Time flies. The spring of 2009 is approaching. The new year brings us new hopes. At this moment of transition when opportunities and challenges, difficulties and hopes coexist with each other, and the new replaces the old we would like to extend our warmest greetings and best wishes to the readers of International Understanding.     

TerrorWars: Boston,Iraq

This article queries the difference between experiencing an urban terror attack and experiencing war in an urban war zone. The case considered is the Boston marathon bombings of April 2013 and the lockdown that followed, a first in the USA. Official responses to the bombings exceeded militarised urban policing strategies in ways that arguably turned Boston into an urban war zone. To consider that proposition, I juxtapose events in Boston with US war operations around Al Tafar Iraq in 2004, as described by Kevin Powers in The Yellow Birds. I also consider responses to the lockdown by people in the area of the bombings, people waiting for delayed transportation during the lockdown and experts on anti-terrorism.     

The Method is the Message: The Current State of Political Communication Research

Formal journalism ethics, as laid out in codes of ethics by journalism associations and the like, is part of a wider debate on media ethics that has been triggered in the Middle East due to the advent of global media in the region. This study compares journalism codes from Europe and the Islamic world in order to revisit the widespread academic assumption of a deep divide between Western and Oriental philosophies of journalism that has played a role in many debates on political communication in the area. The analysis shows that there is a broad intercultural consensus that standards of truth and objectivity should be central values of journalism. Norms protecting the private sphere are, in fact, more pronounced in countries of the Near and Middle East, North Africa, and in the majority of Muslim states in Asia than is generally the case in Europe, although the weighing of privacy protection against the public's right to information is today a component of most journalistic codes of behavior in Islamic countries. Obvious differences between the West and many Islamic countries are to be found in the status accorded to freedom of expression. Although ideas of freedom have entered formal media ethics in the Middle East and the Islamic world, only a minority of documents limit the interference into freedom to cases where other fundamental rights (e.g., privacy) are touched, whereas the majority would have journalists accept political, national, religious, or cultural boundaries to their work. Despite existing differences between Western and Middle Eastern/Islamic journalism ethics and in contrast to the overall neoconservative (Islamist) trends in societal norms, formal journalism ethics has been a sphere of growing universalization throughout the last decades.

Partisan Bias in Message Selection: Media Gatekeeping of Party Press Releases

Parties try to shape media coverage in ways that are favorable to them, but what determines whether media outlets pick up and report on party messages? Based on content analyses of 1,496 party press releases and 6,512 media reports from the 2013 Austrian parliamentary election campaign, we show that media coverage of individual party messages is influenced not just by news factors, but also by partisan bias. The media are therefore more likely to report on messages from parties their readers favor. Importantly, this effect is greater rather than weaker when these messages have high news value. These findings have important implications for understanding the media’s role in elections and representative democracies in general.
