One of the most dramatic changes in world politics has been the rise to prominence of citizen networks. Among the many factors responsible for their emergence are new communication technologies, and in particular the World-Wide Web. Opinions on the nature and significance of these citizen networks, however, are mixed. Some applaud citizen networks as potential counter-hegemonic forces and expressions of democratic participation. Others see them, on the contrary, as undemocratic and largely destructive. Straddling both of these views is a third argument that suggests "real" communities cannot be sustained on the Internet, hence calling into question the long-term viability of citizen networks as actors on the world political stage. To help push these debates further, this article examines the case of the citizen networks that emerged to lobby against the Multilateral Agreement on Investments, focusing in particular on how the Internet played a part in the opposition movement. The case suggests that, contrary to those who see new media as an obstacle to global citizen etworks, the Internet and World-Wide Web greatly facilitated their activities. As a consequence, citizen networks will likely continue to grow and expand, intruding into international policymaking processes. The article concludes by examining several global public policy issues that are raised by this shift in the landscape of world politics that will have to be addressed by practitioners of international relations in years to come.  相似文献

The Internet expands the field for international politics. It unveils its inneroperational logic by exerting its influence on international politics. The Internet, byeither guiding or negating the conducts of actors through its own unique innate quality,forces these actors to obey its inherent laws so as to better maintain their own interests.Firstly, this paper attempts to reveal, through level analysis, how the Internet madean impact on international politics, namely by the route of the individual, state andinternational system. Secondly, taking state interest, power and security as the coreof Internet’s action on international politics, it demonstrates that there is no absoluteInternet freedom and that the interests and security of the state come before all. Thethird part of the paper illustrates the catalytical, synchronical and constructional roleof the Internet in promoting the transition of international structure. As an informationmedium, the Internet helps promote changes in international politics. As an advancedtechnology, it helps international politics constantly identify itself with the developmentof the times. The Asia–Europe Meeting forum (ASEM) was established as a mechanism to facilitate meaningful connections and dialogue between Asia and Europe. In 2010, a new chapter in European–Asian relations is being embarked upon. Standing on the brink of Asia, New Zealand and Australia (alongside Russia) are set to join ASEM. Of the three countries set to join ASEM, New Zealand presents a particular case. Traditionally, New Zealand has been seen as the most British of its former colonies, but it is increasingly both viewed and identifies itself as Asian. Using public opinion surveys and media content analysis conducted in 2009, this article demonstrates that New Zealanders continue to feel a strong connection with Britain which in turn influences its perceptions of the EU. Furthermore, New Zealand’s increasing Asian links, coupled with its Commonwealth connections and British heritage, has the potential to positively influence events at ASEM.  相似文献

ABSTRACT

Recent years have witnessed increasing interest amongst international historians in the impact of emotions on foreign policy decisions as part of a broader movement usually known as the ‘emotional turn’. This trend is associated with findings from the field of neuroscience that cognition and emotion—rather than operating independently—remain inextricably bound together in human decision-making. Most work thus far has concentrated on American foreign policy since 1945, but this analysis broadens the focus to consider the impact of emotions on British decision-makers, especially Cabinet ministers, as they debated whether to go to war in 1914. It shows that despite a tendency by the protagonists themselves to interpret their actions in rational terms, sufficient evidence of emotions exist in the written record to allow a fresh approach to the July Crisis. Whilst emotions must be seen as acting alongside rational mental processes, rather than regularly over-powering them, a focus on the subject helps explain different approaches taken by individual ministers, why the majority came to approve intervention in the conflict, and how Prime Minister Herbert Asquith, partly by appearing to control his feelings, minimised resignations over the fateful decision. It also allows a new view about why the Cabinet decided to go to war on 4 August in defence of Belgium, despite deciding just a few days earlier that the question of fulfilling the 1839 guarantee of Belgian neutrality was ‘one of policy than of legal obligation’.  相似文献

Immanuel Kant and more recent expositors of the democratic peace thesis suggest that citizens in a republic sanction leaders for resorting to war because, in part, citizens are loath to shed their own blood. This Kantian thesis in turn implies substitution. Just as consumers confronted with price shocks shift consumption to less affected goods rather than simply curtailing consumption, democratic leaders facing retribution for casualties can limit losses, not just by avoiding military contests, but also by substituting capital (ships, tanks, aircraft) for labor (soldiers, sailors, airmen) in the provision of security. A simple consumer choice model shows that citizens' leverage over leaders implies that democracies should consume disproportionately more capital in preparing for—and conducting—defense. Numerous anecdotes assert that democracies do shelter labor with capital, especially during war, but tests of defense-factor allocations on factor endowments, regime-type, and other variables show that defense-factor usage is explained by basic economic theory and not by democracy.  相似文献

The study documents considerable spatial variation in change and stasis in development outcomes over the decade from 2001 to 2011 (proxied by women’s literacy and child sex ratio) even across villages within the same micro-region (taluk or sub-taluk) and with similar starting points. However, neither decentralization policy / practice nor other forms of public policy has identified village-level factors that mediate the impact of policy. Although extant literature has explored spatial variation, it has not explored such variation across different micro-regions of India, nor has it used methodologies that validate explanatory inference from spatial-longitudinal comparisons. The article notes that the degree of spatial variation in change over such a short period of time is remarkably similar across different micro-regions of the country. It also proposes a tentative methodology for identifying village pairs to produce more rigorous comparative longitudinal analysis of the drivers of development change and stasis.  相似文献

When states face an international cooperation problem requiring enforcement, when do they decide to make that enforcement formal versus informal? I introduce a research design for investigating how informal mechanisms might be relevant to formal international agreements. I present an overall theory of punishment provisions and a set of hypotheses about whether any needed punishments will be formalized or not. This theory gives rise to a two-part empirical analysis conducted on a large-n dataset. First, the presence of enforcement mechanisms in agreements is predicted, and, second, those cases that are “misclassified”—ones in which the model predicts the presence of such mechanisms, but the agreements lack them—are analyzed. These misclassified agreements, candidates for informal enforcement, are characterized by regime heterogeneity and military asymmetries among parties. This article examines the geopolitical and economic implications of the Belt and Road Initiative for the Middle East. It locates the BRI within the region’s politics and examines the opportunities that the initiative offers for the region, as well as its inherent risks and challenges. It argues that the BRI is not merely an economic project as framed by Beijing, but that it represents a new stage in China’s engagement with the region, and—if fully implemented—could have wide geopolitical implications. The Middle East has the potential to contribute immensely to China’s sustained growth by addressing its energy security, supporting China’s role as a ‘megatrader’, and, more importantly, driving China’s efforts to become a global maritime power and monetary power by internationalizing the Renminbi (RMB). Thus, the BRI could have wide implications for the Middle East. Far from being a win-win project for all, the BRI will likely benefit some countries in the region more than others. Iran stands ready to benefit most. The BRI will likely increase the strategic importance of the Suez Canal and could potentially undermine the importance of some logistic hubs in the Middle East in favour of other trade hubs in Central Asia.  相似文献

It highlights several of the most obvious errors that are often made by those undertaking counterfactual reasoning. Increasing attention is being paid to IMF governance and operations, but not to how IMF programs are differentiated under the array of available lending windows. This paper examines empirically the economic and political circumstances associated with the use of IMF facilities. It therefore extends existing research into the determinants of IMF arrangements by investigating the extent to which different influences are at work in the case of different facilities. Focusing initially on extended arrangements as compared to stand-bys, the results indicate that although initially the facilities were used in different economic circumstances, since the mid 1980s these differences have largely disappeared. Instead the differences between user countries have become more political than economic. There are, however, some differences between concessionary and non-concessionary facilities beyond the income levels of countries using them. The policy implications for the range and design of the Fund’s lending windows are discussed.

FRONTEX has highlighted Remotely Piloted Aircraft Systems (RPAS) as affordable and efficient capabilities for securing the EU’s vast frontiers in order to further upgrade them into smart technological borders. In this regard, this article examines the EU’s strategy and rationalisations to develop dual-use technologies such as aerial surveillance drones for border management. By drawing on critical security and technology studies and by focusing on their functional technological efficiency, the article argues that drones are being normalised in a technological regime of exclusion at the border-zone. It further contends that high-end technologies such as drones introduce a military bias as security enablers in border surveillance and as a panacea for the consequences of failed policies to manage irregular migration. A closer examination of several EU-endorsed drone projects reveals a pragmatic and industry-driven approach to border security, underlining the evolving homogenisation between internal and external security and the imminent “dronisation” of European borders.  相似文献

This article reviews briefly the relationship between the press and politics in the United States, using one influential press lord, Roy W. Howard, as a case study. It also reviews the results of social science research on media effects, with an emphasis on studies of agenda‐setting, and raises questions about who sets the media agenda in light of the 1988 U.S. presidential election. Finally, it draws some conclusions about the influence of the news media in setting political priorities and, thus, influencing the political process in the United States.  相似文献

The present contribution explores the changing relationship between the European Union (EU) and the two largest countries in its eastern neighbourhood, namely Ukraine and Russia, between 1991 and 2014. Taking the differential between the existence of the EU Strategic Partnership (SP) with Russia and the absence of such an arrangement in the relationship with Ukraine as a point of departure, it investigates how the EU has dealt with different aspirations and challenges stemming from its two largest eastern neighbours. Adopting the Social Identity Theory perspective, the contribution analyses the interrelationship between the evolution of the EU’s SP approach towards the eastern neighbours and the development of (particular dimensions of) the EU’s identity. It demonstrates how the process of categorization relating to the ideational ‘self’, ‘we’ and ‘other’ took place; and how only the EU’s relationship with Russia and not that with Ukraine has accumulated the discursive markers of a strategic partnership. The contribution, furthermore, analyses the challenges to the EU changing approach stemming from the 2013–2014 Ukraine crisis.  相似文献
