This paper explores the contemporary history of that area of intellectual inquiry known as Public Administration. It focuses on developments in the 1980s and on the contribution of political science. It argues that the subject is diverse and characterized by competing theoretical frameworks. It evaluates organization theory, state theory, rational choice, public management and their associated methods. It concludes that Public Administration has reacted defensively to developments in the 1980s and that the distinctive contribution from political science lies in multi-theoretic research, methodological pluralism, setting one's own agenda, the avoidance of trivial organizations and the defence of public bureaucracies. 相似文献

Bevir and Rhodes have offered a useful addition to the tools of political scientists by developing an interpretivist approach to political science. Interpretation is a crucial mechanism for understanding the social world but one that has been underused in political analysis. This article welcomes Bevir and Rhodes' emphasis on interpretivism but suggests that there are a number of problems in the way they use the approach. In particular: they use a narrow definition of interpretivism; they caricature the nature of existing work in political science; the concept of tradition does too much work; and they pay insufficient attention to power and power relations. 相似文献

Climate change is fuelling a significant renaissance in the national environmental movement in the UK. The broad aim of this article is better to understand the extent to which the 2006 Stern Review on climate change marked a decisive turning point in the battle against climate change or just another missed opportunity. Labelled as the most comprehensive review of the economics of climate change ever produced, the Stern Review was commissioned by the Chancellor in the summer of 2005 as part of the G8 Gleneagles Dialogue on Climate Change. The main themes of and reactions to the Stern Review are analysed against the backdrop of changing domestic party politics. Then, the follow through in terms of new political and policy pronouncements is examined. It is concluded that finding a way to tie together domestic and international actions on climate change represents an enormously tricky political challenge for whoever succeeds Blair as prime minister. 相似文献

In recent times, issues surrounding change have become increasingly important in the study of political analysis. This is especially true within strains of new institutionalism such as historical institutionalism and the 'Varieties of Capitalism' approach. However, although this has led to a sensitising towards the temporal dimension, the spatial dimension has been relatively ignored. This is arguably problematic, as a fuller understanding of space and the spatiality of social and political relations would lead to more coherent and accurate analyses of political phenomena that currently characterise historical institutionalism. Indeed at an ontological level, drawing on work within the natural sciences and geography, it is impossible to talk of time without reference to spatiality and of space without reference to temporality. This short article reviews some of the more prominent historical institutionalist literature that deals with change and renders explicit the problematic conceptualisation of space, and consequently time, which underpins their analyses. Drawing on Massey and Sayer, it proceeds to outline briefly a relational conception of space and the difference that space makes to political analyses. 相似文献

Recent Developments to British Multicultural Theory,Policy and Practice: The Case of British Muslims
Since the early 1970s, there have been highly sophisticated arguments and conceptual discussions put forward in relation to how Western liberal democracies might wish to manage their diverse ethnic minority populations. It is apparent, however, that in the current climate, the important principles of unity and diversity are insufficient to challenge differing forms of ethnic, racial, and religious inequality. This paper argues that because of its underlying assumptions and modus operandi in the post-September 11 climate, British multiculturalism has been ineffective, even supporting some commentators' suggestions of a return to assimilationism. There is a new era in post-September 11 political hegemony, economic determinism and structural and cultural racisms, with European government rhetoric and public policy almost exclusively aimed at Muslims—whether as existing citizens or as part of a process of limiting immigration (which has tended to be from mainly Eastern European, North African, and Middle Eastern sending regions and nations). The example of New Labour and how it has attempted to deal with multiculturalism in Britain is a case in point. The discussion explores the changing concept of multiculturalism with special reference to British Muslims and debates that emerge in relation to identity, nation and civil society. It is argued that the experience and treatment of British Muslims is important to explore and appreciate in the current climate as it provides a test case for the future of (a) British multiculturalism and (b) British Muslims in society per se. 相似文献

The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap‐and‐trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this article tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation‐finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position‐taking. The article finds strong support for the timing of independent energy price changes, exogenous causes of election results, reducing the visibility of carbon pricing, and using public‐benefit justifications, as well as some support for making concessions to voters. By contrast, the effects of the use of revenue, industry exemptions/compensations, and making polluters pay are not uniform, because the effects of revenue use depend on how it is embedded in coalition building efforts and a middle path between exempting or compensating industry and burdening it appears to be more effective than pursuing just one or the other approach. 相似文献

The environmental movement continues to stimulate democratic processes outside formal institutions. The repertoire of issues touches on science, ethics, the market place and the distribution of technological risks. A case in point is the prism of corporate interests that obscures the link of the natural environment and health to scientific and technological developments. Ecological risks, institutional organization and social distribution have become sociologically relevant variables. The configuration of a system of organized irresponsibility guarantees the application of legitimate norms that continue to perpetrate the social systems' threat, despite policy efforts to ameliorate these risks. Further eco-democratic impetus is added by the coalition among environmental, social justice and health advocacy groups. In the process, it is vital to identify the specific environmental impacts on given populations, communities and ecosystems, if a policy strategy is to be effective toward aiding a political ecological model. 相似文献

This alternative to standard essays also challenges students to expand their research, writing and presentation skills. Further pedagogical advantages include assisting students in building personal development portfolios, improving internship programmes and making it difficult to plagiarise. This article analyzes how U.S. climate change politics and policy making are changing in the public, private and civil society sectors, and how such changes are likely to influence U.S. federal policies. It outlines the current status of U.S. climate change action and explores four overlapping pathways of policy change: (1) the strategic demonstration of the feasibility of climate change action; (2) the creation and expansion of markets; (3) policy diffusion and learning; and (4) the creation and promulgation of norms about the need for more aggressive climate change action. These four pathways seek to fruitfully draw from rationalist and constructivist approaches to policy analysis, without collapsing or confusing the different logics. Building on this analysis, it predicts that future federal U.S. climate policy will include six major components: (1) A national cap on GHG emissions; (2) A national market based cap‐and‐trade GHG emissions trading scheme; (3) Mandatory renewable energy portfolio standards; (4) Increased national product standards for energy efficiency; (5) Increased vehicle fleet energy efficiency standards; and (6) Increased federal incentives for research and development on energy efficiency issues and renewable energy development. In addition, expanding federal climate policy may bring about significant changes in U.S. foreign policy as U.S. international re‐engagement on climate change is likely to occur only after the development of more significant federal policy. 相似文献

Supporters of open data believe that free and complete access to research data is beneficial for science, public policy, and society. In environmental science and policy, open data systems can enable relevant research and inform evidence‐based governmental decisions. This article examines the unlikely case of Brazil's National Institute for Space Research's transition toward an open data model. Considering Brazil's young democracy, incipient practice of government transparency and accountability, and lacking a tradition of science‐policy dialogue, this case is a striking example of how open data can support public debate by making information about forest cover widely available. The case shows the benefits and challenges of developing such open data systems, and highlights the various forms of accessibility involved in making data available to the public. 相似文献
