ABSTRACT

Post independence President of Cameroon, Ahmadou Ahidjo, a Fulani, like his kith and kin in Northern Nigeria, was quite supportive of Nigeria in her war with the separatist Biafra. At the end of the war, he laboured to convince Nigeria to a boundary demarcation that would place Bakassi Peninsula firmly on the side of Cameroon. Nigeria as at 1975, ensured to remain grateful to an African country that helped her during the civil war. The show of gratitude from Nigeria triggered eventually, a bellicose relation with Cameroon. Though un-confessed, Nigeria was beset with several role conflicts in her border dispute with Cameroon, since the peninsula had been inhabited by Nigerians from the pre-colonial times. This paper examines the causes and manifestations of these conflicts. To do this, the role theory framework is used. It is revealed that Nigeria’s cognitive assertions were in conflict over her material interests on Bakassi Peninsula.  相似文献

Abstract

As Iraqi forces invaded the Iranian border shortly after the Islamic Revolution, the Islamic Revolutionary Guard Corps (IRGC) participated in the battle along with the debilitated Iranian Army. The IRGC was a young religious-revolutionary institution that lacked the resources that revolutionary armies and militias conventionally rely on. Nevertheless, it survived the battle pressure and even achieved relative military successes in the second year of the war. By examining personal narratives written by Iranian veterans, this article argues that in the void of conventional resources in the first year of the war, the Guards retrieved elements of their Shia background to recognize a religiously inspired charisma in every combatant who would devotedly step up for martyrdom. This shared understanding of the omnipotent charisma was then acknowledged in action—by commanders’ deployment of it to impose order and through frequently held Shia rituals on the battlefield. It thereby created an alternative source of cohesion and motivation that led to the IRGC’s survival and prepared them for further successful steps by the end of the war’s first year.  相似文献

ABSTRACT

In Your Western Regions, My Turkestan (2007), Chinese dissident Wang Lixiong warned of the ‘Palestinization’ of the Xinjiang question, defined as reaching ‘a critical point in time’ where Uyghurs and Han Chinese enter an interminable ‘ethnic war’. Following the knife attack on Han civilians in Kunming (2014), seen by many as an act of Uyghur terror, Wang reminded us that he had foreseen this trajectory seven years earlier. This article outlines Wang’s six interpretations of ‘Palestinization’ in the Xinjiang context, then shows how tightened regulations on religion and intrusive religious policing was the main catalyst for local retaliatory violence in 2012–2015. I contend that state securitization of religion was counterproductive, heightening societal insecurity and promoting inter-ethnic conflict between Uyghur and Han communities. In Chen Quanguo’s era of ‘de-extremification’, the state’s purported attempt to ‘purify’ Islamic practice continues to be experienced on the ground as violation of pure, halal space.  相似文献

ABSTRACT

This article examines Karen women’s political participation in the Karen National Union (KNU) and in KNU-controlled towns and villages during three phases of the protracted Karen conflict in Burma/Myanmar – the guerrilla activity phase, the civil war phase and the ceasefire phase. It argues that two interrelated institutions – a participatory governance system and a politically autonomous women’s group – affect Karen women’s levels of political participation in their communities. The logic is that as the Karen conflict de-escalated from the civil war phase to the guerrilla activity phase, the KNU’s leadership, in response to deteriorating security conditions and outside pressure, was forced to accept greater civilian participation in governance that opened up the political space for Karen women to become politically active. This de-escalation process also meant that the KNU had fewer resources and lacked the institutional capacity to control the activities of the KNU-affiliated women’s group – the Karen Women’s Organisation. When the conflict de-escalated again after the KNU signed a ceasefire accord with the Burmese government in 2012, the terms of the ceasefire agreement in combination with an influx of non-governmental organisations created new avenues in which Karen women could participate in politics.  相似文献

Abstract

The study of identities struggles to capture the moments and dynamics of identity change. A crisis moment provides a rare insight into such processes. This paper traces the political identities of the inhabitants of a region at war – the Donbas – on the basis of original survey data that cover the four parts of the population that once made up this region: the population of the Kyiv-controlled Donbas, the population of the self-declared “Donetsk People’s Republic” and “Luhansk People’s Republic,” the internally displaced, and those who fled to the Russian Federation. The survey data map the parallel processes of a self-reported polarization of identities and the preservation or strengthening of civic identities. Language categories matter for current self-identification, but they are not cast in narrow ethnolinguistic terms, and feeling “more Ukrainian” and Ukrainian citizenship include mono- and bilingual conceptions of native language (i.e. Ukrainian and Russian).  相似文献

The crisis in Ukraine since late 2013 has seen four successive internationally mediated agreements that have been at best partially implemented. Drawing on extensive fieldwork and 42 key informant interviews sides, we explain this outcome with reference to the logic of competitive influence-seeking: Russia is currently unable to achieve a friendly and stable regime in Kyiv and thus hedges against the consolidation of an unfriendly pro-Western and stable regime by maintaining its control over parts of eastern Ukraine and solidifying the dependence of local regimes there on Russian support. This gives Russia the opportunity to maintain the current status quo or settle for re-integration terms through which Russia can sustain long-term influence over Ukraine’s domestic and foreign policy. We conclude by reflecting on the consequences of competitive influence-seeking in the post-Soviet space: the likely persistence of low-intensity conflict in Ukraine; the further consolidation of territorial divisions in other post-Soviet conflicts; and the need for policy-makers in Russia and the West to prioritize the management of the consequent instability.  相似文献

Abstract

Building on past survey-based studies of ethnic identity, we employ the case of Ukraine to demonstrate the importance of taking seriously the multidimensionality of ethnicity, even in a country that is regarded as deeply divided. Drawing on relational theory, we identify four dimensions of ethnicity that are each important in distinctive ways in Ukraine: individual language preference, language embeddedness, ethnolinguistic identity, and nationality. Using original survey data collected in May 2014, we show that the choice of one over the other can be highly consequential for the conclusions one draws about ethnicity’s role in shaping attitudes (e.g. to NATO membership), actions (e.g. participation in the Euromaidan protests), and the anticipation of outgroups’ behavior (e.g. expectations of a Russian invasion). Moreover, we call attention to the importance of including the right control variables for precisely interpreting any posited effects of ethnicity, making specific recommendations for future survey research on ethnic identity in Ukraine.  相似文献

Abstract

No fighting took place on Cyprus during the First World War. However, the island acquired an important role both as a source of provisions and as a recuperation home for injured soldiers. Indeed, between 1914 and 1918 the small, poor and under-developed island of Cyprus became a major provider of grain, timber, tobacco and mules while military convalescent homes on Mount Troodos were built to accommodate thousands of injured Allied soldiers. Cyprus’s use for the war effort inevitably had a significant impact on the island’s economy and infrastructure. During the war years the island experienced a boost in its agricultural production and an influx of money while several technical services were established to facilitate transportation and communication. By examining such themes this paper sheds important light on a critical period of Cypriot history, though one that remains largely unexplored.  相似文献

Abstract

In the space of 24 years, Ukraine has experienced three ‘revolutions’: the revolution for independence, the ‘Orange Revolution’ and the ‘Dignity Revolution’. On each occasion the event has been lauded as a triumph of democracy over authoritarianism and as evidence that Ukraine will soon be able to assume its rightful place as a free, democratic state in Europe. On two out of three occasions the reverse has occurred; while the people have taken to the streets to protest against flagrant corruption and abuse of power, the oligarchs have responded with only minor changes to the political system. The reins of political and economic power have remained firmly in their hands, and Ukraine’s prospects for political and economic development have deteriorated. The Dignity Revolution of 2014 is seen as different from preceding revolutions because civil society appeared to be much more active and it has succeeded, in part, in maintaining pressure on government for reform. It is important to understand, however, that despite periodic and dramatic demonstrations of outrage over the corrupt and authoritarian practices of the political elites, civil society has generally been classed as apathetic, weak and ineffectual. Thus, the current challenge for Ukrainian civil society is to overcome its own limitations so that it can better hold government to account.  相似文献

Abstract

A common theme in historical and contemporary warfare is the role of militias. Militias, both pro-government and rebel, act beyond their sponsors or else they would be understood as part of the armies that go to war. We think of militias as paramilitaries, approximate but not collocated with the military. Paramilitaries are ordinarily recruited and resourced differently. They are also ordinarily tactically different, playing a role in front line warfare where the intensity may be high, but where the position is fast changing or distributed in local areas. As the conflict literature will show, militias, or paramilitaries, are a common feature of any conflict and thus it is no surprise that we see their use in Ukraine. For the conflict in Ukraine, we use the term paramilitaries to indicate those forces that are fighting at the front line for both the Kyiv government and rebels in Donetsk and Luhansk, with these being considered ‘pro-Russian’ and even include Russian citizens. Relying on the pro-government militias literature, we show how militias on both sides play an important role in the conflict but also pose the biggest threat to a sustainable peace.  相似文献

ABSTRACT

Literature on Turkey’s post-2011 authoritarian turn – especially after the eruption of the 2013 nationwide Gezi Protests – adopts modern concepts such as ‘dictatorship’, ‘authoritarianism’, ‘totalitarianism’, ‘one-party government’, ‘party-state fusion’, and even ‘fascism’ mainly in order to pin down the nature of the Justice and Development Party (AKP, Turkish acronym) or depict the current character of Turkey’s regime. Through engaging the pre-modern concept of neopatrimonialism, which is derived from Max Weber’s concept of patrimonialism, this paper argues that Turkey’s encounter with authoritarianism is deeply associated with the proliferation of neopatrimonial domination, into which the legacy of patronage politics, fracture of security power, and the metastasis of crony capitalism have been conflated. This article argues that neopatrimonial features have always, to a degree, marked state-society relations in Turkey. Furthermore, this article suggests neopatrimonial characteristics started to dominate Turkey’s modern legal structure under the AKP, which led to a state crisis culminating in the 2016 attempted coup. However, despite the fact that neopatrimonialism cannot be argued as a pathological deviation from modern-legal domination, this paper concludes that tension exists between the crony capitalism-based economic model of neopatrimonalism and Turkey’s decades-long market-based capitalism.  相似文献

Abstract

This article employs the concepts of structural power and structural violence to a undertake critical study of China’s use of economic statecraft toward Kyrgyzstan. The article argues that China’s reliance on economic exchange to secure its strategic ends in Kyrgyzstan has resulted in asymmetric economic exchange between the two states. Through this asymmetric exchange, China has gained influence over Kyrgyzstan’s domestic structures. Chinese structural power, in turn, contributes to violence across Kyrgyzstan’s structures of economy, environment, and society and within the country’s state-society relations. Structural violence within Kyrgyzstan also results in periphery instability and domestic insecurity for China. As such, the article argues that China’s use of economic statecraft to achieve its strategic aims in Kyrgyzstan is self-defeating.  相似文献

ABSTRACT

Anti-Special Economic Zone (SEZ) mobilisation in Haryana failed to generate a mass movement. This is despite the political strength of farmers and their deep resentment of the government’s policy to build up land reserves for industrial purposes. This article argues that there are two main reasons for this outcome. First, the state government put in place a series of significant policies to compensate landowners and give them a stake in the industrial project, primarily through payment of an “annuity.” Second, the main anti-SEZ movements were led by dominant landowning castes who did not incorporate the concerns of landless labourers and tenant farmers who faced equally or even more dire consequences from the government’s land acquisition policy. Moreover, mobilisation relied on traditional caste institutions such as khap panchayats and farmer unions strongly associated with Jats, rather than adopting a more broad-based approach. Entrenched caste animosity and pre-existing conflicts of interest between landed Jats and Dalits, who have traditionally worked as agricultural labourers, further explain the limited scope of the mobilisation among rural groups. The analysis underscores how hierarchical relations shape social movements, define the claims they make and ultimately impact their effectiveness.  相似文献

Abstract

The diversification of allegiances with several more powerful states is seen as a way for minor actors to improve their strategic position in the international system. The result, however, could become less than desirable when these relations are both essential and contradictory. This article intends to examine the challenges for Transnistrian foreign policy through the concepts of bandwagoning and balancing. It uses alternative neorealist perspectives to identify various types of alignment and then examines how this landlocked territorial entity attempts to use relations with Russia and Ukraine to protect its statehood and identity in the context of the ongoing threat from Moldova. This article identifies that twice in the last decade (after the Orange Revolution and Euromaidan), the strategy of ‘dual alignment’ failed. It claims that recent attempts by both the EU and Ukraine to weaken Russia’s position in the region by isolating Transnistria has led to a further strengthening of ties between this actor and Moscow.  相似文献

Analysing the last Argentine dictatorship in the light of contemporary re‐examinations of war, this article argues that the 1976–1983 dictatorship can be understood as a shift in war(s), from la guerra sucia to the Falklands/Malvinas conflict, from a limitless and unsustainable internal war to a bracketed external war. That external war is shown to be an attempt to re‐found a nation imploding through disappearance. Drawing on the history of disappearance in Argentina reveals that, despite obvious differences, there are many continuities between the dictatorship and other regimes, emphasising the dangers of a politics that encourages a nation ‘re‐malvinizada’.  相似文献

Abstract

Since 1948/1949 The International Committee of the Red Cross (ICRC) has been synonymous in the Arab–Israeli context with processes of exchanging prisoners and caring for human lives. After the 1967 war the ICRC changed in status from that of a mediator to that of the executive arm of larger forces. The processes leading to the partial demise of the ICRC are clearly identified in retrospect. It has to do with the asymmetry of perceptions between Israel and the organisation. Israel did not agree to the application of the Fourth Convention in the territories. The ICRC believed that this population fell under the Convention and therefore under the ICRC. Furthermore, the ICRC failed in getting the Israeli POWs back home, especially after the conclusion of the War of Attrition in 1970. The resulting feelings eliminated in the Israeli decision makers' minds the role that the ICRC saw for itself in future POW exchange deals. After the 1973 war the ICRC would lose its position as a negotiator, leaving that arena to other international actors.  相似文献

The paper studies Russia's Ukraine policy since the Orange Revolution. Russia's policy toward its western neighbor has evolved from unhappy relations with Victor Yushchenko to rapprochement with Victor Yanukovich and then confrontation over the revolutionary power change in Kiev in February 2014. The paper argues that Vladimir Putin's actions following February revolution in Kiev demonstrate both change and continuity in Russia's foreign policy. Although these actions constituted a major escalation, relative to Russia's previous behavior toward Ukraine, the escalation of relations with Kiev also reflected a broader policy pattern of Russia's assertive relations with the Western nations adopted by the Kremlin since the mid-2000s. What made Russia's conflict with Ukraine possible, even inevitable, was the West's lack of recognition for Russia's values and interests in Eurasia, on the one hand, and the critically important role that Ukraine played in the Kremlin's foreign policy calculations, on the other. The paper provides an empirically grounded interpretation of Russia's changing policy that emphasizes Russia–Ukraine–West interaction and a mutually reinforcing dynamics of their misunderstanding. It also addresses four alternative explanations of Russia's Ukraine policy and discusses several dangers and possible solutions to the crisis.  相似文献

ABSTRACT

The current state-induced and top-down-implemented development and modernization of the predominantly rural areas of western China can be perceived as a clear demonstration of Chinese power in Tibetan areas, resulting in the repression of expressions of minority culture. This article argues that the local population’s various practices of traditionalization, as demonstrated through an emphasis on the maintenance or (re)invention of representative cultural forms can be understood as efforts to counteract the socio-economic and cultural assimilation measures or even as a form of political resistance. At the same time, in the context of the economic opportunities brought on by the rapid development, in tourism for example, traditionalization has become an important economic asset for both the state and local Tibetans. These (revived) traditions could enhance cultural awareness among visitors to minority areas and strengthen local people’s sense of cultural security and their self-understanding as Tibetans.  相似文献

SUMMARY

In 1914 the political situation in Portugal was driven by feelings of insecurity, following the revolution of 1910 which had replaced the monarchy by a republic. In this article, Maria Ribeiro illustrates the state of public opinion and its reaction to the European war. The article uses the speeches of the party spokesmen in debates in parliament down to the final decision to enter the war on the side of the Entente powers in February 1916. It argues that public opinion was driven by three perceived sources of insecurity: fear that the great powers had designs for the taking over of Portugal's African colonies; the fear that since the establishment of the republic, the Spanish monarchy might be contemplating intervention in Portuguese internal affairs and sought to compromise her independence; and a general perception that the new republic needed to assert its international status. This last consideration, the desire to establish firm international recognition of the sovereignty of the Portuguese Republic, was probably the principal factor which moved the Portuguese political leaders to intervene in the war.  相似文献

ABSTRACT

In Nigeria’s Niger Delta, oil pollution has significantly harmed the natural environment on which the local people in the Niger Delta depend for their livelihood and sustenance. The direct consequence of oil pollution is that it has led to multidimensional and protracted conflicts in oil-bearing communities. Drawing on fieldwork data, this article examines the ways in which oil pollution harms water resources and fuels conflicts in the local communities. It explores the socio-economic dynamics of the conflicts and insecurity, and how they are aggravated by the ineffectiveness of the measures adopted by the state to manage the conflicts. It argues that the role of local actors in the ecological dislocation have been downplayed and not factored into the measures devised to tackle the intractable conflicts. This article demonstrates how the network of interactions among localised, national and globalised actors aggravate environmental pollution and the complex conflicts in local communities.  相似文献
