An Analysis of the Great Power Strategy of India' s Modi Government

Over the past two years,India's Modi government has demonstrated the following features:focusing on the goals of becoming a great power and shaping India's South Asian dominance,expanding the scope of diplomatic strategy,emphasizing the role of soft power and focusing on self-development as well as external environment.Modi's great power strategy is deeply influenced by the Indian realistic international political outlook and,to a certain extent,reflects the governing philosophy of the Bharatiya Janata Party.The great power strategy is Modi's governing foundation and governing style,embedding Modi distinctive personal style.Under the influence of the great power strategy,China and India have increased their economic cooperation scope,widening the forms of public diplomacy,with an obvious geopolitical collision;India is taking more measures to check China.     

In the Process of Multi-polarization

The international system is the relatively stable framework of international relations constituted by various international actors,and represented by the great powers.The various international actors interact with one another in the framework.Therefore,against the current background of deepened globalization,increased interdependence,and more complex relations between great powers,we should be rational and strategically-oriented in observing and analyzing the changes,characteristics and patterns of the international system.     

Great Reform of China＇s Diplomacy

With the implementation by China of the policy of reform and opening to the outside world, China＇s diplomacy has undergone a great reform of profound significance, and has made outstanding achievements. China＇s development and its diplomacy supplement, enrich and promote each other. The former provides good conditions for the latter＇s development, while the latter safeguards China＇s sovereignty and territorial integrity, creates a peaceful international environment for the country＇s cause of socialist construction with Chinese characteristics, and makes remarkable contributions to the great undertaking of reform and opening-up and the Four Modernizations.

The Great Financial Crisis Catalyzes Great Transformations and Adjustments

Probing into the Theories on the Rise of Great Powers

The existent international relations theory has not given a clear definition of “the rise of great powers,“ and “rising“ is also not a fundamental concept in international relations or world politics. However, for whatever version of international relations history, it must be a recounting of the relations between countries that rise and fall; and for whatever international relations theory, it must admit the fact that the rise and fall of great powers is one of the natural laws characterized international relations development. As Paul Kennedy puts it, the “relative strengths of the leading nations in world affairs never remain constant, principally because of the uneven rate of growth among different societies and of the technological and organizational breakthroughs which bring a greater advantage to one society than to another.“① Therefore, it can be said that theories related to “the rise of great powers“ are so common, particularly concentrating on the possible influence of the rising power and its relations with war, the means and policies to deal with it as well as how to realize the peaceful transition of power. This article intends to explore and summarize all these theories and also make some comments based on the rise of China.……
