ABSTRACT

This article demonstrates how social exclusion affects the strategies that migrants and their children experience vis-à-vis the preschool education system of the host society. We use the example of two private institutions established in Moscow by Kyrgyz migrants to explore their role in helping integrate migrant children into the host society. I examine the role the Kyrgyz community plays in the life of labour migrants in Moscow, and why private migrant infrastructure is created today by people from this particular country, though eventually migrants from other countries use it as well. I find that in recent years migrants have been creating private infrastructure in Russia as an alternative to the public one. It replaces state institutions for migrants that are not accessible to them. Migrants also view it as one of the channels for entering the Russian society and state institutions. These centres do not so much help migrants’ children escape social isolation as compensate for the lack of adjustment programmes in Russian schools.  相似文献

ABSTRACT

This paper questions the effectiveness and usefulness of the Russian government's policies of migrant integration. Using a unique combination of ethnographic research methods (observations, interviews and survey) with methods from psychology (cognitive mapping) and urban studies (GIS mapping), I depict the presence of Central Asian migrants and their interaction with local long-term residents in two cities of the Russian Federation: Kazan and Saint Petersburg. On the basis of my findings, I argue that the readability (defined as the ease with which the city can be ‘read’ and understood) and legibility (defined as the degree to which individual components of an urban environment are recognizable by their appearance) of urban space in Kazan have positive effects on the relationship between these two communities, while the ambiguity and uncertainty of urban identity in Saint Petersburg make the life of migrants very vulnerable and unpredictable, and result in the growth of xenophobic views among the local residents. This allows me to argue that the policy of migrant integration will be more successful if it is built on learning to live with differences, instead of trying to ‘Russify’ migrants or create various forms of supra-ethnic identity.  相似文献

This article explores the narratives of Filipino medical workers on their encounters with other Asians during their migrant journeys to Singapore. Migrants speak of their encounters with regional cultural diversity and the everyday manifestations of regional political-economic power configurations and inequalities. The narratives show that beyond merely responding to state discourses on how migrants ought to represent the nation-state abroad, migrants attempt, on their own terms, to understand their place in Asia, and the world. Their journeys take place at a moment of social and demographic change as many Filipino medical workers travel across borders to care for aging populations in other Asian countries. The field of care raises complex moral dilemmas for Asians of different ethnic and national backgrounds, and this complicates any simple notion of Asian values. Moments of pan-Asian solidarity, in which friendships are cultivated across national boundaries, are often overridden by experiences of racial and cultural prejudice. Among diverse Asians in Singapore, divisive and hierarchical notions of first world and third world, modern and backward, caring and uncaring are prevalent in everyday judgments of others. Filipino migrants assert their global aspirations and their moral reflections on how to live and care for others; simultaneously they create distance from those who they believe do not share such aspirations and moral views. This article illuminates the transformations in migrant subjectivities as migrants experience and evaluate a range of cultural encounters as medical carers in the region.  相似文献

ABSTRACT

With the introduction of capitalist labor relations into China certain attitudes, competencies, and values associated with global capitalism seem to be increasingly valorized. This article analyzes the values and principles ascribed to migrant workers as part of practices linked to modes of government. The author confronts the dominant form of cultural construction of migrant workers through the Shenzhen official press with migrant workers' own narratives about their experience of work (dagong) in the city as the narratives are mediated through two different sites, namely, participant observation, interviews with rural migrants, and a body of unpublished letters to the editor acquired from several magazines dedicated to migrant workers. The article sheds light on the ways in which migrant workers' narratives confirm or, on the contrary, contest the pivotal elements of the hegemonic construction. Three different narratives that migrant workers produce about their own lives and about Shenzhen are examined. These narratives range from affirmations of dominant discourses about migrant workers and expressions of disillusionment about such discourses, to strategic uses of dominant discourses to justify the claims made by migrant workers.  相似文献

The prostitute     
Migrant domestic workers rarely take part in — let alone organize — public protests in the countries where they work. Public protests are virtually unheard of among migrant domestic workers in Singapore, Taiwan, and Malaysia, and especially in the Middle East and the Gulf States. Over the past decade and a half, however, migrant domestic workers in Hong Kong — mostly Filipinas and Indonesian women — have become highly active, organizing and participating in political protests. Hong Kong's migrant domestic workers protest in a place where they are guest workers and temporary migrants, denied the opportunity of becoming legal citizens or permanent residents. Increasingly, these workers, their grassroots activist organizations, and the nongovernmental organizations with which they are affiliated frame their concerns in terms of global, transnational, and human rights, not merely local migrant worker rights. This article takes the “Consulate Hopping Protest and Hall of Shame Awards” event — part of the anti-World Trade Organization protests in Hong Kong in 2005 — as an ethnographic example of domestic worker protest and as an entrée through which to ask what it is about Hong Kong and about the position of women migrant workers — whose mobility and voice is both a product and a symptom of globalization — that literally permits public protests and shapes their form and content. The article illustrates how migrant workers’ protests and activism have been shaped by domestic worker subjectivities, by the dynamics of inter-ethnic worker affiliations, and by the sociohistorical context of Hong Kong as a post-colonial “global city” and a “neoliberal space of exception.”  相似文献

ABSTRACT

Through on-site interviewing, a comparative study has been carried out about migrant factory workers in industrialised parts of China’s Guangdong province and in Vietnam’s Ho Chi Minh City. Even though China and Vietnam possess similar legacies of socialist transformation and have household registration regulations that restrict rural migrants’ access to urban social services and impede their settlement in cities, there exist marked differences in Guangdong and Ho Chi Minh City in migration patterns, factory work conditions and migrant worker family livelihoods. In particular, migrant families in Ho Chi Minh City largely stay intact and tend to settle there permanently, while married migrant workers in Guangdong normally need to split up their families and remain trapped in circular rural–urban migration. As shall be seen, the national and local governments play important roles in determining the inclusion or exclusion of migrants from urban life, the wages they are paid and their standard of living and, most important of all, their children’s access to education. Each of the two countries’ differences in implementing policies is examined and comparatively analysed.  相似文献

ABSTRACT

The literature on migrants’ religious movements generally see them as backward and conservative movements that are resistant to change. On the contrary, this paper shows that transnational religious movements are shaped by interactions between origin and destination places’ political, legal and social structures, and may take different pathways across time and place. Analysing the development of the Alevi diaspora movement in Germany and the recent efforts to establish the World Alevi Union, the article argues that both the (old and new) states and the (old and new) societies they live in, as well as broader paradigm changes and their agency have a direct influence on the ways migrants’ daily life practices alter in time.  相似文献

The article discusses the Baltic colonial experience in historical and comparative perspective. It sketches the ways in which Baltic societies are best linked to theoretical discussions on postcolonial issues, and whether they might be looked upon in a more global context. The main question posed by the article is in what ways Baltic identity has been determined by processes of foreign settlement, occupation and colonization of the territory of each respective country and whether we can see Baltic societies as potential agencies of Europe’s internal others.  相似文献

Abstract

The process of democratization in the Baltic states has been coloured by the question of the political integration of the formerly-dominant Russian-speaking communities. This paper compares the extent of ethnic differences in the experience of democracy in these three states with those in ten other East European societies in the mid-1990s. It examines how polarized ethnic groups are in terms of their satisfaction with the democratic process, representation and responsiveness and where the Baltic states stand in terms of the extent of such ethnic polarization compared with the range of situations found in former-communist Eastern Europe. The Baltic states are shown to be distinct from each other, with Estonia having the most polarized experience of democratic processes, and the findings generally undermine notions of Baltic exceptionalism with regard to democracy and ethnic relations. Finally, we consider the possible implications for membership in the European Union of the experience of unequal involvement in the democratic process in these societies.  相似文献

Abstract

This article analyzes the actually-emerging market in contemporary China as an institution that is shaped by the exercise of government power and by the social interaction of migrants, officials, and urban consumers. The author argues against understanding the market as an autonomous and de-contextualized institution brought about by the actions of rationally calculative individuals. Drawing on the insights of economic sociology about the socially embedded nature of market, the author pictures the emergence of the market in China in general, and that of the home renovation market in particular, as a messy social process full of distorted information, social bargaining over price, deception and manipulation, state repression, creative learning, and adaptation on the part of various agents in the marketplace. Using the life story of one migrant worker in Beijing's home renovation industry the author critiques the prevailing discourse about the market as an autonomous institution and illustrates the processes of social construction of the market in China.  相似文献

ABSTRACT

In the last two decades, mobile phones and new technologies have transformed migration. Some scholars argue that they help empower migrants, who are otherwise often marginalized in their host country. We discuss the extent to which this is true for Kyrgyz labour migrants in Russia, a relatively large diaspora that suffers from multiple levels of disempowerment, ranging from precarious living and working conditions to a lack of legal support and representation from their home government. Relying on fieldwork conducted in Kyrgyzstan in 2017 and 2018, we explore the extent to which smartphones are enabling Kyrgyz labour migrants in Russia to be informed about migration rules, help each other abroad, connect as a diaspora, and discuss important diaspora topics. Our findings are relevant beyond academia, as many international and governmental agencies are trying to assist migrants through technology; they also point to several missed opportunities for these organizations.  相似文献

This article examines East European migrants’ relationships with other communities in the context of waged work through in-depth interviews with recent Polish and Lithuanian migrants to London. These migrants found themselves newly surrounded by greater racial and ethnic diversity. By distinguishing themselves from other workers on the basis of skin color and legal status, they present themselves as members of the host country's ‘white’ majority, which places them in a position of power in relation to other migrant groups in London.  相似文献

ABSTRACT

Focussing on the example of domestic worker migration, this article seeks to explore the regulatory regimes that control the flow of migrants across Southeast Asia. Although at first glance this appears to be a deeply statist regime, the aim of this article is to complicate this picture and to look at the role that private power and authority places in shaping migration governance. The article focusses on three interrelated issues: (i) how states have increasingly come to regulate migration via partnership arrangements with private sector actors; (ii) how these partnership arrangements are emblematic of broader processes of state transformation that take shape within the complex governance practices surrounding domestic worker migration in Southeast Asia; (iii) how a focus on the micro-processes of domestic worker governance (that is, how migrant worker bodies are constructed and disciplined) also highlights the significance of private actors in this aspect of governance.  相似文献

ABSTRACT

In this paper, we offer a possible interpretation of reconciliation in the former Yugoslav area. In a conflicting past and not-reconciled region, it is presumed that the truth should be the main pillar of reconciliation. However, according to our empirical analysis of 146 reconciliation projects implemented in the period between 2002 and 2015, there are many interpretations of truths in the region which are opposed to each other. These interpretations are the result of different national political constructions, supported by the dominant structures of the societies in question. Accordingly, instead of insisting on a single factual truth, we propose the introduction of the ‘agonistic dialogue’ principle, where multiple truths would coexist, thus turning former war enemies into political adversaries in the post-conflict setting.  相似文献

Over the past two decades, state-directed Han settlement and capitalist development in the Uyghur homeland in Chinese Central Asia have uprooted thousands of Uyghurs, causing them to move to the city. In this article, I explore how low-income male Uyghur migrants and Uyghur culture producers build a durable existence despite these challenges. Based on analysis of migrant responses to the Uyghur-language urban fiction and indigenous music as well as ethnographic observations of Uyghur migrants from Southern Xinjiang, I argue that indigenous knowledge provides underemployed male Uyghurs a means to refuse the alienating effects of settler colonialism and economic development. By broadening the scope of what counts as ‘resistance’ to Chinese attempts to eliminate aspects of Uyghur society, I show that ‘refusal’ can be a generative way of embodying sovereignty, particularly when confronted by structural violence.  相似文献

ABSTRACT

The use of ‘neopatrimonialism’ as a category in mainstream scholarship on African polities and economies is ubiquitous. A critique by Thandika Mkandawire has shown that the ‘neopatrimonial school’ is devoid of conceptual coherence and analytical power – it is an expression of a prejudice, not a useful tool for research and analysis. The article endorses Mkandawire's view but points out that this is by no means the only example of its kind. On the contrary, the use of categories which assume the superiority of societies in the global North over those in Africa is widespread. The article illustrates this by discussing and criticising two others, the ‘democratic consolidation’ paradigm and the ‘failed state’ framework. It argues that all three shape assumptions by scholars in Africa as well as outside it which obstruct concrete analysis. A critique of these paradigms is thus essential to the development of scholarship on and about Africa.  相似文献

This article discusses the promotion of economic “reintegration” programs among migrant domestic workers in Hong Kong. The programs include training migrants in savings and investment, business planning and entrepreneurship, with the immediate aim of helping them to achieve some steady income as an alternative to continued working overseas, and the longer-term objective of channelling migrant savings into national economic development “back home.” The reintegration programs are analysed in the context of hegemonic neo-liberal or popular capitalism, which inter alia, encourages the transformation of citizens with rights into entrepreneurs who can be held responsible for their own failures. It argues that such programs discipline rather than liberate migrant workers and that despite good intentions on the part of progressive non-government organisations (NGOs), represent individualistic solutions to structural problems which may undermine campaigns like the campaign for the rights of migrant workers and their families.  相似文献

Abstract

This article focuses on the incorporation of Aboriginal children into European families on a private basis in the colonial era. While state-based missions and reserves were central sites where Aboriginal children were placed, other Aboriginal children were privately placed with European families during the colonial era. This article explores the shifting reasons for this practice. It finds that Aboriginal children who entered European families away from the control of the state came under the control of Europeans through a variety of ways. Initially, Aboriginal child removals were conducted during the course of violent frontier conflict or involved children who had been impacted by introduced European diseases. Smaller numbers of Indigenous children were taken as objects of curiosity. As the nineteenth century progressed, however, it became increasingly common for settlers to take Indigenous children for labour purposes. The article argues that the white middle-class family was positioned as a site for “civilising” children, where the moral regulation of childhood was conducted. This article adds a new dimension to colonial understandings about the role and structure of the family. It also expands understandings about Indigenous child removal in Australia's past.  相似文献

An estimated 1.5 million citizens of Burma reside as refugees or migrants in Thailand, where harsh treatment, harassment and social stigmas contribute to a climate of precarity. Although one possible course of action for any community under strain is political mobilisation, for migrants from Burma in the northern city of Chiang Mai, high degrees of exploitation and insecurity have generated an overwhelming disinterest in political issues. The article examines this relationship in five main sections. The first presents the two key concepts that structure the analysis: precarity and political mobilisation. The second examines the context of migration from Burma to Thailand, focusing both on the climate of unrest found in much of Burma and on Thailand's treatment of migrant workers, its non-participation in core international legislation and its sub-standard migrant registration system. The third explains how this study of Burmese migrants in Chiang Mai was undertaken and reviews the ethical considerations required in a study of vulnerable groups. The fourth documents the study's findings and presents migrants' testimony. The fifth seeks to explain the link between precarity and political passivity in this case, and considers the wider implications. The concluding section restates the core finding.  相似文献

Internal and international labour migration is a main livelihood strategy for many people in rural areas of Kyrgyzstan. It is estimated that approximately one-third of the employable population of Kyrgyzstan is working abroad. However, current labour migration phenomena are not exceptional since Central Asia's history has always been characterized by the movement of people, including external and internal, forced and voluntary, legal and illegal, permanent and temporary, ethnically or economically motivated migration. This article gives an overview of the historical and present migration processes with a special focus on three village communities in rural Kyrgyzstan. It deals with the opportunities and difficulties with which labour migrants and their non-migrating family members are confronted today. The results are based on extensive field work in Kyrgyzstan.  相似文献
