Especially since (re-)unification, perceptions of Germany alternate between the fear of the return of the German hegemon and – at the same time – the diametrically opposed call for more German leadership based on Germany's outstanding pro-European engagement. Nonetheless, Germany's foreign policy has changed little since 1989: it is still cautious rather than assertive. Due to Germany's experience with the two world wars, German foreign policy places great value on the enlargement as well as the deepening of the EU. In sum, Germany can best be characterised as a normal and engaged European state.  相似文献

Abstract

Italian politics have undergone momentous change in the 2007–2017 decade under the impact of the eurozone crisis, whose peak in 2011–2013 could be equated to the earlier watershed years of 1992–1994. The lasting impact of the upheaval in Italian politics in the early 1990s could still be felt in the decade of economic recession, but there were also new challenges prompted by a crisis that had its roots in international financial contagion and which unravelled under the shadow of both recession and austerity. The changes were of an economic, social, cultural, institutional, policy-oriented and political nature. If one central quintessentially political theme stands out by the end of this decade it is the apparent exhaustion of the quest for bipolarisation that was initiated in the early 1990s.  相似文献

The biotechnology and venture capital sectors have flourished in Germany during the 1990s, a surprising development that finds its roots in the policies of the federal government. Years before the private sector became engaged, the federal government had identified biotechnology and venture capital as important for job creation and Germany's world‐wide status as a technological leader. Its success in leading a renaissance in these sectors sits uneasily with dominant understandings of the German state as ‘semi‐sovereign’ (Katzenstein) or ‘enabling’ (Streeck) ‐ as institutionally incapable of defining policy against or without the active participation of societal actors. This article uses a history of the biotechnology and venture capital sectors since the 1970s to re‐examine the relationship between the central state and lower governments as well as organised interests in Germany. The evidence demonstrates the federal government's autonomy in formulating policy priorities as well as its ability to enhance the capabilities of lower level governments and private sector actors to achieve the objectives it defined.  相似文献

Although officially Russian state-owned energy companies operate as independent entities, their actions often lead to suspicion that they are acting as a tool of Russian state foreign policy. Countries on the southeastern borders of Europe – Bulgaria and Greece – are prime examples of where this might be the case, since they not only have a central position in Russia’s plans to penetrate European markets through new transport infrastructure but are also part of competing plans for routing non-Russian gas to Western markets. The main focus of the present research is on the natural gas and oil sectors, as these are the traditional foundation of Russian energy exports to Europe. The aim of this paper is thus to provide an objective, evidence-based analysis of Russian activities in the natural gas and oil sectors of Greece and Bulgaria in order to establish whether its actions have been implicitly or explicitly politicized and have served to strengthen Russian influence in the region.  相似文献

This article examines whether changes in electoral participation contributed to electoral volatility in Latin America between 1945 and 2000. As a result of literacy voting requirements and authoritarian interludes that disenfranchised large portions of the population, new voters in Latin America probably had different political interests from the previous electorate and were not socialized to electoral politics. The article considers the hypothesis that the inclusion of new voters with different interests produces an immediate, short‐term change in aggregate voting patterns, and a lack of socialization of new voters generates lingering instability in electoral behavior. Accounting for confounding factors, the analysis of legislative elections in 12 countries indicates that the expansion of the electorate temporarily disrupted voting patterns in Latin America but did not lead to long‐run party system decay.  相似文献

Anti‐Americanism, sometimes called the “last acceptable prejudice”, is a common phenomenon in the modern era. This paper explores the ebb and flow of anti‐Americanism in the Australian Labor Party in the post‐Second World War period and argues that while at times it was reasonable or proportionate, at others such criticism became unreasonable, disproportionate and therefore prejudicial. When this occurs the Australia‐US alliance can become strained, the Australian electorate tends to become sceptical of the ALP's credentials on national security and the party's electoral prospects also tend to suffer. Nevertheless, following the brief leadership of the stridently anti‐American Mark Latham, such sentiment in the ALP has been widely discredited and is unlikely to emerge again in its prejudicial form for some time, marking the end of an era.  相似文献

During the last 5 years, Russia and Japan have been able to widen and deepen bilateral ties in many spheres, including politics, economics, and culture. At the same time, the further qualitative improvement of bilateral relations is hampered by strong influence of an enduring negative historic memory of Japanese society toward Russia mostly due to the so-called Northern Territories syndrome. The formation of Russia’s image in Japan is also strongly influenced by a number of time-limited factors, such as the state leader’s popularity, single-moment events, empiric experience, and others (Streltsov 43). In this paper, the author traces the recent history of the territorial dispute between two countries and then attempts to evaluate the influence exerted by four time-limited factors: the triple disaster in Japan (as an example of the implications of natural disasters), the two leaderspolitical aspirations, mutual trust, and popularity at home (as related to the personal features of President Putin and Prime Minister Abe), on the two countries’ approach toward signing a peace treaty and solving the territorial dispute. According to the author’s hypothesis, the strategic vision of Putin and Abe and their trustworthy relationship are playing the key role in improving ties between the two countries. Moreover, due to its importance for these ties, this paper considers the geopolitical environment of the Russo–Japan relations and the current state and perspective for bilateral energy cooperation. Finally, the author turns to an evaluation of whether a long-overdue compromise on the territorial dispute could be reached anytime soon.  相似文献

Recent studies on European Union (EU) Enlargement have emphasised the importance of usages of ‘Europe’ by domestic actors as a necessary condition for the EU to have an impact on domestic politics. We study the usages of Europe in the critical case of Turkey’s nuclear energy policy. We analyse the narratives and actions of domestic actors in Turkey to identify if they use ‘Europe’ (the EU and the idea of Europe). We reach the counter-intuitive finding of usages by both state and non-state actors, which illustrates that usages of Europe can persist despite enlargement stasis in candidate states.  相似文献

Fiji is undergoing a period of political and economic change. At this stage, the jury is out on the course being charted by the FijiFirst government as it grapples with the dual challenges of political reform and economic development. With the 2018 general election on the horizon, the following article considers where Fiji is placed on the authoritarian‐democratic spectrum. By drawing on the comparative literature about transition “from above” and competitive authoritarianism, we focus on the character of reform in Fiji since the re‐institution of elections in 2014. Our contention is that the shift that skews the system in favour of an incumbent government often occurs between elections in a less than noticeable manner. The article argues that while there is an appearance of progress in Fiji, overall the situation is less democratic and more precarious than it seems.  相似文献

The enactment of a constitution through the method of ‘concession’, as it was used in Europe between the Napoleonic wars and World War I, indicates that a hitherto absolute ruler understood the need for a higher level of institutionalization and collective exercise of state power, but mistrusted institutionalized and collective processes, which would define the level needed. In other word, a ‘concession’ comprehended an imminent contradiction. Drafting an enduring constitution is a complex and difficult task, which requires consensus- building on a wide scale through collective procedures. However, a ruler who ‘concedes’ implicitly denies any kind of collective constitution-making, which could get out of the ruler’s control. Instead rulers preferred a non-inclusive approach, using court advisors and/or ministers appointed by the ruler, to draft the constitutional text. The European experience analyzed in this article shows that popular involvement through representative procedures (such as the election of a constituent assembly) in the making of a constitution can improve its chances for endurance through time and create a political environment more favourable for the constitution to achieve normative quality, instead of remaining essentially a false promise.  相似文献

The impact of crisis in Ukraine on EU–Russia relations appears twofold. On the one hand, it revealed the high degree of disdain all across Europe to Moscow's neo-imperial approach. On the other hand, it unveiled a great deal of affection and sympathy to Kremlin's policy among a number of non-mainstream but significant groups within the EU. In this article, we mirror the major troubles of today’s Europe, as seen from Moscow’s perspective, with four nodal points of the Kremlin’s hegemonic discourse: social conservatism, nation state-based policies, independence from the US influence and the glorification of Russia’s self-inflicted mission of fighting contemporary neo-fascism. Our analysis of non-mainstream political parties in EU member states, sensitive and responsive to the Kremlin’s agenda, suggests that Putin's regime and Russia sympathizers in Europe pragmatically use each other, thereby challenging the classical ideological paradigms. This translates Russia’s policies into a trans-ideological repertoire of different discourses that differently resonate among the groups of Russia sympathizers.  相似文献

Abstract

The institutional relationship between the Commonwealth Caribbean and the European Union (EU) dates back to the mid-1970s, when the Lomé Convention was signed. The agreement was seen as a high water mark in First–Third World relations. However, since then the bond has come under concerted pressure. The consequence is that today the particularism that underpinned relations for so long has almost vanished and the EU is beginning to treat the Caribbean like any other relatively marginal region of the world. The article evaluates the reasons for this change, in particular: the scrapping of the trade protocols; the erosion of African, Caribbean and Pacific (ACP) preference due to free trade agreements signed by the EU; the refocusing of EU development policy towards the least developed countries; and the split in the ACP group with the creation of an ill-designed regional Economic Partnership Agreement. The article places these changes into starker relief by assessing briefly the deepening links between the United Kingdom Overseas Territories and the EU. However, as the article highlights, this link will neither reboot nor sustain the more important Commonwealth Caribbean–EU relationship.  相似文献

This article explores the impact of the current recession on Ecuadorian labour migration to Europe. Several factors affect the evolution of this migration system: receiving countries' policies, the labour market demand (and its deterioration) and the scope for the self‐maintenance of migrants' social networks. We especially focus on a relatively less studied issue: emigrant policies, symbolised, in Ecuador, by a pervasive emphasis on migrant return, somewhat echoed even in Spain, as a destination country. Still, a massive return scenario is implausible in the light of migrants' family stabilisation abroad, and of the uncertain prospects for development in their motherland. Even during a worldwide recession, the ‘hidden agendas' in migration policies, along with the distinct time‐scale and the self‐feeding potential of a long‐distance migration system, should be critically appreciated.  相似文献

This study seeks to understand the underpinnings of the Turkish state's modernization project; drawing on archival sources, popular literature and speeches, it examines the changes that occurred in clothing over the 200 years of the country as one constitutive part of its modernization experience. Since the inception of the Republic, the promotion of western attire has become one important media inter alia for the ruling elite to institutionalize modernity. The intense and long clothing campaign delineates the motivations of the ruling elite to construct a modern subject in the image of western counterparts. The current study employs a particular theoretical framework known as ‘developmental idealism’, which throws new light on ideational factors that have played important roles in the sartorial adventure of Turkish people. It is the main argument of this study that the Turkish modernity project, in many ways, has been influenced by the elements of developmental idealism, and one can see the reverberations of this impact on the modernizing reforms in general, and the shift in the change in clothing in particular.  相似文献

Surprisingly, perhaps, China’s flagship Belt and Road Initiative expresses a familiar mix of the security–development nexus and liberal interdependence thesis: Chinese leaders expect economic development and integration will stabilise and secure neighbouring states and improve inter-state relations. However, drawing on the record of China’s intensive economic interaction with Myanmar, we argue that the opposite outcome may occur, for two reasons. First, capitalist development is inherently conflict-prone. Second, moreover, China’s cross-border economic relations today are shaped by state transformation – the fragmentation, decentralisation and internationalisation of party-state apparatuses. Accordingly, economic relations often emerge not from coherent national strategies, but from the uncoordinated, even contradictory, activities of various state and non-state agencies at multiple scales, which may exacerbate capitalist development’s conflictual aspects and undermine official policy goals. In the Sino-Myanmar case, the lead Chinese actors creating and managing cross-border economic engagements are sub-national agencies and enterprises based in, or operating through, Yunnan province. The rapacious form of development they have pursued has exacerbated insecurity, helped to reignite ethnic conflict in Myanmar’s borderlands, and plunged bilateral relations into crisis. Consequently, the Chinese government has had to change its policy and intervene in Myanmar’s domestic affairs to promote peace negotiations.  相似文献

Finland avoided participation in the Great War, but in 1918 fell into a short civil war that culminated in a cycle of vicious terror. The focus of this article is to explain the high incidence of terror during that civil war in comparison with other civil wars that took place in the Baltic region. The violent polarization of Finnish society was triggered as reform expectations skyrocketed at the moment when the country’s institutions were in chaos and its economy in a free fall. Mutual distrust, armed mobilizations, and a sense that time was running out in the arms race were key factors that drove both warring parties to the violent conflict. The author concludes with a discussion of the reintegration of the dissolved state. He frames the conflict within various psychological theories and group behavior in the context of economic possibilities and expectations. The article is based on his own empirical research and on the studies of other scholars on the history of the Finnish Civil War.  相似文献
