Ahmed Midhat Efendi, a nineteenth century Turkish author, maintained that it was necessary to establish customs duties and other barriers against foreign sellers in order to convince them to produce locally in the Ottoman Empire. This would be a way to attract foreign direct investment (FDI) to a country in need of capital and technology. However, today, liberals around the world as well as in Turkey see a free trade environment as a prerequisite for FDI. This study tries to find out whether a relationship existed between free trade and FDI inflows in Turkey during a period when the Turkish foreign trade and financial markets were almost completely liberalized.  相似文献

Summary

This article examines the problems faced by the Portuguese Cortes between 1821 and 1823 in attempting to create a constitution. This involved the central issue of whether or not sovereignty resided in the nation or in the person of the king. It led to a polarisation between traditionalists and liberals, although the latter believed that co‐operation between king and Cortes was a precondition for political and social stability. There were also disagreements about whether a royal veto over legislation should be conceded and whether or not a second chamber should be created. A compromise was found over the former, with the Crown receiving a suspensive veto, while a second chamber was rejected. Nevertheless, Portuguese liberals remained divided over the exact role of the Crown within the new constitutional order and that division, combined with the continued strength of traditional forces and external pressures, opened the way for a counterrevolution. Faced with intransigence on the part of the king and the traditionalists, the liberals could only protest by suspending the Cortes. João VI's reply was the declaration of Vila Franca (1823) which proclaimed royal sovereignty and replaced the Constitution of 1822 with one which was only a ‘gift’ from the Crown.  相似文献

ABSTRACT

This article explains why Vietnam and China, one-party states that allow only one official trade union, are traversing different paths in their trade unions’ institutional structures, the state’s and trade union’s attitudes towards strikes, their willingness to allow independent trade unions and willingness to engage with the international labour union movement. These will be examined in terms of the path dependency of their recent histories, in which changes have been incremental on a path laid down by pre-existing entrenched institutions, until each national system no longer operated properly and new contingencies obliged the leadership to revamp the system. As a consequence of China’s and Vietnam’s divergent path dependencies, when external contingencies finally forced institutional change, countries have veered onto divergent trajectories – the Trans-Pacific Partnership energising Vietnam to debate the acceptance of autonomous trade unions, while Xi Jinping in China has intensified Party control over industrial relations.  相似文献

Abstract

The article focuses on the reasons behind both the consolidation of what I have termed “respectable” liberalism between the 1830s and the 1840s and its subsequent decline and fall between 1900 and 1923. In understanding both processes I study the links established between “respectable” liberals and propertied elites, the monarchy, and the Church. In the first phase these links served to consolidate the liberal polity. However, they also meant that many tenets of liberal ideology were compromised. Free elections were undermined by the operation of caciquismo, monarchs established a powerful position, and despite the Church hierarchy working with liberalism, the doctrine espoused by much of the Church was still shaped by the Counter-Reformation. Hence, “respectable” liberalism failed to achieve a popular social base. And the liberal order was increasingly denigrated as part of the corrupt “oligarchy” that ruled Spain. Worse still, between 1916 and 1923 the Church, monarch, and the propertied elite increasingly abandoned the liberal Monarchist Restoration. Hence when General Primo de Rivera launched his coup the rug was pulled from under the liberals’ feet and there was no one to cushion the fall.  相似文献

Ottoman claims to universality – embodied in Ottoman imperialism, Ottoman Islam, and Ottoman cosmopolitanism – were undermined and ultimately shattered by the encounter with ascendant Europe. Following near-dismemberment after the First World War, Mustafa Kemal categorically rejected Ottoman universalism in favour of a non-irredentist, secularist nationalism. His brand of Turkish particularism shaped national identity and foreign policy for much of the twentieth century. Since the 1980s, however, a growing number of Turks have begun to revisit the Ottoman past. They are drawn to one or another of the three dimensions of Ottoman universalism which they use to make alternative national and foreign policy claims. This study provides a brief, schematic account of the later years of the Ottoman Empire and early years of the Turkish Republic in order to trace the metamorphosis of Ottoman universalism into Turkish particularism. It then explores how Kemalists, Islamists, liberals, and ultranationalists appropriate Ottoman universalism today in their attempts to redefine national identity and foreign policy.  相似文献

The end of the cold war witnessed the emergence of a commercial web sprawling from the Xinjiang Uighur Autonomous Region in western China and extending into Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan), Pakistan, and Russia. Running parallel to the state-managed exchange in hydrocarbons, raw materials, technology, and infrastructure, this new Eurasian trade had an informal component as everyday consumer items manufactured in China were imported into neighboring countries, bypassing formal regulatory mechanisms. This inter-Asian trade began as shuttle trading by itinerant merchants for local markets; by the mid 1990s, shuttle trading was overshadowed by largescale export for national markets in neighboring countries without losing its informal character. This informality extending across national boundaries defined the post–cold war commerce in innermost Asia; at the same time, it also signaled a return to pre-cold war trading structures. Moving away from the “retreat of the state” thesis that found traction following the cold war, the author attributes informality in this inter-Asian trade to three factors: (1) a restructuring of state power where informal trade was a new comparative advantage sought in an evolving geopolitical climate; (2) the actors in this inter-Asian trade—party and regional officials in China, along with traders and intermediaries—who found and exercised agency through this exchange; and (3) a chain of inter-locking, commercial macro-regions, which are economically sustainable and which transcended international boundaries. Working in conjunction, these factors constitute a dynamic inter-Asian trade and challenge static state imaginaries of a “New Silk Road” or “Eurasian Continental Bridge.”  相似文献

A veteran Western observer and authority on Russia's political economy examines the recent debate on economic growth in Russia. Focusing on Sergey Glazyev, a prominent statist and nationalist favored by President Vladimir Putin, who reemerged at the top of the public debate, the author discusses the essence of his ideas (state capitalism, Eurasian integration, and expansionary fiscal and monetary policy). He proceeds to analyze the critical response of liberals, citing inter alia objections to loose fiscal and monetary policies. Russia's liberal economists favor broader international integration, whereas Putin is clearly in favor of state capitalism and Eurasian integration. This article examines the attempts of Egypt's nationalist elite to develop economic ties with the Sudan in the hope of strengthening their argument for sovereignty over Sudanese regions. While reviewing Egyptian 'claims' of a culturally, historically, linguistically, and religiously united Nile valley, I examine what scholars of nationalism have theorized are essential conditions and objectives in successful nationalist movements--emphasizing the virtually irrelevant position accorded economic bonds typically. The bulk of the article is an analysis of Egyptian-Sudanese textile trade between 1935 and 1945. This analysis includes an examination of the institutional means established to foster trade with the Sudan, a brief statistical assessment of the textile trade, and an explanation of the causes of failure in these endeavors. Finally, the conclusion links this case study to the question of whether or not economic development, as a nationalist activity binding regions together, can occur prior to state formation.  相似文献

In the wake of the 2010 Belgrade Pride Parade, right-wing extremists portrayed the event as a threat to public morals, while liberals framed homophobia as a threat to democracy. While these moves managed to polarize and mobilize the public, the government didn’t heed their calls to adopt extraordinary measures. The Parade took place on 10 October and the extremists organized unchecked violent counter-demonstrations. By drawing on Securitization Theory, we triangulate content and discourse analysis to understand why these securitizing moves had a low success. Our analysis shows that although both moves followed the grammar of security, they were only partially embedded into the wider discursive context and were not enunciated by securitizing actors with strong positional power.  相似文献

ABSTRACT

Cross-border trade is central to the socio-economic structure of the former Soviet republics and their integration in the world economy. In the Caucasus and Central Asia, bazaars have functioned as nodes that enable multi-directional, cross-border trade. While there have been studies on the bazaar trade in the Soviet successor states, few have used quantitative methods. Drawing from 600 structured interviews with traders in Dordoi (Bishkek) and Lilo (Tbilisi), the data from Dordoi highlight the relationship between informality and entrepreneurship, unlike Lilo, where there are clearer markers of formality, but where bazaar trade also seems to be less profitable. The data from the 600 interviews illustrate that Dordoi functions as a globalized trading hub, its transnational linkages forged by the bazaar traders and the buyers themselves. By contrast, trade in Lilo is more localized. Hence, ‘globalization from below’ presents itself differently across the post-Soviet space.  相似文献

ABSTRACT

This study investigates the emergence and development of business partnerships established by the Mongols and their merchant partners, ortoqs, in the Middle Ages. Ortoqs are known to have conducted trade and money-lending with the capital invested by their partners. This study shows that the contractual arrangements of Mongol–ortoq partnerships closely resembled medieval partnership contracts, such as mudharaba, inan, societas and commenda. Sophisticated concepts of liability in relation to investments and loans were developed in Mongol–ortoq partnerships, promoting trade and investment to facilitate the commercial integration of the Mongol Empire.  相似文献

Although it is well known that domestic and international factors converge to affect a nation's foreign policy orientation and trade, their actual weights vary. Brazil's situation during globalisation sheds light on this issue. Through statistical and qualitative analysis, this article shows how structural factors, rather than diplomatic action, influenced the direction of Brazil's exports as the country became more integrated into the world economy. It was only under Cardoso's presidency that trade had an impact on bilateral diplomacy. The findings contradict conventional wisdom, which emphasises the state's role in driving Brazilian integration into the global economy.  相似文献

The rapid growth of China’s economy and its opening to the outside world have attracted a large volume of trade and investment from Hong Kong and Taiwan, creating an economic grouping with a total foreign trade in 1992 almost equal to that of Japan. The economic linkage of this “Greater China” with Southeast Asia’s overseas Chinese communities is steadily growing and will continue to do so for the rest of the decade, barring a sharp drop in the PRC’s growth rate, which seems unlikely.  相似文献

The Asia Pacific Economic Cooperation Forum (APEC) has, in the main, been based on attempts to advance neoliberal ideas about economic governance, although this has stimulated a great deal of controversy and resistance. Having failed—despite much effort—to entrench neoliberalism within APEC the United States and other “Western” members of APEC are now “securitizing” economic policy in an effort to reconfigure the Asia Pacific along lines favored by major capitalist players in the region. Critics argue that this securitization of economics is simply a tactical effort to bring in through the back door policies that APEC members have resisted in the past. Faced with the prospect of not getting its own way through straight trade negotiations within APEC, Washington appears to be promoting measures — “urgently needed in the name of security”—that might never have been accepted otherwise. At the same time, a twin strategy of pursuing bilateral trade negotiations with key APEC states is threatening the multilateral nature of the body, further emasculating APEC's position as a serious trade body.  相似文献

China’s emergence as a global and regional manufacturing center has significant implications for the Northeast Asian economies of Japan and South Korea. China's trade with Japan and South Korea has been rapidly growing in relative importance, largely facilitated by China's rise as a regional production base as well as changes in the trade structures between China and her neighbours. Indeed, in recent years, China has been the main driving force behind Northeast Asian trade interdependency. The strong economic linkages and complementarities among China, Japan and South Korea augur well for the further integration among the three Northeast Asian countries. Establishing a trilateral free trade arrangement (FTA) provide new opportunities to enhance the three countries’ overall growth potential through trade and investment. However, such Northeast Asian regional integration is destined to be a long, drawn out process. The forging of a trilateral trading arrangement between China and her two neighbours remain a long term vision in view of the many outstanding issues and obstacles.  相似文献

Africa has been divided into four groups of states by the European Union in the negotiation of Economic Partnership Agreements (EPAs) that will define the relationship between Africa and Europe in the future. The EPAs are unfair. They demand reciprocity between the EU countries collectively and each African country individually and they set conditions that will be demanded by any other country or groups of countries with which African countries seek trade arrangements. Further, separate EPAs among different groupings of African countries will undermine Africa’s wider integration efforts, leaving it in thrall to EU companies. In their present form the EPAs are not in Africa’s interest and will unnecessarily undermine the potential for Europe’s improved relationship with the continent.  相似文献

This paper argues that policies, interventions and discourses pertaining to child prostitution have been guided by overarching political agendas that have masked the underlying structural basis of this phenomenon. These political agendas have shifted in accordance with the locus of power, control and resistance in South Africa since the nineteenth century. On the basis of a historical analysis this paper identifies distinct periods in which child prostitution was used to legitimate policies in favour of social control rather than social development. In the colonial period, child prostitution was used to justify stricter controls on adolescent and adult women's sexuality and movement by colonial and traditional patriarchal authorities. In the colonial and Apartheid periods, policies on child prostitution were informed by fears of miscegenation and sexually transmitted diseases, which were used to support the racist and oppressive legislation of sexual behaviour. In the 1980s and early 1990s, the issue of child prostitution was ‘discovered’ in the press both to deflect attention from the incarceration of juveniles during the 1987 State of Emergency and as the basis upon which liberals attacked the Apartheid state. In the latter half of the 1990s and 2000s, it was used by the African National Congress (ANC) government to attack the moral legacy left by the Apartheid state and in turn deflect responsibility for the root causes of this phenomenon. Furthermore, child prostitution was used to support stricter controls on adult sex workers and on the movement of undocumented migrants. This politicised and sensationalist approach has undermined detailed analysis of the root causes of this phenomenon and children's motivation for engaging in prostitution. For many children in South Africa it has been one means by which they can exercise their agency and power in order to ensure their survival in the face of high levels of socio-economic deprivation and rapid socio-cultural change. This paper therefore proposes a shift from policies and interventions centred on social control to social development, based on an in-depth understanding of children's agency, risk and resilience.  相似文献

This article seeks to explore the implications of Shanghai Cooperation Organization's (SCO) engagement with India, Pakistan and Iran. Not in terms of power-politics or as a counterbalance to the USA as this has been explored elsewhere, but what practical problems such an expanded organization could help solve, what opportunities it could realize, and how SCO's engagement in trade is a function of favourable political and bilateral developments in the region. It is argued here that the trade, infrastructure and energy sectors are of particular importance and that substantial potential gains could be realized if coordination is improved. Nevertheless, it is also recognized that China, Russia, Pakistan, India and Iran may have lower standards of democratic development and economic transparency than the West. What is the motivation behind the SCO's engagement with India, Pakistan and Iran? Should this engagement be conceived only in terms of balancing US unipolarity or are there legitimate concerns of increasing regional cooperation in Eurasia?  相似文献

This article analyzes both the domestic and international political factors that affect Japan’s rice trade policy. Based on the analysis, this article suggests that although Japan will open its rice market soon, the rice trade liberalization is likely to proceed very slowly and will be accompanied by a temporary surge of nontariff barriers. Domestically, a national coalition of producers, distributors, nationalists, politicians, bureaucrats, environmentalists, and consumers will delay and distort any rice trade liberalization program. Internationally, the pressure to further reduce rice trade barriers will decline due to the controversy over agricultural trade liberalization in the GATT negotiation, the lack of significant political pressure by politicians and interest groups within the United States, and Japan’s record of trade liberalization, especially in agricultural trade. Abstract

This article considers various security predicaments affecting relations between India and China. These Sino-Indian security predicaments include their territorial dispute, their nuclear arms race, their encirclement and alignment scenarios, their trade and energy issues, and their future prospects. International relations (IR) theory is deployed around these varied security predicaments, with power and perception particularly evident in IR realism, geopolitics, constructivism, and security dilemma dynamics. Balance-of-power theory is complemented by balance-of-threat considerations. India's hedging strategy towards China and China's own strategy of transition point to each country looking to their own respective rise for the mid century.  相似文献
