A considerable body of unchallenged literature describes al-Takfir wa'l Hijra and its followers—“takfiris”—as a contemporary and highly dangerous trend within the global jihadi movement. Variously described as a network, movement, or group, its members are portrayed monolithically as ultra-secretive, highly skilled militants who easily blend into Western societies and specialize in “quality” operations against Western targets. This article critically assesses these claims using analytical approaches grounded in social movement theory and Netwar, and data drawn from historical and Islamist sources.  相似文献

Despite the Canadian Security Intelligence Service's recent concern with the growing threat from right-wing extremists nationwide, we have little contemporary scholarship on the far right movement in Canada and fewer attempts to systematically analyze their ideologies and activities. Drawing on a three-year study involving interviews with Canadian law enforcement officials, community organizations, and right-wing activists, as well as analyses of open source intelligence, this article examines the endogenous factors that facilitate and inhibit the right-wing extremist movement in Canada. Findings suggest that strengths and weaknesses of the groups themselves can be exploited as a means of debilitating them.  相似文献

Abstract

Drawing on Tilly’s notion of “repertoire of action,” this article shows how the evolution of the global jihadist movement’s communicative action repertoire has increased the potential resonance of its discourse. It foresees the construction of the global jihadist movement’s discourse of mobilization as the result of the evolution of its network of actors, the context in which its communications are undertaken, and its adaptation to new communication technologies. Accordingly, it argues that the decentralization of the global jihadist movement has led to a widening of its communicative action repertoire and a diversification of its discourse offering.  相似文献

Abstract

This article identifies the fiscal weaknesses of local government in Africa, with concentration of the fiscal stress that is endemic to their condition. It then examines Kenya, as a case study in sub‐Saharan Africa. It continues to focus down on three Kenyan cities—Nairobi, Mombasa, and Kisumu, and identifies their six major revenue sources: land based revenues, regulatory revenues, income‐based taxes, service revenues, user charges, and government grants. Although some of the data is problematic, it is possible to determine several reasons for local fiscal stress. These reasons include limited access to stable financial resources, unstable national economic performance, centralized governmental control, mixed results of decentralization, and institutional and managerial weaknesses, including corruption in the collection and use of resources. Four recommendations are advanced to help these local governments: the development of local credit systems, the use of non‐governmental organizations, the clarification of the use of foreign aid, and the development of a greater capacity for governance. This articles main theoretical contribution is the development of an analytic framework for examining the reasons for fiscal stress in sub‐Saharan Africa. By examining revenue and expenditure patterns of the three localities, the article develops a data set that highlights some of the reasons for local government financial problems—the governments do not know how much revenue can be collected from a particular revenue source, they do not have records of existing sources of revenue, and they only collect about 40–60% of their estimated collections.  相似文献

Abstract

India's spectacular rise in recent years has been the source of hyperbolic theorising and speculation on its major power status. Middle power theory offers a set of dynamic analytical parameters which allow for re-evaluating India's global influence and identifying both strengths and weaknesses of its power projection and resources. Placing emphasis on themes of Third World leadership, good international citizenship, multilateral activism, bridge-building diplomacy, and coalition-building with like-minded states, the middle power concept can encapsulate key aspects of India's contemporary agency and account for structural dynamics which constitute a reformist world-view through the reconfiguration of the Indian state within the existing world order. Overall, middlepowermanship delineates fundamental continuities in India's foreign policy tradition, epitomises India's existing position in the neoliberal world order, while providing a good indication of the directions India will take on the global stage in the short and medium-term.  相似文献

Abstract

Approximately 30 percent of all local government revenues in Serbia come from shared sales taxes. In the immediate future, the Government will have to replace sales taxes with a value added tax in order to meet EU norms. This will require a fundamental overhaul of Serbia’s intergovernmental finance system because unlike sales tax, the VAT cannot be shared on an origin basis. This paper outlines the origins of Serbia’s current intergovernmental finance system, summarizes its strengths and weaknesses, and then, in light of the necessity of change, sketches a set of reform proposals. These include creating a formula-based equalization grant funded by a fixed percentage of national budget revenues; introducing the legal possibility for block grants, categorical grants, and grants for delegated functions to fund the devolution of new responsibilities to local governments and to support specific (investment) programs; and restoring local government control over Serbia’s ad valorem property tax.  相似文献

Although Jemaah Islamiyah (JI) is a pan-Southeast Asia jihadi network, it has been able to headquarter itself in Indonesia, where it has also been able to find the lion's share of its recruits. This article finds that there is little support for hardline Islamic political movements, or even violent jihadi groups, from the wider population. Yet at the same time the public is skeptical about the existence of an international terrorist problem. Not only is there general denial amongst the Indonesian population but Indonesia's political leaders have had to tread carefully on the issue. Indonesia has had a degree of success in denting the JI network but confronting terrorism on the whole is fraught with political difficultiesnotably the impression that the war on terrorism might be a plot to weaken the Islamic world.  相似文献

Although jihadi nasheeds play an important role in the Islamic State's propaganda, there is scant literature on the topic. This article is an exploratory study on seventeen Islamic State nasheeds released between December 2013 and March 2015. The main argument is that Islamic State nasheeds are effective messaging tools because they focus on a limited number of themes that have broad appeal among Muslims. The nasheeds differ from other Islamic State propaganda in their almost exclusive focus on war and fighting, rather than on the softer sides of life in the Islamic State.  相似文献

The ability to assess the impact of humanitarian interventions is key both for priority-setting and for maximising the quality of projects. Humanitarian mine action (hma) is a young sector, where the application of impact assessment is still in its infancy. In this article we will briefly revisit the history of impact assessment in hma, before reviewing the strengths and weaknesses of three different impact-assessment approaches: 1) the Landmine Impact Survey; 2) economic analysis; and 3) community studies. Each of the approaches has its own merits as well as its own shortcomings and the selection of one approach, or several approaches combined, needs to be informed by the particular conditions in a given setting. We argue that hma should always be based on sound impact-assessment practices, but also that it is important to encourage a general understanding of broader impact issues—as opposed to narrow output definitions—among all relevant stakeholders. In spite of considerable progress over the past few years on this issue, impact in mine action is still largely perceived as an event rather than an integral part of the process and specialised units responsible for impact assessment isolate this activity from day-to-day field management.  相似文献

Abstract

This article looks at the implementation of budgeting and financial management reforms in Bolivia. These reforms were intended to facilitate the introduction of an integrated approach to budgeting and financial management, and a results-orientation in management. Evidence suggests that, at least in its first few years, there was little successful reform implementation. The main factors seen to impact reform implementation include the entrenched patronage of the political system, the weak nature of reform incentives, weaknesses in central financial management systems and processes, poor internal monitoring, authority limits in the Audit Office, a lack of Parliament scrutiny, questions about transparency and participation, and relational complexities arising from donor involvement.  相似文献

Using Barcelona as a case study, this article examines the relationship between local governance and local democracy. It begins with the terms of the debate and continues by identifying the context in which a particular model of governance arose in Barcelona. The article then looks at the extent to which governance fosters democracy, by strengthening the role of civil society organisations in government and creating new spaces of deliberation between the state and the citizenry. The final section examines the limitations of Barcelona's model of local governance in enhancing local democracy. The key finding is that the predominant role of the local council in facilitating citizen participation has as many strengths as it has weaknesses. In short, when participation becomes public policy it becomes a double-edged sword.  相似文献

Abstract

In the past decade Armenian terrorists have assassinated 30 Turkish diplomats or members of their immediate families, as well as an approximately equal number of non‐Turks. In addition, well over 300 other people around the world have been wounded by their attacks. The purpose of this article is to move beyond the analysis in my earlier studies of the subject by analyzing the present state of the Armenian terrorist movement with regard to (1) its theoretically stated positions and goals, (2) its actual operations and current dissensions, and (3) the personal characteristics of its perpetrators.  相似文献

In Mein Kampf, what would become the foreign policy of Nazi Germany was set forth in great detail. No one paid attention until it was too late. In a series of books and articles, Vladimir Zhirinovsky demonizes the Moslem states along Russia's southern borders. He claims that Russia's most ancient enemy has become its new worst enemy. Large numbers of Russians are beginning to listen. My article notes Zhirinovsky's achievements in Russia to date. It presents his analysis of the Middle East in his own words, most of which are translated into English for the first time. It investigates the extent to which his rhetoric is supported by actual events in Russian history. It sets forth his plans for conquest if he becomes president. It identifies the major weaknesses in his arguments and suggests how his views may still secure him a large popular following in Russia.  相似文献

Government service delivery in Tasmania has undergone a customer-orientated shift, changing the nature of the relationship between the Government and the community. A Tasmanian State Government initiative named Service Tasmania utilizing information technologies and private sector style business administration values offers new possibilities in service delivery through its integrated whole-of-government approach. This initiative facilitates cross-agency customer-centered service delivery within the overall government framework. This article introduces an empirically based qualitative investigation into the implementation of Service Tasmania’s One-Stop-Shops. Particular interest is placed on identifying the strengths and weaknesses of implementing the Service Tasmania service delivery model. Data were analyzed by using a grounded theory approach comprising open, axial, and selective coding. Findings indicate that whilst some weaknesses in the approach have been uncovered the numerous strengths outweigh them. Some practical implications are identified for policy-makers and practitioners engaged in service delivery reform projects.  相似文献

Abstract

This article charts the history of a now largely forgotten Pan-African gathering, the historic First International Conference of Negro Workers, organised by the Communist International (CI) and held in Hamburg in 1930. The CI had taken an interest in organising Africans and those of African descent in the colonies, and in Europe and the US, from its foundation, but the key factor in developing political work concerned with the ‘Negro Question’ was the founding of the International Trade Union Committee of Negro Workers in 1928 and the activities of black communists. The difficulties experienced in organising the conference in Hamburg suggest that these activists were key to holding this historic event. The Hamburg Conference linked the communist movement with important black trade union and anti-colonial activists in Africa, the Caribbean, the US and Europe and subsequently had a significant influence on the future development of the Pan-African movement.  相似文献

Abstract

In this paper, we make a theoretical argument that the Third World be returned to its political origins to inspire an updated Third World Project (TWP), revived as a global movement for progressive, anti-imperialist forces, through the Fourth World movement, which highlights internal colonialism. Both the TWP and the United Nations recognise only nation states as full members. We examine how a Third World strategy that brings in the Fourth World, or indigenous, minority and/or stateless groups, can help oppressed groups gain more autonomy and rights through a transnational solidarity rooted in empathy. We trace the intellectual roots and history of the TWP and consider obstacles in bringing together the TWP and the Fourth World movement. A Fourth World strategy corrects the TWP’s implicit approval of an underlying imperialism, and the TWP provides the Fourth World movement a model to accomplish its goal of resisting uncritical modernity.  相似文献

This article assesses the claim that Peru's Shining Path insurgency is the “new Khmer Rouge,” a reincarnation of the brutal communist movement responsible for the death of more than one million Cambodians during the 1975–1979 “Democratic Kampuchea” era. Although Shining Path is unlikely to seize power in Peru the analogy is still worth evaluating, given its prominence in public debates over the nature of the insurgency. On the basis of Foreign Broadcast Information Service reports, party statements, and other primary and secondary sources, two major characteristics of these organizations are compared: ideology and prerevolution behavior in their respective “liberated zones.” While acknowledging that the Shining Path and the Khmer Rouge share a number of important features, the article concludes that a Shining Path regime would be less extreme than Democratic Kampuchea, and that it is an overstatement to call the insurgency the new Khmer Rouge.  相似文献

Abstract

The hope for a unique revolutionary actor in the twentieth century evaporated as a result of the weaknesses of social organisations. This paper examines the potential of an almost-forgotten group of revolutionary actors – collectively organised and deliberately involved in processes of social and productive transformation with a legitimate claim to territory – whose present-day activities involve them in concerted processes to consolidate a different constellation of societies on the margins of the global capitalist system. Indigenous and peasant communities throughout the Americas are self-consciously restructuring their organisations and governance structures, taking control of territories they claimed for generations. They are also reorganising production to generate surplus, assembling their members to take advantage of underutilised resources and peoples’ energies for improving their ability to raise living standards and assure environmental conservation and restoration. These communities are not operating in isolation. They coordinate activities, share information and build alliances. Hundreds of millions of people are participating in this growing movement; they occupy much more than one-quarter of the world’s land area. There is great potential for others to join them, expanding from the substantial areas where they are already operational. Global social networks are ensuring that this dynamic accelerates.  相似文献

Abstract

Kang Youwei’s successive visits to Canada from 1899 initiated a reformist movement among the worldwide Chinese diaspora for over a decade. But his Canadian experience has long been neglected, and the overseas Chinese movement has often been downplayed as an extension or even regression from the abortive 1898 Reform. The rise and fall of the movement have been ascribed respectively to Kang’s reformist mobilization for monarchist patriotism and to the political challenge of the anti-Qing revolutionaries. This article, however, argues that Kang’s diasporic experience, especially his interactions with the Chinese in Canada, greatly radicalized and expanded his reforms. His new program for reform of both China and the Chinese diaspora enabled his movement to spread from Canada to the global arena. This movement also began to decline from Canada around 1909 because of Kang’s clashes with leaders of Canadian Chinatowns. Nonetheless, it caused unprecedented politicization and integration of overseas Chinese.  相似文献
