Federalism has rarely been a key national campaign issue, andthe presidential campaign of 2000 was no exception. Althoughthe candidates talked of a key state-local issue—education—itwas in the context of the popular concern over the quality ofschools, rather than federalism issues of governmental responsibilityfor education. However, one aspect of federalism was evidentin the presidential campaign. The first president of the newmillennium may get a chance to name at least one U.S. SupremeCourt justice. Given the slim 5–4 majorities on most federalismcases, the appointment or appointments could be pivotal. Meanwhile,in the Congress and state Capitols, technology and globalizationissues forced a rethinking of traditional intergovernmentalfiscal and regulatory functions.  相似文献

In 1998–1999, changing federalism in the United Statesmeant that states have greater discretion in some areas of socialpolicy while Congress has asserted greater influence over issuesof culture and crime. Despite the rhetoric about decisions beingbest made by states and localities, Congress continues to takeon new areas, such as health privacy. In the meantime, the U.S.Supreme Court's sustained focus on issues of federalism intensified,with states' rights continuing to receive emphasis, even thoughthe Court upheld federal power in selected cases and refusedto sanction state actions in others.  相似文献

About 93.1 million workers were covered under workers' compensation laws in 1988--an increase of 11 percent from the 1984 total. Benefit amounts totaled $30.7 billion--an increase of about 56 percent since 1984. Of the total payments made under the workers' compensation program, $17.6 billion went to disabled workers, $1.6 billion to their survivors, and $11.5 billion for medical care. The Social Security Administration (SSA) is interested in measuring economic security in the United States, and workers' compensation plays a large role in that measurement. This article represents one part of our overall effort to determine the roles the various income-maintenance programs play in helping citizens of the United States achieve economic security. The figures presented here provide readers with an opportunity to review workers' compensation program operations during much of the 1980's. Workers' compensation is also important to SSA because that program is directly related to the Social Security Disability Insurance program. Since 1965, Social Security disability benefits have been subject to reduction if the beneficiary also receives workers' compensation and the combined benefits exceed 80 percent of previous earnings. In addition, SSA has been directly involved in providing income maintenance for disability from work-related diseases since 1969 when the Federal Black Lung benefits program was established.  相似文献

Based on surveys of scholars and practitioners, this articleranks and evaluates the significance of intergovernmental eventsand trends of I980 to I995, and also compares these with similarrankings for 1960 to 1980. The most important events of the1980 to 1995 period were found to be those that generally diminished,or potentially may diminish, the role of the federal governmentin intergovernmental affairs. It was also found that the eventsand trends which scholars rated highly for 1960 to 1980 generallyremained the top events and trends of that period as viewedby current scholars. It is concluded that events and trendsthat seem important and influential at this point in lime probablywill remain comparatively significant, even when evaluated inthe context of the passage of time.  相似文献

Numerous authors have presented evidence of increased dispersion in the distribution of annual earnings in the United States from the late 1970s through 2004 or later. However, the dispersion of long-run earnings measured over many years has received relatively little attention because of the limited availability of appropriate data. This article uses the Social Security Administration's Continuous Work History Sample, which documents the earnings histories of 3.3 million workers, to examine changes in both the annual and the long-run distributions of earnings during 1981-2004 for men and women. For men, the results indicate an increase in long-run earnings inequality of roughly the same magnitude as the trend seen in annual earnings dispersion, but there has been very little increase in the dispersion of long-run earnings among women. If calculations are restricted to a sample of women who work every year of the observation period, a trend of increased earnings dispersion emerges, but much less so than that observed for men.  相似文献

This article examines whether the small number of Social Security beneficiaries living abroad enjoy a higher standard of living than they would with the same benefits if they lived in the United States. The article addresses this question using two methods. First, absolute comparisons of U.S. dollar purchasing power abroad are made using "purchasing power parities," a method recently developed to allow international comparisons of real standards of living. Second, the effects of changes in Social Security benefit levels, exchange rates, and rates of inflation on the relative value of benefits abroad are measured. Both methods show considerable instability in purchasing power of Social Security benefits in the 1970's. Although beneficiaries in 1970 generally could live better abroad than in the United States, this advantage eroded considerably during the 1970's, followed by some improvement in 1981-82.  相似文献

We replicatethe most recent unpublished extension by Dr. Groseclose andresearch assistants for years 1947–1999, and then we extendthe analysis to include years 2000 through 2007. We make availableinflation-adjusted ADA scores from 1947 through 2007, allowingscholars to incorporate the most recent interest group scoresinto their analyses. The author discusses different methods of urban analysis, using the example of Mexico City, Mexico. "In this work two outlines are used: a concentric one that reflects the city's expansion and a segregated one that sees the 'different cities' within. We analyze the commercial occupation of central areas and the growth due to the expansion of the periphery from 1950 to 1986. In both processes, the massive expulsion of the inhabitants appears, firstly as an effect and secondly as a cause. This fact serves as an argument to explore certain proposals in a prospective dimension. In the technical [spatial] analysis we generally avoid the design of the city itself. Despite the 2000 presidential-election crisis, basic continuityprevailed in American federalism, including survival of theelectoral college and furtherance of the more recent shift offederal policymaking from places to persons during today's eraof coercive or regulatory federalism. The year revealed theenduring salience of political parties and the prominent roleof interest groups in the politics of federalism, as well asthe ways in which the federal system shapes, and is shaped by,policy debates. The U.S. Supreme Court continued its state-friendlydecision-making while Congress continued to preempt state authority,attach new conditions to federal aid, federalize criminal law,and nationalize power even while giving state and local governmentsmore administrative discretion. The year also illustrated thedeclining impact of federal aid on state-local revenues comparedto the increasing fiscal impact of the federal government'ssubstantive, monetary, and fiscal policies.  相似文献

Analysts have historically relied on slate personal income (SPI)as the benchmark for comparing state spending on public goodsand services and levels of state taxes. This occurs despitethe widely acknowledged shortcomings of using SPI as a measureof fiscal capacity, a state's ability to raise revenues fromits own sources. The U.S. Department of the Treasury has developeda more comprehensive measure of fiscal capacity, Total TaxableResources (TTR). Treasury has generated official estimates ofTTR since 1992 and has used two distinct methodologies to doso. The lack of a time series using a single methodology andcurrent estimates of income and production in the United Statesrepresents a significant barrier to the widespread use of TTRfor analytical purposes. This research note generates a timeseries (1981–2000) using Treasury's current methodologyfor estimating TTR and the latest estimates for income andproductionin the United States.  相似文献
