The rationale for collaborative environmental management often hinges on two factors: first, specialized training creates biased analytics that require multidisciplinary approaches to solve policy problems; second, normative beliefs among competing actors must be included in policy making to give the process legitimacy and to decide trans‐scientific problems. These two factors are tested as drivers of conflict in an analysis of 76 watershed partnerships. The authors find that analytical bias is a secondary factor to normative beliefs; that depicting the primary driver of conflict in collaborative environmental management as between experts and nonexperts is inaccurate; that compared to the “life” and “physical” sciences, the social sciences and liberal arts have a stronger impact on beliefs and choice of allies and opponents; and that multiple measures are needed to capture the effect of analytical biases. The essay offers lessons for public administrators and highlights the limitations and generalizations of other governing approaches.  相似文献

Recent years have seen attempts to make sense of the politics–administration dichotomy. Triangulating among historical research, empirical observations, new models of interaction between politicians and administrators, and the division of the literature into “schools,” novel ways of understanding and examining the dichotomy have developed. These have been largely thematic and have revealed the extent of a literature spanning more than 120 years. Because of its size, a complementary structural analysis of the literature now not only is conceivably useful but also can offer means for approaching it. This article offers an atlas—that is, a series of visual maps, accompanied by associated statistics and interpretations—that can assist researchers in their travels through the territory of the dichotomy. Ten ways of tackling the literature are presented, culminating in an initial reading list that covers the breadth of dichotomy research, thus providing an epistemological foundation for those who wish to enter the territory.  相似文献

Do citizens welcome the involvement of independent experts in politics? Theoretical and empirical work so far provides conflicting answers to this question. On the one hand, citizens may demand expert involvement in political decision-making processes in order to ensure efficient and effective governance solutions. On the other hand, citizens can be distrustful of experts and reject the unaccountable and non-transparent nature of expert-based governance. This note investigates citizen preferences for the involvement of experts in different stages of political processes and across ‘hard’ and ‘easy’ political issues. Results show that, in the absence of explicit output information, respondents prefer independent experts over national elected representatives in the policy design and implementation stages, across political issues. For the crucial stage of decision making, respondents show no difference in their evaluation of processes that delegate decisions to experts or to elected representatives, with the exception of environmental policy, where expert decision making is preferred. These findings are relevant for ongoing discussions on how to incorporate independent experts in political decision making in a way that citizens find legitimate and on how to address increased citizen dissatisfaction with the representative democratic functions performed by political parties, governments and politicians.  相似文献

Editorial     

The massive influx of Russian-speaking eastern Slav groups (Russians, Belorussians, Ukranians) from the rest of the Soviet Union laid a fundamental basis for the nationality conflict and political power struggle in post-Soviet Estonia. After Estonia re-established its statehood, this conflict evolved more into one between indigenous people and immigrants, citizens and non-citizens. What deserves additional attention is the previous economically defined centre-periphery conflict in the Soviet period (the north-east of Estonia versus Leningrad) which is now transforming into a new kind of ethnic and political cleavage separating the Russian-speaking north-eastern towns from the rest of Estonian-speaking Estonia. Moreover, here ethnicity and class mesh, while ethno-cultural differences also contribute to unemployment in the north-eastern towns. The centre-periphery dichotomy in Estonia provides the preconditions for peripheral political mobilisation aiming at a more equal social participation in economic, cultural and political affairs. However, ethnic mobilisation and autonomist attempts have not yet taken the lead.  相似文献

Public agencies use surveys to solicit feedback from citizens and targeted customer groups, but many experts question whether the results of these surveys are valuable. This paper explores how a recent innovation in citizen surveys—asking public administrators to predict how citizens will respond to survey questions—may be used to increase that value and, at the same time, provide additional data of interest on its own account. The innovation is explored through two surveys: (1) a public opinion poll of Georgia residents conducted by the authors for the Georgia Department of Transportation in January 2004, and (2) a brief survey of that agency's administrators asking for their predictions of public opinion. The prediction process appeared to increase the agency's interest in the resident survey. The findings document the frequent superiority of groups—what Surowiecki terms "the wisdom of crowds"—over individuals in predicting public opinion.  相似文献

From the very beginning the Association of Southeast Asian Nations (ASEAN) has been occupied with the task of finding common solutions to common security problems. To a large degree, one may say that security questions have been a driving force for continued regional integration in Southeast Asia. In the future questions of environmental security may be playing the same role. The states around the South China Sea are to a large degree interdependent when it comes to questions of the human environment. They are interdependent to the degree that if they fail to find common solutions to environmental problems they may end up in violent conflict against each other. In general, environmental interdependence is both a source of conflict and a potential for international integration. The direction of the development, i.e. whether it leads to conflict or not, is to a large degree a question of how the decision-makers perceive the situation. This paper addresses the usefulness of the concept ‘environmental security’ in relation to political perception of environmental interdependence in Southeast Asia. If the political actors address serious environmental problems as security matters they are more likely to put them at the top of the agenda and deal with them in satisfactory manners, i.e. to cooperate and find solutions that are acceptable to all parties involved.  相似文献

While some scholars call for mechanisms to give citizens a greater voice in politics, others critically question the demand for more citizen participation. Rather, they find that the people do not want to be involved in politics and prefer independent experts to make political decisions. This perspective is captured by Hibbing and Theiss-Morse in their concept of stealth democracy. They describe stealth democrats as people who think that political debates are unnecessary or who naturally avoid all sorts of conflict. Especially the latter argument points to a potential psychological underpinning of stealth attitudes, which forms the starting point of the investigation here. This article evaluates the personality of stealth democrats and makes use of a well-known concept to capture personality traits, the ‘Big Five’ model. Analysing unique survey data from Switzerland, the results reveal significant relationships between personality traits such as conscientiousness, agreeableness, and neuroticism and stealth attitudes.  相似文献

Researchers have examined the impact of the politics‐administration dichotomy on the practice and theory of public administration within the United States. But the dichotomy also influenced patterns of international engagement by American experts in the 1920s and 1930s. Americans believed that they could set politics aside and collaborate on administrative questions with regimes that did not respect democracy and human rights. This belief was tested after the rise of Adolf Hitler. American experts in public administration engaged with the Nazi regime for three years, ignoring the rising controversy over Nazi policies. The breaking point came in 1936. American experts finally recognized that it was impossible to ignore political questions and became forthright proponents of “democratic administration.” This struggle to define the boundaries of international engagement is relevant today, as specialists in public administration again find themselves in a world in which a shared commitment to democracy and human rights cannot be taken for granted.  相似文献

This article develops a better theoretical understanding of the linkage between the processes and outcomes associated with government‐organized public participation, including its potential to empower citizens in guiding administrative decisions. Special focus is given to those factors that shape the development and maintenance of the citizen–administrator relationship. To this end, the research examines the work of federally mandated citizen review panels and their interactions with state child protection agency administrators. Based on 52 in‐depth interviews conducted with citizens and administrators in three U.S. states, a grounded theory approach is employed to derive a series of testable theoretical propositions. The insights gained are of importance not only to public administration scholars but also to citizens and administrators who engage one another through formally organized channels of participation.  相似文献

Local administrative professionals typically are accountable to multiple stakeholders, including other governmental units, special interests in the business and nonprofit sectors, and citizens. How are these accountability relationships ordered? What is the position of citizens in that hierarchy, particularly the influence of citizen participation? Focusing on patterns of hearing participation and citizen impact on budgeting decisions for the Community Development Block Grant program, this statistical analysis employs ordered probit regression. The authors find that communities in which grant administrators feel most accountable to citizens for grant performance have higher degrees of citizen participation in hearings and higher levels of perceived citizen impact on budgetary processes. This relationship holds even in the presence of simultaneity between bureaucratic accountability to citizens and citizen participation. The findings point to the importance of instilling a public service ethic among government employees that places a high value on engaging as well as listening to citizens.  相似文献

As climate change continues to increase both the frequency and intensity of environmental hazards and disasters, the need for a cohesive national mitigation policy grows. As the environmental federalism scholarship indicates, the inherent tension in federal, state, and local policy implementation highlights that despite a national need, environmental quality is a local public good. To complicate matters, there is disagreement about the optimal level of decision-making regarding the adoption and implementation of environmental policy. This study addresses this gap by considering the role of policy ambiguity and conflict in policy implementation. The analysis relies on primary qualitative data collected from open-ended interviews with 22 local government officials in 12 municipalities following Hurricane Harvey. Through the lens of policy ambiguity and conflict, we find confirmatory support for the idea that policies with less ambiguous goals are more likely to be implemented. Furthermore, we find that policy conflict arises when local governments perceive there is little for the community to gain by implementing the federal program. Thus, the level of protection afforded to citizens varies greatly between communities and is influenced heavily by politics. This research supports the Ambiguity-Conflict Model of policy implementation, an oft-cited but rarely tested theoretical framework for assessing the intergovernmental politics of policy implementation. It also demonstrates the barriers to local implementation of federal environmental policy in a nested system of government.  相似文献

This article challenges the depiction of bureaucracy as a hurdle to democratic responsiveness. It proposes that senior civil servants' (SCSs) dual position as professionals and citizens may enhance government permeability to salient public agendas. Building on social identity theory, we argue that salient public agendas may arouse SCSs' social identification with in‐groups and thereby elicit their motivation for policy change within their task domain. Employing a mixed‐methods design, we analyze SCSs' social identification with the participants of the large‐scale social protests that took place in Israel during the summer of 2011, and their motivation for policy change in response to the protest agenda. We find that SCSs' social identification with the protesters enhanced their motivation for policy change. In addition, SCSs' perception of a conflict between responsiveness to the protest agenda and their organizational or professional identities shaped their preferences for policy solutions more than their motivation for policy change.  相似文献

This study aims to understand different publics' communicative behaviors for problem solving surrounding an oil spill issue in Korea. Specifically, it explores the differences between chronic activists and other types of publics who were affected by this chronic environmental issue. A total of 24 interviews were conducted, from which five different types of publics were identified. The findings suggest that the majority of activists who are currently working on the issue are closed‐chronic activists, which are slightly different from Ni and Kim's findings on chronic activists' communicative behaviors. Interviews were also conducted with five communication experts to propose viable conflict resolution strategies for the issue. An important but unattended consideration in citizen participation efforts is whether public officials trust citizens and, if not, whether they can formulate and implement policies that really engage, empower, and emancipate citizens. This study attempts to answer four questions: Is public officials' trust in citizens relevant and important? Is it a valid construct that can be differentiated from other constructs? What factors influence its level? And how does trust influence citizen involvement efforts? Based on a survey of 320 public administrators, the study finds that public administrators' trust in citizens is a relevant and valid construct and a predictor of proactive citizen involvement efforts. Public administrators generally have a neutral (neither trustful nor distrustful) view of citizens. Finally, factors affecting the level of trust are identified at the individual, organizational, and societal levels.  相似文献

The issue of campaign finance reform creates a potential conflict between the democratic values of expression and equality. Using a unique experiment embedded in a national survey of the American electorate, we examine the extent to which group affect influences citizens' commitment to these values and how it contributes to the resolution of value conflict. We find that citizens' commitment to the values of expression and equality in the campaign finance system is structured by their feelings toward those whose rights and influence are perceived to be at stake. Our analysis further shows that the effects of group affect are conditioned by issue frame. The effects of group affect are less pronounced when campaign finance is framed as an issue of political expression and rights than when it is framed in terms of political equality and influence. Finally, we find that affective information contributes to the resolution of value conflict by helping citizens to make tradeoffs between competing values in judgment situations.  相似文献

Whether a country is able effectively to address collective action problems is a critical test of its ability to fulfill the demands of its citizens to their satisfaction. We study one particularly important collective action problem: the environment. Using a large panel dataset covering 25 years for some countries, we find that, overall, citizens of European countries are more satisfied with the way democracy works in their country if (a) more environmental policies are in place and if (b) expenditures on the environment are higher, but environmental taxes are lower. The relation between environmental policy and life satisfaction is not as pronounced. The evidence for the effect of environmental quality on both satisfaction with democracy and life satisfaction is not very clear, although we find evidence that citizens value personal mobility (in terms of having a car) highly, but view the presence of trucks as unpleasant. We also document that parents, younger citizens, and those with high levels of educational attainment tend to care more about environmental issues than do non-parents, older citizens, and those with fewer years of schooling.  相似文献

Recent studies analyze how citizens update their perceptions of parties’ left‐right positions in response to new political information. We extend this research to consider the issue of European integration, and we report theoretical and empirical analyses that citizens do not update their perceptions of parties’ positions in response to election manifestos, but that citizens’ perceptions of parties’ positions do track political experts’ perceptions of these positions, and, moreover, that it is party supporters who disproportionately perceive their preferred party's policy shifts. Given that experts plausibly consider a wide range of information, these findings imply that citizens weigh the wider informational environment when assessing parties’ positions. We also present evidence that citizens’ perceptions of party position shifts matter, in that they drive partisan sorting in the mass public.  相似文献

Abstract.   This article addresses the general notion that bureaucrats may oppose the introduction of reforms in the public sector, and that their views concerning reform will differ from that of politicians. Such a situation may create a sense of conflict between the two spheres, but different views on public sector reform can also follow other conflict dimensions. Two such dimensions are outlined: the one between political parties, and the one between a political-administrative elite and a group of more peripheral politicians and administrators. The hypotheses set forward are tested by comparing local authority politicians' and administrative leaders' views on public sector reform. The data does not support the notion of general conflict between politicians and administrators, or that of conflict of interest between an elite and a more peripheral group. In general, politicians and administrators have rather similar views, but there is a wide difference between political parties. The administration places itself somewhat in the middle between political extremes, being moderately positive towards most reforms.  相似文献

Does partisan conflict damage citizens’ perceptions of Congress? If so, why has polarization increased in Congress since the 1970s? To address these questions, we unpack the “electoral connection” by exploring the mass public's attitudes toward partisan conflict via two survey experiments in which we manipulated characteristics of members and Congress. We find that party conflict reduces confidence in Congress among citizens across the partisan spectrum. However, there exists heterogeneity by strength of party identification with respect to evaluations of members. Independents and weak partisans are more supportive of members who espouse a bipartisan image, whereas strong partisans are less supportive. People with strong attachments to a political party disavow conflict in the aggregate but approve of individual members behaving in a partisan manner. This pattern helps us understand why members in safely partisan districts engage in partisan conflict even though partisanship damages the collective reputation of the institution.  相似文献

Generations of democratic theorists argue that democratic systems should present citizens with clear and distinct electoral choices. Responsible party theorists further argued that political participation increases with greater ideological conflict between competing electoral options. Empirical evidence on this question, however, remains deeply ambiguous. This article introduces new joint estimates of citizen preferences and the campaign platforms chosen by pairs of candidates in U.S. House and Senate races. The results show that increasing levels of ideological conflict reduce voter turnout, and are robust across a wide range of empirical specifications. Furthermore, the findings provide no support for existing accounts that emphasize how ideology or partisanship explains the relationship between ideological conflict and turnout. Instead, I find that increasing levels of candidate divergence reduce turnout primarily among citizens with lower levels of political sophistication. These findings provide the strongest evidence to date for how mass political behavior is conditioned by electoral choice.  相似文献
