Reorganizations have provided fertile ground for researchers and practitioners seeking to draw lessons about the nature of public administration. The review leading to the reorganization of British local government in 1991-96 sustains the tradition. In an extraordinary unfolding of events key features of the policy and political system are laid bare. This article provides a background analysis of the review, examines the main turning points in the process, assesses the performance of key players and concludes with a judgement about the sustainability of the settlement that ultimately emerged. A number of lessons are drawn about the nature of the British political system as revealed through the impact of the challenge of a large-scale structural review of local government.  相似文献

PUBLIC POLICY     
Public policy is not simply a subset of public administration, but draws on and contributes to a number of aspects of public administration, political science and other disciplines. This article traces the growth of interest in a policy focus in Britain during the 1970s and early 1980s, and its subsequent partial displacement by the emphasis on public management. Despite this partial displacement, the policy focus is now institutionalized in academic research, textbooks, journals and teaching. The recent lack of interest in generic policy analysis by British central government is reflected in the way in which the policy aspects have been an afterthought to managerial and organization changes. There is plenty of scope for further refining the skills of those who research, teach and are taught in public policy.  相似文献

The Cambridge Study in Delinquent Development is a prospective longitudinal survey of 411 London males from age 8 to age 56. This article compares the convictions of 343 adult sons (searched up to the median age of 29) with the convictions of their fathers up to the same age. There was significant intergenerational transmission of convictions, since 43% of the sons of convicted fathers were themselves convicted, compared with 18% of the sons of unconvicted fathers. There was significant intergenerational transmission of burglary, serious and minor theft, violence, threatening behavior, carrying an offensive weapon, and serious motoring offenses. The most important mediators between parental and child convictions were the family renting rather than owning their own home, poor parental supervision, an antiestablishment attitude of the father, parental physical punishment of the child, and separation of the son from his father. Implications for the prevention of intergenerational transmission are drawn.  相似文献

This article deals with the problems that the Mexican government will need to face in order to go on with the reform of the state. The cycle of such a reform (privatization, liberalization and democratization) is already closing down. While ending this process, however, Mexico also started to see an increasing number of demands calling for administrative reform and, above all, the federalization of government and public administration. This is what the author calls the strategic agenda of the Mexican government.

In order to implement the administrative reform, the author favors enhancing the accountability of the Mexican government, by increasing public participation in the policy and decision making processes. With regard to the federalization of government and public administration, Aguilar proposes the implementation of policy tools never used in Mexico, such as fiscal federalism (categorical and block grants, for instance), together with new constitutional, political and administrative arrangements.  相似文献

This article profiles Dhiren Barot, a convert to Islam who was convicted in Britain in October 2006 on charges of conspiracy to commit murder for planning terrorist attacks in the United States and the United Kingdom. Upon his conviction, much of the British press, and many other observers, claimed Barot was a high-level Al Qaeda figure whose plans were on the verge of execution. Other observers, and Barot's defense attorneys, however, argued that these allegations were exaggerated. Barot, they claimed, had done nothing more than sketch vague plans for which he had no funding and was merely being used by the British government as an example in the War on Terror. This article details Barot's life and terrorist activity. It argues that he was a committed jihadi, was likely an Al Qaeda member, and did indeed represent a security threat. Nonetheless, the lack of public information available on his life suggests that certain allegations about his status within Al Qaeda and the immanency of his plans should be treated skeptically. It concludes by considering to what extent Barot fits the profile of other Islamic terrorists.  相似文献

As public outsourcing has grown, the need to understand government's relations with supply side actors has become more important for public administration scholars. The article analyses the role of a small group of large contractors in the British outsourcing system during Britain's Coalition government. These ‘public service conglomerates’ have thus far received little attention in the public administration literature. The article compares two approaches for understanding the role of these corporations and analyses why the corporations faced sometimes severe disruption during the Coalition period in the form of multiple contract problems, conflict with ministers and financial problems. Over the period, the corporations became the objects of policy debate, and what had appeared to be a stable set of arrangements started to fracture. The case shows the value of analysing the political and organizational foundations of contracting arrangements.  相似文献

This article discusses the factors public administration faculty should incorporate into the curriculum in order to equip students to engage in the policy legitimization process. In order to produce leaders, public administration programs should emphasize the nature of the political system, an understanding of the legitimacy of subgovernments, the importance of coalition building and the psychological factors associated with policy choices.

Integration of policy analysis into the public administration curriculum requires that students be equipped with an in-depth understanding of both the political environment and the political process. This is true because public administrators are deeply involved in the stages of policy development, adoption, and implementation; activities which reach beyond the narrow confines of program management and into the realm of politics. Consequently, public administrators serve in a variety of capacities: as policy advocates, program champions, or as defenders of client interests. It is in these roles that public administrators move into the political arena. Policy analysis activities provide the discipline with the opportunity to move beyond an emphasis on a narrow concern with simply “managing” government and into the realm of policy choice, policy advocacy, political power and the exercise of leadership.

Public administration as a discipline, and teaching faculty in particular, face the challenge of increasing the relevance of the master's degree to policy leadership. Astrid Merget, past president of the National Association of Schools of Public Affairs and Administration, expressed this need for increased emphasis on policy leadership training quite eloquently in 1991:

“Our vision of the holder of a master's degree in our field is that of a leader, not merely a manager or an analyst. But we have not been marketing that vision.”(1)

Merget attributes partial responsibility for the low public esteem of government service to the attitudes, teaching, and research activities of public administration faculty who have failed to link the “lofty” activities of government (environmental protection, health care, the promotion of citizen equality) with public administration. Accordingly, the academic standard of “neutrality” governing teaching and research acts as an obstacle to teaching the fundamentals of the goals of public policy. This professional commitment to neutrality places an emphasis on administrative efficiency at the expense of policy advocacy. The need, according to Merget, is to reestablish the linkage between policy formulation and policy management. Such a teaching strategy will enhance the purposefulness of public administration as a career. Failure to do so will relegate public administration programs to the continued production of governmental managers, not administrative leaders.

The integration of policy analysis into the public administration curriculum affords the discipline with the opportunity to focus on policy leadership and escape the limitation associated with an emphasis on program management. Teaching policy analysis skills cannot, and should not, be divorced from the study of politics and the exercise of political power. This is true because politics involves the struggle over the allocation of resources, and public policy is a manifestation of the outcome of that political struggle. Public policy choices reflect, to some degree, the political power of the “winners” and the relative lack of power by “losers.” The study of public policy involves the study of conflict and the exercise of power.

Teaching public administration students about the exercise of power cannot be limited to a discussion of partisan political activities. Public administrators serve in an environment steeped in the exercise of partisan and bureaucratic power.(2) It is practitioners of public administration who formulate, modify and implement public policy choices. Such bureaucratic activity is appropriate, provided that it is legitimated by the political system. Legitimacy can be provided to public administrators only by political institutions through the political process.

Teaching public administration students about policy analysis and policy advocacy necessitates an understanding of the complexities associated with the concepts of policy legitimacy and policy legitimization.  相似文献

The structure of the British state is growing increasingly complex. This trend raises a number of questions that focus on the forces stimulating this complexity and its implications both for society-state relationships and the design and implementation of public policy. This article focuses on one specific element or strand of these debates: the growth in the number and role of quasi-autonomous public bodies within Britain. It seeks to analyse and reflect upon the distinctive approach taken by the Labour government, since winning office in May 1997, in relation to the sphere of 'distributed public governance' in Britain. Moreover, the article seeks to locate this analysis within broader debates surrounding the future of the British state and the Labour government's approach to statecraft through a thematic framework based around: growth, co-ordination, accountability, depoliticization and power. The central argument of this article is that the Labour government has increased considerably the sphere of distributed public governance in Britain. This process has been largely devoid of an underpinning rationale and this may have significant implications for successful policy delivery, the public's trust in government and the future trajectory of the British state.  相似文献

Today French academic studies of government are dominated by a particular form of public policy analysis which cannot be explained using literal translations. Instead this article endeavours to explain the nature of French research carried out in this vein by tracing its development over the last thirty years and focusing in particular upon the role of conflict within political science and sociology. During the past two decades, decentralisation issues have generated a keen interest in a large number of countries. However, this notion is very difficult to define as it refers to a wide range of institutional arrangements on the political, economic and social levels. There are many good reasons why the allocation of fiscal resources and budget transfers among levels of government must come after a strict assignment of spending powers. Hence, decentralisation as a silent revolution in public sector governance has swept across the globe and has reemerged as a valued political and economic goal in most countries, significantly varying from country to country. The purpose of this article is to show the impact of financial and economic crisis on sub-national government and sub-national elections in chosen European countries such as Poland, Ireland, Denmark and Greece. In some of the countries mentioned the sub-national run-offs were conducted with national parliamentary elections, but not in other countries, including Poland. Because of its uniqueness, however, the explanation of which constitutes an essential part of the article, Poland can be ‘a matiere a penser’ and a starting point for interesting analysis. As can be seen, the economic situation can not only change the election results, but also stabilise the political system, which is a good example of how the government party can manipulate public opinion, or even make elections a referendum on economic policy. The main determinant is the financial situation of sub-national government units and the country concerned.  相似文献

This article focuses upon the territorial challenges to the French state. There is a genuine policy puzzle in terms of how to join up separate agencies of the state that is far from unique to France. Introducing new evidence based on interviews with high ranking officials, politicians and representatives of territorial policy communities in 2010, the main body of the article focuses upon the two main territorial reforms of the Sarkozy presidency, the reform of the territorial state, and the local government reform. These cases reveal an original attempt to craft a political discourse based on public sector productivity and state puissance. The article explores the tension between synoptic models of reform, focused on the expectation of rapid and quantifiable macro‐level change that suits the short‐term returns of the political cycle; and institutionalized processes of meso‐level implementation, with different timescales, logics of appropriateness and configurations of actors.  相似文献

Public sector pay, as a key component of public expenditure, has been a major issue for government since the mid-1970s. This article analyses public services pay bargaining since 1979 and examines the continuing tension between the control of public sector pay levels on the one hand and the wish to make pay levels more responsive to external market forces on the other.
The article concentrates on the changes in pay bargaining in the public services. It does not purport to provide a detailed economic analysis of the outcomes of the various phases in public sector pay policy, but does attempt to explain the process implications of the political contingencies and rationale driving government policy on pay determination. In particular it notes the resilience of national pay-setting arrangements and pay comparability throughout most of the period under review, despite the political rhetoric, emphasizing the pragmatism of government policy. The latter section of the article reviews the current policy, with its emphasis on decentralized pay determination, and considers these new developments within the context of private sector collective bargaining theory.
The evidence from the private sector suggests that pay determination in the private sector is complex and that levels of bargaining relate to various factors. Decentralization is neither a panacea for poor performance nor necessarily problem free. Devolved pay determination can lead to problems of control over costs and, in the context of high levels of trade union organization, to pay'leapfrogging'. The article concludes that there is a continuing contradiction between the role of the government as an employer, keen to devolve pay decisions to local level, and that of economic regulator with responsibility for the wider economy. This continuing tension indicates that decentralized pay bargaining in the public sector will be limited in its scope by some form of central government control.  相似文献

This study widely replicates the original studies by Zhan and Tang to verify the impact of political opportunities and the resources of organizations on policy advocacy, which uses a much larger sample of nongovernmental organizations (NGOs) who engage with social work. The main findings of the present study are similar to those of the original studies. First, the study finds that the higher the level of government support, the more likely NGOs is to engage in policy advocacy. Second, the NGOs with stronger political connections are more active in policy advocacy. Third, the income of an organization also has a positive effect on policy advocacy. However, the number of full-time staff, location, and the level of registration of an organization does not have a significant effect on policy advocacy. The study increases the understanding of policy advocacy and the relations between the state and society in China.  相似文献

Governance theory raises conceptual and theoretical questions about the coordination of complex social systems and the evolving role of the state within that process. A central aspect of the governance debate focuses on the ability of national governments to address salient social issues. This article examines the British Labour governments' attempts to facilitate cross-departmental inter-organizational collaboration within Whitehall in an attempt to develop innovative responses to seemingly intractable social problems. The government's desire and strategy to increase its capacity to orchestrate 'joined-up' government can be interpreted as both an acceptance and a response to the challenges of modern governance. The article locates the structural, procedural and cultural responses to this challenge within the theoretical and analytical framework of governance theory. It concludes by suggesting that meaningful change in the way public policy is designed and implemented may well demand a more deep seated reappraisal of the structure of Whitehall and the dominant values of the British political elite than is currently anticipated.  相似文献

New Labour has subjected English local government to an unparalleled period of reform. This article reviews the Local Government Modernisation Agenda evaluation studies commissioned by central government. The review identifies valuable insights from the studies into the contemporary state of English local government, central government and central–local relations. However, the studies also illustrate the need for research on public service reform to include analyses of the political origins of reform policies and the political–bureaucratic issues involved in their implementation. It is also argued that future research needs to rediscover the value of studying local politics ‘in the round’, the impact of socio-economic and non-local factors on local policy outcomes and the role of new sources of policy influence in the channels of central–local relations.  相似文献

Reinventing government in the United States is the most recent of several efforts to reform public organizations and management. A cornerstone of the Clinton Administration's agenda for change, reinvention is proceeding on several levels. One is that of political symbolism and rhetoric: reduce waste, eliminate unnecessary programmes, and improve efficiency. Another level is found in the reinvention laboratories created throughout the federal government. Here the focus is on quality, customer service, streamlining processes and procedures, and eliminating unnecessary rules and regulations. A third level is found in policy and system changes; here the emphasis is on examining broad functions, decentralizing major activities, and providing legislative support for necessary changes.
Implementation of reinvention activities has been decentralized and loosely monitored. Many of the initiatives in the reinvention laboratories are difficult to track and analyse; changes at this level do appear, however, to be extensive and diverse. Broader legislative changes have not been so extensive and the Clinton Administration has been slow to introduce key legislative packages. The role of Congress is unclear.
Despite uneven progress and failure to ask key policy and implementation questions, reinvention is creating significant change in the federal government. The outcome of those changes and the long-term future of reinvention depend on the continued commitment of the members of the public service, as well as much clearer political support and will.  相似文献

The investment and mortgage policies and practices of the British building societies affect individuals, neighbourhoods and the economy. Their activities have been subject to serious criticisms. Building societies, however, are scarcely accountable to their members, despite their position as'mutual' organizations; nor are they politically accountable to the electors through the government. The British building societies present a public interest problem. This article questions whether and how they ought to be made accountable for their actions in order to ensure that they further the public interest.  相似文献

Privatization has its own distinctive dynamics, resulting particularly from the institutional restructuring which tends to transform policy networks and communities. This happens principally for two reasons. Firstly, the crucial balance of resource dependencies is changed irrevocably, and established policy communities break down. Secondly, the separation between the principal actors tends to produce a 're-framing' of major policy issues. Here, Schön and Rein's (1994) concept of issue 'framing' offers a useful metaphor for how actors give a coherent organization to a complex reality by selecting for attention a few salient features. At the same time, they argue also that the nature of 'objective' reality might be found in the world's tendency to resist our interpretations, leading to a discovery of the limitations of particular frames. The case of British Steel offers a good example of the dynamics of this process. In the days of state ownership, the British Steel Corporation and government generally shared similar 'frames' on major issues. Since privatization, however, the two actors have tended to adopt separate 'frames' and have become more independent of each other. Multi-arena politics, such as Europeanization, can drive them still further apart. Nevertheless, in recent years British Steel has come to appreciate some of the limitations of its own frame, and has sought to reconstruct its relationship with government. There is an imbalance in the resource dependencies, however, which precludes the reconstruction of a policy community  相似文献

Public sector management in Hong Kong was initially designed to rule the territory as a British colony. A number of changes took place in the last quarter century before Hong Kong's reintegration with China and the nature of public sector management has transformed over this period. An overview of administrative principles and practices and an analysis of changes reveal trends that were influenced by both local and international factors. The framework of traditional public administration in the territory adapted effectively to embrace the principles of new public management without much difficulty. The global economic crisis compelled the government to revise its strategies to expand public spending and adopt a further reduced role in the provision of public services. New social, economic and political challenges are driving Hong Kong to adjust to the changing circumstances and trends, and four noticeable shifts can be identified. They include shifts from an administrative to a political executive, from job cuts to job creation, from financial restraint to increased spending, and from public to private sector provision of public services. The trends are driven by local and international forces as well as the progress of democratization and political awareness in Hong Kong.  相似文献
