Conventional wisdom ascribes to Land parliaments at best a supportingrole in German politics and a minor influence on public decisionmaking. Land parliaments are often dismissed as having few substantiallegislative or other functions. However, a closer analysis revealsa more complex picture. Even though the legislative functionof Land parliaments is limited, these regional bodies of representationare indispensable institutions for the German federal system.This article analyzes the legislative role, the elective function,and the participation of Land parliaments in coalition buildingas well as developments in the Land party systems. It is shownthat in these areas the Land level is more important than iscommonly thought. Recent changes indicate that Land parliamentsmay play an even more pronounced role in the future. The prevailingtheoretical approach that sees federalism dominating Germanconsensus democracy thus seems too general.  相似文献

With its decision on the ratification of the Lisbon Treaty, the German Federal Constitutional Court (FCC) has handed over another landmark ruling on European integration. The ruling made Germany's ratification of the Treaty conditional upon the passage of a new law giving the Bundestag greater oversight of European affairs. This and the consequences of stronger parliamentary oversight for the German government and the way it conducts negotiations at European level have been the focus of most early comments on the decision. No less important, however, are the ruling's potential repercussions on European judicial politics. Coming after a series of highly controversial judgments by the European Court of Justice, the FCC's Lisbon decision is clearly meant as a warning to Brussels and, above all, Luxembourg. The decision could undermine the Court of Justice's authority and encourage non-compliance on the part of national courts, thus bringing about a constitutional crisis at European level. Alternatively, the decision may compel the Court of Justice to reconsider some of the most controversial aspects of its activist jurisprudence and to exert more restraint in the foreseeable future.  相似文献

While a growing body of work provides empirical support for the notion that political leaders "substitute" foreign policies depending on a variety of domestic political and economic conditions, little work examines the underlying strategic causes of substitution. This article argues that foreign states behave strategically in order to (a) avoid becoming the targets of domestically troubled executives or (b) to take advantage of the domestic trouble another state endures. Such "strategic interaction" delimits the set of foreign policies reasonably available to leaders in trouble at home, thus producing the impetus for policy substitution. This article develops a theoretical model of strategic behavior and policy substitution and reports empirical results of a multivariate probit model.  相似文献

Amitai Etzioni’s communitarian perspective offers a comprehensive approach to international affairs in addition to offering guidance for domestic policy. His argument that a focus on traditional “realist” concerns for a nation’s security and interests (“security first”), combined with a dialogue over competing moral imperatives, is more likely to lead to the emergence of an idealist end state--a sustainable international community. His emphasis on gradualism--of breaking apart complex policy goals into small, discrete steps--comes from his assessment that this is a better way of promoting lasting change in the international system. His perspective does not fit neatly into any of the dominant U.S. foreign policy approaches, but his ideas have formed part of the foreign policy debate for the last fifty years.  相似文献

Research initiatives to enhance knowledge‐based societies demand regionally coordinated policy approaches. By analyzing the case of the European Commission, Directorate‐General Research and Innovation, this study focuses on examining the cognitive mechanisms that form the foundation for institutional transformations and result in leadership positions in regional governance. Drawing on policy learning theories, the study emphasizes specific mechanisms of institutional change that are often less noticeable but can gradually lead to mobilizing diverse groups of stakeholders. Through historical and empirical data, this study shows the importance of policy learning through communication processes, Open Method of Coordination initiatives, and issue framing in creating a stronger foundation for policy coordination in European research policy since the 2000s.  相似文献

It has been argued that the credibility of the American nuclear deterrent is declining in Western Europe. Whether this is true or not, it seems clear that support for the NATO alliance had reached a remarkably low level among Western European political elites as the 1970s drew to a close. One possible alternative to continued reliance on the Atlantic Alliance would be for Western Europe to develop its own independent defence capabilities. Certainly, in terms of economic and technological resources, this option should be within reach of an integrated European Community. And indeed there seems to be widespread support among European political leaders for the principle of having Western Europe play a more independent role vis-à-vis both superpowers. But there is no clear consensus in favour of the increased defence expenditures that such a policy would entail. Nor is there a consensus in favour of developing a unified West European security system inside or outside the institutional framework of the European Community. Our evidence in support of these conclusions is based on interviews carried out with candidates for the European Parliament in all nine member countries during the months immediately preceding the first direct elections in June, 1979.  相似文献

In this paper one of the classical questions in the study of politics will be pursued, viz., whether foreign policy decisions are made in a less democratic manner than policies pertaining to the domestic sphere of fully industrialized and democratic states; and if so, how to account for such a condition. These two queries will be examined in terms of three topics, each of which is explored in a preliminary fashion: (a) the characteristic dimensions of the democratic process; (b) the problems of policy comparability across sectorial boundaries; and (c) possible explanatory hypotheses regarding sectorial variances in the democratic process.  相似文献
