Demographic changes in Canada have resulted in an increase in the Muslim portion of the Canadian population. The anti-Muslim “Islamophobia” reaction to the 9/11 attacks led to an isolation and marginalization of Canada's Muslim citizens and residents. As the isolation and marginalization of any community creates a National Security vulnerability, the Royal Canadian Mounted Police has been working with Muslim-Canadians using the principles of community policing to create trust and work towards the mutual goals of the safety of all Canadians.  相似文献

The formation of adequate mental health systems within prisons has accelerated as a result of successful class action lawsuits. Our recent national survey questioned all state correctional departments about the existence of standards in each system, compliance with such standards, prevalence of class action lawsuits involving the issue of providing adequate mental health services for inmates, issues related to consent decrees, available mental health resources within the correctional system, and the administrative structure of the mental health system. Our purpose was to identify those factors correlated with certified class action lawsuits involving issues related to mental health services. Twenty-one states were involved in such litigation. Only the presence of psychiatric hospitals operated by the department of corrections correlated with the presence of certified class action lawsuits involving mental health services. Prison systems larger than 15,000 inmates were at higher risk for such litigation. Smaller systems having psychiatric hospitals run by the state mental health agency appeared to be at less risk for such litigation.  相似文献

Expansion of the manufacturing extension system, and consequent diversification of center models and services, suggest the evaluation system may need to expand its focus to take into account diverse program features and outcomes and the need to use evaluation data in different state political economy contexts. In the Wisconsin environment detailed here, demonstrating hard “taxpayer-payback” and shaping the politician's view of manufacturing extension as an “investment,” rather than as an “expenditure” item, may be important requirements for future in-state manufacturing extension funding. This article attempts to demonstrate empirically the taxpayer-payback outcomes to manufacturing extension activities, using representative corporation financial balance sheet data, along with field-credible scenarios about simulated extension service impacts on the balance sheets, and actual program service costs and fee levels. The implications of the analysis are explored both for program evaluation and the broader economic and political justification of manufacturing extension at state and national levels. the views expressed here are those of the author and do not reflect official policy of the National Institute for Standards and Technology. Concern has been expressed within and outside the United States government about the implications for national security of foreign ownership of and control over aspects of the US defense industrial base and the transfer of militarily sensitive technology to other countries. The focus has rightly been placed on direct contact, through over or clandestine means, between US organizations that are engaged in the development or manufacture of such technology and foreign countries. Avenues of indirect contact and/or access have, however, received less attention. This survey is a review of the various elements of one such avenue-foreign control over or presence in the US financial community. Since finance is an essential element of economic activity and US policy strongly endorses the unfettered freedom of movement of all aspects of economic activity across national borders, a strong foreign presence in the American financial sector is expected and welcomed. Yet the obvious use of finance to control and channel production and distribution leads to consideration of the ways in which foreign interests in acquiring or affecting sensitive technologies can be advanced through financial means.  相似文献

There is a growing recognition of the interests and rights of individuals conceived using donated gametes in assisted reproductive technology to information about their biological parentage. In Australia these rights vary between jurisdictions according to differing statutory provisions. In February 2011 the Senate's Legal and Constitutional Affairs References Committee published its report on Donor Conception Practices in Australia. The report recommended the development of a nationally consistent approach to donor conception and recommended the enactment of legislation in those Australian jurisdictions without legislation regulating donor conception. This editorial reviews the Senate Committee report and its recommendations and supports calls for a nationally harmonised approach to donor conception in Australia.  相似文献
