In recent years, there has been a radical reinterpretation of the role of policy making and service delivery in the public domain. Policy making is no longer seen as a purely top-down process but rather as a negotiation among many interacting policy systems. Similarly, services are no longer simply delivered by professional and managerial staff in public agencies but are coproduced by users and their communities. This article presents a conceptual framework for understanding the emerging role of user and community coproduction and presents several case studies that illustrate how different forms of coproduction have played out in practice. Traditional conceptions of service planning and management are now outdated and need to be revised to account for coproduction as an integrating mechanism and an incentive for resource mobilization—a potential that is still greatly underestimated. However, coproduction in the context of multipurpose, multistakeholder networks raises important public governance issues that have implications for public services reform.  相似文献

This article examines whether the payoff from engaging in innovation‐generating activities is contingent on an organization's level of customer and learning orientation. The authors suggest that innovative activity is associated with higher public service quality when the level of customer and learning orientation within the focal organization is high. They test this hypothesis by drawing on a novel panel data set covering all public nonspecialist hospital organizations in England. Using dynamic panel data estimation techniques, the authors find strong support for a direct relationship between innovative activity and public service quality and for a moderating role of both customer and learning orientation. These findings call for a contingency perspective on public sector innovation and highlight some of the boundary conditions that need to be in place if public service organizations are to benefit fully from their innovative activities.  相似文献

The public administration literature has demonstrated the valuable impact of employees' engagement on public service. However, studies conventionally deal with engagement as a unidimensional construct, with few explanations for its evolution. To promote knowledge in this arena, the authors propose public sector engagement (PSE) as a multidimensional construct, comprising social responsibility, work engagement, and organizational citizenship behaviors at the individual level. The authors develop and examine a set of hypotheses proposing that PSE may be augmented by enhancing civil servants' emotional intelligence (EI) as well as their supervisors' EI. Using a two‐study multimethod approach (i.e., an experiment and a survey), the authors identify employees' and managers' high EI as a critical resource in enhancing PSE. The article concludes by theoretically framing the findings using the job demands‐resources model and illuminating the practical value to public service of better selection and training of high‐EI employees and managers.  相似文献

This article addresses an important yet often neglected component of electronic civic engagement efforts: managerial ambivalence about public participation. We examine how managers’ beliefs about public participation and their perceived needs for participation in agency decision making work together to shape electronic engagement efforts. Based on observational data collected in 2010 and 2014 and data from a 2014 survey of managers in 500 U.S. municipal governments, we find that managerial beliefs about participation and their perceived needs for participation are two valid and separate constructs. There is a positive relationship between managerial beliefs and electronic engagement. Perceived needs for participation interact with managers’ beliefs to affect electronic civic engagement. A high level of perceived needs for participation reinforces the effect of managerial beliefs on electronic engagement efforts, but a low level does not offset the effect of managerial beliefs on electronic engagement.  相似文献

This article presents evidence that the effectiveness of receiving personal benefits from one's country EU membership may have been overestimated. Based on the findings of a longitudinal survey on Erasmus students' attitudes towards the EU, it shows that the beneficiaries of the EU-funded programme did not strengthen their EU support over time. The data analysis controls for a number of alternative explanations and finds that they did not affect the failure of the Erasmus study-abroad experience to instil higher levels of EU support. Neither EU money nor personal contact with other Europeans was capable of influencing students' support for the EU. The empirical results highlight that the increased expectations from both the Erasmus programme and the egocentric utilitarianism thesis are likely to be ill-founded.  相似文献

This article examines the ability of social accountability to spur gradual institutional change at the municipal level, using the case of citizen oversight agencies (COAs) for police agencies. Using the gradual change framework and the social accountability framework to guide the empirical strategy and data collected through an original survey of COAs, the authors test the impact of COAs on institutional outcomes in policing. We find that, in accordance with the gradual change framework, the degree to which a COA reduces racial disparity in policing outcomes depends on its scope of authority and the degree of discretion afforded by existing institutions to police officers. In general, the wider the scope of authority, and the broader the discretion afforded by existing institutions, the greater the likelihood of change in institutional outcomes.  相似文献

Structural reform litigation involves legal action against public bureaucracies alleging that an official has violated the legal rights of an agency's client. A pattern of rights infringements raises the specter of systemic dysfunction. If the court finds for the plaintiffs, or if the defendant agency agrees to settle, the remedy reconstitutes agency operations. What are the incentives faced by public managers whose agencies are involved in structural reform litigation? How might public managers retain public accountability while strategically using the institutional arrangements present in such cases? This article examines these questions through a spatial bargaining model and discusses its analytical implications in the context of a comprehensive suit against the child welfare agency in Kansas City, Missouri.  相似文献

We discuss below difference between the concepts of accountability and responsibility, in the context of government administration. We argue that New Zealand's public sector reforms, in particular, have depended on an essentially mechanistic as distinct from an organic interpretation of public organisations. A mechanistic approach focuses disproportionately on notions of organisational accountability at the expense of responsibility, and as a consequence may prove counterproductive over the longer term in maintaining high standards of ethical probity. A concept of responsible accountability needs to be developed further as a means of countering this possibility. We speculate on whether the emphasis on contractualism has enhanced or undermined an integrity-based as opposed to a compliance-based ethics regime, and the possible implications of this for the maintenance of ethical standards.  相似文献

In recent studies, analysts have found that so-called “informal accountability” exerts significant influence on public goods provision in rural China. According to these studies, such informal accountability may be formed through the embedment of local officials in social groups. However, there seems to be no agreement on the identification of such embedment and the conditions under which this embedment can influence public goods provision. To advance the literature of this debate, this study examines village officials who are embedded in such social groups as lineage groups and explores their role in shaping public goods provision in rural China based on a unique set of nationwide-survey data. Using a direct measure of social embeddedness of village officials, we have found that the embedment of village officials in a social group can be identified through a direct measure designed in this study and that the embedment has a positive effect on public goods provision in rural China. Finally, we draw some important policy implications from our findings.  相似文献

This article specifically attempts to answer two interrelated research questions: firstly, how do democratic consultation assemblies (DCAs) heighten public accountability in the current institutional setting of China's sub-provincial localities?; and secondly, what can be learned, from the Chinese case, in relation to achieving public accountability elsewhere? Many Asian countries are attempting to promote public accountability as a part of public-sector reform, but their situation remains unsatisfactory compared to advanced countries. Except for a few, many Asian developing countries are still struggling with political and socioeconomic weaknesses. Indeed, the nature of public sector reform in many Asian developing countries differs substantially from that of advanced countries. Furthermore, the concept of accountability is not interpreted equally throughout the world. Accordingly, the purpose of this article is to review the major constraints to enhancing public accountability in Asian developing countries and to discuss major strategies to promote such accountability from the perspective of developing countries. This article first reviews the concept of accountability and its development, followed by discussion of constraints in enhancing public accountability and public sector reform, key measures to enhance public accountability, and implications and conclusions.  相似文献
