This article addresses two research questions: which course did the CDU, CSU–FDP coalition government choose to follow in social policy from 2009 to 2013? And what relationships exist between social policy in this period and the Bundestag election in 2013? The analysis of primary and secondary data reveals both continuity and discontinuity in social policy in the 17th legislative period of the Bundestag. The decisions and non-decisions on social protection and labour market regulation in this period mirror a wide variety of determinants. These include partisan effects, electoral cycles, co-governing judges and anonymous social policy of market forces. The data also suggest that the CDU/CSU has been relatively successful in its strategy of ‘asymmetric demobilisation’, the strategy of changing its social policy profile to one more similar to that of its social democratic opponent, in order to demobilise the SPD's voters rather than mobilising them. More ambivalent has been the electoral outcome of the FDP's role in social policy. The FDP's first foray into leading a large welfare state ministry, the Federal Ministry of Health, in 2009 to 2013 did not prove to be a winning proposition for the Liberals electorally. Social policy in general and welfare state recalibration in particular thus seem to be an electorally especially risky project for a liberal party such as the FDP.  相似文献

Party division in Peru is a constant event and has become an expected feature of Peruvian parliamentary politics. For instance, in 2016, the elected Congress was composed of six parliamentary groups, and at the moment of its dissolution, that number doubled. This article explores the factors that produce such rapid division in the Peruvian Congress during two parliamentary periods (2011–2016, 2016–2019). It argues, through quantitative analysis, that there is a direct and negative relationship between the fragmentation of parliamentary groups and party discipline due to party affiliation and the dynamics of subnational party competition.  相似文献

Within a short time after the Iranian revolution of 1977-79, a number of studies were published concerning the dramatic process. It was presumably the spectacular turn of events, comprehensive media coverage, and relatively long period of time over which the revolution took place that enhanced the attention it received, and still receives from academic research. Taking its point of departure in theories of revolution by Theda Skocpol, this article discusses the character of the revolution. The article problematises Skocpol's theories through a discussion of the special characteristics of the Iranian Revolution, thus adding new dimensions to the comprehensive discussions of the dramatic developments. It is the article's perspective that the revolution must be conceptualised as a complex and dynamic process involving a high degree of internal dynamism and unpredictability, which made possible a radical break from the past, the development of new constructs, and unintended consequences. The execution of a revolution resulting in a clerical dictatorship was made possible by the dialectical and creative interaction between the groups involved, an interaction that took place over the two years during which the revolution occurred.  相似文献

Although historians have provided substantial insights into the structure, development and activities of the Queensland Native Mounted Police, they have rarely focused on the complex and sensitive issue of Aboriginal recruitment. A careful reading of historical records, however, identifies several methods, including coercion, intimidation, kidnapping and inducement, as well as “voluntary” enlistment. It is difficult to identify Aboriginal agency in recruitment processes as the records are entirely one-sided—the voices of the troopers themselves are absent from the archival sources. In this article, we examine the cultural and historical contexts of Aboriginal recruitment—for example, the dire social situations of Aboriginal survivors of the frontier war and the absence of future survival options for the potential recruits. We explore, through the framework of historical trauma, the impacts on vulnerable victims of violence and other devastating effects of colonisation. We conclude that the recruitment of Aboriginal troopers was far from a homogeneous or transparent process and that the concept of agency with regard to those who can be considered war victims themselves is extremely complex. Unravelling the diverse, conflicting and often controversial meanings of this particular colonial activity remains a challenge to the historical process.  相似文献

With a focus on India, and drawing on critical scholarship on geo-politics and geo-economics and “relational” state theories, this article examines the ways in which ideational and material processes of state transformation have shaped India’s international engagement in different periods. Prior to 1991, geo-political social forms linked to a national developmentalist state project shaped India’s engagement with global and regional multilateralism and the nature of this engagement fluctuated according to shifts in the legitimacy and viability of this state project. The erosion of the developmentalist state project from the 1970s laid the path for a deeper shift in the national social order in the 1990s with the recasting of statehood wherein India’s future was thought to be best secured through policies of economic openness, growth and competitiveness. This shift in India’s state project has given rise to new forms of global and regional engagement that are distinct to older forms of international engagement and reflect and further processes of state transformation in India. This is illustrated through a case study on energy policy.  相似文献

The crisis that unfolded after Iran's June 2009 presidential election exposed the absolutist nature of the state's highest religious authority (wali-ye faqih), Ayatullah ‘Ali Khamena'i. It also revealed the urgent need to critically interrogate Ayatullah Khomeini's doctrinal justifications for the governance of the jurist (wilayat al-faqih) in light of how ‘Ali ibn Abi Talib, the first Shi‘i Imam, assumed the caliphate: divine bestowal (nass) combined with public investiture that took the form of bay‘a (oath of allegiance). Ayatullahs Husayn ‘Ali Montazeri, Mohsen Kadivar, Yousef Saanei, Bayat Zanjani and Mehdi Karrubi have attempted to devise a model in which sovereignty belongs to the public and limits the clergy's role in daily matters of the state to oversight and guidance. In contrast, Ayatullahs Kazemeyni Boroujerdi and Mojteba Shabestari argue for a clear-cut separation between the church and the state so that the public can choose its form of government since no specific form is prescribed in Islam. On the other hand, Ayatullah Mesbah Yazdi, a member of the Assembly of Experts, has consistently been a passionate advocate of the absolute authority of the jurist in its most comprehensive form and a vehement opponent of any dissenting discourse on this subject.  相似文献

Afghanistan is largely known as a tribal peasant society, where the dominant organised socio-political forces are the tribes and the religious establishment, and where democratic and secular movements have been generally absent from the political scene. It is the tribal chiefs and the religious establishment that represent and mobilise people. However, liberal and constitutionalist movements in the country have had a relatively rich background since the early twentieth century. While the first constitutionalist political party emerged in the early 1900s, the first liberal party, Watan (or Homeland), emerged in the late 1940s in the aftermath of World War II, when the government allowed some changes in the method of ruling. The party became the most vocal and influential in political circles at the time. This article examines how a liberal-nationalist political party emerged and operated even though the ruling class had little desire for fundamental changes such as the separation of powers, freedom of expression or rule of law. It explores the features of the party, including its platform, goals, social and ethno-religious make-up and the method of struggle chosen to achieve its objectives, which also enabled it to take a leading role in the political process in the early 1950s.  相似文献

Anti‐Americanism, sometimes called the “last acceptable prejudice”, is a common phenomenon in the modern era. This paper explores the ebb and flow of anti‐Americanism in the Australian Labor Party in the post‐Second World War period and argues that while at times it was reasonable or proportionate, at others such criticism became unreasonable, disproportionate and therefore prejudicial. When this occurs the Australia‐US alliance can become strained, the Australian electorate tends to become sceptical of the ALP's credentials on national security and the party's electoral prospects also tend to suffer. Nevertheless, following the brief leadership of the stridently anti‐American Mark Latham, such sentiment in the ALP has been widely discredited and is unlikely to emerge again in its prejudicial form for some time, marking the end of an era.  相似文献

The article examines the size, structure, composition and modi operandi of the Arab military forces which fought the Jews in the 1948 war, before the invasion of the Arab regular armies, based first and foremost on the Arab sources themselves. An attempt is made to assess the substantial reasons behind the Arab defeat in the first ‘civil war’ phase of the campaign, including a comparison of the number of combatants, which also explains the outcome.  相似文献
