are profoundly affected by their exposure to violence and the traumatic events viewed commonly as part of their job duties. Faced with stress, officers learn to adapt by incorporating coping techniques.MethodsThe current study utilizes Agnew's general strain theory to explain occurrences of the most dangerous maladaptive coping technique: suicide ideation. Male and female police officers from three large cities in Texas were surveyed (n = 1,410).ResultsThe present study utilizes logistic regression techniques, finding that strain has a positive and direct effect on male officers suicide ideation risk, but not for female police. Moreover, depression has a mediating effect on strain and suicide ideation for both genders.ConclusionsSome critical differences in suicide ideation outcomes between male and female police officers are reported. Policy implications concerning retention and recruiting are also discussed.  相似文献

ABSTRACT

The prevalence and impact of cyber fraud continues to increase exponentially with new and more innovative methods developed by offenders to target and exploit victims for their own financial reward. Traditional crime reaction methods used by police have proved largely ineffective in this context, with offenders typically located outside of the police jurisdiction of their victims. Given this, some police agencies have begun to adopt a victim focused, crime prevention approach to cyber fraud. The current research explores with a sample of two hundred and eighteen potential cyber fraud victims, the relationship between online victimization risk, knowledge and use of crime prevention strategies. The study found those most at risk of cyber fraud victimization despite accurate perceptions of risk and knowledge of self-protective behaviors in the online environment underutilise online prevention strategies. This research has important implications for police agencies who are designing and delivering cyber fraud education. It provides guidance for the development of effective prevention programs based on practical skills development.  相似文献

In a recent and provocative article entitled “Broken Windows,” James Q. Wilson and George L. Kelling propose a new role orientation for the urban police in America. They argue that the police should replace their current preoccupation with crime control and concentrate instead on dealing with small order maintenance problems. Their argument is based upon a synthesis of recent police research and an analysis of police history.

This article critiques the analysis of police history offered by Wilson and Kelling. It disputes their argument that American police officers enjoyed a high degree of legitimacy in the eyes of urban neighborhood residents in the years before the advent of the patrol car. It also offers a different interpretation of the impact of technological innovation upon patterns of police-citizen contacts during the past fifty years.  相似文献

Since the 1960s, a substantial body of research has focused on citizens' attitudes toward the police. These studies tap a rather wide variety of outlooks: some ask about specific assessments of the police (e.g., satisfaction with the police in particular incidents), while others ask about more global assessments (e.g., satisfaction with the police in general, police in the community, or police in the neighborhood). Using data obtained through a panel survey of 398 residents of a large midwestern city, we compare specific assessments of police performance with more global attitudes toward the police. We also examine the effects of global and specific attitudes on one another. The results show that the two measures produce similar levels of support for the police. The results reveal further that global attitudes have substantial effects on specific assessments of police performance, and that the effects of specific assessments of police performance on global attitudes are modest by comparison.  相似文献

ABSTRACT

Image-based sexual abuse (IBSA) refers to the non-consensual recording, distribution, or threat of distribution, of nude or sexual images. Over the past five years, numerous jurisdictions have amended their criminal laws to respond more effectively to this growing phenomenon, yet increased criminalization has not automatically translated into increased prosecutions. Drawing on stakeholder interviews with 52 Australian legal and policy experts, domestic and sexual violence advocates, industry representatives, police, and academics, this article examines law enforcement responses to IBSA in Australia. We argue that although there is evidence to suggest IBSA is being treated more seriously by police, there are five primary barriers to responding to IBSA, including: inconsistent laws; a lack of resources; evidentiary limitations; jurisdictional boundaries; and victim-blaming or harm minimization attitudes. Suggestions are made for how to respond to these challenges to facilitate more effective policing of IBSA.  相似文献

A survey of the 100 largest police departments in the United States was conducted to document the experience of police undercover operations and the existence of agency guidelines. Eighty-nine agencies responded, revealing that all 89 conduct undercover activities but only 64 have guidelines for such operations. Types of crimes investigated by police undercover operations, reasons for having or not having guidelines, and regional analyses are offered. One finding is that police undercover guidelines emphasize either procedure or authorization in undercover police work. Of the departments that have guidelines, more emphasize procedure (“how to”) than authorization (“when to”). Questions about this dichotomy and the impact of national accreditation standards are raised for future research.  相似文献

Much research has been conducted into aspects of the police workplace that contribute to stress for individual officers. The current paper examines the influence of worksplace and job characteristics on both officers' stress and their job satisfaction. Police officers recruited from two divisions of an Australian state police service (n=749) were surveyed. Results show that there was a positive relationship between organizational support and job satisfaction and a negative relationship between organizational support and job stress. Difficulty in dealing with organizational change led to lower job satisfaction and higher levels of job stress. Working long hours led to increased job stress but it did not lead to lower job satisfaction. In contrast, shiftwork led to lowered job satisfaction but it did not lead to job stress. Of particular interest in this study was the finding that the job content factor of dealing with dangerous and unpredictable duties was not predictive of job stress but in fact led to higher job satisfaction. ObjectiveThe aim of this study is to describe the characteristics and outcome of patients brought to an emergency department by police under Section 10 of Mental Health Act (Victoria, Australia).MethodsRetrospective medical record review. Patients referred under Section 10 provisions treated in calendar year 2009 were identified from ED database. Data collected included demographics, incident details, patient management, final diagnosis and disposition. Primary outcomes of interest were ED diagnosis and disposition. Secondary outcomes were length of stay in ED and use of restraint or sedation.ResultsOne hundred and ninety seven presentations by 164 patients were identified. Patients were predominantly male (58%) with median age of 35 years (IQR 22–44, range 16–69). The most common presenting complaint (65%) was threat of self harm. No sedation or restraint was used in 61%. Sixty seven percent were deemed safe for discharge home while 26% were admitted to a psychiatric ward (equally divided between voluntary and involuntary admission). The predominant discharge diagnosis was self harm ideation or intent (35%). Median ED length of stay was 156 min (inter-quartile range 79–416).ConclusionMost patients brought to ED by police under Section 10 provisions were for threat of self harm and did not require sedation or restraint. The majority are discharged home. Further work exploring less restrictive or traumatic processes to facilitate psychiatric assessment of this group of patients is warranted.  相似文献

Recent research has reexamined the hypothesis that suspects' demeanor affects police behavior. Reanalyses have supported this demeanor hypothesis, but none have considered the possible interaction effect of demeanor with other extralegal variables. Utilizing systematic observational data collected in 24 police departments in three metropolitan areas, this research examines whether demeanor and suspects' characteristics interact, and ultimately produce differential patterns of citation, arrest, and the use of force. These estimated interaction effects provide a clearer understanding of the effect of demeanor in different contexts; more important, they acknowledge that officers accept some forms of disrespect but not others, depending on factors outside demeanor alone.  相似文献

Abstract

The present experiment examined the apparently incongruent findings that police officers (i) believe that suspects show nervous behaviour when they lie but (ii) seem able to detect deceit in suspects who do not show nervous behaviours. It was hypothesized that police officers’ judgements about whether a suspect is lying would not be correlated with their judgements regarding whether the suspect is tense, but, instead, would be correlated with their judgements regarding whether suspects are having to think hard or attempting to control their behaviour.

Each of 84 police officers saw seven truths and seven lies told by suspects during their police interviews. Participants in Condition 1 were asked to indicate after each clip whether the suspect was lying, whereas participants in Condition 2 were asked to note after each clip to what extent the suspect appeared to be tense, having to think hard or attempting to control their behaviour. Condition 3 was a combination of Conditions 1 and 2 and participants were asked all the above questions. The findings support the hypotheses and therefore negate the assumption that police officers primarily look for cues of nervousness when they attempt to detect deceit.  相似文献

ABSTRACT

In February 2018, the U.S. Committee on Proactive Policing published its report on the evidence regarding the effects of different forms of proactive policing, particularly on crime and disorder. In this essay, we explore three obstacles to evidence-based policymaking in policing, some of which were raised by the Committee, but we take occasion to develop here: (1) the mistrust of science; (2) the paucity of cost-efficiency analyses; and (3) the challenge of managing competing values. For each of these we describe the nature of the problem before identifying some possibilities for mitigating or overcoming it. Our goals are two-fold: (1) to provide some considerations that police leaders might take into account when making decisions about proactive policing; and (2) to illuminate avenues for future research.  相似文献
